Jeewak Welfare Society organized Free Medical Camp at Deekshabhoomi Nagpur (India)on 5-6 October 2011  
          An eminent organization named Jeewak Welfare Society conducted Free Medical Camp at Deekshabhoomi Nagpur (India) on the occasion of Dhamma Chakka Pavattan Day, the day which was celebrated by Indian Buddhist as their NEW BIRTH. Bodhisatva Dr. Ambedkar, Father of Indian Constitution, who accepted Buddhism on 14th October 1956 with 6 lacks of his followers at Nagpur. That was the big miracle in the world. Taking the importance of this day, Dr. Milind Jiwane, Founder President of Jeewak Welfare Society, who organized Free Medical Camp every year since 30yrs. On that occasion, the following dignitaries were present.

KANPUR: A dalit youth was beaten to death following a quarrel over a
petty issue at Baghpur village in Shivli in Ramabai Nagar district on
Thursday night.

The villagers created ruckus, when Shivli police reached the spot on
Friday morning despite being on Thursday night.

The refused to hand over the body to the police. They were pacified
when senior police officials rushed to the spot and assured of speedy
action into the matter.

Arjun Paswan (20), who used to work in a chemical factory in
Ahmedabad, had come to his native place to celebrate Dussehra. On
Thursday night, he had gone to watch Ramlila where Kallu, Ram Sewak,
Chhotey and another person attacked him with iron rods.

According to kin, the incident occurred near the Ramlila venue where
Arjun and his friends were watching a film on a VCR.

Chhotey came there and shouted at him to leave the place. Arjun
refused to leave. This led to between the two. Thereafter, Chhotey,
Kallu and Ram Sewak attacked him with iron rods.
Arjun died on his way to the Lala Lajpat Rai Hospital. The Shivli
police registered a case under Section 302 of Indian Penal Code
against the accused.

Chennai, Oct 8 (PTI)

Parithi Ilamvazhuthi, senior deputy general secretary of the DMK, on
Saturday quit his party post to protest against what he termed his
''self-respect being bruised'' in an intra-party tussle.

A popular Dalit face of the party who is also close to youth wing
leader M K Stalin, Ilamvazhuthi sent his resignation to DMK chief M
Karunanidhi in a hurriedly handwritten letter.

The former Tamil Nadu Assembly deputy speaker also sent copies of the
letter to party general secretary Prof K Anbazhagan and Stalin, after
a dissident, who had allegedly worked against Ilamvazhuthi in the
Assembly elections held this year, was reinstated by the party top
brass.

Ilamvazhuthi's decision, played down by DMK circles here, came on a
day when another former DMK minister came under the scanner for
allegedly amassing wealth disproportionate to his known source of
income.

The vigilance squad and anti-corruption police searched the residence
and other premises for former tourism minister Suresh Rajan, the fifth
former DMK minister, in Kanniyakumari district.

Though Ilamvazhuthi kept himself out of bounds of the me­dia, sources
close to him sa­id that he was miffed that a party dissident in his
constituency was readmitted to the party "even without consulting me".
This undermined "my self-res­p­ect," Ilamvazhuthi, widely ha­iled as
the "one-man Oppositi­on in the Assembly" in 1991 wh­en the DMK had
won ju­st two seats against a formidable Amma, said in his letter,
ev­en wh­ile sarcastically adding, "lo­ng live inner-party democracy."

TIRUCHY: After brutally assaulting a Dalit auto driver in illegal
police custody under suspicions of theft, the police here have
reportedly tried to bribe him with a request not to disclose this to
anyone.

The 45-year-old auto driver S Murali was taken to the police station
and was detained illegally for a day. Murali said he was assaulted
inside the police station under suspicions of stealing a gold chain
from a retired teacher, who used to travel in his auto regularly. His
hands were crippled following severe caning by the police, who wanted
to accept the crime. However, when the police came to the conclusion
that he had no involvement in the incident, they tried to give money
to him, asking him not to reveal this to anyone. On October 4, Murali
received a call from retired school teacher Theresa, a regular
passenger in his auto. She asked him to pick up her guest and drop him
at Palakkarai. When Murali returned� to Theresa's house to collect the
fare, he saw the door of Theresa's house locked and she was shouting
for help. When he opened the door, Theresa said she was robbed off her
five sovereign gold chain by miscreants and they had locked the house,
before fleeing the place.

