The State unit of the CPI(M) on Wednesday called upon the State
government to take legal and administrative initiatives to put an end
to untouchability in various forms.

Recalling how the consistent efforts of the party and the Tamil Nadu
Untouchability Eradication Front had resulted in bringing together the
Dalits and other communities in Uthapuram and the entry of Dalits into
the local temple, State secretary G. Ramakrishnan urged the government
to take a cue from Uthapuram and eradicate it at other parts.

A resolution in this regard was adopted in the two day state committee
meeting of the party that began on Wednesday.

The party thanked the Madurai district administration and police for
their efforts to bring unity among Dalits and other communities in
Uthapuram.

"But untouchability is prevailing in other parts of the State and
there was a need to address the issues to eradicate the social evil.
It is manifesting itself in the form of two-tumbler system, denial of
the right to use common paths, wells, burial grounds in villages and
denial of temple entry. These practices are against social justice and
democracy," the resolution said.

Chief minister Mayawati on Wednesday repeated her point that though
she was not constitutionally bound to pass the resolution on splitting
UP, her government took such a step just to put pressure on the
centre.

The chief minister on Tuesday announced her cabinet's decision to
divide the state into four parts – Awadh Pradesh, Paschim Pradesh,
Purvanchal and Bundelkhand.

On the opposition's comment that it was an election stunt, Mayawati
said she had demanded the division of the state at a rally as early as
October 9, 2007.

The chief minister said Congress general secretary Digvijaya Singh's
statement about the formation of a states reorganisation commission
was misleading because there was no need for it.

The UP assembly convenes on November 21.

Legal expert and former principal secretary (UP assembly) RP Pandey
said under the Constitution only Parliament was empowered to
reorganise the state.

"The assembly passing such resolution is just a political posturing," he said.

Pandey told HT: "Any such resolution passed by the assembly is not
binding on the central government." He recalled Mulayam Singh Yadav as
chief minister had sent a motion for the creation of Uttarakhand, but
the Centre had not taken any action.

Later the BJP government in the state passed another motion, which the
Centre adopted with some amendments, he said.

On the other hand, BJP leader Kalraj Mishra has announced his party
will move a no-confidence motion against the government in the House
during the winter session.

Samajwadi Party (SP) spokesman R Chaudhury said the party would decide
its strategy on November 20.

The SP is opposed to any further division of the state.

Rashtriya Lok Dal (RLD) chief Ajit Singh, who has been pitching for a
separate Harit Pradesh state, on Wednesday backed Uttar Pradesh Chief
Minister Mayawati's call for the division of state into four. However,
at the same time, he hoped for an alliance in the state to oust the
BSP from the government.

Commenting on Mayawati's announcement of a resolution in the UP
Assembly about splitting the state, Singh told Headlines Today: "We
have been asking for it (re-organisation of Uttar Pradesh) for a long
time. Last 15 years we have been asking that UP be re-organised."

"Now Mayawati, before the last election, had announced that she is in
favour of the re-organisation of UP, but she came in majority this
time but didn't do anything. We have been asking her, why not pass a
resolution... If the state passes a resolution that puts a kind of
pressure on the Centre, so therefore we welcome it and we will
definitely support it in the Vidhan Sabha," Singh said.

"Earlier when first re-organisation commission was established then
the data wasn't there... how many different people, how many
districts, district-wise population, all that data wasn't there. Now
all that data is there so we haven't complained," he added.

Asked about RLD's likely pre-poll alliance with the Congress, Singh
said, "As far as alliance is concerned some talks have been going on,
but it's a very difficult thing. So many issues, how you will
campaign, seat division so I can't say anything yet. From our side we
have never mentioned what is happening of alliance except that talks
are going on. And I will not go beyond that."

In a veiled threat to the Congress the RLD chief hinted that his
patience was running out.

