Lucknow: Caring little about allegations of misuse of funds for
erecting parks and statues, Uttar Pradesh Chief Minister Mayawati will
inaugurate two more as a tribute to Dr B R Ambedkar on his birth
anniversary on December 6.

To be named after the architect of the Constitution, both the parks
are coming up in the city's Gomti Nagar locality, where a grand
memorial in the name of Amebdkar exists already.

While one is being developed over a sprawling 22 acres of land
featuring the city's biggest and most spectacular musical fountain,
the other is coming up over 23 acres on the banks of river Gomti
'bandha' and would have the first four-faced statue of the iconic
leader, an official said.

"Cast in marble, the 18-ft high statue has been sculpted in Jaipur.
Another 12 feet high statue of Dr Ambedkar has been put up inside a
huge pavilion at one of the parks", he said.

The state government has sanctioned around Rs 150 crore to develop the
two parks.

With well laid out pathways, flower beds and lights, the entire
45-acre stretch of Gomti Barrage is being beautified to provide a
visual treat to visitors.

"There will be a mix of light, music and colours. The hi-tech musical
fountain has cost Rs 2.5 crore", the official said.

The Lucknow Development authority (LDA) earlier wanted to sell this
reclaimed land along the Gomti river for the construction of a hotel.

However, the idea was shelved after the High Court shot down the
proposal on a public interest litigation challenging the move.

Opposition parties including Congress, BJP and Samajwadi Party have
been alleging that Central funds were misused by Mayawati government
for construction of parks and statues.

Dalit Panthers stages protest

Bangalore: Members of the Viduthalai Chiruthaigal Katchi (VCK) and
Dalit Panthers of India (DPI) on Tuesday staged a protest in front of
the Mahatma Gandhi Statue on Mahatma Gandhi Road here seeking sites
for Dalit slum dwellers in Bangalore and cultivable land for landless
farmers in rural areas.

DPI State secretary M. Swami Shekar said that Bangalore had over 555
slums and the poor lived in these areas for decades without basic
amenities. Attempts are being made to evict the slum dwellers of L.R.
Nagar, Ambedkar slum, ISRO slum, Shanthi Nagar and Samanta Nagar to
allot those land to influential and multi-national companies. In rural
areas too, landless farmers, many of them belonging to backward
classes, are leading a difficult life. Those who have been cultivating
on government land are denied title deeds, he alleged.

The district administration on Wednesday provided financial assistance
to 43 Dalits of Karandiapatana village under Mehendipur gram panchayat
of Marshaghai block in the district, who were attacked on February 18
by fellow upper caste villagers over the construction of Hanuman
temple.

Inspector-in-charge of Patkura police station Aloka Roy said district
welfare officer (DWO), Abhimanyu Mohapatra reached the village and
distributed financial assistance to the 43 Dalit victims, including
eight women, in the presence of Patkura police, Dalit leaders, NGO
activists and local reporters.

DWO Mohapatra informed that the National Schedule Castes and Scheduled
Tribes Department funded a sum of Rs 2.09 lakh as financial assistance
to Dalit victims of Karandiapatana village.

The district administration has distributed a sum of Rs 3,125 each to
the 35 males as first installment following the instruction of the
Central Government whereas a sum of Rs 12,500 each was provided to
eight woman members of the Dalit community .The State Government is
going to disburse the said amount to the 43 Dalits very shortly,
stated Mohapatra.

"There is a clear guideline that if the Dalits were victimised in the
hands of upper caste persons with loss of property and if the matter
has gone to the court of law under SC and ST (Prevention of Atrocity)
Act then the Dalits would get 25 per cent of the total compensation
amount and the next compensation amount would be provided after the
judgement of the case," stated Mohapatra.

JAIPUR: Thirteen Dalit families living under an open sky for the past
two months at Satpuda village in Chittaurgarh district of Rajasthan
after their houses on the government's surplus land were destroyed by
the people of dominant castes have demanded action against the
culprits and land allotment under the ongoing "Prashasan Gaon Ke Sang"
(administration with villages) campaign.

Influential people of Satpuda demolished the houses of Meghwal and
Kalbelia Dalits settled for about 20 years on the outskirts of the
village on October 7 allegedly at the instance of the administration.
No official assistance for rehabilitation or financial relief has been
provided to the victims so far.

