BSP  general secretary Satish Chandra Mishra fired a missive to Chief Election Commissioner S.Y. Quraishi on Thursday, protesting against the "one-sided order." Describing Ms. Mayawati as Scheduled Caste ki beti (daughter of a SC), Mr. Mishra wrote that the EC's diktats had demoralised the SC/STs and downtrodden sections.BSP general secretary and Rajya Sabha member Satish Chandra Mishra criticised  the order. Mr. Mishra had written to the Commission saying its order was in violation of the law, and that it be reconsidered. Mr. Mishra had even said the Commission had demoralised the party and left SC/STs and backwards "cheated." The BSP also appeared to raise questions on the Commission's intentions to hold free and fair polls in the State.

Mr. Mishra had written: "The decision is [in] violation of Article 14 of the Constitution, which provides right of equality. Similar decisions should be taken against other parties also."

All the 170 million pairs of hands, bicycles, lotuses and all the photos of Lakshmi standing on lotuses, lanterns, hand pumps, sickles with hammers and stars must be draped in clothes or plastics.

By draping the statue of an untouchable who is revered as Kanoon ki Devi Maha Mayawat Ji by the Sarva Samaj i.e., entire people, the EC has made provision for the people of UP to practice Unseeabilty.

We request the CEC to drape the other political parties symbols such as hand,bicycle,lantern,hand pump, sickle with hammer and star like this or to cancel the order for draping elephants and Kanoon ki Devi Maha Mayawati Ji which is an insult to the people of the Nation:

Lucknow BSP chief Mayawati has sacked several of her ministers and
denied them and several MLAs the party ticket, claiming they failed to
discharge their duty or misused their official position. However,
records reveal that most of them had won by a small margin in 2007
and, according to a BSP leader, would not have been able to defy
anti-incumbency factor this time.

In the last few weeks, BSP has sacked and denied tickets to 10
ministers and several MLAs.

The ruling party denied ticket to Bijnor MLA Shahnawaz Rana who
recently joined RLD. During 2007 Assembly polls, Rana had fetched
61588 votes against 61031 votes of Kunvar Bhartendra of SP, winning
the seat by just 557 votes.

Shahjil Islam Ansari was sacked as minister and denied ticket. Ansari
was minister of Wakfs and represented Bhojipura constituency of
Bareilly. Ansari had fetched 39339 votes against 38209 of BJP's
Bahoran Lal Maurya, claiming a win by just 1130 votes.

Ayurveda minister Daddan Mishra who represented Shrawasti's Bhinga
seat was also denied the candidature and subsequently he resigned from
the minister's post and recently joined the BJP.

Daddan had fetched 28707 votes against 28616 of Congress's Mohammad
Aslam, winning by just 91 votes.

BSP also denied ticket to Sahaswan MLA DP Yadav who is now trying to
get into the SP fold. Yadav who had contested on the symbol of his
Rashtriya Parivartan Dal, had received 33883 votes against 33774 votes
of SP's Omkar Singh, winning by just 109 votes. Yadav had merged his
party with the BSP after elections.

Higher Education minister Rakesh Dhar Tripathi, who represents Handia
constituency of Allahabad district, after being denied ticket by the
BSP, is now trying to enter the BJP. Tripathi had scored 62151 votes
against 60809 votes of SP's Mahesh Narayan Singh, winning by a margin
of just 1,342 votes.

Technical Education minister Sadal Prasad, who was also sacked and
dropped from the list of candidates, represents Bansgaon constituency
of Gorakhpur. He had fetched 41586 votes against 39302 votes of BJP's
Sant Prasad, winning by just 2,284 votes.

Secondary Education minister Rangnath Mishra, who resigned after his
indictment by Lokayukta, was also dropped by the BSP from Aurai seat
of Sant Ravidas Nagar which he represents. Mishra had received 53759
votes against 51028 votes of Apna Dal's Rita Singh, and won the seat
with 2,731 votes.

Agriculture Education and Agriculture Research minister, Rajpal Tyagi
who was sacked from the cabinet on December 25, had received 37796 as
an independent candidate from Muradnagar against 34776 votes of BSP's
Wahab, winning by 3,020 votes.

"When these candidates could win with so small margin while there was
a strong anti-incumbency against SP government, they will definitely
will not be able to resist the anti-incumbency factor working against
themselves," said a BSP leader adding that other factors like
corruption charges and delimitation of constituencies have also played
a vital role in the denial of tickets.