"All the news you get from other side, so you confirm with them. We
are going to take a decision very soon," he said and made it clear
that the SP and the Congress were in touch with RLD for alliance in
the state.

"In UP, public wants that SP, Congress and we should all combine, as
they want Mayawati out. Not only Congress, even SP people have been in
touch with us... but that's not politically possible that all the
opposition parties come together. If some kind of combination takes
place well and good. My feeling is Mayawati is going to lose anyway,"
Singh said.

Samajwadi Party (SP) chief Mulayam Singh Yadav launched his party's
election campaign for 2012 assembly elections of Uttar Pradesh on
Wednesday with a promise to provide free irrigation but was silent on
CM Mayawati's proposal to split UP.

"The SP is contesting to win the elections on its
own. If elected, our government will provide free irrigation to
farmers," Yadav told a rally at the SP bastion of Etah, approximately
300 km from Lucknow.

In an attack on the "corrupt and tyrannical" state government, the SP
chief said: "Mayawati is unable to get proper sleep at night unless a
bribe of Rs 2 crore is delivered to her each day."

"Even a chaprasi (peon) in the chief minister's office has become a
crorepati," Yadav said, alleging a nexus between the Congress and the
BSP, the party Mayawati heads.

"The central government has the Central Bureau of Investigation (CBI)
under its command, but is doing nothing to check the corruption of the
Mayawati government."

In his half-hour speech, the SP supremo remained silent on the state
government's decision to split the state into four parts and also made
no reference to the BJP, which is generally in support of such a move.

In an effort to reach out to the minorities, Yadav alleged the Muslims
were being discriminated against. "Nothing has been done about the
recommendations of the justice Rajinder Sachar and justice Ranganath
Mishra committee reports."

Yadav expressed regret again for having expelled from the party SP
leader Azam Khan, who has returned, however.

Speaking earlier, Khan raked up the Babri Masjid demolition issue and
said that the Congress must rebuild the mosque in Ayodhya, before
appealing for Muslim votes.

Defends decision to split Uttar Pradesh; charges Congress with trying
to side-track the issue

A day after her Cabinet approved the division of Uttar Pradesh into
four parts, Chief Minister Mayawati sought on Wednesday to dispel the
criticism that the decision was made with an eye on the Assembly
elections.

Terming baseless the Opposition parties' charge that it was a poll
gimmick, she said in a statement that the Congress, the Samajwadi
Party and the Bharatiya Janata Party stood against development.

The government, she said, was not constitutionally bound to get the
proposal passed by the Cabinet and the legislature. The resolution to
be passed by the Assembly would help to pressure the Central
government. According to the Constitution, the Centre is empowered to
bring in legislation on State reorganisation.

Ms. Mayawati said if the Congress-led United Progressive Alliance
government wanted the State to progress, it should have sought a
presidential reference on the matter after getting the approval of the
Union Cabinet. But it sat on her letters to Prime Minister Manmohan
Singh, demanding the reorganisation of the State. "Since the Central
government did nothing for four-and-half years, the decision to table
the proposal in the coming session of the Assembly (beginning) on
November 21 was taken."

She recalled that she first raised the division of the State at a
public meeting in Lucknow on October 9, 2007. Thereafter, she sent a
letter to the Prime Minister on March 15, 2008, for trifurcating the
State into Purvanchal, Bundelkhand and Western Uttar Pradesh, and
followed it up with a reminder.

Referring to the statement of Congress general secretary in-charge of
Uttar Pradesh Digvijay Singh that he would urge the Centre to
constitute a State Reorganisation Commission, Ms. Mayawati said it
only showed that the Congress was trying to side-track the issue. She
argued that his statement was misleading, as under Articles 3 and 4 of
the Constitution, it was not legally binding on the Centre to
constitute such a commission. In fact, the State Reorganisation
Commission had no role in the formation of Uttarakhand, which was
carved out of Uttar Pradesh under the Uttar Pradesh Reorganization
Act, 2000.

