Will the RSS cooperate to handover the MASTERKEY to
Ms Mayawati as the Prime Minister of PraBuddha Bharath as desired by
Dr.Ambedkar, the father of the Constitution by wholeheartedly accepting the
same. Instead of talking about merit, they must accept distribution of wealth
to all sections of the society, including, land, healthy seeds, education, job opportunities,
with good governance without corruption.
 
Cong, BJP trying to do away with SC/ST
reservation: Maya

Madurai : BSP leader and Uttar Pradesh Chief Minister Mayawati has
alleged that both Congress and BJP were trying to do away with
reservation system introduced by B R Ambedkar for the uplilftment of
SCs and STs.

Accusing the two parties of failure to
improve the socio-economic
conditions of SC/STs and other oppressed classes, she claimed BSP was
the only party that followed the footsteps of Ambedkar and fulfilled
his dreams of social transformation in general and SC/ST emancipation
in particular.

Addressing an election meeting in
support of her party candidates in
the April 13 Tamil Nadu Assembly polls, she said her government had
done a lot for economically poor among the upper castes in Uttar
Pradesh besides helping the oppressed classes.

In Uttar Pradesh, there was reservation
for poor people of the upper
caste also. Her party was dependent on not only SC/STs, but poor and
middle class people of all the castes, Mayawati said.

She asked the people of Tamil Nadu to teach a lesson to the Congress,
DMK and AIADMK and make BSP a force in the state.

The data is stark 50% of poor in india are dlaits and tribals

it is time that national adivosry committees etc comprised of 50% of Sc/St and 25% of others in poverty and we demanded separate electorate for them

the upper caste cannot represent 'civil society' frankly i do not know what it is to be a dalit or adivasi, only today with rs 20 with me (as Mustafa is away, and our joint atm cards have expired) know what it is to juggle with Rs 20.

I only can talk about upper caste patriarchy and prejudices and contestations between my quest for freedom as a woman in a patriarhcal society with mustafa's quest for his minority identity and how we negotiate and live and love each other.

Case against 28 cops over alleged fake encounter

Bhadoi, Uttar Pradesh: An FIR has been lodged against 28 police
personnel, including five station officers, for killing a Dalit man in
an alleged fake encounter six years ago, officials said on Tuesday.

A case has been lodged by CB-CID inspector Keshav Prasad Gupta at
Gyanpur police station against 28 police personnel on charges of
murder and Dalit harassment and other sections of IPC, they said.

In May 2005, Vijay alias Lalau, a native of Rewa district in Madhya
Pradesh, was killed in an encounter with police near Badawapur canal.
Police claimed that Vijay was a wanted criminal and carried a cash
reward of Rs. 5,000 announced by Madhya Pradesh government on his
head.

However, Vijay's wife raised suspicion over the encounter and lodged a
complaint with the National Human Rights Commission, which directed
CB-CID to probe the case.

The CB-CID in its report raised suspicion over the encounter following
which the investigating officer has lodged a case against 28 police
personnel.

Nagpur, Apr 9 (PTI) Lok Janshakti Party chief Ram Vilas Paswan today
said a dalit should have been in the committee constituted to draft
the Lokpal Bill. "One dalit activist or leader could have been
accommodated in the five-member representation from the civil society
in the committee constituted for Lokpal Bill when social activist Anna
Hazare launched an agitation in New Delhi," he told reporters here. In
a veiled attack on yoga guru Baba Ramdev, he said some undesirable
persons had shared the stage with Hazare. Paswan said that noted
social reformer Mahatma Jyotirao Phule should be conferred with the
Bharat Ratna award. In a separate briefing, Republican Party of India
president Ramdas Athawale too lamented that a dalit had not found a
place panel to draft the Lokpal Bill. Athawale said his party workers
are against forging an alliance with both Congress and NCP during the
elections for 10 municipal corporations in Maharashtra next year.

PATNA: Police personnel will be given requisite training to sensitize
them to the provisions of the relevant Act and rules meant for the
prevention of atrocities on scheduled caste (SC) and scheduled tribe
(ST) people. Besides, meetings of reconstituted district-level
monitoring committees set up in this regard would be held regularly in
accordance with the annual calendar released from the state
headquarters.

CM Nitish Kumar, who is chairman of the state-level vigilance and
monitoring committee, said this on Friday during the high-level review
of the steps taken to prevent atrocities on SC and ST people as
stipulated in the SC, ST (Prevention of Atrocities) Act, 1889, and
rules framed in 1995.

