55th Mahaparinirvana divas of Ambedkar observed

The maker of constitution Dr B R Ambedkar was remembered on his
55th Parinirvana Divas organised at the J H Patel
auditorium here on Tuesday.

SP Koushalendra Kumar and others are seen. H T Chandrashekar,
additional deputy commissioner at a programme to observe Parinirvana
Divas of Dr Ambedkar in ChamarajnagarThe programme was jointly
organised by district administration, department of Kannada and
Culture and district social welfare department.

H T Chandrashekar, additional deputy commissioner inaugurated the
programme offering a floral tribute to the portrait of Dr Ambedkar.
The principles laid down in the constitution are of the highest
standards compared to any other constitution in the country. Dr
Ambedkar's vision and principles, if implemented in the policies of
the government would eradicate all the evils and poverty from the
country, he said.

On the occasion, Devaraj, an assistant professor with the first grade
college in the town said Dr Ambedkar showed the countrymen the
society, the real social set up of the nation.

He praised the country for the truth and ahimsa it followed, but
criticised the exploitation of the lower and underprivileged classes
of people. At least 20 crore people are under appalling conditions in
the country, Dr Ambedkar had told in his younger days. "We need to
introspect whether the country has accepted the principles and
advocacy of Dr Ambedkar in its full spirit to this day," he said.

Deputy director of food and civil supplies S E Mahadevappa, DDPI
Bellashetty, joint director of agriculture department Shivamallu, Dy
SP Muthuswamy Naidu and others were present.

Mandya

Various organisations observed the Parinirvana Divas in the town.

The main event was held near the deputy commissioner's office where
the district administration paid floral tributes to the statue of Dr
Ambedkar at Cauvery Vana.

Deputy commissioner P C Jaffer garlanded Ambedkar's statue. SP
Koushalendra Kumar, tahasildar Rajendra Prasad, additional deputy
commissioner Jayanna, additional SP Rajanna and others were present.

Hassan

Dalit forums staged a protest in front of the deputy commissioner's
here on Tuesday observing Ambedkar Parinirvana day as 'Made made
snana' opposing day.

After offering flowers to the statue of Dr Ambedkar in front of the
office of the deputy commissioner, they demanded that the practise of
'Made made snana' be banned.

The protesters said the practise is opposed to the constitution and
blamed the district administration for being unable to prevent it.

Participating in the protest, artiste K T Shivaprasad said protest
would be held across the state demanding the government to ban 'Made
made snana'.

He urged the opposition parties to take a stand opposing the issue.

Various Dalit leaders including B P Jayaram, K Eerappa, H C Puttaraju,
Krishnadas and others were present.

The Federation of State ST Employees Associations organised a debate
competition for school students to mark the Parinirvana Divas.
Vice-president of the federation Jayaprakash recalled the
contributions of Dr Ambedkar for the upliftment of the backward
classes and dalits.

Federation vice-president Shankar, honorary presidnt B S
Chandrashekar, C K Mahesh, K G Devadas, K K Kamani, writer Saraswathi
and others were present.

Rayagada (Odisha), Dec 7 (PTI) At least 90 of the 165 inmates of
government-run 'Sevasram' school in Maoist-hit and tribal-dominated
Rayagada district of Odisha, who had fled alleging neglect by
authorities, have returned, official sources said today. "165 boy
students of the Sevasram at Dangasurada had left their hostel on
Sunday evening. However, 90 of them have returned to hostel last
night", district welfare officer Damodar Meher said today. Of the
total 326 students from Class I to Class X in the school there were
205 boys and 121 girls. Of them, 165 boys and 100 girls were put up in
the school hostel. The students alleged they had written several times
to the authorities seeking quick steps to solve their problems but it
had fallen on deaf ears. Apparently peeved over the alleged neglect
like lack of basic amenities, the students put up posters on the
school walls and nearby places before leaving the hostel. Their
problems included alleged lack of sanitation and drinking water
facility in the hostel leading to health hazards, inadequate teaching
staff, non-payment of pocket money, incomplete hostel building for
girl students and non-cooperation and misbehaviour of the staff. The
students had drawn the attention of the district collector,
sub-collector and block development officer besides the DWO to their
problems, Meher said. The additional district welfare officer (ADWO)
and local welfare extension officer (WEO) had gone to the spot to
inquire into the matter, Meher said, hoping the remaining 75 students
would also return soon.