"Mr. Singh's statement has shown that the Congress is against the
reorganisation of the State and wants to place the issue in limbo, as
has been the case with Telangana," she said. The Congress did not want
the development in the Purvanchal, Bundelkhand, Avadh and Pashchim
(western) regions.

Chief minister Mayawati's plan to divide Uttar Pradesh into four
states has generated hopes in Noida and Greater Noida, which fall in
the proposed Paschim Pradesh (western UP). Ironically, it was here
that Mayawati was seen to be involved in high-handed land acquisition.
If
Paschim Pradesh comes into being, Gautam Budh Nagar, comprising the
twin cities of Noida-Greater Noida and Yamuna township, will be its
financial capital. With a population of about 1.7 million, the
district gives an annual revenue of Rs 10,000 crore to the state and
the centre.

Mayawati has, in her speeches, repeatedly referred to Noida as "very,
very important". Former UP chief secretary Yogendra Narayan said:
"The Noida-Greater Noida region is a major contributor to revenue. It
will benefit immensely if the move succeeds." There are 15,000
industrial units in the two cities while annual per capita income is
Rs 20,000.

"The revenue generated in Noida is used for development across the
state. Once we have a separate state, the money will be used for our
development," said Vipin Malhan of Noida Entrepreneurs' Association.

The Yamuna and Greater Noida expressways, DND Flyway and Metro have
already taken care of road connectivity. The government has planned an
aviation hub at Jevar and is spending Rs 10,000 crore on
infrastructure development. New Metro lines, highways, elevated roads
and bridges, and about 300,000 houses are being built.

But opposition parties don't consider Mayawati's intentions genuine.
Former BJP minister Nawab Singh Nagar said, "we're in favour of
smaller states. But the UP government is not serious about it. It's a
political stunt." Vijendra Bhati of the Samajwadi Party said, "It's a
ploy to divert attention from her record of bad governance."

Residents too have struck discordant notes. "The move is political. We
should think of the interests of a larger number of people," said
Girija Singh, resident of Sector 15.

Proposal to divide UP raises different possibilities over bifurcation
issue in Andhra Pradesh

A new dimension has been added to the Telangana tangle by Uttar
Pradesh Chief Minister Mayawati's political gamble of trying to divide
her State into four parts as it opens a whole lot of new possibilities
over the burning issue of division of Andhra Pradesh.

Looking at it in a simplistic manner, the Centre may seem to be under
additional pressure to give in to the demands for creation of smaller
States, which number over a dozen. It would also appear that if the
Centre buckles under Ms. Mayawati's demand due to electoral
considerations in UP, it would have to succumb to the nearly
six-decade-old demand of the people of Telangana for having a State of
their own.
Flipside

However, there is a flip side too to the impact of Ms. Mayawati's
decision on Telangana.

It could push the Centre towards constituting a States Reorganisation
Commission (SRC), a step that has been vehemently opposed by the
votaries of a separate Telangana State, including the TRS and Congress
MPs in the region, after AICC office-bearers Rashid Alvi, Abhishek
Manu Singhvi and Digvijay Singh hinted at such a move last week.

Their perception is that acceptance of such a proposal might dilute
the movement. Moreover, there was no guarantee that the second edition
of the SRC would recommend a separate State.

There is yet another possibility – de-linking the issue of Telangana
from the SRC and treating it on a different plane altogether.

The basis for this line of thinking among the Congress leaders is
Prime Minister Manmohan Singh's recent statement that Telangana is a
"complicated matter" and a decision would have to be taken on the
basis of political consensus.

This line has been since chorused by AICC general secretary in-charge
of the State Mr. Ghulam Nabi Azad.