The CM said that besides giving special training to cops in this
regard, non-government members have to be included in the
district-level monitoring cells, said SC/ST welfare secretary RM
Parmar, adding that the decision was also taken to include the theme
of prevention of atrocities on SCs and STs in the curriculum of police
training.

Besides, the CM directed the crime investigation department to review
the cases so that the conviction rate of people incriminated in
committing atrocities on SCs and STs is increased for the desired
impact.

While the district-level monitoring cells set up to look into the
cases of atrocities on SCs and STs have to meet every third month for
review, the state headquarters would soon issue a calendar in this
regard, the CM said and added that the participants would be intimated
about the meeting 15 days in advance so that they come prepared with
facts and figures regarding the actual situation.

Those who participated in the high-level meeting held at the CM
secretariat were deputy CM Sushil Kumar Modi, SC/ST welfare minister
Jitan Ram Manjhi, chief secretary Anup Mukherjee, DGP Neelmani, and
home department principal secretary Amir Subhani. Besides, MPs Bhoodeo
Choudhary and Maheshwar Hajari, as well as MLAs Dinkar Ram, Ram Lakhan
Ram, Krishna Nandan Paswan, Manohar Prasad Singh, Sonelal Hembrom,
Ratnesh Sada, Ramchandra Sada, Shyam Bihari Ram, Santosh Kumar Nirala,
Amla Devi and Bhagirathi Devi also participated in the meeting. They
all gave their suggestions for further mitigation of the atrocities on
SCs/STs.

Dalits, youth may tilt the scales in tight electoral race

With no apparent wave favouring either of the dominant Dravidian
parties, the outcome is too close to call

Chennai/Coimbatore: Jayapriya, a young housewife in Avinashi
constituency, is a fan of Tamil Nadu chief minister and Dravida
Munnetra Kazhagam (DMK) leader Muthuvel Karunanidhi. She does not
dispute the allegations of corruption against Karunanidhi and his
family. "But he does things for people in Tamil Nadu."

However, Jayapriya's neighbour, Manikandan, argues that Karunanidhi
has been "a chief minister obsessed with his family" who could not do
anything to contain the price rise. "He gives rice at Rs. 1 for a
kilogramme. But it's not edible rice, people buy it and use it as
cattle feed. Everything else is expensive. He and his family have
stolen the public money."

The two points of view adequately capture the polarized opinion across
the state, regardless of caste, village, region or community. Not
surprisingly, this is probably the first time that there is no
apparent wave favouring either the DMK or the All India Anna Dravida
Munnetra Kazhagam (AIADMK); every indication that this election is too
close to call.

The odds

There are several factors, including anti-incumbency and double-digit
food inflation working against the ruling DMK and its allies, which
includes the Congress. Unlike states such as Bihar, Tamil Nadu is far
more urbanized and, hence, more susceptible to food inflation and less
accepting of allegations of corruption; a discourse that is common in
local tea shops. "The prices of tomato, garlic and pulses are so high
that no common man can afford it. What's the point in getting rice at
Rs. 1," asked Selvaraj, a tailor in Sriperumbudur, where AIADMK
candidate M. Perumal's campaign focused on the DMK government's
failure to contain prices.

However, the welfare schemes introduced during the last five years, as
well as the freebies that have been promised and delivered, seem to
mitigate some of this damage.

On the other hand, for Jayalalithaa, it's a do-or-die battle. In the
wilderness till recently following the 2006 electoral debacle, the
involvement of the DMK leaders in alleged acts of corruption has come
as a shot in the arm for Jayalalithaa. At the same time, her former
mentor, the late M.G. Ramachandran, continues to draw support from the
Dalits, who account for a fifth of the population. However, her
biggest achievement during the run-up to the election seems to be the
electoral alliance with the actor Vijayakanth-led Desiya Murpokku
Dravida Kazhagam (DMDK). The fact that this advantage is not
translating into a wave as yet should be disconcerting to the AIADMK.

The Dalit factor

A tight electoral race as well as the growing fragmentation of the
vote means fringe players are becoming increasingly important. Not
surprising, therefore, that there was a great urgency among both
parties to tie up alliances to take advantage of the complex social
arithmetic of the state involving Dalits.

