 SC/ST body seeks reasons for not recommending CBI probe

 LUCKNOW: Taking a serious note of the mysterious circumstances
 surrounding the death of former deputy CMO Dr Yogendra Singh Sachan,
 the national SC/ST commission has served a notice on Uttar Pradesh
 government and demanded an explanation into its reservation against
 recommending a CBI inquiry.
 
 Chairperson of the commission PL Punia has directed the state
 government to furnish its reply by July 4. Prima facie Dr Sachan's
 case appears to be that of a murder and not a suicide as being
 reported by the official agencies. The entire story as touted by the
 government seems too fishy and there are more questions than answers
 surrounding the incident. Therefore the matter needs to be probe by
 the prime investigating agency and only a CBI inquiry will be able to
 clear the air, Punia told media persons on Saturday.
 
 Punia said, "The state government has been served notice under article
 38 sub clause (10) of the Indian Constitution, which vests the SC/ST
 commission with power to intervene and address any grievance of a
 member of a backward community or the Anglo Indian community."
 
 This task, Punia stressed has not been assigned to the National
 Backwards Commission, "but is the prerogative of the SC/ST commission
 as per the provisions of the constitution". Since Dr Sachan was a
 Kurmi, a backward caste, the commission, he pointed out was well
 within its right to take up the matter. The notice was dispatched to
 the chief secretary of UP government Anup Mishra.
 
 The commission was recently in news for taking suo moto cognizance of
 the Nighasan rape and murder case, where a 14-year-old girl was found
 hanging from a tree within the police station premises. Punia had
 summoned the SSP and DM Lakhimpur Khiri to make personal appearance
 before the commission and explain.
 
 Significantly the pro-active mode of the chairperson is leading to
 much consternation among the ruling party, as animosity between the
 BSP supremo and his one time aide is well known here. The war of words
 between the party top brasses and Punia began soon after he took over
 the charge and declared during his first press conference that
 atrocities against the dalits were on the rise and that the UP police
 was trying to push most of the cases under the carpet. While, he
 raised the pitch, the Maya government retaliated with a decision to
 make the state guest status to visiting dignitaries, discretionary,
 and the tussle continues.