Their further understanding is that a retired Supreme Court Judge
would head the SRC if and when it is created. In a way, the Commission
would be duplicating the year-long exercise already performed by the
Committee headed by Justice B. N. Srikrishna, himself a retired Judge
of the Apex Court. Among its six recommendations, the Srikrishna
Committee had suggested the "best way forward" was to keep the State
united after initiating confidence-building measures in Telangana.
Foremost among the measures was to create an empowered Regional
Council.

Since the Congress party has been harping that consensus was the sine
qua non for taking a decision on Telangana, it would experiment with
the Regional Council concept for a specific period of time and try to
hammer out a consensus.

If this proved elusive, the Centre could then finally take a call on Telangana.

But, this theory does not factor in the reality that the hour of
reckoning will come when the Andhra Pradesh Assembly elections are
held in 2014.

LUCKNOW: Accusing chief minister Mayawati of diverting public

division of UP, the BJP on Wednesday hinted that it is contemplating
bringing a no-confidence motion against the BSP government in the
winter session of the parliament starting from November 21.

"Mayawati's move to divide the state into four parts is nothing more
than a political stunt aimed to cover up the scams of her BSP (Bahujan
Samaj Party) government," said senior party leader Kalraj Mishra.
Mukhtar Abbas Naqvi, BJP national vice-president, also said, "We are
seriously planning to bring a no-confidence motion against the BSP
government in the upcoming session. The final decision would be taken
by the party's central leadership."

A party needs support of at least 10% of the total MLAs in the
assembly to move the no-confidence motion. BJP, on record, has 48
members, which is above 10% of the total 403-member house but several
MLAs have defected to other parties recently.

"As all the opposition parties have said that Mayawati government has
failed to deliver and is neck deep in corruption with its leaders
indulging in rape and murder, they should support our motion,
otherwise they will stand exposed," said a party leader.

The SP is also planning to bring no-confidence motion. However, the
two parties did not make it clear whether they will move the motion
together. The no-confidence motion gets preference over other issues
in the assembly.

The opposition parties think that by moving the motion, they would be
able to stall Mayawati's resolution for division of the state. This
would prevent them from tricky situation of voting in favour or
against the reorganisation proposal.

NEW DELHI: Rashtriya Lok Dal chief Ajit Singh slammed Mayawati's
proposal for four-way split of Uttar Pradesh as "opportunistic" which
would not alter the voters' perception of misgovernance and corruption
about BSP.

The RLD chief's statement was construed as a strong hint that the
party was up for alliance with Congress, as it was felt that his own
demand of statehood for western UP would soften it to BSP after
Mayawati's announcement on Tuesday.

Singh said his party would support the proposal in the state assembly
but was unsparing on the BSP chief. "Mayawati is not sincere. She had
made the demand before last elections but did not bring the proposal
during the four-and-a-half years of her majority in assembly," he
said, adding she has been making random demands like Jat reservation,
upper caste quota and division of UP to mislead voters.

"But people of UP have already made up their mind about her and she
will not become CM again," he said.

Caught off guard, BSP's rivals slammed the proposal as driven by
electoral concerns with Congress too chipping in. AICC spokesman
Abhishek Singhvi said political gimmickry could not be the answer to
real policymaking. "We all know why after four-and-a-half years of
inaugurating monuments, the CM remembered the proposal for division of
UP. May be she is rattled by the success of Rahul Gandhi's rally," he
said.

Singhvi refused to spell out the stand Congress would take in the
assembly when the proposal is moved, merely saying "there is an
established process for policymaking and we will stick to that". There
was little hint of the party's stance in his statement that Congress
did not play politics on national issues.

The Congress spokesman added that "strange decisions and statements
near elections" neither had the sincerity or long-term vision nor the
objective of being implemented.

Congress is weighing its options, eager to balance its concern about
Mayawati gaining sympathy in the four regions of UP with its
compulsions over Telangana. While Congress cannot be seen as overtly
opposing the division of the state in view of its own leaders having
demanded statehood for Bundelkhand, it can also not be back the
proposal vocally lest it run afoul with its reticence on Telangana.