While the DMK forged an alliance with the Viduthalai Chiruthaigal
Katchi (VCK) to hold on to its Dalit support, AIADMK managed to rope
in the Puthiya Tamizhagam (PT) party. The ruling party also tied with
the Pattali Makkal Katchi for Vanniyar community support, Kongunadu
Munnetra Kazhagam (KMK) for Gounders and Moovendar Munnetra Kazhagam
(MMK) for Thevars, Perunthalaivar Makkal Katchi for Nadars. But the
AIADMK has the All India Moovendar Munnetra Kazhagam for Thevars and
the All India Samathuva Makkal Katchi for the Nadars.

The splintering of the Dalit vote has made them politically less
effective than say in Uttar Pradesh, where the community accounts for
16% of the population but votes cohesively for the Bahujan Samaj Party
(BSP). Meena Kandasamy, a young writer who worked with Thirumavalavan,
president of VCK, the largest Dalit party in Tamil Nadu, said the
basic difference between the BSP and the VCK was the latter remained a
social movement and boycotted elections for at least nine years since
its inception in 1989, while the BSP was always a vote-based party.

"The VCK did not seek the partnership of the OBCs (other backward
classes) or minorities for the sake of vote, but for the sake of caste
annihilation," she said. "The VCK organizes religious and sexual
minorities/LGBT (lesbian, gay, bisexual and transgender), backward
castes and other sections of the society purely on ideological basis.
However, for the BSP, these are only for vote-bank politics and such
relationship exists only at the time of elections."

Despite constituting a major part of the population, 80% of Dalits in
the state do not own land and 50% of them are illiterate. They have
been supporting the AIADMK and the DMK since the 1960s, prior to which
they were aligned with the Congress, which continues to enjoy support
among some sections of Dalits. After taking the plunge into electoral
politics, VCK and PT had polled 41% of Dalit votes in 1999 in the
state, but could not carve out a political space for themselves.

Voters are divided over the impact of caste-based parties on the
election. While Jayapriya swears that everyone in Tamil Nadu votes for
the candidate belonging to their caste, Munisami, a resident of
Velampalayam, feels that people vote for the candidates who work for
local development.

A.R. Natarajan, a Congress leader and the ruling front's candidate in
the Avinashi assembly constituency, admitted that the caste-based
groups' backing would definitely be a factor. "The KMK's support will
help me in getting the Gounder community votes in this constituency,"
he said.

The X factor

A factor that could additionally influence the final outcome can be
the youth, who seem to be seeking change. Recognizing this, most
political parties are fielding young candidates, which could influence
the demographic profile of the next legislature.

In fact, Congress general secretary Rahul Gandhi was keen to play the
youth card in the election. Gandhi, according to at least three
Congress leaders, was keen to go it alone in Tamil Nadu in order to
cash in on the youth's yearning for change and to re-build the party
from the grassroots. However, the senior leadership of the party did
not favour breaking the alliance with the DMK, which could have
repercussions for the Congress-led United Progressive Alliance
government at the Centre.

However, Gandhi managed to field around nine young candidates
belonging to the youth wing of the party across the state among the 63
constituencies being contested by the party. "Youth has a different
agenda and their priorities are different. So our campaign is
positive, based on the governance record and the development agenda of
the Democratic Progressive Alliance (Tamil Nadu's ruling alliance)
will strike a chord with the youngsters," said S. Jothimani, the
Congress candidate in Karur, another industrial hub near Tirupur.

Jothimani, for whom Gandhi campaigned on Wednesday in Karur town, said
she decided to focus on local issues. Karur is a centre for the
textile industry and has the second largest bus body building industry
after Punjab. "The AIADMK could not even play the role of an
opposition party in the last five years. Their alliance is in
disarray. When you look back, you will know that the Karunanidhi
government has delivered 90% of its promises," Jothimani said.

Similarly, the ruling DMK has fielded 25 young candidates, while the
AIADMK has offered 32 such candidates electoral tickets; the DMDK has
13 youngsters in its list of 41.

While the youth offer a potential vote bank, they may not be easy to
target for any electoral combine. Especially given that allegations of
taint haunt both sides.

"Youngsters are confused. In fact, they know that both sides are
equally corrupt," said N. Ali Akbar, a resident of Sriperumbudur.

NEW DELHI: Scheduled Castes and Tribes constitute half of the total
"poor, deprived households", a pilot survey to identify the Below
Poverty Line population has found.

The survey found that SCs/STs were a mere 25% of the "non-poor
households" who showed deprivation on some of the parameters --
ranging from housing to illiteracy to homelessness and destitution.

The findings reiterate the long-held hypothesis that dalits are the
most-underprivileged sections of population and the easiest marker of
poverty.

