Dalit woman commits suicide

Bhadohi (UP), Feb 21 (PTI) A 28-year-old Dalit woman allegedly
committed suicide after having a dispute with her husband in Chauri
area, police said here today.

Guddi Saroj hanged herself from a ceiling last evening after her
husband Sabhajeet refused to take her to Mumbai with him, they said.

Police said that Sabhajeet used to live in Mumbai and had returned a
few days back.

Dalit outfit to support parties backing demands of Arunthathiyars

The Adi Thamizhar Peravai (ATP), a Dalit outfit, has said that it will
support political parties that accept the immediate demands of
Arunthathiyars and highlight them in their manifestos, in the Assembly
elections. Addressing a press conference after its State executive
council meeting here on Tuesday, R. Adhiyaman, founder president, ATP,
said that the organisation had a significant presence in western and
central districts. "We expect seats for Arunthathiyars in eight
reserved constituencies. If any of the major parties fail to give
seats, the Peravai will field its own candidates."

New Delhi : The trial in the alleged murder of two Dalits was again
delayed as Delhi Principal Secretary (Home), failed to appear before a
Rohini court on Saturday — irking Additional Sessions Judge Kamini
Lau.

The court had summoned the chief secretaries of Delhi and Haryana in
person, or through an officer not less than the rank of Principal
Secretary (Home), to apprise it on various issues related to the case,
in which a Dalit and his daughter were burnt alive and many houses
gutted in violence that engulfed Mirchpur in April 2010.

When Haryana Principal Secretary (Home) Sameer Mathur appeared before
the court on Saturday morning, with no official from Delhi, the court
immediately summoned Additional Secretary (Delhi) S B Shashank, who
appeared later in the day. Shashank informed the court that the
Principal Secretary (Home) was on leave, following which the court
asked him to appear on February 21.

The trial as well as the 100 accused in the case were later shifted to
Delhi, following an apex court order to ensure justice for the
victims. Victims, through their counsel M S Rastogi, also moved two
applications before the court on Saturday — seeking protection and
accommodation from the Delhi government, and the appointment of a
public prosectutor of their own choice. Mathur said: "All issues
decided by the court are agreeable to us."

The court had earlier asked the officials to answer three questions:
Which State government will ensure protection for witnesses/victims;
which government will secure the production of victims/witnesses and
make arrangements for their stay in Delhi; and who among the six
prosecutors will lead the trial. While Haryana agreed to accord
protection, Delhi said it would provide accommodation to the victims.

Website to create awareness on atrocities under SC/ST Act

The Department of SC/ST of the Delhi Government would be launching a
website to create greater awareness about the provisions of SC/ST
Prevention of Atrocities Act and special courts are also being
contemplated to deal with such atrocities.

Chairing a meeting of the State-level Vigilance and Monitoring
Committee set up under the provision of Rule 16 of SC/ST Prevention of
Atrocities Act, Chief Minister Sheila Dikshit directed the department
to work towards launching the website. She said it would facilitate
registration of FIRs related to violation of rules under the Act and
go a long way in preventing atrocities against SC/ST.

At the meeting, it was pointed out that victims of such atrocities
have been facing difficulties in getting their FIRs registered. It was
also decided that sign-boards stating designated police officer in the
police stations and Sub-Divisional Magistrate offices be put to enable
the victims to seek assistance in getting their FIRs registered.

The Delhi Government would also consider setting up dedicated courts
for trial of offences relating to atrocities against SC/STs. To ensure
compliance of the Act, the Government has constituted a State-level
Vigilance and Monitoring Committee headed by the Chief Minister and
the Secretary SC/ST Welfare has been nominated its nodal officer.

The issue of victimisation of domestic helps and other helping hands
being provided by placement agencies was also discussed.

Feb. 20: The Dalit Mahasabha meet here on Sunday asked SC, ST, BC, and
minorities to work together, to get power in coming years.

The founder president of Mahasabha, Mr Katti Padma Rao, said that
Dalit communities were suppres-sed by forward caste leaders, hence
Dalits should protest against atrocities.

He said that only two castes are ruling our state, and alleged that
these casts do not want Dalit's development hence they never made a
Dalit chief minister, barring Damodaram Sanjeevaiah.

He lamented despite the ST/SC Atrocity Act, Dalits are facing
partiality in the society. Mr Padma Rao demanded provision of lands
for agriculture, and house, for Dalits. Mr G. Chakrapani, Mr Ch.
Gurup-rasad and others also spoke.

