BSP for CBI probe into attacks against Haryana Dalits

Chandigarh, Apr 22 (PTI) Tension prevailed in Mirchpur village of
Haryana, where assailants set afire houses of Dalits killing a
physically challenged girl and her father, as BSP today demanded a CBI
probe into the incident.

"We apprehend a deep-rooted conspiracy behind the incident and demand
a CBI probe into it. The gruesome incident happened in the presence of
police and district administration officials who failed to protect the
hapless Dalits from being targeted," BSP general secretary Man Singh
Manhera told PTI over phone from Hisar.

Members of a particular community raided the village yesterday and set
afire some 12 to 15 Dalit houses due to old enmity. 18-year-old Suman
was charred to death while her father Tara Chand, 70, who suffered 90
per cent burns, died later, officials said, adding 25 people have been
arrested in connection with the arson.

Pejawar seer opens electricity facility for Dalits

Kasala April 22: Emphasising on the need to plan strategies to provide
justice to Dalits, Pejawar Mutt seer Vishweshateertha Swamiji said he
is ready to observe fast for the cause of the downtrodden.

He was speaking after inaugurating electricity facility to the houses
of Dalits in Kanchinakere, under the Development of Naxal-infested
Areas in Western Ghats scheme of the Pejawar Mutt, near here on
Wednesday. "The government has failed to provide infrastructure even
to those places near towns in Malnad. Especially, Dalit colonies are
denied of the facilities," he said.

Let the government take ruthless action against the ultras for they
are anti-socials. But the problems will not solve if the government
takes military action against those planning pro-people movements, he
observed without mentioning 'Naxals'.

The officials should provide facilities like road, water and
electricity to tribals and other Dalits. The Forest Department should
be liberal towards the poor who cultivate some crops in forest land,
the seer said and assured the Dalits of pressurising the government to
provide title deeds to them.

"There is no self interest behind the Mutt's scheme in providing
electricity facility to Dalit colonies. My only intention is that the
untouchability and inequalities in Hindu society must go. Nobody is
inferior to the other in the human society. All should live with
self-esteem," the Swamiji said adding that he will take steps to
provide 'mantradeeksha' to Dalits in the days to come.

Social worker K L Shivu said though Adi Karnataka tribes are the
original inhabitants of Malnad, their life is on a decline.

Malnad Hitarakshana Vedike's K L Vasu said the government that does
not consider poor as human beings, has taken development steps in the
backward areas only after the Naxal threat cropped up. Nagesh Angiras
spoke.

'Withdrawal of cases'

Addressing media persons after inaugurating the facilities in Mujekhan
village, the seer said he would discuss with Home Minister on
withdrawing cases against those fighting for the poor and those with
real social concerns in Malnad region.

He appealed that religious organisations and entrepreneurs should come
forward to take up developmental activities in the backward areas of
the State. He also said he would discuss with the Chief Minister
regarding development of roads connecting
Sringeri-Menasinahadya-Horanadu, Sringeri-Horanadu, Balehole-Jayapura
and Samse-Yelaneeru-Belthangady.

Naxals should forsake weapons and join the mainstream. Meanwhile, the
government should provide rehabilitation packages for them, he
appealed. He also said all should understand that injustice and
inequalities are the main reasons for violence.

The Bahujan Samaj Party (BSP), with 21 MPs, is suddenly emerging as an
"important" party in Parliament.

The cut motion planned by the Opposition against the government is
scheduled to be taken up in the Lok Sabha on April 27.

Bracing for the cut motion, the Congress issued a three-line whip to
its members for next week. It has asked its allies to follow suit.

UPA managers have also approached the BSP to seek their help to defeat
the cut motion. The Left parties have, however, urged Mayawati's party
to join their fight against price rise.

The BSP and Mayawati are yet to take a decision on the issue of cut
motion. If the BJP and other Opposition parties, including the Left,
the Samajwadi Party and the Rashtriya Janata Dal, join hands, it will
be tough for the UPA to prove its majority. Without the BSP's help,
the government may even fell short of the magic number, 272.

The BSP leaders acknowledged being in touch with other parties on the issue.

In the cut motion, moved by CPM leader P. Karunakaran, the party has
demanded that the government drop the five per cent Customs duty on
oil products, imposed in the recent Budget. The BJP has also moved a
separate cut motion on the same issue.

