UP polls: Republican Party of India to contest 250 seats

LUCKNOW: The Republican Party of India, led by Ramdas Athawale, will
contest 250 out of 403 seats in next year's Assembly election in Uttar
Pradesh.

"The party is gearing up to field 250 candidates in the election. The
list of 100 nominees will be issued soon," he told reporters here.

Attacking the Mayawati-led BSP government in Uttar Pradesh, Athawala
said it had failed to solve problems of dalits.

"The government has failed on all fronts. Corruption has increased and
the law and order has deteriorated during the BSP regime," he said.

The RPI will field 40 per cent dalit candidates in the upcoming UP
assembly election, the party head said.

On Rahul Gandhi's recent remark about UP migrants, he said "the
Congress has ruled the country and the state for a maximum period of
time and if the people from UP have to go to other states for
employment then the party is responsible for this."

Favouring passage of the Lokpal bill in the current session of
Parliament, he said the Prime Minister should be brought under its
ambit.

On the FDI in retail, Athawale said it is dangerous for economic
freedom of the country.

Dalits lay siege to tahsildar's office and forced Salem district
administration to take firm action

Dalits of Sanyasipatti near Sankagiri in Salem district fought
bitterly for five days before forcing the district administration to
take firm action to demolish a four-foot-high and 20-foot-long wall
erected right across a tar-topped road with the intention of
preventing them from using it.

The 'wall of untouchability' erected on November 29 in the middle of
the night by some caste Hindus was pulled down on Sunday by those who
put it up after revenue authorities intervened.

The wall had come up across the road laid by the village panchayat
some 15 years ago to provide better access to the Arunthathiyar
colony, where 200 Dalits families are living.

A caste Hindu group, which had constructed a temple adjacent to the
road, had been at loggerheads with the Dalits for using the road.

"We were asked to take a circuitous route through the fields to reach
the colony," said a youth who was among the agitators.

With CPI (M) and DYFI leading the agitation, the Dalits laid siege to
the tahsildar's office at Sankagiri till late Saturday night, forcing
the officials to take the decision to have the wall demolished. "The
officials first removed just a portion of the wall. But we insisted
that it should be totally removed," said Sekar, a DYFI activist. CPI
(M) floor leader in the Assembly A. Soundararajan who visited the spot
said the fight would continue till the wall was demolished totally.

On Sunday, a team of revenue officials led by Tahsildhar S. Razyia
Begam arrived on the spot. Since talks between two groups had failed
with caste Hindus objecting to the demolition and Dalits demanding it,
there was threat of a law and order problem. But Sankagiri police
provided security for the officials who later asked the caste Hindus
themselves to pull down the wall.

S Gopalakrishnan, a bus conductor from the colony said it was a great
relief for the people of the Arunthathiyar colony.

This is the third wall symbolising social ostracisation that has been
demolished in Salem district within a span of two months.

Earlier officials removed a wall right in the heart of Salem city that
separated Dalits from others while another was demolished near Omalur
that blocked pathway to Dalit colony from the main thoroughfare.

Sanand, a taluka of Ahmedabad district, has been developing rapidly
ever since Tata Motors set up its Nano plant here; it is now expected
to emerge as the 'Detroit of India'. But one of its villages, Goraj,
hides an ugly fact - ostracisation of a Dalit community.

The irony is that this discrimination is taking place barely 50 km
from Ahmedabad where Mahatma Gandhi's Sabarmati Ashram (also known as
Harijan Ashram) is located.

Unable to withstand 'harassment' by upper caste villagers, Dalits are
moving out of Goraj. A local community leader, Pravin Makwana, said
that, in the last few years, almost half the 35-40 Dalit families of
the village have moved out.

They had sought help from the police to end their ostracisation but to
no avail. The Dalit locality in Goraj is surrounded by people
belonging to other castes who have allegedly often attacked them.
Kalpesh Dabhi, a Dalit student studying for a BA degree in Gujarat
College, told DNA that he was attacked and beaten up by a group of
people on October 4, 2011.

He said he and his friends were once walking on a road that passes
through 'their' (read upper caste) locality. "They took offence to
this and beat us up. We had to be taken to hospital. I decided to
leave my village rather than face harassment every day," said Dabhi. A
complaint about the incident was filed at the Sanand police station.

In the past few years, as many as six complaints (under the special
law forbidding atrocities on Schedule Castes) have been filed by the
Dalits of Goraj. Of these, two were filed on October 1, 2011 and
October 4, 2011, respectively. The first complaint was filed after
Dalit girls were allegedly teased by some upper caste boys. In the
second incident, two Dalits were attacked while passing through an
upper caste area. A counter-complaint was filed by the upper caste
people of the area after the second incident.

