MADURAI: A dalit candidate in the fray for the post of panchayat
president of Vempathur, a village in Sivagangai district, filed a
petition in the Madurai bench of Madras high court seeking police
protection to him and his family in order to campaign for the local
body election.

M Murugan, the dalit contestant, who was elected president of
Vempathur village panchayat in 2006 local body polls, said
V.M.Samayamuthu, a non-dalit who was elected vice president did not
cooperate with him in running the panchayat administration and created
obstacles in implementing public works. Murugan claimed he had been
implicated in a murder case foisted by Samayamuthu so as to disqualify
him from contesting the upcoming poll. He was arrested in the said
case by the police at the instigation of non-dalits in the village.
After the incident, no dalit has been allowed to live peacefully in
village and non-dalits have damaged their houses besides setting fire
to his motorcycle. Meanwhile, he decided to fight the civic poll even
though he was in remand.

However, when his wife, relatives and supporters went to file the
nomination on his behalf, some relatives of the murdered went to the
village and harassed dalits living there. The petitioner also
contended that dalits in the village have been forced to leave their
homes. They are unable to enter the village and his supporters could
not conduct campaign for election, the petition said.

Congress on Monday hailed a UP court decision dismissing a petition
against filing of rape case against 16 policemen in a Bhatta-Parsaul
incident, claiming that it proved that Mayawati-run administration had
"committed atrocities" and demanded stern action against the guilty.
"I thank
the honourable court. It has done justice. It showed that the UP
Government had committed atrocities. The court's order is to file FIR
against those who had ill treated women. The National Commission for
Women had also spoke about it," party general secretary Digvijay Singh
said.

Now the chief minister should take cognisance. She should realise that
to whom she had given protection have now been exposed. We hope that
there will be stern action against those guilty and they will be
suspended," he said.

Queen Of Corruption Mayawati Sacks Two More Corruption Tainted Ministers

LUCKNOW – A day after the Uttar Pradesh lokayukta indicted state
education minister Rangnath Mishra on corruption charges, chief
minister Mayawati on Wednesday sacked him and labour minister Badshah
Singh, who too is facing similar allegations. With these two, Mayawati
has removed five ministers, four since December 2010, following
allegations of financial wrongdoing.

Following a Lokayukta report, Mayawati had removed minister for animal
husbandry and dairy development Awadhpal Singh Yadav on August 16. She
had sacked religious endowment minister Rajesh Tripathi in December
2010. Earlier, former minister Ashok Kumar Dohre was also removed on
grounds of graft.

In May former minister Anand Sen got life imprisonment on murder charges.

Mishra has been charged with amassing illegal wealth and grabbing land
in village Aurai in Sant Ravidas Nagar (Bhadoi) during his last four
years in government while Badshah Singh faces similar charges in
Mahoba.

Mayawati's 'operation clean-up' is being seen as a precursor to 2012
assembly elections. She has shown the door to more than 12 party
members including an MP, MLAs, MLCs and office bearers, in a little
more than a month. Three more ministers are likely to go. The
lokayukta is investigating corruption charges against higher education
minister Rakesh Dhar Tripathi, culture minister Subhash Pandey and
horticulture minister Narain Singh.

Though Lokayukta Justice (retd) NK Mehrotra favoured a probe by the
Central Bureau of Investigation (CBI) against Mishra, the CM has
entrusted further investigation with the state vigilance organisation.

Bahujan Samaj Party (BSP) state president Swami Prasad Maurya said the
BSP was the only party that had taken stern action against its leaders
facing corruption and criminal charges. The opposition (the Congress,
BJP and Samajwadi Party), however, said it was not enough. "Mayawati
should also resign, as she faces similar charges," said Samajwadi
Party spokesman Rajendra Chaudhary.

More than 50% of jobs for SC, ST, BC candidates

HYDEREBAD: The state government will offer more than 50 per cent jobs
for SC, ST, BC and minority candidates under the Rajiv Yuva Kiranalu
scheme aimed at providing one lakh jobs in government departments and
15 lakh jobs in private sector over the next three years.

Efforts were on to issue one lakh appointment orders on a single day
by Prime Minister Manmohan Singh in December.

Chief minister N Kiran Kumar Reddy reviewed the progress of the scheme
with 20 cabinet ministers including deputy chief minister C Damodara
Rajanarasimha, government whips and senior officials here on Monday
evening.