Madurai, Jan 12 (PTI) Two men surrendered before a local court today
in nearby Tirunelveli district in connection with the recent murder of
Dalit leader Pasupathi Pandian. M Arumagachamy (26), and J
Arulanandhan (27), who belong to Idayathavanai and Mullakadu areas in
Tirunelveli and Tuticorin districts, surrendered before the Valliyoor
Magistrate Court in Tirunelveli district. Pandian (50), founder of
Devendra Kula Velalar Kootamaippu (Federation) was hacked to death on
Jan 10 when he was sitting outside his house at Nandanampatti near
Dindigul. Police said they had already detained 20 persons for
questioning in connection with the murder that led to many incidents
of violence in the southern districts of Tamil Nadu. Three special
teams had been formed to nab the culprits involved in the murder,
police said. The accused were remanded to seven days judicial custody
and lodged in Madurai central prison. Police said the murder could be
a fallout of group clashes between the Pandian group and the Subhash
Pannaiyar group, who both belong to the Tuticorin and Tirunelveli
belts. They said they suspected that the accused belong to the Subhash
Pannaiyar group. Meanwhile, normalcy returned to most parts of
southern districts today and bus services resumed after violence
marked the funeral procession of Pandian at Tuticorin yesterday.
Police said the processionists deviated from the route prescribed by
the police and indulged in damaging public and private property, such
as TNSTC buses, two wheelers and name boards of shops. S Murugan,
General Manager, TNSTC, Tirunelveli Region, said windshields of ten
buses had been damaged. Meanwhile, Pandian was buried at his native
village, Alangara Thattu in Tuticorin district, late last night. PTI

MUMBAI: A day after negotiations with the NCP for the crucial BMC
elections were tied up, embattled chief minister Prithviraj Chavan has
drafted a plan to woo Dalit leaders and voters.

"Initially it appeared to be a difficult task, but we pursued the NCP
to contest the BMC polls jointly. Since the Congress policy is to take
all sections of the society with the party, we are now interacting
with senior Dalit leaders. Though there is no commitment, we are sure
they will join us. If they agree, Congress will offer them seats from
its own quota,'' Chavan told TOI in an exclusive interview at his
official residence Varsha on Thursday.

Elaborating on the electoral understanding with the NCP, Chavan said
since all previous attempts to join hands with the NCP, particularly
in the 2002 and 2007 elections, had failed, it was assumed that an
agreement between the two parties may not be reached this time as
well. "I discussed the proposal for an alliance with all MPs and
legislators from Mumbai. When each and every one of them agreed, we
took it up with the NCP. With a common goal to dislodge the saffron
combine from the BMC, we decided to contest the polls jointly,''
Chavan said.

For the Congress, Chavan said gaining control over Mumbai and Thane
municipal corporations was of paramount importance. "All municipal
corporations are equally important for us, but securing BMC and TMC
will have a bigger political significance. We will be able to send a
message across the nation that we have dislodged communal forces."

On the sharing of seats, the CM admitted that there was a dispute, but
was confident of resolving it amicably. "I have been told that there
is a dispute over certain seats. The NCP has asked for exchange of
seats with the Congress. We will look into the matter, but it should
not be a cause of worry.''

Chavan said a joint manifesto and campaign programme have been
proposed for the BMC polls. "We feel that since we are contesting the
polls jointly, there should be a joint manifesto. Similarly, a massive
joint rally will be held to launch the campaign and also on the last
day of campaigning,'' he said.

Though Chavan did not rule out rebellion, he felt that it will not
have any adverse impact on the alliance. "Even if they win, we will
not require their assistance, since we will have big numbers."

The low-profile CM said if one takes a cursory glance at the outcome
of the 2002 and 2007 civic polls, he would conclude that owing to the
division of votes, the BMC was entrusted to the Shiv Sena. "We lost to
the saffron combine in 2002 and 2007 since we contested the polls
independently... We have learnt lessons from the past; we will not
make the same mistake again,'' Chavan said.