BANGALORE: Dr B R Ambedkar's 55th 'Parinibbana' (death anniversary)
was observed at various places in the city by a number of dalit
organisations in the city on Tuesday. At one of the programmes
organised by Karnataka State Government SC/ST Employees Coordination
Committee at Yavanika, State Information Commissioner D Thangaraju
said, "Disparity still exists on dalits at all levels right from peon
till president. Dalits who get government jobs through reservations
must do something towards the development of the society. Atrocities
and discriminations should be fought through dalit associations and
every dalit should fight for his rights."

He also said that as per the Supreme Court's judgement delivered in
August 2011, government heads who fail to address and prevent the
atrocities on dalits will be prosecuted. Many dalits working in
government sector try to hide their castes and that attitude must be
changed.

Stating that even after so many years of independence along with
reservation, the state of dalit has not witnessed any chances at
large. N Manjula, District Collector of Chikkaballapur said, "Even
today, dalits are not aware of their rights and they are exploited.
Except at cities and towns, their situation is more or less the same.
We are doing our best within our limits to stop the exploitations."

She also said that many atrocities on dalits do not come to the limelight.

Also at the occasion official website of the association
www.bhimasamanvaya.org was inaugurated.

'Made Snana Debate in Council'

"It is an shameless act by the opposition parties- Congress and JD(S).
They have not raised any objection to the superstitious practise of
'Made Snana' at Kukke Subramania temple," alleged former president of
Backward Class Commission Dr C S Dwarakanath.

He was delivering the inaugural speech at the 55th death anniversary
of Dr B R Ambedkar organised by Karnataka Dalitha Sangarsha Samiti
(Bheemavada) here at Senate Hall.

"Congress party has not raised any objection to 'Made Snana' and it is
as dangerous as the ruling BJP which is justifying the superstition.
It is pity that the Congress party inspite of having many dalit
leaders to its credit have kept silent. This silence indicates that
even Congress is in line with the BJP in this regard. If Ambedkar
would have been alive, he wouldn't have tolerated this kind of act and
would have taken measures to stop this," Dwarakanath added.

He even opined that JD(S) party which has the word 'secular' to its
party's name had never attempted to raise their voice against the act.

Justifying her party's stand on 'Made Snana', leader of Opposition at
Legislative Council Mottamma said, "We will take up this issue in the
Council and that is the reason why our party has maintained silence
till now. Dalit associations have failed to kindle the fire in all
dalits across the state to fight for their rights. The power of dalits
is limited only to conferences and meetings."

The Opposition leader in the Legislature Council also alleged that the
State government is conspiring against the education of Dalits by the
move of shutting down Kannada medium schools which have less number of
students.

'Effective Audit of Welfare Funds is Must'

There is a need to carry out effective audit on the funds reserved for
the dalits and its implementation in the state, called Kannada and
Culture Minister Govind M Karjol here at the celebration of 'Dr B R
Ambedkar's Parinirvava Day', organised by the Department of Kannda and
Culture here at Kannada Bhavan on Tuesday.

"Dalits have not seen any development even after 64 years of
independence. Dalits are used as mere vote banks and the politicians
just see them as number of votes and do not concentrate on the
developmental works on them. Untouchability is still in practice and
many schemes dedicated for the development of dalits have not been
implemented properly," he observed.

He also alleged that many upper castes are preying over the
reservations of dalits and questioned, "How can the Dalits improve
their conditions in this scenario?"

Muzaffarnagar (UP), Dec 7 (PTI) National Commission for Scheduled
Castes Chairman P L Punia has said the Uttar Pradesh government has
failed to protect the interests of Dalits in the state. "Weaker
sections, mostly Dalits, are living in a fearful atmosphere in the
state. The state government has failed to protect the interests of
Dalits," he told reporters here yesterday. He alleged that the
Mayawati government's proposal of dividing the state into four parts
is an attempt to divert public attention from the core issues like
deteriorating law and order situation and unemployment.

DU Dalit professor 'harassed' for SC quota reforms thesis

An assistant professor at Delhi University is being allegedly harassed
by fellow researchers to stop him from finishing his PhD from
Jawaharlal Nehru University on a controversial subject.

T. Srinivasa Rao, a Deshbandhu College faculty member, has claimed
some fellow students and social science department officials were
trying to stop him from pursuing his research. The research scholar,
who was heading the political science department in the college, is
working on the classification of Scheduled Castes in the reservation
system (like the category-based quota for the OBCs).

"My thesis focuses on the fact that only a handful of the nearly 730
Dalit sub-castes enjoy the reservation privileges. There should be
proper classification for the Scheduled Caste reservations, just like
they have for the OBCs," Rao said. On November 14, the laptop he had
purchased to store his written work was stolen from JNU's central
library. The Vasant Kunj (North) police have already registered a case
of theft in this connection.