When contacted, sarpanch of Goraj, Devu Thakor confirmed to DNA that
Dalit families were indeed moving out of the village to escape
harassment. However, talati-cum-mantri of Goraj, BG Gurjar, could not
be contacted for his comments despite several attempts.Gautam Vankar,
a peon at the BMW plant in Uttaria village near Shantipura, left Goraj
to come and live in rented accommodation in Sanand town. Vankar, who
is too scared to speak against the upper castes, is among the people
who left the village recently.

Dahya Makwana (35), Ganga Makwana (50) and Khodabhai Dabhi are members
of some of the families who have left Goraj in the last few years.
Talking to DNA at his rented house in Sanand town, Vankar, who leaves
for work at 8 am and returns by 10 pm every day, said he usually comes
late from work and is too scared to go to Goraj out of fear of being
attacked by members of the upper castes

This Monday the residents, shopkeepers and even offices in Shivaji
Park area would take a privilege leave and stay indoors as they fear
the crowds that will come to pay tribute to Dr Babasaheb Ambedkar at
Chaityabhoomi on his death anniversary on December 6.

Some of the residents have even taken extended holidays from work and
have gone on vacation outside Mumbai, to return on Wednesday after the
crowds disperse. Speaking to Sunday MiD DAY Shivaji Park resident
Sanjay Bhide said, "We respect Dr Babasaheb Ambedkar a lot, but during
his birth and death anniversary it's not possible for us to get out of
our house due to the huge crowd in the area."

Another resident requesting anonymity said, "Due to traffic diversions
and no Parking zones that come in to effect, we don't even get a
chance to bring out our cars. We also can't go for morning walks as
the pavements and the Park (Shivaji) is occupied by the followers."

And it's not just residents who face problems. Speaking to Sunday MiD
DAY Umesh Saglekar, owner of Barista right opposite Shivaji Park,
said, "As there is a huge turnout of people in the area, customers
don't visit the shop, which brings our sale down by 60 per cent."
Vaibhav Jadhav, owner of Cheelizza outlet nearby said they might come
up a special scheme for the day to attract the customers.

The Brihanmumbai Municipal Corporation (BMC) has erected a pandal
measuring one lakh square feet and 300 artificial bathrooms for men
and 125 bathrooms for women. Despite these arrangements, some
societies have increased the security of their buildings and asked the
guards to restrict outsiders from entering and using the common
toilets in the society.

Commenting on security arrangements Dagdu Govind Powar, a police
officer from Shivaji park police station said, "We are expecting
around three to three and half lakh people to arrive at Shivaji Park
this year and we have an arrangement for 500-600 police constables."

Fire brigade officials along with lifeguards and a speedboat will also
be present at Dadar Chowpatty. A temporary accommodation pandal of
2000 square feet has been erected at Dr Babasaheb Ambedkar collage at
Wadala. Enquiry counters have been set up at various places in
Shivaji park, Dadar railway station and Lokmanya Tilak Terminus.

Traffic arrangements for December 6
On account of the 55th death anniversary of Dr Babasaheb Ambedkar on
December 6, traffic police will impose following restrictions from 8
pm on 05/12/2011 to 07/12/2011.

1) S K Bole road will be one way from Siddhivinayak Junction up to
Hanuman Temple i.e. No Entry from Hanuman Temple.

2) Bhavani Shankar Road will be one way from Hanuman Temple/ Kabutar
Khana up to its junction at Gokhale Road South i.e. no entry from
Gokhale Road South

3) S V S Marg from Siddhivinayak Junction up to Hinduja Hospital will
be closed for Vehicular Traffic (residents can go up to Road No 5 i.e.
Pandurang Naik Marg Junction from Hinduja Hospital)

4) Ranade Road will be closed for all types of vehicular traffic.

5) Dnyaneshwar Mandir Road will be closed for all types of vehicular
traffic from its junction with S V S Road up to Dadar Chowpatty.

6) If necessary, the vehicular traffic, except BEST buses & Emergency
and utility vehicles, will be closed from Dadar T T

7) Kataria Road will be closed for vehicular traffic from L J Road up
to Hinduja Hospital.

Panel formed to set up Ambedkar centre, memorial in Delhi

New Delhi, Nov 30 : The central government Wednesday set up a
committee to develop Dr. Ambedkar National Centre for Social Justice
and a memorial in Delhi.

The 11-member committee, headed by Planning Commission Member Narendra
Jadhav, was formed after Prime Minister Manmohan Singh directed Social
Justice and Empowerment Minister Mukul Wasnik to take urgent steps to
constitute a body to develop the memorial.

The report has to be submitted in three months' time.

According to a statement, the city's existing Ambedkar Memorial is at
present located at 26, Alipore Road in north Delhi. The memorial was
constructed at the spot where Ambedkar, who drafted India's
constitution, breathed his last Dec 6, 1956.