Bhubaneswar, Jan 12 (PTI) Orissa Chief Minister Naveen Patnaik today
sought a report on the alleged rape of a dalit girl in Puri district,
as the opposition parties demanded a CBI or judicial enquiry into the
incident besides seeking resignation of Agriculture Minister Pradeep
Maharathy. The chief minister's action came a day after Orissa High
Court directed to shift the girl from Capitol hospital to the SCB
Medical College Hospital in Cuttack with adequate security. "The chief
minister has asked the home department to submit a report on the
Pipili incident where a dalit girl is allegedly raped," Chief
Secretary B K Patnaik told reporters. Stating that the in-charge
officer of Pipili police station in Puri district had been trasnfered
and the case was handed over to the CID, the chief secretary said that
the state government had taken the incident seriously. The 19-year-old
dalit girl from Arjunagada village under Pipili police station was
allegedly raped by a group of youths from the locality on November 28,
2011 after she dared to become a witness in another rape case
involving her friend. The victim's friend had meanwhile committed
suicide, police said. Opposition Congress and BJP demanded demanded a
CBI or judicial probe into the incident while seeking resignation of
agriculture minister who was charged with protecting the four accused.
The minister rejected the charge and said "I have not given protection
to any one and never tried to put pressure on the police. I too demand
justice."

Pipili, Cuttack : An 18-year-old Dalit girl of Arjunagoda in Pipili
block of Puri district lies in coma in the SCB Medical College and
Hospital, Cuttack. A man from her village had allegedly raped and
strangulated her in November last year. The case was handed over to
the CID-CB of Orissa Police two days ago following uproar that the
police were hand in glove with the assailants. The BJP has demanded a
CBI probe into the case.

The victim's brother has alleged that Pipili MLA and Agriculture
Minister Pradip Maharathi is sheltering the accused, but the minister
has denied it. The Orissa High Court has asked the police to submit a
status report within a week, while Chief Minister Naveen Patnaik has
ordered an inquiry.

The girl's family says that Pasei Pradhan, who wanted to marry her,
along with his brother, allegedly raped and strangulated her. The
strangulation resulted in her slipping into a coma. As the girl's
family took her to a Pipili hospital, the doctors referred them to
Capital Hospital, Bhubaneswar, where the doctors referred them to SCB
Medical College and Hospital, Cuttack.

"In Cuttack, doctors initially refused to admit her. Though they later
admitted her, she was made to lie on the floor. A fortnight later, a
doctor threatened to use the police to evict us," said her aunt.

The family took her to the Orissa Human Rights Commission,d which sent
her back to the hospital.

Lucknow : With agendas as diverse as statehood for Bundelkhand to the
rights of the physically disabled, as many as 33 registered
unrecognised parties are in the fray in UP. This week, for the first
time, the Election Commission allotted them common symbol for use in
the Assembly elections.

The small parties include those formed by leaders ousted from major
political parties and the ones formed by Muslim leaders.

Former UP Chief Minister Kalyan Singh formed Jan Kranti Party in 2010
when the alliance between Singh and SP broke down. Kalyan Singh has
his base among OBC communities, especially Lodhs, the caste to which
he belongs. His party has announced candidates for 212 seats and has
presence in Etah, Etawah, and Bulandshahr districts.

Rashtriya Lok Manch, founded by former SP leader Amar Singh in June
2010, has leaders like Rampur MP and actress Jaya Prada, and Muslim
leader Obaidullah Azmi. It will field candidates in all parts of the
UP, but will focus mainly on eastern UP. Singh demands separate
Poorvanchal in eastern UP. The party has announced candidates for 350
seats.

Among the several political outfits led by Muslim leaders, Peace Party
is the most prominent. Although it has not won any election in past,
it showed its strength in the Domariyaganj assembly by-election in
2010 when its candidate fetched more votes than those by SP and
Congress candidates. The party contested 21 Lok Sabha seats in 2009
and many of its candidates fetched significant number of votes. Peace
Party will contest 230 seats while the remaining seats will be
contested by its allies, Apna Dal and Bundelkhand Congress.

Apna Dal has its base among Kurmis of eastern UP and will contest on
about 100 seats. Bundelkhand Congress, led by Raja Bundela has been
campaigning for statehood for Bundelkhand and plans to contest all
assembly seats in the region.

Ittehad Front, a conglomeration of 20-odd small political outfits,
plans to contest all 403 seats on a common agenda. Peace Party, Apna
Dal and Bundelkhand Congress left the front within days of joining it.