According to the FIR, Rao was writing his thesis when he got up to
receive a phone call. "Within minutes, my laptop (an Apple Mac Book)
was stolen. I named two PhD students, who were present at the spot and
had earlier also complained against my using the library facilities,
but the police said the charges could not be verified since the
accused were girls. My complaint was not registered that day and I had
to leave the country the following day. It was only when I met the
area ACP after my return that the case was registered," Rao said.

Earlier, Rao's manuscripts were stolen in June and then again in July.
"I had already spent two months writing the thesis manuscript when it
was stolen in June," Rao said. He filed a complaint with the library
administration in this case too.

The July incident also happened in the central library. "I used to
keep my handwritten manuscripts at the same place as the other
students. But when I went to the library the next morning, the
manuscript was missing. There are CCTV cameras inside the library but
they told me these were not working. This is why I had bought a
laptop… but that also has now been stolen. I am a Dalit working on
the thesis but there are some persons, including a Dalit girl, who
don't want me to work on it," Rao claimed.

When Mail Today spoke to DCP (South) Chhaya Sharma regarding the lost
manuscripts and laptop theft from the library, she said she wasn't
aware of the case.

The JNU administration has ordered a general inquiry into the thefts
at the library. Vice-chancellor S. K. Sopory said: "The assistant
professor has shared his problem with me. It is only his perception
that the thefts and other problems result from the thesis he is
working on… I can't comment on it. Regarding the thefts at the
library, I have ordered an inquiry. The librarian has been told to
look into the theft."

Rao said he had been the victim of a hit-and-run case on the JNU
campus even in 2006. "Despite the presence of security guards, the
offending scooter was not stopped. The police too have not been able
to arrest anyone in this regard," he added. Rao was registered as a
PhD work student in 2003, but got deregistered four years later while
still working at the Deshbandhu College.

Tension in Sahapur after Dalit leader's banner found torn

Thane, Dec 7 (PTI) Tension prevailed in Sahapur town in Thane this
morning, after a banner having images of Dr Babasaheb Ambedkar was
found torn, district police said today. Police said, they were
informed about the incident in the morning, following which, security
in the area was immediately stepped to avert any untoward incident.
The Sahapur police are investigating the case.

"Paragraph-3 of the Constitution (Scheduled Castes) "Paragraph-3 of
the Constitution (Scheduled Castes) Order 1950 is discriminatory as
dalits belonging to Hinduism, Sikhism and Buddhism are given SC status
while scheduled castes of other Indian religions are denied the
benefits of reservation policy," Odisha Minority Forum, National
Council of Dalit Christians, Odisha Chaper, CBCI Committee for SC, ST
& BC, Odisha Chapter and National Council of Dalit Christians said in
a statement. "We will soon meet Chief Minister Naveen Patnaik and
request him to write a letter to Prime Minister in support of our
cause," said Bishop Sarat Chandra Nayak, chairman, CBCI Committee for
SC, ST & BC, Odisha chapter. Asking Odisha government to implement
Justice Misra's recommendation, the consortium has planned a five-day
dharna from December 10 to 14 near Raj Bhavan here. "We are also
planning a rally before the Assembly on December 15," Patra said.

LUCKNOW: Attacking UP chief minister Mayawati, the BJP on Monday
alleged that her brother and his wife had siphoned off huge amounts of
money and parked it through ghost companies in Noida and dared
Congress chief Sonia Gandhi to get the charges investigated by central
agencies.

Accusing the Congress of kowtowing to BSP and failing to check the
"rampant corruption" in Uttar Pradesh, BJP leader Uma Bharti said,
"Despite this loot in the state, Rahul Gandhi is busy misleading the
people with his 'marches'.... It is all a plan of Congress and BSP...
The Congress needs the BSP." Bharti said the documents related to the
dubious companies will also be sent to Sonia Gandhi and Rahul Gandhi.

"I challenge that if they have morality and want to get the guilty
punished, they should get these documents probed," she said. Promising
an inquiry into all such allegations if BJP comes to power in UP,
Bharti said, "Whether it is ministers, the chief minister or her
family members, whosoever is found guilty will be put behind bars.
Their property will be seized and with that money we will open schools
and hospitals for dalits and other communities."

BJP national secretary Kirit Somaiya also alleged, "There are 26
companies linked with dubious transactions, dealings and investment,
of which seven have closed down." He alleged that more than 100 such
companies were involved in Noida scam. Citing examples, he said a
company "had dubious income/transaction of Rs 34 crore and it earned a
profit of Rs 30 crore from commodity exchange, which indicates towards
bogus entries in the accounts."