A fact-finding team of the Centre for Dalit Rights (CDR), which
visited the village on Monday, found that the Dalit families were not
served with the mandatory notices for eviction under the Land Revenue
Act, while each of them possessed ration cards and had their names
listed in the electoral rolls.

Dalit families told the six-member team, led by CDR director Satish
Kumar, that the Tehsildar and revenue officials visited Satpuda on
October 6 and "verbally instructed" the villagers to raze the "illegal
houses". "The next day, the dominant people brought huge machines and
flattened the entire locality. We lost all of our belongings," victim
Mangi Ram told the team.

The landless Dalit families struggling hard to make ends meet had
requested the administration to allot land to them in 2004, but no
action has been taken as yet in this regard. On the other hand, the
administration has not paid any attention to the alleged encroachments
by the dominant Rajput community at a nearby surplus land.

Police apathy

Alleging that the higher caste people were "hand in glove" with
revenue officials in the village, the Dalit victims told the team that
the police had not registered any case against the perpetrators of the
crime and the latter were threatening them with dire consequences if
they tried to lodge complaint.

Mr. Kumar regretted that the State Government, which was "making tall
claims" about allotment of land free of cost to poor Dalits, had
remained a mute spectator to the forcible and illegal eviction of
Dalits by unauthorised people in Satpuda case.

The CDR team met Chittaurgarh Collector Arushi A. Malik and demanded
immediate relief to the Dalit families along with reconstruction of
their houses and registration of cases under the Scheduled Castes and
Scheduled Tribes (Prevention of Atrocities) Act, 1989, as well
disciplinary proceedings against the Tehsildar and revenue officials.

Mr. Kumar said the poor Dalit families deserved the benefit of the
Indira Awas Yojana after their inclusion in the below poverty line
category, while agricultural and residential land should be allotted
to them under the "Prashasan Gaon Ke Sang" campaign.

The CDR, which has also sent a memorandum with these demands to the
National Human Rights Commission and the National Commission for
Scheduled Castes, has pointed out that no encroacher on the
government's surplus land can be evicted without the due process of
law.

Other members of the team were Gopal Ram Verma and Babulal Kiroriwal
of CDR, Khemraj Chaudhary of Prayas Sansthan, Bhanwar Meghwanshi of
Dalit Adivasi Adhikar Abhiyan and K. C. Sharma of the People's Union
for Civil Liberties.

TUMKUR: A controversy is brewing over the selection of Pejawar Seer
Vishwesha Theertha Swamiji for an honorary doctorate by the Tumkur
University.

When some dalit organisations, supported by statelevel 'progressive'
ideologues, including critic Nataraj, opposed the varsity's decision,
dalit poet K B Siddaiah came out strongly in defence of the seer.

The seer, in fact, had visited his house at his invitation recently.

Siddaiah told Express that it was foolish to oppose the honorary
doctorate to the seer merely because he was the religious head of a
Madhwa Brahmin mutt. Why did the socalled dalit organisations not
raise objections as the varsity will also confer the honorary
doctorate on Lakshmana Das, a dalit? he questioned.

Some organisations which take up issues in the interest of the dalits
have indulged in the propaganda for their own mileage, he averred.

He clarified that he would continue to oppose the seer's stance
supporting the BJPled state government's policies, including the
AntiCow Slaughter Bill.

Decision welcomed

Vipra Jagruthi Vedike, welcoming the decision, said that it was a
privilege for Tumkur University to honour the seer who has been
contributing to social harmony with his revolutionary programmes for
dalits and backward classes. By opposing it, some prejudiced minds had
been creating social unrest, Vedike president G K Srinivas stated in a
press release.

He observed that all the six dignitaries who were selected for the
doctorates deserved it.

Hindu Jagaran Vedike

Hindu Jagarana Vedike convener G S Basavaraju, while welcoming the
move, likened the seer's efforts to bring social harmony with that of
Basavanna. Some pseudo progressive thinkers have been opposing the
seer, he rued.

Dharna

Dalit activists led by M D Dodde Gowda, BSP leader Rajasimha and
others stated that they would stage a daylong dharna on December 4.