Rahul Gandhi's claim that Mayawati's Uttar Pradesh is "backward" is
merely rhetoric. In fact, recent development figures released by the
Manmohan Singh-led UPA II government contradict the claim.
Gandhi on Monday kicked off the Congress' campaign for the assembly
elections in UP. Addressing the crowd at Phulpur, Allahabad district,
he remarked that UP was moving backwards while the country was moving
forward. But the Planning Commission has painted a different picture
of the once Bimaru state.

The approach paper for the 12th Plan has praised UP saying, while
"most states have shown sustained high rates of growth, several of the
economically weaker states have demonstrated an improvement in their
growth rates". UP has recorded a GDP growth of more than 6% in the
past three years.

Even the Human Development Index report for 2011 complimented UP and
Bihar for uplifting the status of the backward classes. "It is worth
citing the progress achieved by two of the economically backward
states: UP and Bihar," the report said. The Institute of Manpower
Research and the Planning Commission jointly prepared the report and
released it in September. Prime minister Manmohan Singh approved it on
October 22.

UP chief minister Mayawati has sought an additional grant of Rs80,000
crore as a special package for the backward regions of Purvanchal and
Bundelkhand. A good performance on the economic front now makes a good
case for UP to get the grant.
Mayawati has cited lack of funds as a reason behind her proposal to
create separate states out of these two backward regions along with
Paschim Pradesh and Awadh Pradesh. The commission has earmarked
Rs47,000 crore for UP in 2011-12.

Interestingly, other non-UPA states too have performed well in the
11th plan, with Bihar being the top performer. The state has recorded
a growth rate of nearly 10% in the first three years of the 11th plan
compared to a target of 7.6%. Jharkhand achieved 10.6% growth rate
compared to a target of 9.8%. Orissa, another poor state, grew at 9.6%
while the target was 8.8%.

In fact, non-UPA states have outperformed UPA-ruled states. But this
is something that Gandhi might not want to announce at poll rallies in
UP.

LUCKNOW: The opposition might accuse chief minister Mayawati of trying
to divert attention from her five years of misrule by proposing
division of UP, but it seems to have fallen in the Maya jaal. Behenji,
as of now, has succeeded in shifting the debate. It is evident from
the fact that for past one week, since the news was broken, political
parties are only trying to make their position clear on UP's
reorganization into four small states. Political observers say the
issue may provide some short-term political gains but in the long run
it will reduce the political clout of UP which has given eight prime
ministers to the country.

The opposition is uneasy over the issue of reorganization because none
of them is clean on the issue of corruption and criminalisation of
politics. In fact, corruption and criminalisation has almost become a
non-issue . All the parties are depending on caste and communal
combinations to build their campaign . They are also aware that
eventually floating votes would be crucial. In a bitter four-corner
contest, a shift of 2,000 to 5,000 votes may decide fate in many seats
as it happened in 2007 when the victory margin in nearly 120 seats was
below 5,000. The reorganization issue is appeasing as well as
emotional. One can find opinion, both in favour and against, at the
grassroots. Hence, the Bahujan Samaj Party and the Samajwadi Party are
trying to gain by making their position clear, whereas the Congress
and the Bharatiya Janata Party are treading cautiously.

"Mayawati is trying to reduce the impact of anti-incumbency factor
through her well crafted move but she would be successful only if her
party is able to convince people at the ground level that she is
really serious about reorganization ," says political analyst Sudhir
Panwar. He says SP is trying to strike chord with those who are
emotional about UP's division. The Congress and BJP, he adds, are
trying to avoid the issue because of their national presence. "The
issue will further centralise the upcoming elections between BSP and
SP," Panwar says. However, Panwar warns that though the argument that
smaller states can be better managed seems good, what people need to
understand is that the real development comes through good governance.
Further, he adds, the Centre becomes more powerful in the federal
structure, if states are small.