The chief minister has also inaugurated the exclusive website of Rajiv
Yuva Kiranalu -- ryk.cgg@ap.gov.in--for online registration and other
information.

About 48 lakh workers including 35 lakh unskilled workers would be
required in the state by 2015 as per the estimates of the
Confederation of Indian Industry (CII).

In addition to about Rs 1,500 crore mobilised by the state government
for implementation of the scheme, another Rs 120 crore would be
provided by the Centre.

All the district collectors have been instructed to devise detailed
strategies and action plan to issue one lakh appointment orders by
December.

Regional workshops on the scheme would be held at Tirupati (Oct 12),
Visakhapatnam (Oct 14) and Hyderabad on Oct 18.

On the fifth death anniversary of Bahujan Samaj Party founder Kanshi
Ram, Chief Minister Mayawati on Sunday inaugurated and dedicated to
the people of the state 484 projects worth Rs 6,035 crore saying those
would help usher in a social revolution in the country.
"These projects are meant for the development of sarv samaj and will
help in obliterating the lines dividing people on the basis of caste
and religion," the Chief Minister said while addressing party workers
who assembled at Kanshi Ram Smarak Sthal where the main function was
held on Sunday morning.

Mayawati and senior leaders of the party, including some ministers,
paid floral tributes to the 'samadhi' where the 'asthi kalash'
(urncontaining ashes) of Kanshi Ram was kept under a decorated dome.
The Chief Minister lighted a candle amidst the chants of Buddhist
monks as leaders and senior bureaucrats stood in silence.

Majority of the projects dedicated to the people on Sunday were named
after Kanshi Ram. A new scheme, Shri Kanshiram Ji Shahri Dalit Bahulya
Basti Samagra Vikas Yojna' (Urban Dalit-dominated slum composite
development scheme) was launched under which Dalit-dominated slums
will be identified in all districts of the state and holistic
development projects will be launched there. It will include laying of
CC (cement concrete) road and construction of covered drainage system
in these identified areas.

"Kanshi Ramji dedicated his life for the uplift of the poor and
downtrodden. By initiating these projects in his name, my government
is trying to give recognition to the humanitarian work carried out by
the founder-president of the BSP," Mayawati said.

In her brief address, Mayawati narrated in detail the welfare schemes
and the memorials and parks constructed by her government to honour
Dalit leaders of the country.

"The Opposition parties have always questioned the construction of
parks and memorials in the name of Dalit icons. Leaders of these
parties have called this a wasteful expenditure. From October 1, 2011,
the government has imposed entry fees in these memorials. People are
coming in hoards to visit these memorials, and this in turn is helping
the government in earning revenue. The money earned this way will be
used for maintenance of these memorials," she said.

Mayawati also laid the foundation of housing projects for 1720
residents with an investment of Rs 66.53 crore in Meerut, Bulandshahr,
Muzaffarnagar, Sonebhadra and Azamgarh.

A large number of people had gathered at the Smarak Sthal to pay
homage to late Kanshi Ram. Slogans of 'Kanshi Ram amar rahe' rent the
air when Mayawati inaugurated as well as dedicated to people 484
projects. Once the Chief Minister left, they entered the samadhi to
pay floral tributes to the BSP founder.

The BSP also organised various programmes to pay tributes to its
founder Kanshi Ram on his death anniversary at all district
headquarters. Senior party leaders, including legislators and MPs,
attended these functions.

JAIPUR: A 25-year-old youth, who eloped with a married woman in the
past, was beaten to death by the woman's three brothers in Hanumangarh
district on Sunday. The victim, hailing from a dalit community, was
tied to a tree and bashed up by the three men. All three were
arrested.

According to the police, the incident took place in Dholipal village
on Sunday morning. "The youth, Prahlad alias Bablu, had an affair with
a married woman of the same village. The woman was not in good terms
with her husband," said SP, Hanumangarh, Balmukund Varma.

In fact, the two had eloped from the village about three months ago.
"The family members of the woman lodged an FIR against Bablu alleging
that he kidnapped her," said the officer.

The police later found the woman and arrested Bablu. "A chargesheet
had been filed against him. He was recently released on bail," said
the officer.