On the same day, around 5 pm, Palakkarai Police inspector Murugavel
took Murali and his colleague Jinnah to the police station for an
inquiry that lasted for two hours. The next day,

Murali was again picked up and detained in the police station.� "On
same night, the police folded my hands behind my back and tied them
with a rope. They stared beating me severely. When I cried out of
pain, the beating was severe and they threatened me not to shout,
Murlai told Express, while showing his bruised hands and legs.

The All India Christian Council on Tuesday reiterated its demand for a
Sachar type survey to assess the socio-economic situation of
Christians in India, especially those from the Dalit and tribal
communities.

In a letter to the Minister for Minority Affairs Salman Khurshid, the
council's Secretary General John Dayal demanded for "collection and
collation" of data about Christians through a Prime Minister appointed
special committee on the pattern of the Sachar committee for Muslims.

Such a survey if included in the 12th Five Year Plan, will also help
identify pockets of want and deprivation in tribal areas, the sea
coast and among landless peasantry and agriculture labour, Dayal said.

"We await a genuine study to assess the socio-economic conditions of
Christians, specially in tribal areas of central and west India, the
'Cheris' and Dalit Bastis and villages of South India and Punjab, of
the fishermen and boatmen along the coast," the Christian leader
presented to Khurshid.

The Union minister was also reminded of other suggestions from
Christians for the 12th Five Year Plan that included scholarships;
construction of hostels for Dalit, tribal and rural Christians; grants
for opening minority schools; grants for Bible schools on the pattern
of assistance given to Sanskrit schools and madrasas; and assistance
to church and laity in setting up NGOs.

Besides suggestions for the 12th Five Year Plan, AICC's letter also
put spotlight on the plights of Christians in Kandhamal, which it said
remained a "matter of national shame in the denial of justice,
rehabilitation and reparations."

"Kandhamal is a blot on the national conscience. Three years after the
pogrom against Christians, justice remains a distant dream. Of the 21
murder cases tried in the Fast Track courts, there has not been a
single conviction for murder. In one case, there has been a conviction
– but for abduction. There is an urgent need for a Centre-State Task
Force for Kandhamal, Orissa. State authorities even now seem to be
acting as accomplices of the Sangh Parivar," Dayal said.

"More than 56,000 people of over 415 villages were rendered homeless.
They escaped death by hiding in the forests for days, and living in
government refugee camps for months. Till today, a third of the houses
remain un-built. A fourth of the refugees are still not back home,
living in slums or in other states out of fear. Rehabilitation, relief
and reparations are grossly insufficient, and have not reached all
victims."

"Of the more than 5,600 houses destroyed, only 3100 or so are built
with additional support of church and NGOs, while another 2500 yet to
be built. The Survey List of the Orissa Government for compensation
for homes damaged during the Communal Violence 2008 is not accurate,"
Dayal continued.

Stating that the compensation for damaged houses or churches was
grossly inadequate, the AICC leader demanded for immediate
intervention with separate packages for recovery and restoration.

Kanshi Ram – Are memorial parks 'grounding' his legacy?

Five years ago Kanshi Ram died, two years after a debilitating stroke.
He was active politically for three and a half decades out of which he
spent half the period organising Scheduled Caste government employees.
He formed one organisation after another – from the odd-sounding All
India Backward and Minority Employees Federation (BAMCEF) to Dalit
Soshit Samaj Sangharsh Samiti (DS4) before finally taking the plunge
and forming the Bahujan Samaj Party in 1984.

In less than a decade the party announced its 'arrival' and carved out
a niche in Indian politics. In the 1989 Lok Sabha election, the BSP
made its debut in Lok Sabha with two members – one each from Uttar
Pradesh and Punjab. It increased its tally to three in 1991 and Kanshi
Ram became a member of Lok Sabha for the first time.

Earlier he had contested the famous Allahabad bye election in 1988
that saw VP Singh riding the Rajiv Gandhi wave after Big B's
resignation from his Lok Sabha seat. Prior to this, BSP and Mayawati
had made their presence felt in two other bye elections – Bijnor and
Haridwar, both in UP. In the 1991 elections, the BSP won 10 assembly
seats from UP and secured a vote share of around ten percent
announcing its political arrival in the state.

This recap is essential to understand that despite being an 'outsider'
in Indian politics, Kanshi Ram re-established an agenda – missing in
Indian politics since Dr B R Ambedkar's death. It was because of the
efforts of Kanshi Ram that the Dalit issue came out of the folds of
existing parties. After 1991, 'incorporation' and 'tokenism' of the
Dalit issue was a matter of history.