"While five ministers had been removed by Mayawati for alleged
corruption, would she take action against her brother and his wife,"
he asked. "I want to question Rahul Gandhi what action the Centre is
taking when all the documents are available with its departments
including income tax," he said.

Somaiya alleged that a construction company, which was just two years
old, had an income of only Rs 8,000 even as its transaction was
running into several crore rupees. Similarly, in the accounts of
another company almost whole of the income of Rs 15 crore was shown as
profit, he alleged. "There is another which received unsecured loan of
Rs 67 crore all of a sudden in 2011," the BJP leader alleged.

Lucknow, Dec 6 (ANI): Attacking opposition parties for targeting the
Bahujan Samaj Party (BSP), Uttar Pradesh Chief Minister Mayawati on
Tuesday said such attacks would only work to her advantage in next
year's assembly elections.

Addressing a huge rally here on the occasion of 56th death anniversary
of Dr Babasaheb Ambedkar, Mayawati said opposition parties were
constantly attacking her party and its leaders because they have no
other issue to talk about.

"The functioning of our party and the government is based on the
movement of Baba Sahib (B R Ambedkar)...The opposition is not happy
and is trying to push back the movement, especially when the assembly
elections are near," she added.

Emphasising that Baba Saheb's hard struggle for Dalits had played a
major role, Mayawati said this had helped her to uplift the lot of
backwards.

"We have reached this position after a hard struggle and will not
leave this position despite of all political conspiracies to pull down
the BSP government. My party has always emerged stronger after a
crisis. I believe that once again the opposition will eat dust in the
assembly elections."

She urged the people to vote for the BSP in the assembly election to
fulfill the dreams of Baba Saheb Ambedkar.

Mayawati also announced the launching of 160 projects in the state
worth Rs 1,500 crore.

She announced an electricity project of the 375.22 crore, Rs. 276
crore for the Bundelkhand region, allotted Rs 42 crore for Jhansi, Rs.
14 crore for Mahoba and Rs 17.9 crore for Chitrakoot. (ANI)

Mayawati announces Rs 1400 cr projects ahead of assembly polls

Just ahead of the forthcoming assembly elections, Uttar Pradesh Chief
Minister Mayawati on Tuesday announced massive bonanza for several
cities, especially drought-hit Bundelkhand.


Laying down foundation stones for 160 projects worth Rs 1400 crore on
the death anniversary of Dada Saheb Bhim Rao Ambedkar, Mayawati also
blown poll bugle for the 2012 assembly elections.

Mayawati announced electricity project of 375.22 crore while gave 276
crore for Bundelkhand region. The uutar Pradesh government also
allotted Rs 42 crore for Jhansi, Rs 14 crore for Mahoba and Rs 17.9
crore for Chitrakoot.

Speaking on the occasion, she thanked people for supporting her BSP
government. She said that her government has been working on the
principal of 'Sarva Jan Hitaya and Sarva Jan Sukhai'.

Mayawati said that Baba Saheb's hard struggle for the dalit
communities played major role in her good governance and helped her to
uplift the backwards.


"We have reached at this position after hard struggle and will not
leave this position despite of all political conspiracies pull down
BSP government. My party always emerged strongly after crisis. I
believe that once again Opposition will taste dust in the assembly
elections."

She urged people to vote BSP in the forthcoming assembly election to
fulfill the dreams of Baba Saheb.

Attacking opposition political parties, Mayawti said that previous
governments were utterly failed to uplift the dalits.

"Don't get hoodwink by the false promise of such opportunistic
political parties. Dalits didn't get their rights during the last
governments."

Uttar Pradesh chief minister Mayawati will hold a grand rally of
Muslims, Thakurs and Vaishyas on December 18 in Lucknow as part of her
campaign to replicate her sarvjan (all communities) formula of 2007.
The BSP has already held two such rallies: a Brahmin rally, and a
Dalit-OBCs rally. The
pre-poll return to this formula comes after a perception that she had
returned to her core Dalit base and sidelined the sarvjan idea.

Significantly, the BJP, too, is trying to get Thakur votes through
Rajnath Singh and the Congress on Muslims through the promise of a
separate 8% minorities' quota within the 27% central OBC quota — a
move that is also likely to create tension within the SP's
Yadav-Muslim base. The SP is looking to retain its OBC (with Yadav as
the core) and Muslim votes.