Political observer Deepak Mishra says the smaller states would give
rise to more regional parties based on sub-castes such as Bhumihars
and Rajbhars in east, Jats in west and Muslims in the northwest
region. He says Mayawati stands to gain politically from the move as
her core constituency - dalits - is evenly spread throughout the
state. She can also hope to benefit from regional sentiments in the
east, west and Bundelkhand, Mishra adds. "The SP is opposing the move
because it will split its Yadav vote (9% of the population) is
concentrated in pockets of east and west UP. In such a situation,
Muslims may also leave SP as the community tactically vote for the
party which is in position to defeat BJP," says Mishra. The BJP, he
adds, is worried because division of the state might create regions in
west and east UP with high Muslim concentration.

The Congress, says political analyst Ashish Awasthi, is ambivalent
over the issue because it knows that speaking against it would be
risky when party is trying to revive itself in the state. On the other
hand, he says, speaking in favour of division will create problems for
the Congress in Andhra Pradesh where the issue of separate statehood
for Telengana region is on fire and would encourage those who are
demanding separate statehood for Vidarbha in Maharashtra and
Gorkhaland in West Bengal. Smaller parties like the RLD, according to
Awasthi, are supporting the move because they would be major gainers
in smaller states. However, he said, both the people and the political
parties should keep in mind that division, if it happens, should be in
public interest, otherwise politicisation of the issue would lead to
frustration among the people resulting in serious repercussions.

For many reasons, the Congress has come to the conclusion that the
demand for smaller states emerging from different corners of the
country can be examined by a second states reorganisation commission
only after the Uttar Pradesh state assembly elections.

"We have no doubt that BSP leader Mayawati has simply played an
electoral stunt. She also knows that it is not possible to carve out
new states in the short time available before the elections, so any
serious consideration has to wait till the elections are over," said
Congress spokesperson Abhishek Manu Singhvi.

Congress general secretary Digvijay Singh referred to the regional
difficulties in the process of a four-way division of the state. "When
she talks of a separate Bundelkhand, it involves the regions that fall
within Madhya Pradesh; similarly, in the context of Purvanchal, there
has been demand from the regions that are a part of Bihar. The entire
issue has to be looked at from a national perspective, and a second
SRC is the only option," he added.

The backwardness of Bundelkhand has been a constant issue with
Congress general secretary Rahul Gandhi who had taken the initiative
for a special development package for this region. The party has also
backed the demand for a separate Bundelkhand.

However, it has been conceded that even an SRC can't be set up before
the UP state assembly elections due to administrative and logistical
issues at such short notice.

"The elections will also give us an opportunity to assess the people's
mood. If the issue gains traction, and there is a palpable impact, the
SRC would become inevitable. Or else, the issue will fizzle out," said
a senior party functionary.

However, even as it appears receptive to the idea of an SRC in the
context of UP and other regions, the Congress is non-committal about
the demand for a separate Telangana. Similarly, it's keeping its
options open on the position it shall be taking when the UP state
assembly takes up this resolution proposed by Mayawati.

Basavaraju said that the district convention held recently has decided
to support dalits and fight against the atrocities and untouchability
meted out to dalits, which is still existent in many parts of the
country.

Speaking at a press meet in Mysore on Wednesday, Basavaraju said that
the funds earmarked for the dalits should be utilised judicially. He
also stressed for the judicial implementation of forest act , drop the
idea of closing down the Kannada medium schools, minimum wages of Rs
10,000 for the workers of unorganised sector and suitable price for
the tobacco, silk, sugar cane, cotton and other crops.

The demands also included cancellation of contract system and
beginning of double railway track works on the Mysore-Bangalore route
and create job opportunities for hundreds of people.

The memorandum included 24 clauses including priority to lay railway
track on Mysore-Kerala, Mysore-Tamil Nadu and Mysore-Madikeri.
Protests will be held if necessary to lay stress on their demands, he
said. Somashekar, Jagadish, Jagannath, Vijaykumar and others were
present in the press meet.