Like all 'outsiders' not having the privilege of being born either
into a political fraternity or joining a pre-existing political
entity, Kanshi Ram oozed confidence to the point of arrogance. He
created his demigod-like image and trained his protégé – Mayawati – to
do similarly. Supporters looked at them in awe as they matched Upper
Caste leaders in megalomania. Finally, one among the ati-Shudras had
found a 'place' in the political 'Varna Vyawastha'.

There can be no two views that deviations from the pristine goals that
Kanshi Ram set for his party began in his lifetime and he did little
to put a stop to it. Maybe he did not wish to do so because in his
view a little bit of partaking in the 'party' that political parties
indulged in whenever on power, was a must for the BSP also. He once
told me in an interview that his party will "play every game" before
making their own games.

I am not however sure if Kanshi Ram would have approved the games
being staged in memorial parks in his name that are coming up all over
UP and the most controversial of them inNOIDA gets inaugurated in just
a few days.

His legacy lives not in the megalomania of party leaders but in the
shift in the power equation that's taken place throughout UP. And, in
the 'outing' of the Dalit agenda.

Anand Patwardhan's docu on Dalit activists wins best film award

Nine years after the path-breaking documentary War and Peace, Anand
Patwardhan, one of India's controversial filmmakers, is back with a
documentary on Dalit music and activism - Jai Bhim Comrade. Last week,
his film was awarded the Ram Bahadur Trophy for the Best Film at the
Film Southasia 2011
festival held at Kathmandu.


Fourteen years in the making, the three-hour-and-20 minute-long film
explores the history of Dalit activism in Maharashtra in the aftermath
of the killing of 10 activists in Mumbai in 1997. The Bhim in the film
refers to the Indian constitutionalist and thinker Bhimrao Ambedkar.

"Jai Bhim Comrade is close to me for personal reasons. The trigger of
my film was a friend, Vilas Ghogre, a poet and a musician who hung
himself in 1997 when the police shot dead 10 unarmed Dalits in
Mumbai," said Patwardhan "The film covers that moment and goes on to
explore events that unfolded in the aftermath. It is an overview of
Indian history seen through the prism of caste and class and an
exploration of the music of protest."

Known for his political documentaries, he had refused to direct Bandit
Queen, preferring to work with real people. While many of his films
have faced long legal battles, which he has invariably won, Patwardhan
hopes that Jai Bhim Comrade that upholds the spirit of the Indian
constitution should not face any delays.

Jaipur: Once awarded by the prime minister of India with gram sabha
purushkar, the sarpanch of Thana gram panchayat in Bhilwara district,
Shiv Lal Gujjar is now the face of terror for two dalit families in
the village.

Gujjar has reportedly threatened Ganesh Lal and Dalu Lal (siblings) to
hand over their share of land at Badi Ka Badiya village to local goons
within three days or their families will be thrown out of the village.

Not just this, the five daughters of the duo have not gone to school
for over a week now after they were harassed and deprived of free
meals by the school authorities reportedly on Gujjar's behest.

Lal brothers, who were landless farmers, were allotted around 5-bigha
of land under Thana gram panchayat of Mandal tehsil by the government
over two decade back.
However, a few years back, local musclemen Deva Gujjar and Paras
Gujjar illegally occupied the land and started construction on it.
When all efforts to get their land back failed, the dalit families met
superintendent of police on September 28 and sought his intervention
in the case but all in vain.
The brothers got biggest shock when they approached sarpanch Shiv Lal
Gujjar for help. "The sarpanch first advised us to stay away from land
dispute and hand over the land to illegal occupants. When we refused
to give away our share of land, Shiv Lal Gujjar threatened to make our
life a hell," they said.
In police complaint, Lal brothers have alleged that sarpanch, who was
once appreciated at the national level for his contribution to the
village, has now joined hands with criminals.

New Delhi/Chennai, Oct 8 (TruthDive): "It has come to the notice of
the UGC that, suicides (are) being committed by Dalit students in
higher education institutes due to caste discrimination on grounds of
their social origin. Officials and faculty members should desist from
any act of discrimination against Dalit students," UGC Joint Secretary
K C Pathak has said in a communication to Registrars of 578
universities and deemed universities across the country.

Pathak said "if any such incident comes to the notice of the
authorities, action should be taken against the erring
official/faculty members promptly." Acting on the UGC directive that a
complaint register be maintained Anna University of Technology (AUT
Chennai) has instructed principals of all its affiliated engineering
colleges to ensure that caste-based discrimination did not take place
in their institutions and registers be kept.

