BANGALORE: Dr B R Ambedkar's 55th 'Parinibbana' (death anniversary)
was observed at various places in the city by a number of dalit
organisations in the city�� on Tuesday. At one of the programmes
organised by Karnataka State Government SC/ST Employees Coordination
Committee at Yavanika, State Information Commissioner D Thangaraju
said, "Disparity still exists on dalits at all levels right from peon
till president. Dalits who get government jobs through reservations
must do something towards the development of the society. Atrocities
and discriminations should be fought through dalit associations and
every dalit should fight for his rights."

He also said that as per the Supreme Court's judgement delivered in
August 2011, government heads who fail to address and prevent the
atrocities on dalits will be prosecuted. Many dalits working in
government sector try to hide their castes and that attitude must be
changed.

Stating that even after so many years of independence along with
reservation, the state of dalit has not witnessed any chances at
large. N Manjula, District Collector of Chikkaballapur said, "Even
today, dalits are not aware of their rights and they are exploited.
Except at cities and towns, their situation is more or less the same.
We are doing our best within our limits to stop the exploitations."

She also said that many atrocities on dalits do not come to the limelight.

'Made Snana Debate��������� in Council'

"It is an shameless act by the opposition parties- Congress and JD(S).
They have not raised any objection to the superstitious practise of
'Made Snana' at Kukke Subramania temple," alleged former president of
Backward Class Commission Dr C S Dwarakanath.

He was delivering the inaugural speech at the 55th death anniversary
of Dr B R Ambedkar organised by Karnataka Dalitha Sangarsha Samiti
(Bheemavada) here at Senate Hall.

"Congress party has not raised any objection to 'Made Snana' and it is
as dangerous as the ruling BJP which is justifying the superstition.�
It is pity that the Congress party inspite of having many dalit
leaders to its credit have kept silent. This silence indicates that
even Congress is in line with the BJP in this regard. If Ambedkar
would have been alive, he wouldn't have tolerated this kind of act and
would have taken measures to stop this," Dwarakanath added.

He even opined that JD(S) party which has the word 'secular' to its
party's name had never attempted to raise their voice against the act.


Justifying her party's stand on 'Made Snana', leader of Opposition at
Legislative Council Mottamma said, "We will take up this issue in the
Council and that is the reason why our party has maintained silence
till now. Dalit associations have failed to kindle the fire in all
dalits across the state to fight for their rights. The power of dalits
is limited only to conferences and meetings."

The Opposition leader in the Legislature Council also alleged that the
State government is conspiring against the education of Dalits by the
move of shutting down Kannada medium schools which have less number of
students.

'Effective Audit of������������ Welfare Funds is Must'

There is a need to carry out effective audit on the funds reserved for
the dalits and its implementation in the state, called Kannada and
Culture Minister Govind M Karjol here at the celebration of 'Dr B R
Ambedkar's Parinirvava Day', organised by the Department of Kannda and
Culture here at Kannada Bhavan on Tuesday.

"Dalits have not seen any development even after 64 years of
independence. Dalits are used as mere vote banks and the politicians
just see them as number of votes and do not concentrate on the
developmental works on them. Untouchability is still in practice and
many schemes dedicated for the development of dalits have not been
implemented properly," he observed.

He also alleged that many upper castes are preying over the
reservations of dalits and questioned, "How can the Dalits improve
their conditions in this scenario?"

Uttar Pradesh Chief Minister Mayawati today asked the Bahujan Samaj
Party to get ready for the 2012 assembly elections even as opposition
parties in the state continue to attack her government.

"The more they (opposition) attack the Bahujan Samaj Party, we become
even more determined to win the elections. It is good that their
attacks are getting harsher by the day. This will wake up our cadres
who are still sleeping and motivate them to fight for the party," she
said, addressing a rally in Lucknow on the occasion of the 55th death
anniversary of Bhimrao Ramji Ambedkar.

Urging the crowd to follow Ambedkar's footsteps, she sought to reach
out to all sections of the society crossing beyond her usual vote bank
of Dalits, and appealed to them to vote her party to power again.

Attacking her political rivals as parties with non-secular
credentials, she said the BSP was the most suited to rule Uttar
Pradesh again.

Mayawati said the BJP was not secular, holding them responsible for
the demolition of the Babri Masjid mosque on 6 December 2004, and said
that the Congress and Samajwadi Party had engaged in massive misrule
while they were in power.

With an eye on the Dalit vote bank, especially in the Doaba region,
almost all political parties have deputed senior leaders to liaison
with dera heads ahead of the assembly elections due early next year.