The Left leaders insist both the cut motions be taken separately.

"We will press our cut motion. It's our constitutional right as
members of Parliament," CPM leader Basudeb Acharia said.

Party general secretary Prakash Karat in Kochi said the Left was not
for working to topple the UPA government.

"We are not for toppling or destabilising the government," he said,
adding that it wanted the Centre to stop implementing "anti-people"
measures.

The Left parties will be meeting the floor leaders of the SP, the RJD,
the Janata Dal (Secular), the Biju Janata Dal (BJD) and the AIADMK on
Thursday. This is part of an effort to chalk out a joint strategy to
make the called by 13 Opposition parties against price rise on April
27 a success.

The BSP has also been invited for the meeting but it was noncommittal
on its participation.

"We are in touch with CPM leaders. We appreciate their stand on price
rise. But on the issue of cut motion, we are yet to take a decision.
Our leader Mayawati will decide on it soon," BSP leader in Lok Sabha
Dara Singh Chouhan said.

CPI leader D. Raja said all the parties were working in tandem to make
the strike a success. "The AIADMK, the BJD, the JD(S) and the SP
leaders are working hard. We would like to give the Centre a strong
message," Raja said.

When asked if the Left was trying to topple the UPA government, he
said nothing could be ruled out. "The United Front government was
short-lived. So was the first (Atal Bihari) Vajpayee government," he
said.

Bijnor's voters are waking up from Maya's spell

He is immensely sarcastic while cracking caste-based jokes. But
advocate Nizamuddin Ansari's jibes do not see his friend Satish
Kumar's laughter fading. Instead Kumar, a Samajwadi Party loyalist
laughs louder when he sees Ansari sneering at Uttar Pradesh Chief
Minister Mayawati.


Kumar and Ansari, are Dalits. Ansari, a well-known figure in the
political circles of Bijnor, west Uttar Pradesh, believes Muslim
Dalits have been 'total fools' for supporting the Bahujan Samaj Party
chief over the decades. He says, "Mayawati has taken Muslim Dalits for
a ride. In the 1980s, she said she would mother a Muslim child. They
believed her. They have supported Mayawati over the years thinking she
will help them. But they are way behind Hindu Dalits in terms of
education, job opportunities and healthcare. Today, my friend Satish
Kumar looks happier, all thanks to Mayawati."

Bijnor is where Mayawati emerged a winner in the 1989 elections
despite a Janata Dal wave and a seasoned rival, Mangal Ram Premi. But
today, people in Bijnor are losing their sense of humour looking at
Mayawati's weakness for memorials and malas.

Bijnor 'born'

Mayawati had shared food and mingled with 'her own people' — two
decades ago — during her visits in 1989. Javed Aftab, ex-chairman of
Bijnor municipality says, "She was coaxed into campaigning in Bijnor
by a sincere bunch of party workers. She would take rides on bicycles
and share food with people. BSP rallies in Bijnor have always been a
great success."

Today, as Chennai and other places in the south gradually see the
Bahujan Samaj Party become more popular, (through events like the
Samajik Bhaichara Banaao Sammelan which the BSP held in Chennai prior
to the 2009 Lok Sabha elections) Bijnor is keen to know if Mayawati's
magic will work in south India.

Vote, support and neglect

Muslims today account for 45-46 per cent of Bijnor's population (it
was 42 per cent in the 2001 census). With the Supreme Court upholding
the validity of four per cent reservation for backward members of the
Muslim community in Andhra Pradesh, the expectations of people in
Bijnor too have been rekindled.

They expect reservation for Muslims in Uttar Pradesh. Will Mayawati's
association with Bijnor help? Ansari who heads the All India Pasmanda
Front (an organisation of backward Muslims) says, "No. Mayawati has
forgotten Bijnor". He adds, "Mayawati was barely seen in Bijnor after
her campaign and victory in the 1989 elections. Bijnor ka aadmi apne
aap ko tthagaa hua mehsoos karta hai (people in Bijnor feel duped).
The backward Muslims have been denied Scheduled Caste status. Mayawati
could at least have kicked some change from Bijnor."

Congress veteran and former MLA Babu Kranti Kumar, son of freedom
fighter Govind Sahay says, "The BSP got the Muslim vote without doing
anything for the community. Mayawati's old trick of fielding Muslim
candidates in elections, plus her anti-Hindu upper class speeches won
her the favour of Muslims over the years. Bijnor is one of the 60
districts named in the Sachar Committee report. But the party has done
nothing to reform them or the district. It has failed to maintain
contact with farmers and 'Harijans'."

