Minor Dalit girl gang-raped, murdered in Alwar

ALWAR: A 17-year-old dalit girl was gangraped and brutally murdered in
Sadar police station area of Alwar district on Wednesday night. The
girl was stragulated by at least four men who have been arrested. The
accused had dumped her body on railway tracks after murder.

Police said the victim, a resident of Jatiyana village, had gone out
with her cousin in the evening and was returning home when she was
intercepted by a person wearing a 'burqa' (veil). "The woman told her
that she was scared of something and requested her to accompany her to
her house. She told the girl that the house was nearby," a police
officer said.

The officer said that the victim sent her cousin home and accompanied
the woman. "During the interrogation of the four men, who have been
arrested for the crime, it came up that one of them had pretended to
be a woman. Soon after the girl started accompanying him, three others
came there," said the officer.

He added that the girl soon realized what was happening and tried to
attract the attention of others by crying for help, but they gagged
her with a piece of cloth.

They took the girl to a forest area and raped her one by one. "Fearing
that the girl would tell someone about the incident, they strangulated
her and then dumped her body on the railway tracks," the officer
added.

He said that they threw the body on the tracks thinking that the death
would be considered an accident after it would be run over by a train.
However, some animals dragged the girl's body from the tracks.

Meanwhile, the family members of the girl launched a search when she
did not return home and informed the police after they could not find
her.

"The body was traced about five hours after the murder. Some
passers-by informed us late Wednesday night following which a team was
rushed there," said the officer.

The police have arrested four men – Iqbal, Mushtaq, Foji and Mussaddi.
Interrogation of them is going on.
Tension prevailed in the village after the news of girl's death reached them.

Cabinet nod for amendment for more SC/ST women at Panchayats

New Delhi, July 21 (PTI) Government today gave its nod to a minor
change to a Constitution Amendment Bill that would enable enhancing
representation of SC/ST women in Panchayats. The Union Cabinet, at a
meeting chaired by Prime Minister Manmohan Singh, approved addition of
a word 'rural' before 'population' to a Clause of The Constitution
(110th Amendment) Bill. "The official Amendment proposes to add word
'rural' before the word 'population' as and where the same occur in
First Proviso of Clause (2) (iii) of the Constitution (110th
Amendment) Bill, 2009," Information and Broadcasting Minister Ambika
Soni told reporters here. "This Provision will apply to the total
number of seats filled by direct election, offices of Chairpersons and
seats and offices of Chairpersons reserved for Scheduled Castes and
Scheduled Tribes," she said. The Bill, which was introduced in the Lok
Sabha in June last year, seeks to hike reservation for women in
Panchayats at all tiers from one third to at least 50 per cent. She
said the amendment was suggested by the Parliamentary Standing
Committee on Rural Development in its report presented to the Lok
Sabha on July 28 last year. "This seems desirable since the proportion
of SC and ST in rural areas of a State usually differ from their
proportion to the population of the State," the Panchayati Raj
ministry had told the Committee. .

The rise of Dalit enterprise: Entrepreneur Sushil Patil

When you stay in a 200 sq ft shanty and fail at 20 businesses, there
is only one way you can go: up. The transformation for Sushil Patil ,
37, has been dramatic. He now lives in a glass-fronted, threestoried,
3,000 sq ft house in the tony Nagpur locality of Manish Nagar; and he
owns and runs a Rs 280 crore company that does engineering consultancy
and project work.

Till 2003, Patil knew only losses. From poultry to software, broking
to services, the civil engineer from Nagpur University dabbled in
every conceivable business. And as Reliance chairman Mukesh Ambani
says, learnt 20 ways of avoiding mistakes. Setbacks were nothing new
for Patil. From an early age, he was witness to financial strain and
caste prejudice. Like the day his father had to request the
engineering college to waive Patil's finalyear fees. "I can never
forget my father bowing before the dean. That hit me hard," says
Patil. He also recalls the discrimination his father, Ramrao Patil,
faced.

Senior Patil was as a labourer in an ordnance factory; and, after
office hours, he sold snacks in the office to feed his family of four.
Still, he once went 15 years without apromotion. "His colleagues, who
were from upper castes, received regular pay hikes and other
benefits," he says. This humiliation made Patil resolve to have his
own venture. After completing his civil engineering in 1995, Patil
worked for several construction firms. "I never wanted to work under
anyone, and soon quit," he says. In 1996, Patil borrowed Rs 1 lakh
from a friend and started a stock-broking firm.