Dalits constitute 34% of the electorate in Doaba region comprising Jalandhar,
Hoshiarpur, Nawanshahr and Kapurthala districts.

Punjab has around 500 deras (religious groups) of Dalit communities, a
majority of them in Doaba.

Leaders of the ruling Shiromani Akali Dal and Bharatiya Janata Party
alliance (SAD-BJP) as well as Congress, BSP and People's Party of
Punjab (PPP) are in touch with these deras.

Congress has deputed Dalit leaders Choudhary Jagjit Singh and local MP
Mohinder Singh Kaypee for talks with the head of Dera Sachkhand,
Ballan.

SAD-BJP has chosen Dalit leaders Avinash Chander (MLA) and Pawan Kumar
Tinu to solicit support of Dera Babe Jaure.

On Monday, Punjab deputy chief minister and SAD president Sukhbir
Badal had visited the Jat community-dominated Dera Kahna Dhesian, near
Goraya, where head Surinder Singh Babla declared support for the
party.

According to sources in BJP, Punjab SC-ST Commission chairman Rajesh
Bagha is a key leader for the party in the talks with the deras.

BSP, which earlier used to claim undisputed support of Dalit deras,
has also constituted a team to woo them over.

PPP president Manpreet Badal visited Dera Sacha Sauda in Sirsa
recently. The dera, has a large following in the Malwa region.

New Delhi, Dec 6 (PTI) A case has been registered against Dalit leader
Udit Raj's driver and his son on a complaint alleging that they were
involved in a theft of Rs 1.65 lakh. The case was registered yesterday
against the driver Vijay Sonkar and his son Raj Kumar following a
complaint filed by Udit Raj's relative Vijay Kumar, a senior police
official said. Sonkar, hailing from Allahabad, had made his son Raj's
domestic help. According to the complaint, Raj had lost Rs 1.65 lakh
in three incidents of theft in recent times. "We made inquiry from the
driver about the incident of theft. He gave vague replies and finally
he left for his native place without informing us. We tried to contact
him through telephone," the complaint said. The complainant alleged
that on October 12, Sonkar's son Raj Kumar stole over Rs one lakh from
Raj's house and left for his village. Raj and family were out as they
had organised a function in Vasant Kunj, leaving Kumar at home, it was
alleged. "On enquries from his village it is learnt that duo father
and son have previously been engaged in such kind of incidents and
they are habitual offenders. It has also come to light that Kumar has
purchased an expensive mobile phone hand set with the stolen money,"
the complainant alleged.

The massive Dalit conglomeration at Shivaji Park for the 55th death
anniversary of Dr Babasaheb Ambedkar mirrored the pragmatic approach
to life with the GenerationNext stressing on economic empowerment.

"I am no longer a prisoner of communal and secular politics. What is
weighing on my mind is economic empowerment. Even our peers are less
nagging and allow us political independence," said 18-year-old Kishore
Gaikwad.

Gaikwad and 20 others from Nashik made the annual pilgrimage to
Chaityabhoomi for Mahaparinirvan Din.

The faction-ridden Dalit organisations no longer provide the same
emotive attraction to the youngsters whose aspire for self reliance.

"There is no denying that self reliance among Dalits will come through
economic empowerment. How long are we going to be at the mercy of the
government and private sectors to provide us opportunities through
reservations? If individuals transform into small entrepreneurs,
Dalits will soon become job givers and not job seekers," said Milind
Kamble, chairman, Dalit Indian Chamber of Commerce and Industries
(DICCI).

"In Maharashtra, 400 members are registered with the DICCI and their
annual turnover is around Rs5,000 crore. There are 2,000 others who
will be made members."

There are 30 crore Dalits in India and 15 crore are empowered to make
a few purchases from the market, pointed out Kamble. This means,
individual Dalit entrepreneurs already have a ready market to exploit.

Until a few years ago, there would be a few vendors selling books and
pamphlets on Ambedkar near Chaityabhoomi. On Tuesday, there were
stalls selling a variety of products — clothes, furniture, kitchenware
and Ambedkar statues.

"There has been a drastic change in the last 15 years. Earlier, a
majority of the stalls were related to health check-ups. Now,
individual Dalits have set up stalls and generate awareness about
social and economic issues," said Dr Tusshar Jagtap, a Dalit activist.

"December 6 is no longer politically dominated... To some extent it
has become a people's movement who are looking for the right answers
and confronting the new socio-economic challenges in society."