He added that Bablu was spotted by the woman's three brothers - Pintu,
Devendra and Sandeep - in the village on Sunday morning.

"They had threatened him not to return to the village. But when they
saw him again, they tied him to a tree in the middle of the village
and started beating him with iron rods and sticks," said the officer.

The three men kept bashing up the victim till he fell unconscious.
They then fled from the spot, thinking that he was dead.

"Some villagers informed the police following which a team from the
local police station rushed to the village. He was first taken to
Hanumangarh and then referred to Bikaner. But he died on the way,"
said SP Varma.

On the way, when Bablu gained consciousness for a while, he told the
police about what happened. "He named the three brothers. He also
accused them of abusing him on the basis of his caste. They were
arrested for homicide as well as under the SC/ST Atrocities Act," said
the officer.

Dalit girl raped in Uttar Pradesh

A Dalit girl was allegedly raped by her neighbour in Paschim Sharira
area, a senior police official said here.

The 20-year-old girl was sexually assaulted by Om Narain Lodhi when
she was alone in her house in Lodhan ka Purwa village on October 9,
Additional Superintendent of Police M P Verma said. An FIR had been
lodged in this regard and efforts are on to arrest Lodhi, he said.

MADURAI: The city police filed a dalit atrocity case against Peoples
Watch executive director Henri Tiphagne and his family members.
However, dalit organisations alleged that police had taken revenge
against the human right activist with the help of an innocent dalit.

Police said the allegedly accused persons have been identified as
Henri Tiphagne, a executive director of Peoples Watch and his wife
Cyanthia and her daughter Anita and her husband Pradeep Solomon. A
complainant Vallaarasu, a resident of Ansari Nagar, he was attended
the novel protest for the campaign against death penalty of Rajiv
Gandhi assassination case accused in Madurai on October 1. When the
accused person Pradeep Solomon discriminate him in the name of
community and others were supported with Solomon. Based on his
complaint, SS Colony police filed a case against four of them under
the five section including dalit atrocity act. However, pro-dalit
organisation alleged that police filed a foisted case against four of
them with a help of innocent dalits. Alliance for Dalit Rights (ADR)
has strongly condemned the arbitrary act of police against Henri
Tiphagne, Cynthiya, Pradeep Salomon Raj and Anita and by foisting fake
case against them under Sec 3 (i) X of SC/ST PoA Act 1989 persuaded by
the complainant.

"We came to know that the complainant Vallarasu worked in People's
Watch and left his job one year back. There was no evidence of caste
discrimination against Henri and others produced by the complainant
during his service at People's Watch organization. It is eventually
witnessing Vallarasu was persuaded by somebody else to defame Henri's
goodwill, prevent from his human rights engagements and service to the
marginalized communities", VR Ramesh Nathan, state convenor of ADR.

A Vinoth, a general secretary of Adi Tamizhar Viduthazhai Iyakkam told
TOI that Henri is continuously capacitating more number of Dalit human
rights activists across the country on various aspects of human
rights, SC/ST Act 1989 to monitor caste atrocity against Dalits and
assist them for getting justice.

Another one activist Thangavel, general secretary of Aruthathiyar
Makkal Munnetra Kazhagam told TOI, that Henri played a vital role
during the Durban Conference against racial discrimination held at
South Africa on 2001 where he mobilized many dalit movements and
organizations along with many other civil society organizations in the
country to participate in the UN conference against racism and
advocated for including caste discrimination in the UN agenda for
discussion during the conference. "It has brought out wider visibility
for dalit issues across the globe", he said.

Jaipur: Bhilwara police has lodged criminal case against four persons
for illegally occupying land of two dalit families in Badi ka Badiya
village. A case under SC/ST Act and other sections of IPC has been
registered at Kareda police station of the district.

DNA had first reported that Deva Gujjar and Paras Gujjar of the same
village had threatened Ganesh Lal and Dalu Lal (siblings) of dire
consequences if they did not handover their land to them within three
days. Deva and Paras also had support of sarpanch Shiv Lal Gujjar due
to which victims' five daughters were being ill-treated in the school.

Earlier, the local police had turned down the complaint filed by the
Lal brothers but after the report was published in DNA, SP Bhilwara
directed the Kareda police to lodge a case against Deva and Paras and
other persons involved in the case. The police said that a case had
been registered against Deva and Paras Gujjar and their family
members, including sister Premi and mother Rukmini. "A case under
prevention of atrocities act against SC/ST and sections 447 and 504 of
the Indian Penal Code (IPC) has been registered against them and the
inquiry has been handed over to Deputy SP Gautam Bhaskar," said an
official.