Political churning

For beginners, Bijnor is not a pocket borough, as Amethi is for the
Congress. Nor is it a win-win wonder like Lucknow for the Bharatiya
Janata Party (BJP) and Chennai Central for the Dravida Munnettra
Kazhagam (DMK). It has been vulnerable to the tectonic shifts in the
Indian political scenario from time to time owing to people's
political awareness and the caste distribution. BSP has made the most
of both.

The year 1990 is remembered as the most 'unfortunate' year by people
in Bijnor. Two years before the Babri Masjid demolition related
clashes had rocked India, Bijnor faced a long, emotionally draining
communal riot. In 1991 the BJP had swung into action with Bijnor's Ram
Lila grounds seeing a maddening welcome to Atal Bihari Vajpayee. The
Congress fans of the 1950s and 1960s and the Janata Dal supporters of
the 1970s and 1980s had switched their support and sentiment to the
BJP.

Bijnor saw a dip in Mayawati's popularity in the 1991 mid-term polls
and the late 1990s — when the BJP surged for the second time. Vikas
Agarwal, chief secretary, Bijnor BJP says, "The BJP has been able to
break the bond created by Mayawati between the Dalits and the Muslims
to some extent by dividing the Muslim vote."

Unabashedly backward

The BSP rules all seven state Assembly seats (Bijnor, Chandpur,
Dhampur, Nagina, Najibabad, Afzalgarh, Seohara); it won them in 2007.
This has earned Bijnor 'VIP district status'. People refer to it as
the 'headquarters' of the BSP. Yet the 'VIP district status' is more
of a teaser. But for a few developmental tweaking here and there,
Bijnor has continued to 'look and remain backward'.

Kranti Kumar adds, "The enthusiasm in BSP rallies is dipping. People
in the rural areas have never seen the tube wells they were promised.
Irrigation is ailing. The roads are in a bad state. Funds for various
programmes of the central government are being misused."

There's the spruced up Noida — part of Mayawati's Uttar Pradesh and
the venue for BSP's memorials on one side of Bijnor. It's a hub of
industry, educational institutions and opportunities. On the other
side, connected to Haridwar, the power dressed venue for the Mahakumbh
which concluded recently, Bijnor looks pathetic and neglected —
infested by flies, unwashed and uncared for.

Mufti Shamoon Qasmi, a social activist from the Qazi Pahara area says
that "the situation is getting worse by the day. There is a permanent
stench on the streets. There are barely any good doctors at the
government hospitals for heart disease. People prefer travelling all
the way to Meerut and Muzaffarnagar for treatment and emergencies. The
few policies implemented here in education for minorities and backward
classes are all central government policies."

Why hasn't Bijnor's VIP district status helped? Javed Aftab (BSP)
ex-chairman, Bijnor municipality defends the party and its reforms. He
says, "It's wrong to say that the BSP hasn't developed Bijnor. The
roads have been upgraded. Pockets like Sherkot and Afzalgarh have seen
noticeable development owing to the commitment of the MLAs. BSP is a
disciplined party. Not all MLAs ask for funds from Mayawati at the
drop of a hat."

Rahul Singh, Rashtriya Lok Dal's Bijnor president differs. He says,
"Block pramukhs (heads) in villages around Bijnor complain about not
getting enough funds from the higher rung in BSP. Each MLA in Bijnor
is believed to have been given 10 crores rupees for development and
other policies. Where does the question of not asking for funds owing
to intra-party discipline arise? The seven Vidhan Sabha seats ruled by
the BSP are all about corruption and misuse of funds."

Very Illusive Power

At Sadar Baazar, the shopkeepers sweat. Feroz (name changed), 50,
carefully taps over three lamp chimneys before choosing one. He says,
"It is odd. It's 2010 and we are still using kerosene lamps." It's the
beginning of the summer season — when Bijnor sees numerous power cuts
extending the regular fixed timings (4/5 am to 11 am and 4/5pm to
8/10pm).

BSP's opponents are preparing to grab the issue for the panchayat
elections to be held in September, especially the BJP. Mahendra Singh
Dhanoria, BJP, says, "I wonder why people in Bijnor should pay for
electricity, especially after the recent hike in charges. I suggest
Mayawati deprive us of whatever little we are being given on this
front. Let Bijnor return to lanterns."