On Tuesday, after paying his respects to Dalit leader Dr Babsaheb
Ambedkar at Chaityabhoomi, Ranjit Kamble, 45, stood in a huddle
outside Shivaji Park listening to a discourse on government schemes
available for Dalits, scheduled caste and scheduled tribes (SC/STs).

When Kamble, who lives
in Belapur, was asked to write down his name and address for a survey
being conducted by the state's social justice department, he asked
whether the exercise would help him in any way.

"Once you give us your information, we will soon contact you by
sending an SMS on your mobile phone or through post to inform you
about how various government schemes can be utilised by you," said
Vikas Sontate, 46, who was collecting the survey data.

Sontate claimed that funds and schemes created for the Dalits and the
SC/STs were not utilised. "Filling this form will help you to know
about various schemes," Sontate told him.

Reassured, Kamble duly filled up one of the forms like many of the
four lakh people who came to the city to pay their tributes at
Chaityabhoomi on Mahaparinirvan Day (Ambedkar's death anniversary).

The state government's social justice department and the Babasaheb
Ambedkar Research and Training Institute (BARTI) in Pune, chose the
occasion of Ambedkar Punyatithi to start the survey that will create a
database of Dalits and SC/STs in the state.

The survey was also conducted in Thane, Navi Mumbai, Kolhapur and
Dhule and will end this week.

"BARTI has been helping Dalit and SC/ST students with their civil
services exam preparations and foreign education scholarships. Though
this project is in its nascent stage, our plan is to plug the holes in
welfare schemes and help them reach the desired beneficiaries. We will
also go door to door in the second stage of the project," said an
official from BARTI.

Ahead of elections in the state, the BJP on Tuesday hit out at Uttar
Pradesh chief minister Mayawati, alleging that building her own
statues and building parks using huge public money would not help the
cause of Dalits. At a party programme held on the death anniversary of
Dalit
icon BR Ambedkar, BJP president Nitin Gadkari targeted Mayawati,
charging her rule had failed to ensure the safety of women and Dalits
in Uttar Pradesh.

"When Mayawati came to power, there was hope for Dalits. We will have
to accept that she put up a number of statues of Baba Saheb Ambedkar
in Uttar Pradesh. But the welfare of Dalits is not taking place and
they are still fighting against poverty and hunger," Gadkari said.

He alleged Rs 10,000 crore had been spent by Mayawati to put up her
statues and build parks for "votebank politics".

Gadkari charged her "wrong policies and corruption" in her government
had led to the plight of the people in the state.

"Why can't Dalit youth get employment in Uttar Pradesh? Because there
are no new industries," Gadkari said.

He maintained Ambedkar's name has been used for political gains in the state.

"Women are not safe in Uttar Pradesh. The progress in the state has
been that of a select few," he alleged.

The BJP President cited the example of a "brahmin minister" in
Mayawati's cabinet and charged he and his kin had made illegal
profits. He did not name the minister.

Chandigarh: As the assembly elections are approaching near, the
political parties are trying every resort to woo the electorate of
Punjab. Almost all the political parties in Punjab have deputed senior
leaders to liaison with the dera heads. This is another smart move of
the politicians to establish rapport with the Dalit vote bank,
especially in the Doaba region.

The state is a hub for deras with about 500 deras of Dalit communities
in Punjab. Punjab Congress has deputed leaders Chaudhary Jagjit Singh
and MP Mohinder Singh Kaypee to seek cooperation from the head of
Sachkhand Dera Ballan which has a huge following across the whole of
Punjab especially in Doaba region. As per the sources the dera has
assured to support Congress in the elections. Meanwhile, the arch
nemesis of Congress, SAD-BJP has sought support of Dera Baba Jaure
through the leaders Som Parkash, Chaudhary Swarna Ram, Vijay Sampla ,
Avinash Chander(MLA), Pawan Kumar Tinu and Rajya Sabha MP Avinash Rai
Kha

Interestingly, the recent visit of Manpreet Singh Badal who heads the
Sanjha Morcha to Dera Sacha Sauda, Sirsa was condemned by others, even
though he claimed his visit to be non-political. The dera has a huge

Commission is playing a major role in helping the SAD-BJP alliance in
arranging talks with the dera leaders. He had arranged a meeting of
the chief minister, Parkash Singh Badal with as many as 32 sants of
various Dalit deras under the aegis of Guru Ravidas Sadhu Sampraday
Society, headed by Sant Nirmal Dass Jaurewale. Bagha was appointed
chairman of the commission on the special recommendation of sants of
Dalit deras.

