The state government on Wednesday asked the All India Council for
Technical Education (AICTE) to withdraw its recent circular fixing 45
as eligibility percentage for SC, ST and MBC students to join
engineering colleges.

The state government, terming the circular meaningless, said that it
would not follow AICTE's directive and go ahead with its present
minimum eligibility criteria.

"The government, under Chief Minister M. Karunanidhi, is determined to
ensure social justice and provide engineering education to all
students. The state government issued an order during the 2010-11
academic year stipulating the minimum eligibility marks: 50 per cent
for general category (OC), 45 per cent for BC, 35 per cent for SC/ST.
This is in force since then," a government press release said.

However, the AICTE had recently sent a circular to all state
governments stipulating the minimum eligibility as 50 per cent for
general category and 45 per cent for all others falling under the
reservation category from 2011-12 academic year.

"If the AICTE directive is adopted, then it would affect SC, ST, MBC
and rural students which will render the social justice concept
meaningless," the government said.

The state government insisted that it would follow its present
eligibility criteria for admissions to engineering courses in the
2011-12 academic year also and urged the Council to withdraw its
circular in the interest of students of the aforesaid communities.

Minister for social justice and empowerment Mukul Wasnik has shot off
a letter to Uttar Pradesh chief minister Mayawati, listing the state's
institutional failures in preventing atrocities against the Dalits.
With less than a year to go for the Uttar Pradesh assembly elections,
the letter may mark t
he beginning of a political confrontation between the BSP and Congress
over the Dalit vote in UP, which is 21 % of the state's population.

This vote — which was once part of the Congress' rainbow coalition of
upper castes, Dalits and Muslims in the state — has over the last two
decades been gradually captured by Mayawati's BSP.

Wasnik's letter says that the state has not yet identified
atrocity-prone areas, which Section 21 (VII) of the Prevention of
Atrocities (Scheduled Castes and Scheduled Tribes) Act, 1989, requires
it to do.

A ministry official said the state had last identified these areas in
1986, three years before the Act itself came into existence. In other
words, UP has not identified these areas since the Act came into
force, though it has declared 20 districts as "sensitive".

Wasnik has also pointed out to the absence of a state-level
vigilance-and-monitoring committee in the state, as required by Rules
16 and 17 of the PoA Rules, 1995. This committee, under the
chairpersonship of the chief minister, is required to meet twice a
year. In UP, however, it is non-existent.

The letter comes after a meeting of officials of the central ministry
with its UP state counterpart in April, where Wasnik is believed to
have flagged these concerns vis-à-vis the implementation of the PoA
Act in the state.

Of the 33426 cases of atrocities against Dalits registered across
India in 2009, UP accounts for 22.3 % (or 7461). However, UP officials
are believed to have said that the high number of cases registered was
primarily because of the huge population of the state.

The state officials also pointed out that the state has a higher
conviction level than the national average. The all-India average
conviction rate in such cases between 2007-09 was a mere 31 %, while
it was 54 % in UP.

mountains of western Nepal, children from the Dalit caste go to school
only to be shunted to the rear of the classroom, excluded from
activities, and return home with exam papers unmarked by teachers.

Decades since Nepal officially rejected the customary caste system,
the lower-caste Dalits, which comprise over 20 percent of the nation's
population, remain viciously ostracized. Dalit women and children are
especially vulnerable, barred from receiving education, employment, or
the possibility of social equality.

"Caste-based discrimination continues to raise serious human rights
concerns," Representative Jyoti Sanghera of the United Nations High
Commissioner for Human Rights (OHCHR) in Nepal told MediaGlobal .

The Dalits, literally the "suppressed," have long endured the caste
system established by migrant Hindus in South Asia centuries before.
Their marginalization permeates the basic aspects of life, such as
denial of access to potable water, practice of religion, and freedom
to marry outside of their caste.

In the less developed western regions of Nepal, the economic,
physical, cultural, and psychological violence against Dalit women and
children is acute. Dalit women endure double discrimination based on
gender and caste, which renders them prey to violence and
prostitution.

"Women also often bear the brunt of acts of vengeance against Dalit
communities that try to better their circumstances," explained Maria
Brink Schleimann of the International Dalit Solidarity Network (IDSN).

Poverty and discrimination push Dalit children further to the margins.
The few who are able to go to school are banned from taking certain
classes and from drinking from communal water fountains. "This type of
discrimination has a devastating effect on the self-esteem of Dalit
children and the prospects for them to better their circumstances,"
said Schleimann.