The leaders said that their Mahasabha is supporting separate Telangana
state. They opined that Dalits will get power only with the
bifurcation of state. Various groups staged cultural programmes on the
occasion.

Earlier, a rally was taken out in the town. Meanwhile, the Samaikya
Andhra Rashtra Vidyarthi Joint Action Committee leaders asked the
Mahas-abha leaders to reconsider their demand for smaller states.

They said that Dalit's conditions are very bad in small states like
Chattisgarh, Uttaranchal, and Jharkhand. The committee state
co-convenor, Mr R. Jagadeesh, and other leaders recalled that Dalit
Mahasabha was formed to develop the Dalit community, hence it should
not support for separate Telangana state.

Lucknow : Continuing the district inspection tour to know the ground
realities about her governance, Chief Minister Mayawati on Saturday
visited Muzaffarnagar, Bijnore and Saharanpur districts in Western UP
parts.

During her visit to Muzaffaranagar, the CM reviewed the law and order
situation and expressed her unhappiness over the failure of the police
to curb crime falling under the areas of Kairana police circle of the
district. She asked the Circle Officer and Station House Officers
concerned to either perform or face action. She has directed the
SSP/DIG of Muzaffarnagar to put an effective check on the crime graph.

Reports reaching here from Muzaffarnagar said a group of SP workers
was planning to lodge their protest during the CM's visit there.
"However, the police took them under custody. They were released only
after Mayawati's departure from the district," a source in
Muzaffarnagar said.

The chief minister also personally saw the crime register kept in the
Civil Line police station and reviewed the progress in the
investigation of different cases. Later, she reached Gangeru, which is
under the category of Ambedkar village, and personally saw the
development projects undertaken in the village. She collected feedback
about the distribution of mid-day meal from the students after
visiting schools in the village.

In Bijnore, she was happy with the works undertaken by DM A V
Rajamouli and SSP Mahesh Kumar Mishra. She also directed the officers
concerned to keep the records properly in the Sadar Tehsil of Bijnore
district. She also saw the register containing details of the public
grievances received during Tehsil Diwas and asked the officers to
enter more details such as dates of the disposal of the public
grievances. She reached the Kotwali police station in Bijnore and
collected information about the cases that is received on the "Thana
Diwas".

In Saharnapur, she reached Mirzapur (Ambedkar village) and reviewed
the revenue records of the village. She supervised the village roads
and houses built under Indira Awas Yojana.

Two days on, no FIR against BSP MLA who slapped cop

Even two days after the attack on a police constable by BSP MLA Haji
Yakub Qureshi and his aides during his duty hours, the Meerut police
have yet to lodge an FIR in the matter.

The constable, Chahan Singh Balyan, who got admitted in a private
hospital following an angina pain on Friday evening, is stated to be
stable. When inquired about the delay in registering a case, Special
DG (Law & Order) Brij Lal said, "I am not aware about the matter."

The DGP, Karamvir Singh, was contacted several times for his comment
over the issue, but he kept replying that he was busy in a meeting.

However, Meerut DIG Jai Narain Singh said, "We are busy in arrangement
for the Chief Minister's visit in the district scheduled for tomorrow.
The SP (City) was handed over the inquiry in the matter yesterday
which is yet to be completed. A decision over lodging of an FIR would
be taken after the report is submitted tomorrow after CM's visit."

Meanwhile, constable's son Deepak told The Indian Express this evening
that the SP (City) or any other police official has not visited his
father so far to record his statement while the inquiry by the DIG was
ordered on Friday. He also said, "My father has decided to tender his
resignation from the police services if any action was not initiated
against the MLA and his men who manhandled him and tore off his
uniform."

Deepak added, "The Reserve Inspector (RI) of the Meerut Police Lines,
RL Niranjan visited my father late this evening. Niranjan stayed with
him for over two hours and kept convincing him to withdraw his
complaint against the MLA and settle a compromise with him. But, my
father maintained his decision to either get a case registered into
the matter or he would send his resignation to the Chief Minister and
the DGP."

When contacted, the RI refused to comment over the issue. The Meerut
Range IG, Rajni Kant Misra also said that the SP (City) has been asked
to find out facts into the matter and an appropriate action can be
initiated only on the basis of the actual findings. When inquired
about the constable's decision for tendering his resignation, the IG
said, "The constable has not made any such decision so far."

Chahan Singh Balyan was manhandled by MLA Qureshi and his men when the
constable had asked them to divert their vehicles for Ravidas Jayanti
procession on Thursday evening.