IIT Madras has parted with only a fraction of the 22.5 percent quota
for students belonging to the Scheduled Castes (SCs) and the Scheduled
Tribes (STs). According to information provided by the institute's
deputy registrar, Dr K. Panchalan, in September 2005, Dalits accounted
for only 11.9 percent of the number of students. They were even fewer
in the higher courses — 2.3 percent in MS (Research) and 5.8 percent
in Ph.D. Out of a total of 4,687 students, Dalits made up only 559.
The majority of the 460 faculty members and students here are
Brahmins.

In the past four years, 18 Dalit students have committed suicide in 16
institutes of higher education, including the IITs, Indian Institute
of Science and AIIMS.

Born in a village in Tamilnadu, VP Gomathi is Masters in Social Work
(2009) from one of the most reputed institutes of the country and
striving towards her dream of playing an important role in the
empowerment of our community. Her journey from a small village, to
Madurai and then to Mumbai is a saga of her hard work, determination
and tremendous self belief, reports the portal scststudents.org. Her
entire experience as a student is given in an interview and also a
hope that everything is not lost; excerpts:

Having come from certain background, for a long time I used to feel
inferior. Most of our students come from such a background and feel
the same. We start getting this feeling that we can't do, we can't
achieve, and we can't excel in our lives. But we need to fight such
feelings, we have to become strong and not become victim of the
system. I will tell you that even up to college days, I used to hear
that, 'my father is a doctor or so and so but your's is a labourer,
you will never go up'. Once I did reply that, "Yes, your father is a
doctor and mine is a labourer, still we are sitting on the same bench,
in the same class. Now tell me who is more meritorious?

PATNA: Indian Council of Social Science Research (ICSSR) chairman
Sukhdeo Thorat has said there has been decline in poverty from 70% to
27% in the last three decades owing to increase in the national income
but poverty of social groups like Dalits, tribals, Muslims and women
has not declined proportionately. The upper caste poor have benefited
more compared to the poor belonging to the marginalized sections of
the society, he said.

Delivering the foundation day lecture at A N Sinha Institute of Social
Studies here on Saturday, Thorat said distribution-neutral growth
cannot address the issues afflicting the poor. Emphasizing on the
various facets of poverty across education, health, gender, caste etc,
he lamented the exclusion of the marginalized sections of the society
from the so-called growth in the country's GDP.

He argued that reduction in absolute poverty is not enough. What we
ought to achieve is a reduction in relative poverty. Thus India's
plans and programmes must not only aim at increasing the income of
all, but also at ensuring a relatively faster growth of the poor.

Thorat, who is also the president of Indian Economic Association, said
India's policy of poverty reduction must not only concentrate on
sectors which offer the maximum livelihood to the poor but also on the
regions with the highest incidence of poverty. He pleaded for special
attention to states like Bihar and Orissa and said a special drive
should be launched for ensuring a pro-poor and inclusive growth in
this region.

Thorat urged the state government to provide liberal grants to the A N
Sinha Institute, one of the first institutions in the country to be
recognized by the ICSSR, for its proper growth and development. The
central government has of late also initiated steps to develop all the
25 ICSSR-supported institutions, including this institute, he added.

Those who participated in the deliberations included Aryabhat
Knowledge University VC S N Guha, institute's former chairman
Sachchidanand and faculty members Nil Ratan, A K Jha, S M A Yousuf,
Ajit Hansda, Vinayak Chaudhary, Manoj Srivastava and Patna University
economics teacher N K Chaudhary. State HRD minister and institute's
chairman P K Shahi presided.

At the outset, institute's director D M Diwakar welcomed the guests.
Registrar Sudhir Kumar proposed a vote of thanks.

UP chief minister Mayawati on Sunday launched development schemes
worth Rs 6,035 crore on the occasion of her mentor Kanshi Ram's death
anniversary, even as preparations for assembly elections, due early
next year, are on.
The stress of the projects was largely on the amelioration of
the conditions of the Dalits - the CM's support base.

The state government, run by the Bahujan Samaj Party (BSP), founded by
Kanshi Ram, in a statement said the chief minister had launched
various projects including welfare schemes for the poor and Dalits in
memory of the late leader.

Apart from the Kanshi Ram memorial, the government has also
constructed the Kanshi Ram eco-garden.

Mayawati, who visited the Kanshi Ram memorial, laid the foundation
stones of 484 projects including roads, bridges, drinking water
schemes and power plants in the state.

An integrated development project for Dalits bastis (slums) in the
state has also been launched.

A large number of party workers from all the assembly segments in
Lucknow and adjoining areas had assembled to participate in the
function. Buddhist monks offered prayers at the memorial.