Literacy provides a tangible gauge of discrimination in the country.
The average literacy rate of Dalits is significantly lower than the
national rate, with Dalit women about 20 percent below the average
Nepalese woman.

"Their limited access to quality education reduces their possibilities
of alternative and better paid employment, pushing them further into
the cycle of poverty and marginalization," Sanghera said.

Recent OHCHR investigations revealed that prevalent discrimination of
Dalits in the workplace bind them to hard labor such as garbage
disposal, butchering, or scavenging. They are restricted to work in
trades that require contact with food and water because, as their
caste implicates, they are deemed impure.

According to Sanghera, there have been several attempts of resistance
from Dalits who sought better lives. However, these were met with
violence, displacement, and further deprivation of daily sustenance.

The prevalent exclusion of Dalit women and children from education and
employment was addressed at the Universal Periodic Review (UPR) of
Nepal in Geneva last January. The UPR is an evaluative mechanism of
the UN Human Rights Council to ensure the compliance of UN member
states to their human rights obligations.

At the review, attending nations called for Nepal to adopt an
inclusive constitution grounded on human rights, strengthen the
National Dalit Commission, criminalize caste-based discrimination, and
improve educational and economic opportunities, especially directed
toward Dalit women and children.

Humanitarian programs are instrumental in providing Dalit women and
children opportunities of social mobility. Nonetheless, much of the
future of these destitute groups depends on the commitment of the
government to protecting Dalit communities.

In the past year, the Poverty Alleviation Fund (PAF-Nepal) and USAID
Nepal's Education for Income Generation Program have collaborated to
develop literacy and skills trainings program for the disadvantaged
youth of western Nepal. The program provides capacity building and
training in agriculture, technology, commercial marketing, enterprise
creation, and scholarships for vulnerable groups including Dalits.

"The government needs to ensure access to justice for the victims,"
said Sanghera. This requires an aggressive implementation of a
comprehensive legislative framework and justice system against
caste-based and gender discrimination.
As the international community intensifies its call for social
equality in Nepal, special attention must be directed to vulnerable
Dalit women and children to empower themselves for a better future.

New Delhi : In the name of "professionalisation", the government has
come out with an advisory that candidates belonging to SCs/STs and OBC
categories should be given preference in the appointment of
non-official directors on PSU boards.

In addition, the advisory states that women candidates should also get
preference for appointment to the boards of the central public sector
units (PSUs).

The advisory has been issued by the Department of Public Enterprises
(DPE) to different administrative ministries on the recommendations of
the Standing Committee of Parliament on Industry.

In an office memorandum (OM), the DPE said it considered the
recommendations of the parliamentary panel and decided to convey the
same to the administrative ministries.

The title of the OM is "Professionalisation of boards of Central
Public Sector Enterprises..."

It said the DPE has "decided to communicate" the concern expressed by
the committee to all the administrative ministries/departments which
initiate proposals for appointment to such positions.

There are 217 operational PSUs, of which 158 are profit-making

Caste discrimination in Tamil Nadu appears to have moved with the
times and stayed abreast of new developments.

An attack on a dalit in Villoor village in Madurai, for riding a
motorcycle in the streets where caste Hindus reside, is not an
isolated incident.

A survey conducted by Tamil Nadu Untouchability Eradication Front
(TNUEF) in 22 districts has revealed the prevalence of 86 forms of
untouchability in the state's villages.

Dalits are not even allowed to use ringtones of movie songs. "A dalit
in Coimbatore was beaten by caste Hindus for using MGR movie song Naan
Aanaittal Adhu Nadanthu Vittaal as his ringtone," TNUEF convenor P.
Sampath said.

The discrimination against dalits even exists in matrimonial websites.
"We have come across entries made by upper caste persons stating that
dalits need not apply," he said.

In the survey, Mr Sampath said they come across the practice of dalits
being prevented from walking on the public road wearing slippers,
riding bicycles, wearing dhotis folded or polyester dhotis, wearing
towels on their shoulder, wearing cloth headgear, sporting thin line
moustaches and getting clothes washed or ironed.

Apart from the two-tumbler system and denial of temple entry, Mr
Sampath said dalits are not allowed to watch TV programmes in village
panchayats or speak or sing at any public platform.

In some villages, he said the postmen do not deliver letters to dalit
houses and the dalits have to obtain them from the post office. Dalits
are also prevented from rearing cattle or keeping male dogs.