Ghaziabad : A government school, police station, tehsil, district
hospital, Kanshi Ram Awas Yojna and a Dalit slum — these were part of
the itinerary for Uttar Pradesh Chief Minister Mayawati's visit to
Ghaziabad on Sunday.

She spent approximately two hours in the district, advising police
officers, scolding the district hospital staff and inquiring about
problems faced by Dalits.

Upon her arrival at Raghunathpur in Ghaziabad, she spent 25 minutes
visiting a government school, where she pulled up the SDM for not
taking good care of the area.

Afterwards, she visited a Dalit basti. "She talked to the officials at
length about the condition of the basti," a senior officer said.

Next, Mayawati went to the Ramlila grounds in Ghaziabad, where she
received a salute by the district's police officers. Along with senior
officials of the district she then went to the Sadar Tehsil and
inspected the complaints lodged in the last year. "I want you to work
on the lodged complaints and clear the backlog as soon as possible,"
she instructed the Tehsil official.

On her way to the district hospital, she made a brief stop at the
Kotwali police station. "I want to see your registers. Why are there
so many vehicle thefts taking place in the district? You have worked
satisfactorily on complaints regarding SC/STs, but what about the
complaints lodged by the general public? Launch a drive to arrest
known and dreaded criminals," she told the police officers.

Her disappointment was evident when she reached the MMG district
hospital, where she reportedly asked the media to stay out. "She asked
us how many emergencies we had handled since morning," said a doctor
at the hospital.

She then paid a visit to Pratap Vihar, where the Kansi Ram Awas Yojna
— a housing scheme for economically weaker sections — has been
implemented, and asked residents if they faced any problems.

The cavalcade then went to Mata Colony, the Dalit basti, where she
reportedly admonished City Commissioner Basant Lal for not providing
basic amenities in the colony.

Jaipur, Feb 19 (IANS) In two Rajasthan villages, atrocities against
Dalits take place over the flimsiest of reasons - a hen being run
over, or a goat straying into the house of another community. The
Dalits are now fleeing their homes.Dalit families of Husheypura
village in Alwar district and Chandpur in Bharatpur district fled
enmasse when they were attacked by members of another community over
petty disputes.

Rajasthan is tagged in the National Crime Records Bureau (NCRB) as
second in the country in terms of atrocities against Scheduled
Castes/Scheduled Tribes.

While in Husheypura, violence erupted Jan 19 after a hen came under
the wheels of a tractor being driven by a Dalit farmer, the houses of
Dalit families were stoned in Chandpur after a goat strayed into the
farm of another community member Wednesday.

Husheypura, with 800 Dalits, and Chandpur, with 700, are nearly 100
and 115 km, respectively, from the district headquarters in Alwar and
Bharatpur.

"A team of National Human Rights Commission has visited Husheypura.
Many families have fled the village, and despite our assurances to
them only a few have returned," a senior district administration
official told IANS on condition of anonymity. He added that they are
providing all possible assistance to the victims.

Ramsahay, a resident of Chandpur said: "They stoned my house for two
hours. I sustained injuries on my head. I had to take shelter in my
relative's house in a nearby village. After I was assured of safety by
the police, I returned on Thursday night. But many others have not
returned."

The two incidents have brought to the fore the pathetic condition of
Dalits in the state which has reported maximum number of atrocities
registered with the police surpassed by only Uttar Pradesh.

According to latest NCRB report, as many as 6,168 cases under the
Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act
were registered in Rajasthan in 2009.

During a recent visit to Jaipur, Union Minister of Social Justice and
Empowerment Mukul Wasnik had said that the police are yet to complete
investigations in 4,992 of the cases.

Wasnik announced the setting up of special courts for hearing SC/ST
atrocity cases in eight districts including Bharatpur, Bundi, Barmer
and Hanumangarh to speed up trials.

Chief Minister Ashok Gehlot has also directed the police to identify
the most atrocity-prone areas at the village and tehsil (block) level
in the state, so that effective measures could be taken.