MP Sanjay Singh Chauhan seconds the disappointment. He says, "The BSP,
prior to the Lok Sabha elections, was talking big — like providing
electricity round the clock. That was a farce. Recently, I conducted
an inspection and found that the power situation is dismal in villages
around Bijnor. Chandpur is one of them. Units in the industrial area
around Chandpur are suffering due to frequent power cuts."

Bitter sugar

Hiding his flu infected eyes behind his shaded glasses DM Raja Mouli
is occupied in fire-fighting. It's a grim April. He is helping cane
farmers wind up the crushing of their crop at the local mills 'on
sustainable prices'. The mills have been crushing cane at the jacked
up price of Rs 260 per quintal (the state advised price SAP is Rs 165
per quintal). With the decline in international prices, the mills are
ailing and owe money to farmers. "Sugar prices have come down and
farmers are feeling the heat. We hope to reach a decision on this
problem soon," says Raja Mouli.

Dharamvir, president, Rajiv Gandhi Panchayat Raj Sangathan, Bijnor,
also a Congress veteran says, "Sugar mills in Bijnor are ailing. The
rest are shifting to neighbouring towns. Irrigation is in a bad state
and the yield has suffered. Cane growers are the real depressed lot
and the government is failing to help them."

The heat is rising. Mayawati's opponents are working overtime in the
hope of miracles in the 2011 Assembly elections. Also, there is
something special about people in Bijnor. Their sentiments shift too
quickly for change. Bhuna besan pera (a sweet) is losing popularity
and so is Dushahri, the mango variety — for things that taste better.
The BSP may be the next.

New Delhi, Apr 22 (PTI) Issues relating to dalits and scheduled castes
were today raised in the Lok Sabha with BJP demanding that the Centre
take note of growing cases of atrocities against them, particularly in
Haryana.

Virender Kashyap (BJP) referred to a recent incident in Haryana where
an entire village of dalits was burnt down and a handicapped girl
killed.

He said several such incidents had taken place in the state in the
past few years.

"Even the administration does not take any timely action to prevent
them," he rued.

"Inaction by the police" in preventing the recent incident reflects
the law and order situation in Haryana, he said, adding that similar
incidents were taking place in other states also.

Kashyap, who demanded that the Centre should take notice of such
cases, got immediate support from different sections of the House,
including some Congress members.

Mumbai: Home minister RR Patil announced on Wednesday in the
legislative council that villages with a background of communal riots
would not be allowed to participate in the competition for
dispute-free villages.

His announcement has significance in the wake of the first award for
dispute-free village to Khairlanji in Bhandara district. The tiny
village had seen a massacre of four people in 2006.

Patil's announcement came after NCP member Ram Pandangale raised
objection to the award given to Khairlanji for being a dispute-free
village. "It is a shame that the government selected a village for
this award which saw a massacre of dalits," Pandangale said.

He even demanded action against the collector and the guardian
minister of Bhandara. Pandangale got support from ruling as well as
opposition members.

Mayawati accuses Cong of ignoring Poorvanchal

Accusing the Congress of completely ignoring Poorvanchal during its
rule in the state, Uttar Pradesh Chief Minister Mayawati has alleged
that the region trailed behind only due to the party's wrong policies.

"Poorvanchal was completely overlooked during the long regime of the
Congress in UP, where not a single industry was set up resulting in
unemployment and poverty and the region trailed in terms of
development," she said in a statement issued here last night.

She said that instead of blaming the state government, the Congress
should introspect. "It was only due to the wrong policies of the party
that Poorvanchal remained a backward region."

While the UPA government paid no attention to setting up new
industries in the region, those set up earlier were closed down, she
said.

"While a number of industries set up by the Centre in Allahabad have
closed down long back, some others like ITI were on the verge of
closure," she said.

Mayawati said that four sugar mills of the Centre were non-operational
and a number of industries in Sultanpur and Rae Bareli were facing
closure.

"The Centre adopted a step-motherly attitude towards UP in the power
sector as no ultra mega power project was allocated to the state," she
said. Mayawati said that in order to improve the situationin
Poorvanchal and accelerate development of other areas of the state,
she met the Prime Minister and requested for a special package of Rs
80,000 crore.