Mr Sampath said untouchability is widely prevalent in the state as the
DMK government failed to take any concrete steps to eradicate the
practice.

"Even when we staged an agitation in Uthapuram, Kangiyanur and
Gudiyatham to seek action against dalit discrimination, the DMK
suppressed the struggle by arresting the protesting dalits," he said.

HYDERABAD: Is the beef war raging in English and Foreign Languages
University (Eflu) campus rooted in the changing caste composition of
the varsity? While the controversy at the face of it seems to be about
inclusion of beef in the mess menu, sociologists and political
analysts say that the real problem is a growing resentment among
certain caste groups against the increase in the number of dalit and
BC students on the campus.

According to faculty members of university, with the implementation of
OBC reservation (22.5 per cent) and an increase in the number of dalit
students taking admission even in the general category seats (about 6
per cent), other caste groups on campus seem to be nursing a grudge
against the changing caste composition of the university. "The beef
controversy only brought the fight out in the open," they say.

"Eflu till four years ago was just an institute (Centre for English
and Foreign Languages) which did not have an integrated variety of
students. And an elite, caste group used to be the face of this
institute. But the change of the caste composition that happened soon
after its conversion into a central university (2008) created a strong
resentment among certain faculty and student members. This resentment,
however, is not usually spoken about," explained a faculty member of
the university. However, with the beef controversy the divide is
visible, he added. Currently, out of the 2,500 seats in the university
over 56 per cent are from dalit and BC students.

While some cited the emergence of a strong dalit group on campus for
the reason for the beef controversy, political scientists said that
the fight is not just about a resentment against reservation. In fact,
a larger cultural battle is brewing in the background, analysts
pointed out. "The university is going through a transitory period
where certain traditional cultural forms including that of food
culture are getting challenged and uprooted. Eating beef in public
becomes a part of the assertion of dalit identity which is considered
unholy by other castes," said Prof G Haragopal, political scientist
and faculty University of Hyderabad.

Political scientists said that a discourse on food in the country,
especially when centred around beef has larger implications. "Certain
food items in the state are associated with certain caste groups. Beef
is identified with SC/ST and some section of OBC castes," explained
Prof Kancha Iliah, political scientist, Osmania University.

Sociologists said that Eflu's beef feud could actually be a milestone
in the dalit movement, where a food culture, less celebrated in
society is trying to breach its way through established social norms
in educational institutions.

However, this is not the first time that such a challenge is being
taken up by students. In 2005, in a similar incident, Dalit Students
Association (DSU) of University of Hyderabad had established a beef
stall on their campus during a cultural fest, Sukoon, a practice that
has been repeated till date.

Lucknow, May 1 : Himachal Pradesh Chief Minister Prem Kumar Dhumal
here today said his government was working to uplift dalits and was
not making any false promises like being done in Uttar Pradesh.

"We are really concerned for the uplfit of dalits and have taken up
several programmes to upgrade their economic, social and cultural
status", he said.

Talking to reporters at a function here, Mr Dhumal said that in
Himachal Pradesh, every assembly segment has been sanctioned funds for
construction of Ambedkar community building which will have a capacity
of 2000 people.

"This building would help the dalits and poor to hold social and
cultural functions like marriages at a very low price,'' he said.

He said besides this, all the villages of more than 40 per cent
population of dalits has been identified as Chief Minister Adarsh
village where all basic infrastructure would be provided.

These include drinking water, solar power, health, education and other things.

"In UP, such schemes are not available and nor the present government
was so committed towards the dalit cause", he said without naming
Mayawati.

Though maintaining small states was good for accelerated development,
there was no need for division of the bigger states.

"Political commitment is required for development", he asserted.

He said the government was more focused on the field of education and
thus has earmarked 18 per cent of the budget under the head.