The pilot survey is significant given that results have come from the
representative sample of 166 villages across 22 states. It will form
the basis for the full-fledged survey to be conducted soon to identify
the poor.

Vivek Kumar, sociologist with Jawaharlal Nehru University, said the
findings proved that caste and class identities in the country
overlapped and the social identity of dalits led to cumulative
deprivation cutting across parameters for identification of poor.
"Economic deprivation depends on social identity," he said, summing up
the inferences from the pilot survey.

That 22% of the population (SC/ST) forms half of the country's rural
poor is in line with known facts about poverty statistics but it is
startling that the theory continues to hold good. After the pilot
survey, the anticipated household exercise to identify the poor – with
methodology refined by Planning Commission member Mihir Shah for the
Union rural development ministry – would show where the final figures
stand for the country.

While dalits and tribals form the bulk of poor households, their share
drops to 25% among the non-poor households with deprivation, a fact
which underlines the relationship between SC/STs and economic status.
The communities are not just poor but also score high on kuchcha
housing, illiteracy among adults, homelessness, destitution,
landlessness with agricultural wages as their main source of income.

The BPL survey is crucial because the identified families would form
the target group of government's subsidy-based welfare schemes.
According to observers, the BPL survey is crucial to the fate of
dalits because they form the bulk of beneficiaries of targeted
welfare.

Vivek Kumar concurred with the findings of the pilot survey, saying,
"YB Damle in 1970s had shown that social identity has an impact on the
economic performance of people."

The coming BPL survey would see a change in the methodology from
previous years. The analysis of pilot survey by Planning Commission
has shown that earlier BPL surveys could have been off the mark by as
high as 50%.

A tribute to Dr Ambedkar on his 120th birth anniversary
RSS is successful in bringing social equality and harmony

WE, as a team of karyakartas, went to a village called Madappally in
North Arcot district of Tamil Nadu years ago. During that time I was
Prant Pracharak of Tamil Nadu. The local Dravida Kazhagam leader was
invited to preside over the annual celebration of the shakha. He was a
non-believer and president of Dravida Kazhagam which was working for
social justice. It was a pleasant surprise to all when he accepted the
invitation and came to the function.

More surprise awaited when at the close of the function he went back
and brought sweets for distribution. He explained, "In fact, a few
days ago I had come here with the intention of opposing you and
stopping your activities since all of our DK workers were upset about
your starting Sangh work in our village. But when I saw that boys of
the agrahram (Brahmin Locality) and those from the Harijan Mohalla are
freely mingling and playing together with joy and enthusiasm and
behaving just as the children of a single family, I was totally
disarmed. I felt our founder, Periyar EV Ramaswamy Naicker too had
dreamt exactly of a similar casteless society. The dreams of great
social reformers like Dr Ambedkar and Periyar EV Ramaswamy Naicker are
fulfilled by your Sangh. You have been silently succeeding in
realising their dreams. Hence my good wishes and sweets to you."

It is natural that such a powerful movement for social harmony and
unity generated by thousands of shakhas spread all over the country
should have a strong ideological foundation. RSS is working hard to
organise the Hindu society. Organisation means bringing the people
together and making them realise the purpose for which or values for
which they are living together. This is not an easy task. There should
be an emotional basis of our unity. Hindusthan is our motherland. We
are the children of this great Bharatmata. We have been living for the
past thousands of years and created a glorious history. Our
contribution to the world thought, culture and civilisation is a well
known fact.

RSS makes an honest appeal that we being the children of this soil,
must come together and live together. It is essential to feel that we
are all one and that we are all equal. At the same time we should also
be able to experience this oneness in our day-to-day life.

The history of India tells us that a handful of Muslims and Englishmen
could rule over us by exploiting the differences among our people.
They could forcibly convert our brethren to their religions.

Dr Hedgewar, the founder of RSS, used to say that we cannot escape our
responsibility by simply blaming the Muslins and the Europeans for our
downfall. We have to admit that social inequality amongst us has been
a reason for our downfall. Fissiparous tendencies like caste and
sub-caste rivalries have all been the manifestation of social
inequality. The evil must be rooted out.

Social unequality is a still more saddening and unfortunate aspect of
our society. Some intellectuals express their opinion as it was
non-existent in the olden times, but at some stage during the passage
of time, it entered into our social system.

