Dalits fire dues default salvo at state govt

Patna, Sept. 30: The state government may be congratulating itself for
initiating schemes for the uplift of Dalits but the actual allocation
has been rather shoddy, said Dalit Adhikar Manch state president
Kapileshwar Ram at a workshop today.

The workshop, organised by Dalit Adhikar Manch and Prayas Gramin Vikas
Samiti, was aimed at creating awareness on the rights of Scheduled
Castes. People, who attended the workshop, were entrusted with the
duty of spreading awareness in their districts.

Ram said the actual allocation under Special Component Plan had been
very small as the state government had earmarked only 1.2 per cent for
Dalits.

The plan, framed by the Planning Commission in 1979-80, aimed to
provide economic and social empowerment to Scheduled Castes.

The budgetary allocation made by the state government under this
scheme in recent years has been low, said Ram.

He said various state and central governments had ignored the rights
of the people hailing from Scheduled Castes.

He also said according to the figures provided by the Central
Statistical Organisation, the state had witnessed an 11 per cent
growth between 2004-05 and 2008-09, an increase of 3 per cent over the
national average growth.

Ram said in spite of the growth, the Scheduled Castes have not reaped
any benefits from it. He said the Dalit continue to remain an
impoverished and marginalised lot.

Reena Sahani, a member of Dalit Manav Adhikar Abhiyan, said over the
last three years, the state government allocated Rs 146.8 crore, which
is far less than 15.7 per cent allocated under the Special Component
Plan.

Sahani also said that the state government had allocated under only
five heads against 62 heads as mentioned in the plan. She said the
government also failed to make allocation in important departments.
Sahani said: "We are making a charter of demands that we will forward
to all political parties and request them to include our demands in
their manifestos."

Ambedkar's image on paper plates leads to tension

NAGPUR: City police had tough time on Sunday evening after an irate
mob started agitating in protest against sale of snacks on paper
plates which had the image of Dr Babasaheb Ambedkar printed on the
back side of them.

The incident took place at a snacks stall at an ongoing seasonal fair
on the ground behind Ram Mandir at Ram Nagar chowk.

The trouble started when a buyer objected the vendor selling snacks at
a Chinese fast food stall on paper plates that had Ambedkar's image
printed behind them.

The legendary man has an iconic image among the masses and is
considered a holy figure especially by the members of the backward
community. They protested and asked the vendor to stop selling the
snacks on the plates and discard the entire pack. The vendor
reportedly said that doing so he would run into losses as he spent a
considerable amount buying them.

Supporters of Dr Ambedkar immediately started protesting against the
vendor's act. The protest soon snowballed into tension as a violent
mob ransacked the outlet and also damaged few more stalls in the
vicinity bringing the fair to a halt.

Unconfirmed sources claimed that some of the agitators also pelted
stones as the tension spilled on to the streets. Few passers-by learnt
to have also got hit by the stray stones hurled by the agitators. Ram
Nagar chowk soon became the epicentre of the agitation as the tension
soon reached the Ambazari police station. A morcha comprising the
agitated swelled mob thronged the police station too.

Local corporator Prakash Gajbhiye said that he condemned such erratic
and violent reactions from the members of the community on slightest
of provocation. "The people should have reacted more responsibly
rather than expressing in a manner disrupting peace," said Gajbhiye.
He appealed to masses to maintain peace.

The alert cops already sent an unit of Quick Response Team at the site
and police team to control the mob. The adjoining police stations too
had been alerted as more cops were diverted to the Ambazari police
station.