"Unfortunately, the Centre paid no heed on the request made by the
state," she said.

The Uttar Pradesh Chief Minister said she also wrote a letter to the
Prime Minister last year and apprised him with the situation in
Poorvanchal while demanding a special area incentive package.

"This package has been given to some states like Uttrakhand where
rebate is being offered in income tax and excise, but the request made
by the UP to grant a similar package for industrial development in
Poorvanchal region has not been accepted by the Centre so far," she
alleged.

Accusing the Centre of indulging in politics on the issue of
development, Mayawati said Congress leaders were hampering UP's
progress by giving "baseless and misleading statements from time to
time."

"Contrary to the allegations being levelled by the opposition parties
specially Congress, the BSP, when in power, has taken concrete
measures for the development of Poorvanchal region," the BSP supremo
said.

She said besides setting up new industries and power projects in the
region, the government has launched a host of schemes for the welfare
of the people in Poorvanchal.

Muzaffarnagar, Apr 22 (PTI) Four exorcists have been arrested for
allegedly murdering a Dalit youth at Mirzapur village in Saharanpur
district, police said.

30-year-old Rajbir was strangulated to death by the accused yesterday,
police said, adding his body was later found with his hands and legs
tied up with a rope.

Four exorcist Mahipal, Norati, Dharambir and Mahendri have been
arrested in this connection.

Allahabad : A 25-year-old man died late on Tuesday night after he was
allegedly thrown down from a moving train near Bamrauli in Allahabad.
His wife and uncle, who were accompanying him, alleged that it was
murder, committed by the relatives of his wife, who were opposed to
their inter-caste marriage.
Six months ago, Naresh Yadav, a resident of Sikandara Rau in Hathras
district, had married Babli, a member of a scheduled caste, against
the wishes of her family.

Babli's parents lodged an FIR against Naresh at Sikandara Rau police
station under Sections 363 and 366 (kidnapping, abducting or inducing
a woman for marriage) of the Indian Penal Code.

The couple moved lower court for a stay on Naresh's arrest, but it was
rejected.

Finally, they filed a petition for the same in Allahabad High Court,
which stayed Naresh's arrest on Tuesday.

After getting reprieve from the court, the couple, accompanied by
Naresh's uncle Yogendra Yadav, were returning home by
Allahabad-Mathura Express, when the incident took place near Bamrauli
past midnight.

"I was sitting on a berth and my husband was standing near the
vestibule," Babli said. " When the train stopped, I heard people
shouting and was told that Naresh has been thrown off the train."

She alleged that her father Ohman had hired men to kill Naresh.
Naresh's uncle also accused the girl's family of murder.

According to Yogendra, Ohman's men were following them from Allahabad
High Court.

"They were there at the platform on Tuesday night," he said. "We tried
to dodge them and boarded Mathura Express at 11.30 pm but somehow they
managed to trace us. I was in the toilet when I heard the commotion.
Passengers told me that some men had dragged Naresh to the door and
pushed him from the moving train."

The GRP, however, termed it an accident.

"But if the deceased's wife or uncle submits a written complaint
against anyone to us, we will definitely lodge an FIR. But so far,
there is no written complaint against anyone in this connection," said
GRP Inspector N P Singh.

Yogendra said the family will lodge a case after Naresh's parents
arrive in Allahabad to take charge of the body which has been sent for
a postmortem at SRN hospital.

Chandigarh : A 17-year-old polio-stricken girl and her father were
burnt to death and over a dozen persons injured today when ten houses
of Dalits were set ablaze, allegedly by members of the Jat community,
in Mirchpur village of Hisar district in Haryana.
The girl who died in the attack has been identified as Suman, a
student of Class XII. Her father Tarachand, who suffered 90 per cent
burns while trying to save her, later died at the Hisar Civil
Hospital. Police have arrested 25 people.

As per preliminary reports, some 40 men, said to be members of the Jat
community, came to the Dalit Basti around 11 am to protest the beating
up of two Jat boys by Dalits on Tuesday.

Arguments between the two sides led to a scuffle and stones were
hurled, leaving 12 persons injured. Later, the houses of Dalits were
set ablaze. Suman, the polio-stricken girl, was trapped in one of the
burning houses.

While the Dalits blamed the Jats, the latter claimed their boys had
been assaulted in the Dalit Basti without provocation while they were
returning home after a dip in the local canal.