Dalit youth killed in suspected honour killing

Sultanpurlodhi (Pb), Feb 21 (PTI) In a suspected case of honour
killing, a Dalit kabaddi player was allegedly murdered here by the
father of the upper cast girl he was in a relationship with, a senior
police officer said today.
Sandeep Singh, in his early twenties, was allegedly murdered by
Balwinder Singh at their house in Lakhwarian village on the night of
February 6, Deputy SP Gurmeet Singh said.
A case was registered today against Balwinder under various sections
of the IPC including 302 (murder) and it is suspected that the
victim''s body was thrown in the Beas river, the DSP said, adding that
the body is yet to be recovered.
Balwinder today surrendered in the court of the judicial magistrate
here and was remanded to police custody, he said.
Sandeep''s father Amreek Singh, a resident of Chuladha village, had
lodged a complaint with the police stating that his son was missing
since February 6 and he feared that he had been killed as he had a
relationship with a girl belonging to the predominant Jat community.
The DSP said the victim had gone to the girl''s house on the night of
February 6, where her parents found the two in objectionable
circumstances and he was killed with lethal weapons.
Balwinder''s interrogation was under progress, he said, adding, the
girl is missing from her house and it is suspected that the parents
have sent her to their relative''s house. PTI Cor SUN DKS

MUMBAI: Tibetan spiritual leader Dalai Lama said here on Saturday that
it was Babasaheb Ambedkar, who spread awareness about Buddhism in
India in the 20th century. He made this point during a spiritual
discourse here organised by the Bihar Foundation.

"Dr. Ambedkar, the creator of Indian Constitution, spread awareness
about the religion in 1956. Today, we need to understand the real
meaning of Buddha, Buddhism," he said.

"Buddha is not the name of a person. It is a name for knowledge,
nirvana. It means that you get rid of the wrong 'sanskar' and
inculcate the right 'sanskars' with the help of education," he said.
He said that in the 21st century, there was great technological
advancement but it cannot create peace, happiness and friendship.

Same values

"All the religions preach the same values of compassion, friendship
towards fellow living beings. It is a matter of pride that India is
the only country in the world where all the religions coexist in
mutual brotherhood," he said.

BSP's rogues gallery expanding fast

LUCKNOW: Chief minister and BSP supremo Mayawati is facing more
`challenge' from her own party leaders than the Opposition. Over two
dozen BSP MPs, MLAs and ministers have been booked for alleged
criminal activities or in the news for the wrong reasons ever since
Maya came to power in 2007. The latest addition in the list of
`troublemakers' in Behenji's party is MLA from Meerut, Haji Yaqoob
Qureshi, who has been accused of assaulting a policeman.

Qureshi reportedly slapped police constable Chahan Singh Balyan and
tore his uniform when he stopped the MLA's cavalcade to take the route
earmarked for Ravidas Jayanti procession. The Meerut administration
has ordered an inquiry into the matter but no action has been taken
against Qureshi so far. The MLA has denied allegations and said that
the police constable was drunk. However, Opposition parties are on the
streets accusing Maya government of protecting Qureshi.

Qureshi is not new to controversies. In February 2006, he had
announced a cash reward of Rs 51 crore for beheading Danish cartoonist
who made a caricature of Prophet Muhammad. Qureshi was then minister
in Mulayam government.

This is not the first time that a BSP leader has given Opposition
parties an opportunity to attack chief minister. A few days back, two
state government ministers hailing from Aligarh were accused of
kidnapping and murder but were later given clean chit by the police.
Purushottam Naresh, BSP MLA from Banda, is already in jail for
allegedly raping a minor. Another BSP MLA from Etawah and a minister
from Allahabad were recently accused of protecting a rape accused.

Significantly, chief minister has been taking action against her own
party leaders and has warned them against indulging in wrongdoings. On
December 23, 2010, BSP MLA from Dibai, Guddu Pandit, was arrested on
charges of kidnapping block development council members. On December
24, Maya had dropped religious endowment minister Rajesh Tripathi when
he was accused by Lok Ayukta of land-grabbing. On January 13, 2011,
Purushottam Naresh was arrested on charges of rape.

The situation was no different earlier. In May 2007, BSP MP from
Machhalishahr Umakant Yadav was accused of land grabbing. State
minister Anandsen Yadav was sacked after being named in sexual
exploitation and murder of a Dalit girl in November 2007. In December,
2008, MLA Shekhar Tiwari was arrested on charges of murdering a public
works department executive engineer Manoj Kumar Gupta. Another MLA,
Virendra Singh, was accused in the murder of a priest in January 2010.

In May 2010, Maya expelled over 500 members with criminal antecedents
from her party. They included mafia-turned-politicians Mukhtar Ansari
and Aruna Shankar Shukla. She undertook the cleansing exercise after a
gram pradhan Hanuman Shukla was killed by his rivals on April 14,
2010, in Gonda. Shukla was sharing dais with BSP leaders at a function
to mark dalit icon Ambedkar's birth anniversary which led to
embarrassment for chief minister and her government.