Mayawati is specifically targeting Congress leader Rahul Gandhi,
which, observers feel is a ploy to create an impression that her prime
rival SP is out of the picture, and engineer a Muslim vote split that
will marginally help Congress and heavily damage the SP.

Bhaichara Samitis — vehicles of Dalit outreach to other castes — are
also back in action. "Bhaichara samitis have been activated once again
in the last 1-1.5 years. Dalits too are solidly behind her, and this
means that BSP's candidates are likely to be most winnable," said a UP
official.

Mayawati's core Dalit vote is 21% of UP's population. It is this huge
base that makes the BSP's Brahmin (9%), Thakur (7.9%), Muslim (18%)
and OBC candidates tend to gain: some in their own castes see them as
more winnable than candidates from other parties, leading to a vote
split in favour of the BSP.

Mayawati's strategy is also to counter corruption charges by harping
on graft charges against the central government and BJP governments in
Karnataka and Uttarakhand. She has also got a resolution for splitting
UP passed to divert the debate.

BSP sources insist the construction of statues in the memory of Dalit
icons will work in her favour. She will also showcase her populist
schemes like the Kanshi Ram Shehri Awas Yojana (giving two lakh houses
to BPL families, half of them Dalit); a scheme to give Rs 25,000 plus
bicycles for girls of BPL families who have passed school; and
development work in Ambedkar (high Dalit population) villages. She can
also showcase her 'strong' action against BSP politicians accused of
crime and graft as an improvement over the SP regime's perceived
'criminal-friendliness'.

LUCKNOW: Ahead of the state assembly elections, UP chief minister and
BSP chief Mayawati on Tuesday launched 160 development projects worth
Rs 1,500 crore on the occasion of Babasaheb Bhimrao Ambedkar's
Mahaparinirvan (death anniversary) diwas. While invoking Ambedkar, she
reminded Dalits that their ultimate aim is to form government at the
Centre.

Showing her prime ministerial ambition again, Mayawati said "Babasaheb
struggled to provide Dalits rights in the Constitution to bring them
at par with other sections of society and now we have to take his
mission to all the corners of the country". For which, she added,
Dalits will have to keep in mind that they not only have to ensure
BSP's victory in UP but also have to capture power in Delhi.

The projects announced by Mayawati included several related to
drinking water and electricity supply worth Rs 267 for the Bundelkhand
region comprising seven districts. While Rs 179 crore has been marked
for Chitrakoot, Jhansi has been given Rs 42 crore and Mahoba Rs 14
crore. The projects will provide benefit to the people in the other
four districts as well. Rest of the development projects worth Rs
1,233 crore are for other parts of the state

Mayawati's announcement assumes importance in the light of recent
visit of deputy chairman of Planning Commission Montek Singh Ahluwalia
to Jhansi to review progress of Rs 7,263 crore development project for
Bundelkhand (regions in UP and Madhya Pradesh included) sanctioned by
the Congress-led UPA government at the Centre. He had expressed
dissatisfaction over the progress of work in UP.

Congress general secretary Rahul Gandhi is expected to take up the
neglect of Bundelkhand development to attack Mayawati during his
second phase of poll campaign starting next week. Maya had rebutted
allegations of tardy development work progress in Bundelkhand and
accused the Centre of not releasing special package of Rs 80,000 crore
she had asked for the Bundelkhand and East UP. Now by announcing
projects for Bundelkhand, 'done from limited state resources', she has
tried to counter Congress's attack in the run up to assembly elections
due in April 2012.

Mayawati made announcements after paying tribute to Ambedkar. While
addressing hundreds of party workers assembled at Smajik Prerna Sthal,
a memorial built for Dalit icons in Lucknow, Maya lashed out at
Opposition parties for targeting her party leaders through media over
the corruption issue and exhorted her supporters to give a befitting
reply to rivals by ensuring the victory of BSP in the coming assembly
polls.

Mayawati said Opposition parties were constantly attacking her party
and its leaders on petty issues because they have no other issues to
talk about.

"With only some time left for the assembly polls, Opposition have lost
their sleep," she said. Describing rival parties as anti-Dalit, she
said that none of them gave due honour to dalit saints and leaders and
created hurdles in construction of Dalit memorials in UP by her
government.

The chief minister said that only BSP is taking forward the work
started by Babasaheb to uplift and empower Dalits and marginalised
sections of the society. However, she added, despite working
relentlessly for the cause for last two decades, still a lot has to be
done for the masses suppressed since ages. She claimed that her
government has been working for poor in all castes and communities,
particularly Dalits, back