But the venture failed because he knew little about the business. In
1999, Patil started cleaning overhead tanks. That too went bust -- he
lost Rs 1 lakh and was saddled with a Rs 7 lakh liability. In 2000, he
sunk Rs 1 lakh in the poultry business. His experience with running a
software-development firm was similar. "I had no money, but I somehow
survived," he says. Patil returned to his calling: engineering. This
time, though, he played safe. He worked for a small firm for six
months and learned project-implementation strategies.

In 2003, using the last Rs 5,000 of his savings, he started IEPC, an
engineering services firm. Today, that company provides engineering,
procurement and construction (EPC) services to power companies
--basically, assembling a power plant --and handles projects worth Rs
2,000 crore. Its beginnings were small. In its first year, IEPC bagged
an engineering and designing feasibility project for a 8 MW plant in
Rayapati, Chhattisgarh, through a friend's reference. The one thing
Patil did from the outset was to structure the terms of a project such
that it offered him an advance to take care of his initial costs
related to designing engineering layouts and modules.

His big break came in 2008, when he was asked to do a
techno-feasibility project for a 108 MW, gas-based power plant of
NDPL, jointly commissioned by the Tata Group and Delhi government. "I
put my best engineers on the job and submitted the report in 45 days,"
he says. "That helped us secure bigger projects."

Madhya Pradesh is going to be the first state in the country to have
established special courts in every district to for ensuring
conviction of accused in cases of atrocities against scheduled castes
and tribes. Except Singrauli district, all districts are having
special courts. The Chief Minister Shivraj Singh Chouhan gave
instructions to establish special court at Singrauli within a week.
The Union Government has praised the special initiative of Madhya
Pradesh.
This was informed at a meeting of state level scheduled castes and
tribes vigilance and monitoring committee for prevention of atrocities
here today. Chouhan reviewed the implementation of the scheduled
castes and scheduled tribes (prevention of atrocities ) Act in
districts.
Addressing the meeting Chouhan gave instructions to regularly hold the
meetings of district level vigilance and monitoring committees and
asked the authorities to seek explanation from collectors of the
districts where such meetings have not been held. It was informed that
Umaria is the only district where such meetings have not taken place.
The Chief Minister gave instructions to speed up disposal of pending
cases relating to atrocities against the families belonging scheduled
castes and tribes saying that legal procedures should be accomplished
timely for ensuring conviction of the culprits. It was informed that
incidence of atrocities has declined in last four years. Chouhan
instructed the offices concerned to immediately provide relief to the
suffering families. In cases of delay, the officials responsible will
have to face action, he added.
In respect of appointment of prosecutors on the choice of suffering
families, it was informed that opinion of the Department of Law has
been sought. Posting of investigation offices in Datia, Rajgarh,
Narsinghpur, Chhatarpur, Tikamgarh, Sidhi, Umaria, Shahdol, Satna,
Morena and Balagaht is underway. Notifications for establishment of
police stations for scheduled castes in Singrauli and Alirajpur have
been issued.
Those attended the meeting included Minister for Home Umashankar
Gupta, Minister of State for Scheduled Castes Welfare Shir Harishankar
Khatik, director general of police S. K. Raut, principal secretary
tribal welfare Devraj Birdi, members of the committee and senior
officers.

DSS urges probe into dalit atrocity case
Mysore, July 17, DHNS:

Dalit Sangharsha Samiti (DSS) has demanded a probe into the harassment
meted out to a dalit family in Honnenahalli in Hunsur taluk. Accusing
the district administration of failing to provide relief to the
victims, the samithi said the government has become insensitive to
atrocity on Dalits across the state.

In a press conference, Dalit leader Harihara Anandaswamy said a group
belonging to upper castes harassed Cheluvaiah's family in Honnenahalli
following a dispute over land issue.

The group assaulted Cheluvaiah and his family members and threatened
with dire consequences. Though, the victim lodged a complaint with the
police and the district administration, there was no action on the
perpetrators so far.

DSS had been leading an agitation over the issue in front of deputy
commissioner's office for the past three days. But, there has been no
relief for the family, he said.

"The number of cases of atrocity and harassment against Dalit families
is on the rise in state since Chief Minister B S Yeddyurappa-led BJP
government came into power," Anandaswamy stated.

Seminar

Condemning the state government's programme Gita Abhiyaana in schools
across the state, he said the BJP was implementing its hidden agenda
and demanded withdrawal of the abhiyaana.

To deliberate on the communal move of the government, DSS would
organise a seminar on July 23 at AVRC auditorium at Manasagangothri. E
Rathi Rao, state secretary, Forum for Religious Harmony, would
inaugurate.

Columnist Shivasundar, writer N Diwakar, K L Lokesh and N Venkatesh
would take part, he said.