According to the late Balasaheb Deoras, the third Sarsanghachalak of
RSS, "Untouchability is a terrible folly and it must be thrown out
lock, stock and barrel. There are no two opinions about it. Abraham
Lincoln, who abolished slavery in America, said, if slavery is not
wrong, then nothing is wrong. Similarly, it is for all of us to
declare, if untouchability is not wrong then nothing in the world is
wrong."

RSS explains to the people at large how our society became weak and
disorganised on account of social inequalities. RSS tries to eradicate
social inequality in each and every form.

The late second Sarsanghchalak Sri Guriji had brought together on a
common platform under the auspices of Vishwa Hindu Parishad, all the
religious leaders to persuade them to this viewpoint. As a result,
many saints and religious leaders have commenced mixing amongst all
sections of society. They have given up their previous opposition to
reconversion and now come forward to take back into their fold those
brethren of ours who had been converted.

Unfortunately, there are some people in our society who believe in
discrimination and are unable to grasp the right attitude. They are
also part of our Hindu society. It is not necessary that we should
pounce upon such people and teach them in a hard way. There are
certainly other ways of persuading and bringing them together.

Sri Bachharaj Vyas was a swayamsevak in Nagpur. Having been born in a
highly orthodox family, he had difficulties in meeting and mixing
together with various sections of people. When he first attended a
Sangh camp taking meal posed a problem for him. He could not partake
the meals prepared and served for all. When Dr Hedgewar came to know
about the problem, he did not quote any rule of the camp and prevent
Shri Bachharaj Vyas from attending the camp, since he was certain that
the desired reformation would definitely take place in him. He knew
Shri Bachharaj was a man of great caliber and utterly selfless at
heart. He allowed him to attend the camp with his own utensils,
ration. He himself cooked his food and ate. That was the first year.
The next year, Shri Bachharaj, himself told Dr Hedgewar, "I shall take
meals with the rest". Thereafter, as he involved himself more and more
in Sangh work and his behaviour underwent a metamorphic change in
spite of his orthodox background. He became a trusted worker of the
Sangh and served as the provincial organiser in Rajasthan. Later he
even became all India president of Bharatiya Jan Sangh. This was the
way Dr Hedgewar worked.

It is a fact that the backward or dalit brothers of ours underwent a
huge amount of humiliation, misery, insults and injustice all these
centuries. That agony is there in their hearts. Every one is pained at
this sight. Onslaughts on them are wrong and they should stop
forthwith. Oppressed brethren are also part and parcel of our own
Hindu society and we have to ensure a dignified living for them with
other members of society.

RSS constantly makes appeal to all the people to stand up shoulder to
shoulder with others who have similar ideas and feelings, and then the
combined efforts of both will make the task much easier and bring the
goal much nearer.

Working for the economic and political betterment of those who had
been relegated to the background and bringing them up to stand
shoulder to shoulder with all the rest of our people is a Herculean
task. Strenuous work springing from the heart and manifesting itself
in day-to-day behaviour, work on a spiritual, moral and social plane
is also needed.

RSS and various other Hindu organisations are organising programmes
like bhajans, keertans, festivals, recital of stories from Ramayana
and Mahabharata. Local people assemble in a sprit of common
brotherhood submerging all such differences in a current of pure
dharmic devotion. Service projects promoting literacy, health,
employment, sports etc are also undertaken on a big scale. The central
point of RSS inspired activities are the personal appeal to the heart,
the emphasis on the unifying and ennobling factors, and ignoring of
differences.

Babasaheb Ambedkar presided over the Makarsankranti utsav of Pune
Shakha in 1936. Here he asked Dr Hedgewar, who was present at the
ceremony, if all members of RSS were Brahmins. Dr Hedgewar's answer
was that when swayamsevaks were spreading their ideals and recruiting
new members that is using their brain they were brahmins, when they
were performing their daily exercises, they were kshatriyas, whenever
they handled money and other business matters for the Sangh, they were
vaishyas, and when they did the sanitation work in their various camps
and branches, they were shudras. In other words, by naming the four
main traditional castes into which Hindu society is divided Dr
Hedgewar made the point that the RSS was attempting to demonstrate
that caste meant nothing.

Dr Ambedkar was very much impressed with RSS castlessness in the
centre of orthodoxy in Maharashtra.

Mahatma Gandhi, when he addressed RSS workers in Delhi in 1947,
remembered that when he had visited an RSS camp years ago, "I had been
very well impressed by your discipline, complete absence of
untouchability and rigorous simplicity."

All this was achieved not by any sermons but by daily example. Non
existence of caste differences within Sangh has been a fact ever since
RSS was born in 1925.