The memorial presently consists of a photo gallery and a library and
is housed in a bungalow. The property was acquired by the government
in 2003.

The government proposes to set up the proposed Dr. Ambedkar National
Centre for Social Justice at Janpath, in the heart of Delhi.

A national library will also be established in Janpath. Ambedkar was
honoured with the nation's highest honour Bharat Ratna, India's
highest civilian award, 1990.

NEWDELHI: Just as the UP Assembly polls are round the corner, the
Congress-led UPA Government is busy "rediscovering" the relevance of
Dalit-icon Dr B R Ambedkar. In a hurry-burry move, the UPA Government
has decided to set up a National Memorial for Dr Ambedkar in the
capital.

The Government has also proposed to set up a Dr Ambedkar National
Centre for Social Justice and a high-level committee under the
Chairmanship of Dr Narendra Jadhav, Member, Planning Commission, has
been appointed to prepare master plans for the development of the
same.

Both the institutions will be situated right at the heart of the
capital city. While the Ambedkar National Memorial will be set up at
26, Alipur Road, Delhi, where he breathed his last, the proposed Dr
Ambedkar National Centre for Social Justice will be located at
Janpath, close to Congress president Sonia Gandhi's residence.

Interestingly, it was the NDA Government which had acquired the
bungalow on 26, Alipur Road in 2003 and dedicated to the nation as Dr
Ambedkar National Memorial. But, there had been no forward movement on
this henceforth. Similarly, the recommendation for a Dr Ambedkar
National Public Library in Delhi was made back in 1991.

HYDERABAD: Two activists of Madiga Reservation Porata Samithi (MRPS)
on Saturday climbed atop the tower on the All India Radio (AIR) office
premises and threatened to jump to death demanding introduction of a
bill on SC categorisation in the current session of Parliament.

The duo demanded that the Congress government send an all-party
delegation to Delhi to prevail upon the Central Government to
introduce the bill on SC categorisation in the winter session.

With the Assembly session going on nearby, the police who were on
tenterhooks, tried to persuade them to climb down, but in vain. The
duo are still on the tower when reports last came in.

The BJP on Saturday accused the Bahujan Samaj Party (BSP) and the
Samajwadi Party (SP) of bailing out the Congress-led UPA government at
the centre whenever their support was needed and said the voters in
Uttar Pradesh would end the Mayawati "misrule in the upcoming
Assemblyelections.

"BSP and SP have always bailed out the Congress government in Delhi
whenever it needed their support. UP is "mini-Bharat and the people's
anger against Congress on issues like price rise, black money and FDI
in retail is bound to reflect in the Assembly elections there which
will witness the ouster of Mayawati and rout of Congress", BJP
spokesman Shahanwaz Hussain told reporters in Pune.

"Whenever the Assembly elections are announced, Congress remembers
Muslims in UP and Mayawati remembers Brahmins. The Muslims are now
asking why we have remained poor despite prolonged Congress rule at
the Centre."

Hussain lambasted Mayawati for promoting a "personality cult" with
installations of statues and alleged that she had proposed four-way
division of UP to avoid focus on her five-year-long "misrule" during
the Assembly polls.

He said prime minster Manmohan Singh owed an explanation to the
country as to why he was persisting with FDI in retail despite all
round opposition to the move.

In reply to a question, the former Union Minister said his party would
never support reservations on the basis of religion.

'Upper-caste groups lure Dalits into Madae Snana'

In the backdrop of the row over Madae Snana, liberals are alleging
that it is yet another ploy by the upper-caste communities, at the
cost of the Dalits, to stay in power in the society.

KL Ashok, state secretary of Karnataka Komu Souharda Vedike, said
Madae Snana is a trick devised by the upper-caste Hindus, mainly
Brahmins, to keep caste-based superiority alive.

Ashok said the Dalits practice Madae Snana upon the instigation of
Brahmins. He said innocent Dalits and backward community people
believe that by rolling on the leftover food, their diseases and
dermatological disorders can be cured. He said the idea is "nothing
but a lie and a conspiracy" to depict upper-caste communities as the
God's chosen ones, creatures so supreme that even the food they leave
has curative powers. "I am yet to see one Brahmin or upper-class Hindu
person performing Madae Snana," he said.

Ashok said the Komu Souharda Vedike and 43 other organisations would
hold a protest at Freedom Park on Monday.

They will inform the populace that the ruling Bharatiya Janata
Party-government is giving protection to the people who force this
evil practice on the Dalits and backward classes.Vatal Nagaraj,
president of Kannada Chaluvali Vatal Paksha, rolls on banana leaves to
register his protest against the practice of Madae Snana, in Bangalore
on Friday.