Sources said that the police would also interrogate Shiv Lal Gujjar,
the sarpanch of Thana gram panchayat, for his alleged role in helping
the Gujjars and terrorising the dalits to handover their land to
illegal occupants. Interestingly, he got the Gram Sabha Purushkar in
2010.

MANDYA: A barber and his father allegedly severed the nose of a dalit
when he went to them for a shave in Kirugavalu of Malavalli taluk on
Sunday.

Police said Chikkamanchaiah , 51, requested Mahadev and his father
Mariyayya to shave his beard. The duo not only refused to do it, but
also asked him to leave the shop. A quarrel ensued, and Mariyayya
grabbed Chikkamanchaiah's hands and Mahadev chopped off his nose. He
was rushed to the district hospital where doctors reattached the nose.

Chikkamanchaiah said poor dalits in the village are not allowed to
enter shops. According to him, only rich and powerful dalits have
access to barber shops. He requested police and the district
administration to act against the culprits and put an end to
untouchability.

Dr Prakash, who treated Chikkamanchaiah, said he won't have any
problems in breathing and the injury would heal.SP Koushalendrakumar
told TOI that Malavalli DySP Uttappa would investigate the case. "The
culprits fled the village but we'll arrest them soon. We have also
taken note of untouchability in the village." A case has been
registered under the SC, ST (prevention of atrocities) Act, 1989 in
the Kiragavalu police station.

Firing yet another salvo at Team Anna for campaigning against Congress
in Hisar bypoll, Digvijay Singh today claimed that Anna Hazare is
being "led up the garden path" by people who were against "weaker
section and reservation."

"I am extremely sorry, Anna is being led up the garden path by all
those people who are basically opposed to the idea of Congress, weaker
section and reservation," the Congress general secretary, who has been
locked in a war of words with Team Anna, told reporters here.

He claimed that Hazare aide Arvind Kejriwal has been known for his
anti-reservation policy.

When asked about Justice Santosh Hegde disapproving of Hazare's
anti-Congress stance in the Hisar bypolls, he said, "I am thankful to
him. He should immediately distance himself from Team Anna".

Asked for his reaction on the Gujarat High Court upholding appointment
of Lokayukta by Governor, Singh wondered if Hazare who launched an
indefinite hunger strike over the Jan Lokpal issue had overlooked the
failure of Chief Minister Narendra Modi to appoint a Lokayukta for
nine long years.

"When the Governor made the appointment on the advice of Chief
Justice, the Narendra Modi government opposed it tooth and nail.

Finding fault with Telangana leaders, for provoking students to take
part in the ongoing stir, for formation of a separate Telangana state,
the Madiga Reservation Porata Samithi, demanded exemption to
educational institutions from taking part in the stir, keeping in mind
the academic interests of the students.

The MRPS president, Mr. Manda Krishna Madiga, told newsmen here on
Monday, that the Telangana Rashtra Samithi chief, Mr K. Chandrasekhar
Rao, the Telangana Joint Action Committee (Political) convenor, Mr
Kodandaram, MLA, Mr Harish Rao and others, were encouraging the
students to take active part in the ongoing agitation for Telangana,
and alleged that they were not allowing their own children to take
part in the stir. He asked the Telangana leaders to disclose the
details of where their children were pursuing studies.

He said that children from oppressed sections of the society, were
being deprived of the opportunity to pursue studies, under the
influence of the T-stir, while the children from the T-leaders were
being sent abroad or other areas, to pursue studies without any
disturbance.

He called upon the employees belonging to Madiga community to keep
away from the ongoing Sakala Janula Samme. He said that if the Centre
failed to introduce SC sub- categorisation Bill in the winter session
of the Parliament, they would lay siege to Hyderabad on December 17.

The MRPS leader demanded the resignation of the Union minister for
petroleum and natural gas, Mr Jaipal Reddy, to bring more pressure
upon the Centre on Telangana issue, and made it clear that the ongoing
Sakala Janula Samme and resignation of elected representatives from
Telangana region, would have no impact upon the Centre.