The chief minister also visited the Prerana Sthal, where the ashes of
Kanshi Ram, who died in 2006, are kept.

Reacting to the announcement, Uttar Pradesh Congress Committee
spokesman Subodh Srivastav said, "These announcements are political
gimmicks."

Bhatta-Parsaul, Uttar Pradesh: It was from here that Congress leader
Rahul Gandhi gave the battle-cry for mission 'reclaim Uttar Pradesh'
(UP) earlier this year. The two villages of Bhatta-Parsaul – in
Western UP's Gautam Budh Nagar district that witnessed a violent
police crackdown of a farmer agitation against Chief Minister
Mayawati's land acquisition policy – looks set to remain the centre of
political storm in the run up to the polls scheduled for early next
year.

The police action against farmers on 7 May 2011 that left four people
dead, including two policemen, caused a stir following allegations of
rape – first denied and then confirmed by women from the villages –
against police forces on the night of 7 May. The rape allegations were
first made by Rahul Gandhi, after he spoke to the villagers having
managed to sneak into Bhatta-Parsaul on a bike, slipping through the
tight security that had been deployed in the area to keep out the
media and politicians in the days that followed the police firing.

Last week, on 4 October, the National Commission of Scheduled Castes
(NCSC) issued an arrest warrant against the SSP (Senior Superintendent
of Police) of Gautam Budh Nagar, Jyoti Narayan, for failing to appear
before it on four successive dates to explain why no FIR had been
lodged by the police to investigate the rape charges. He is to be
presented on 25 October before the Commission.

In August, seven women from the village of Bhatta submitted affidavits
to the Commission alleging that they had been raped by the police
forces on the night of 7 May.

Explaining its jurisdiction in the matter, a Commission official,
Jagdish said, "The Commission also has powers regarding grievances of
OBCs. The women mostly belong to the OBCs."

On why the SSP is being summoned, the official said, "On receiving the
affidavits, the Commission sent an order to the police that the FIRs
be lodged. They responded by saying that the case had now been to
transferred to CB CID (Crime Branch Criminal Investigation
Department). The Commission wants to know what the CB CID is
investigating when cases haven't been registered by the police in the
first place."

When asked why no FIR had been lodged, SSP Jyoti Narayan, speaking to
Firstpost said, "The SC/ST Commission sent us affidavits of seven
ladies. Six of them alleged that police personnel, on the night of 7
May, came inside their house, misbehaved with them and raped them. The
affidavits have been transferred to the CB CID for verification and
further legal action."

He added that prior to receiving affidavits by the Commission, he had
received neither verbal nor written complaints of rape committed on
the night of 7 May.

"After I received the affidavits, I sent a lady officer to the
village. The ladies said they would not discuss the case with the
local police," said Jyoti Narayan who took over as SSP of Gautam Budh
Nagar one week after the police firing incident at Bhatta-Parsaul.

On an arrest warrant being issued against him, the SSP said, "I have
always obeyed the orders of SC/ST commission. As far as the warrant is
concerned, I have no official communication and I am waiting for the
order." The Commission's letter to the arrest of the SSP is addressed
to DGP (Director General Of Police) Brij Lal.

Firstpost travelled to the village of Bhatta to speak to the women who
have alleged rape by the police personnel. Unwilling to speak in the
presence of male members of the family, when asked privately, the
three women who shared their story broke down.

"On the night of the police firing, the men fled the village. They
went into hiding for fear of being arrested. Only women and children,
and the elderly remained here. My two kids and I were in the room
upstairs. About 15-20 policemen entered house and ransacked it. One of
them came upstairs. I was hiding behind the door. He threatened to
kill me and then he misbehaved with me," said a young mother of two
children, aged five and three.

The police action on 7 May, has created a survival crisis in some
homes in the village. "All the four men in our house have been put in
jail. We have no food, no money," said an elderly woman. "On that
night, the police entered our house, trashed our things. Two of them
dragged the women inside, while two men stayed outside," she added
pointing to the two women seated in front of her. One of them said,
"We begged them with folded hands to spare us."

Some of the women allege they are under pressure to withdraw their
affidavits and that they have been questioned by the police about the
veracity of their claims.

According to the NCSC, women have submitted written complaints stating
that were threatened by the police after they had submitted the
affidavits.

On Friday (14 October), the chief minister is scheduled to visit the
district to inaugurate the Ambdekar Park. She is also expected to
visit the Gautam Budh University, two colleges and a specialty
hospital. While Bhatta-Parsaul may not figure in her itinerary, there
is no doubt that it is and will continue to be on her agenda.