But, names of BSP leaders continue to figure in criminal cases. Though
Maya is of the view that a candidate should not be barred from
contesting election on the basis of criminal record, party sources
said that she was taking extra care to verify credentials of
candidates selected for 2012 assembly elections before announcing
their names. "We won in 2007 on law and order issue, hence Behenji
does not want things to go bad in her regime," said a senior BSP
coordinator.

Sources in BSP also said that during her ongoing statewide inspection
drive to assess development work, chief minister is also taking
feedback of the work done in their respective constituencies by BSP
MLAs and prospective candidates short-listed for 2012 assembly
elections. She will go through the reports card based on the feedback
before finalising the tickets. The exercise will begin after
completion of the ongoing inspection drive.

surprise inspection visit to Ghaziabad District on Sunday.


She visited the district civil hospital, some police stations and
other offices to pull up police and allied officials for what she
termed as dereliction of duties.he also pointed out various flaws in
the hygiene and lack of green cover in and around the hospital,
according to the media reports.he suspended various district officials
and also ordered transfers for their lax attitude in implementing
work.ublic gave mixed reaction to her visit as some appreciated the
visit while others contended her movement as it created too many
traffic hurdles with the police barring commoners from using the roads
and even standing on the pavements.nother incident concerning the
unruly behavior of lawmakers from the ruling part was seen in the

PANAJI: The Chief Minister, Mr Digambar Kamat, on Friday, said that
his government has fulfilled the demand of the Scheduled Tribes and
Scheduled Caste communities by setting up the Scheduled Caste and
Scheduled Tribes Commission for the state for settling the issues
relating to these communities.

Addressing reporters at the state secretariat after swearing in Mr
Pandurang Madkaikar, the Cumbharjua MLA as chairman of the one man
commission, Mr Kamat said that the government has provided enough
funds for the welfare of the SC/ST communities and funds to the tune
of nearly ` 10 crore have already been earmarked for implementation of
various schemes for SC/ST communities.
He also said that the Tribal Welfare Department has already been set
up by the government so also a corporation.
He further said that more funds would be provided for the welfare of
the SC/ST communities, even as he added that Mr Madkaikar has been
told to identify the new premises to house the Commission and other
offices.
Later in a brief statement to the press, Mr Madkaikar said that the
government by setting up the commission has fulfilled the long pending
demand of the ST communities.
He also said that most of the issues of the ST communities have been
addressed by the government, even as he expressed hope that the
remaining issues would also be settled before the next Assembly
elections.
He further said that the single member commission was a quasi-judicial
authority with powers of a civil court and would deal with all issues
pertaining to the ST communities, including reservation for them and
implementation of various schemes for their welfare.

No arrests yet in dalit woman's rape case

RAJKOT: Police officials have not made any arrests six days after a
dalit woman registered a complaint of kidnapping, rape and being
forced into prostitution. Officials said the two main accused are on
the run.

Kuvadava police sub-inspector PM Parmar, who is investigating the
case, said Vinod Koli and his wife Savitri have been accused in the
case. The two have also been booked under the Prevention of Atrocities
Act. The woman had filed the complaint on Tuesday. The Schedule Caste
Schedule Tribe cell is also looking into the case, said Gulabdas
Kubavat police stating officer of Kuwadava police station.

The 22-year-old victim from Bedla village in Rajkot has also accused
Vinod Koli of falsely promising to marry her about eight months ago.
She told the police she had come to Kuvadava to catch a bus or jeep to
Rajkot to meet her brothers. While she was waiting for a vehicle, Koli
came in a car and gave her a lift. But when they reached Rajkot, Koli
did not take her to her brother's home. Instead he took her to a
rented a house and raped her. Later, he promised to marry her and took
her to Kolkata where Koli's wife Savita lived.

Some days later, Koli, his wife and the victim came back to Rajkot and
rented a house on Morvi Road. Here, Koli raped her again after which
he forced her into prostitution and started bringing customers. Koli
even threatened to kill her if she did not agree to her demands.

On Monday, she was able to give her brothers' telephone number to one
of the girls in the neighbourhood. The girl called up the brothers who
came and rescued her.

A minor dalit girl was allegedly abducted and raped by two youths in
Munshiganj area, police said today.

The 14-year-old girl was kidnapped and raped by Monu Singh and
Santosh, when she was returning from a marriage function in
Pitambarpur village late last night, her father alleged.

However, superintendent of police Vijay Singh Meena said that though
the girl was kidnapped and a rape attempt was made, the accused failed
as the victim raised an alarm.

Medical examination of the girl is being conducted, he said.