New Committee
The new office-bearers of the district unit are K Basavaraju,
Secretary, L Jagannath, V Basavaraju, Vijayakumar, H S Jagadish,
Jayaramu, Somashankar and Sunanda.

Ahmedabad : A Dalit postman in Panchmahals district has sought
transfer allegedly after receiving mails threatening him not to
deliver letters to some upper castes in Dharapura village of Shehra
taluka. The upper caste residents have allegedly accused him of
desecrating their homes.

The postman, Dinesh Parmar from Kharol village in Lunawada taluka, has
lodged a complaint in a local court against nine people, based on
which the court directed police to investigate his allegations.

According to Parmar, for the last few months, he had been receiving
threatening mails at his residence and office. The mails were signed
by certain persons with a stamp of Dharapura village Sarpanch.

"These mails were threatening me not to enter the village and deliver
posts as I belong to Scheduled Caste and the village was that of
'bapus (Kshatriyas)'. They would say that I have spoilt the village by
entering and delivering mails there," Parmar told The Indian Express.

Parmar said he later informed the superintendent of police. But
subsequently, his daily visit to the village for delivering posts
turned into an ordeal. He said that in the last two months, he was
stopped at least twice on the way by some persons with their face
disguised. And the intimidation continued on his mobile phones. "They
intimidated me saying that after sending so many notices, why did I
continue my duty? They also threatened me for complaining to the
police and said I must stop coming to the village and that nobody
would be able to save me if I did not do so. I also got a few
threatening phone calls," he added.

Parmar further said that such phone calls were also received by his
office wherein the unidentified caller would ask his superiors not to
send him to Dharapura village.

Subsequently, Parmar lodged a complaint with a magisterial court in
Shehra earlier this month under various provisions of the Indian Penal
Code and the Scheduled Castes & Scheduled Tribe (Prevention of
Atrocities) Act. Acting on the complaint, the court has ordered police
investigation in the allegations.

Police at Shehra said that they have already initiated a probe and
found that the signature and stamps of the sarpanch on the letters did
not match with the present stamp and signature of the sarpanch.

"We've sought details of the numbers from which Parmar received the
threatening calls. Probe would advance further after these details are
available," said a police officer.

Fearing for his life, Parmar has now gone on leave with a request to
his superiors to transfer him to some nearby place. "There are at
least two posts of postman vacant in the nearby villages. I have
sought to get transfer there. I have a mother, wife and two children.
I cannot afford to go there after this," he said.

Meanwhile, Postal Department authorities said that Parmar's transfer
could be effected if the service rules allowed it. "His (Parmar's) is
an old case. I'll have to see the papers for details. He can be
transferred if service rules allow the same," said V M Macwan,
Superintendent of Post Offices, Godhra.

PATNA: Bihar chief minister Nitish Kumar on Wednesday lent support to
his Uttar Pradesh counterpart Mayawati's stand to carve out four new
states out of Uttar Pradesh.

''We are in principle in favour of formation of smaller states ... We
have been votary of smaller states for fostering a new era of
development ... However, it is a matter between Uttar Pradesh
government and the Centre,'' he told reporters here before emplaning
for Muzaffarpur for the second leg of his Seva Yatra.

Bihar too was divided in 2000 when Jharkhand was carved out of it. The
demand for formation of Telangana was already there, besides those for
bifurcation of a few more states including Maharashtra, chief minister
said.

Before 2000 when Jharkhand was created, the population of Uttar
Pradesh was two-and-a-half times more than undivided Bihar and now it
was double than divided Bihar at present.

Mayawati had on Tuesday announced bringing a resolution in the House
in the winter session beginning next week for carving out four new
states.

The state's cabinet had already approved a resolution for creation of
Purvanchal, Bundelkhand, Awadh Pradesh and Paschim Pradesh.