Thanks for bringing these details before the group. Generally its
difficult to know such details of movements as media has become too
much localised and also emails get so much stuffed that it becomes
difficult to filter information.

and Bhilalas right at the beginning of the Maheswar dam struggle in

depends upon the classic primitive accumulation level.more and more new industrial projects are in the adivasi areas.adivasis are trying to fight their own way to protect their own
way of life.The Supreme Court judgment has clearly mentioned the present life realities of bhils and other adivasi communities of india.and quoting the Cambridge history of india(volume,1)ancient India,the Supreme court judgment  declared that  why did adivasis become the original inhabitants of india.

multiple life styles and the meaning of indian diversity have been reflecting in the adivasi life of india .If we negate the adivasis life means that the failure of the indian diversity.
.and the contributions of adivasis in India and their sacrifices for making this glorious  nation has been accepted by this supreme court judgment.

 about 92% of indain population are the decedents of migrants(more research needs-by The SC judgment).mundas of chotanagpur,orissa,w.bengal,todas of nilagiris of tamil nadu),
tribes in the andaman nicobar islands-these people have been the real inhabitants of india.The supreme court judgment is underling the importance of adivasi life in india.and in this  era,adivasis are in the midst of modernity,development,globalisation.the SC judgment reveals the reality.

The best solution is that the SC/STs unite behind BSP and throw out these anti-SC/ST governments and strengthen Sarvajan Hitay Sarvajan Sukhay i.e., for the welfare and happiness for the entire people by educating the people not to vote for Congress or BJP  which are of the upper caste capitalists, by the capitalists and which are for the capitalists. Until these downtrodden are educated  for awakening with awareness these atrocities would continue. So the solution is in their hands nd not elsewhere.

Report by Amarnath Parida; Jagatsinghpur: School teachers being
inspired by upper caste
villagers have not allowed a group of SC students to use the school
utensils and plates for taking mid day meal (MDM) in a primary school
of Balikuda block. Protesting it, harassed SC category students
stopped their education because they have been have skipped their
classes for the last four days while other SC students have refused to
take admission in this school due to caste conflict between upper and
lower caste students.

Like most of the schools in the state, students have been taken MDM
meal and used utensils and plates for taking meal during school hour.
But teachers of Keutapala Primary School under Balikuda block in
Jagatsinghpur district being inspired by upper caste villagers
prevented SC and dalit students to use utensils and plates and advised
them to sit separately due to untouchability. Although all students
belonging to upper castes were allowed to take MID meals with utensils
and plates , as many as 25 dalit students of the school, including
girls, were prevented to sit with them at the time of taking meal or
restricted to use government supplied plates.

The village has a population of about 500, and about 150 of them are
dalits. However, SC and dalit students are not allowed to take meal
with upper castes and also prevented to worship God or Goddess on the
days of Ganesh puja and Saraswati puja since past several years,
said SC villager.

The teachers have also directed these students to use banana leaves to
eat the MDM by sitting separately from the upper caste pupils. They
were also restricted from using the school glasses to drink water and
also directed to bring mats from their houses to sit in the class
rooms. They were also denied use of soaps to wash their hands. To
quench their thirst, they were forced to go outside theschool premises
to drink water, alleged the students.

One girl student Barasa Mallick says in full of twist eyes 'we are
neglected by school teachers and lady teachers do not beat them by
cane but threw it on them to avert untochabilty while teacher hit cane
directly to upper case students'. Another student Bijya Mallick 'we
are SC by caste so teachers advised them to sit separately to take
meal on banana leaves while upper caste students take meal on plate by
sitting in groups.  Protesting such act of the school teachers, our
parents have restricted us to go to school," – said other SC students.

One guardian Mrs Puni Mallick said that we have aired their grievances
to district collector and BDO but administration did not hear their
plight so we take measure step for not sending students to schools
because they face mental agony and harassment.

School headmistress Mrs Jostanarani Swain stated 'the allegations made
by the SC students and their parents regarding caste discrimination
are purely fake and baseless and ready to face any probe on this
issue.'

Despite India's constitution outlawing caste discrimination, dalits,
comprising 16 percent of the country's 1.1 billion populations,
however, often face mistreatment from upper caste people
in many parts of the country. - said general secretary of congress
district unit of SC and ST cell Mr Debendra Mallick.

Additional District Magistrate, Jagatsinghpur Mr Upendranath Mallick
has expressed 'ban to dalit students on MDM is purely unfortunate so
this matter has come to the notice to the
administration in which he has directed BDO, Balikuda to begin probe
on the basis of the complaints by the students and their parents'.

Stern action would be taken against the errant teachers if they will
be found guilty during the probe- he added.  On the other hand, local
MP Mr Bibhuprasad Tarai has expressed 'anti dalit remark to MLA, MP
and ADM by agriculture minister Mr Damodar Rout is the main cause of
the rise of caste conflict and untouchablity issues in different
institutions in this district so
exemplary action against culprits would change this practice'.