The front now includes All India Ittehad Milli Council (AIIMC),
Trinamool Congress, Bharatiya Samaj Party of Om Prakash Rajbhar, Qaumi
Ekta Dal of Afzal Ansari and Indian Justice Party.

AIIMC has its base among the Muslims of western UP districts of
Bareilly, and Moradabad. Indian Justice Party, which is planning to
contest about 75 assembly seats, promises to give representation to
most dalits and most backwards.

Braj Vikas Party which sprang up recently advocates statehood for 29
districts of western UP and will contest on about 50 seats.

Adarsh Samaj Party plans to contest about 100 seats. Its agenda is to
create an ideal society.

Formed in the backdrop of the Batla House encounter of 2008, the Ulama
Council has announced candidates for 70 assembly seats.

Along with its allies Communist Party of India(Marxist), Jan Sangharsh
Morcha, Nav Bharat Nirman Party, Rashtravadi Communist Party and
Socialist Party of India, the Ulama Council plans to contest all 403
assembly seats.

Mahan Dal, which claims to be representing OBCs like Saini, Shakya,
Kushwaha and Maurya, has announced candidates for 50 seats and plans
to contest about 150 seats.

Janwadi Party claims its focus on the grievances of "most backward and
most Dalit'' communities, is demanding quota within quota for them.

The Rashtriya Viklang Party, which plans to contest 50 seats, has a
special focus on the welfare of disabled and eunuchs. the party has
announced a list of 53 candidates and plans to contest about 200.

Statue cover-up gives Mayawati a poll issue

LUCKNOW: The BSP has found a new poll plank to galvanize its core vote
bank of dalits. The party is projecting the Election Commission's
decision to drape the statutes of Mayawati and party symbol elephant
as an insult to dalits done by the poll panel at the behest of
opposition parties. The party has chosen its Brahmin face S C Mishra
to take up the dalit cause.

Demanding the EC to reconsider its decision, Mishra on Thursday wrote
a letter to it terming the decision as one-sided and violation of
Article 14 of the Constitution, which provides right to equality.

The letter states, "Dalits are feeling cheated as the decision was
taken on the memoranda of SP, Congress and BJP. The statues installed
in dalit memorials are in welcome position with upside trunk and
aren't similar to BSP's symbol. Elephant statutes are installed in
temples across India and government buildings. The EC should also have
objected to SP's symbol cycle, BJP's lotus and RLD's handpump. The EC
should have also taken note of statues of former presidents and
leaders of other parties. The statutes of Mayawati, who is 'dalit ki
beti' and has been four time chief minister, will not affect voters in
any way."

Political analysts say the letter is a part of a well-planned election
strategy. They say Mayawati is desperately looking for an issue which
can galvanize her dalit vote bank. She has picked the EC's directive
and is trying to make it a poll issue.

The analysts point out that Mayawati is trying to kill several birds
with one stone. "She is projecting that opposition parties and the EC
have ganged up against her statutes, which are a symbol of 'dalit
pride' and, also the directive to drape elephants not only hits the
BSP but also upper caste Hindus, particularly Brahmins," they said.

Deepak Mishra, another analyst, said by putting Mishra on the job,
Mayawati is trying to remove the distrust crept between the two
communities (Brahmins and dalits) during her rule. Mayawati won the
2007 assembly elections with absolute majority. She had given tickets
to 86 brahmins. The Brahmin votes also helped her win reserved
constituencies. As a result, of 89 reserved seats, BSP won 59, which
was also the highest number of reserved seats won by the party since
its inception.

Training his guns at the BSP-led government, Congess MP and Chairman
of National Scheduled Caste Commission PL Punia today said that
atrocities have been committed on Dalits for the past five years in
Uttar Pradesh.

"The past five years in Uttar Pradesh have been that of atrocities on
Dalits," Punia said.

Taking a dig at Chief Minister Mayawati, he said that she is not dalit
ki beti but a sympathiser of daulatwale (rich).

Punia came here to inaugurate the election office of Congress-RLD
nominee Rajesh Raj Jevan.

When asked about the coming Assembly polls, he said that the party's
target is to win reserved seats in the elections.

He also exuded confidence that Congress General Secretary Rahul
Gandhi's mission 2012 would be realised in the coming Assembly polls.

The Congress has taken care of Muslims which has not gone down well
with the Samajwadi Party, he said.