Kirit Made a fraction of Rs.528 in to Rs.200,000 crores Scam
From Apri1 2010 to March 2011, this quantity for the state was 528395 tons
• The"mother of all scams" is estimated to be over Rs. 200,000 crore.
• Uttar Pradesh is allocated a monthly quantity of foodgrains, i.e. rice and
wheat, by the Central government for distribution amongst AAY, BPL and
APL families, under the PDS managed by the state government.
• For the period from Apri1 2010 to March 2011, this quantity for the state
was 528395 tons.
• The Central government allocates foodgrains to each state government for
distribution through ration shops at subsidised rates to the poor.
• Under the PDS scheme, each BPL (Below Poverty Line) family is eligible for
35 kg of rice or wheat every month, while an APL (Above Poverty Line)
household is entitled to 15 kg of foodgrains on a monthly basis.

The BJP on Saturday accused the Bahujan Samaj Party (BSP) and the
Samajwadi Party (SP) of bailing out the Congress-led UPA government at
the centre whenever their support was needed and said the voters in
Uttar Pradesh would end the Mayawati "misrule in the upcoming
Assemblyelections.

"BSP and SP have always bailed out the Congress government in Delhi
whenever it needed their support. UP is "mini-Bharat and the people's
anger against Congress on issues like price rise, black money and FDI
in retail is bound to reflect in the Assembly elections there which
will witness the ouster of Mayawati and rout of Congress", BJP
spokesman Shahanwaz Hussain told reporters in Pune.

"Whenever the Assembly elections are announced, Congress remembers
Muslims in UP and Mayawati remembers Brahmins. The Muslims are now
asking why we have remained poor despite prolonged Congress rule at
the Centre."

Hussain lambasted Mayawati for promoting a "personality cult" with
installations of statues and alleged that she had proposed four-way
division of UP to avoid focus on her five-year-long "misrule" during
the Assembly polls.

He said prime minster Manmohan Singh owed an explanation to the
country as to why he was persisting with FDI in retail despite all
round opposition to the move.

In reply to a question, the former Union Minister said his party would
never support reservations on the basis of religion.

India Dalits 'seize Mumbai mill' for Ambedkar monument

Low-caste Dalit activists in India's western city of Mumbai have
forcibly taken over a mill compound to construct a monument to their
late leader BR Ambedkar, police say.

The workers of the Republican Sena say they "captured" the land
because the government failed to allot it to them.

Thousands had gathered there to observe the anniversary of Ambedkar's death.

Officials said the police baton-charged the activists when they tried
to remove the barricades in the compound.

The Republican Sena chief, Anandraj Ambedkar, told the media that his
organisation would now construct an "international memorial" to the
Dalit icon.

He is the grandson of BR Ambedkar.

Anandraj Ambedkar said the monument would be called "Bikshu Vihar", or
the abode of the monks.

BR Ambedkar, who was a contemporary of Mahatma Gandhi, converted to
Buddhism in his last days.

He played an important role in shaping the constitution for independent India.

It seems the Sanand police are taking the issue either too lightly or
they lack the willingness to act. The Dalits of Goraj village in
Sanand had filed an atrocity case with the police in October first
week and expected a fair investigation in the same. But the police are
yet to take any action on the two complaints filed on the same issue.

Kalpesh Dabhi, one of the victims of the atrocity caused by the upper
caste people in Goraj on October 4, told DNA the police are not at all
interested in investigating their case. "Since we filed the complaint,
the police have not recorded a single statement of ours till date," he
said. It seems the cops are under someone's pressure to not follow the
regular procedure, Dabhi alleged.

There were several other Dalits, along with Dabhi, who were wounded
during the tussle. "We have mentioned the names of 109 people.
However, the police have not questioned even a single person in the
matter," said another victim, Mehul Makwana.

Many Dalit families have shifted out of Goraj following harassment by
the upper caste people in the village. "If the police do not act,
where should we go? We have no option left than to leave our village,"
said Gautam Vankar, another victim.

While one complaint was filed by the Dalits on October 1, the other
was filed on October 4.

The investigating officer in the case, MM Malek, was transferred to
Vadodara a few days ago. He told DNA that he had been transferred and
was no longer responsible for the investigations. Malek was
investigating the case filed on October 4.

The new investigating officer, KV Savani, who took the charge over a
week before, told DNA that the accused in the case are absconding and
"we will arrest them very soon".

Savani also said he took charge just before a few days and will take
prompt action in this regard.

LUCKNOW: Ahead of the state assembly elections, UP chief minister and
BSP supremo Mayawati on Tuesday laid foundation of 160 development
projects worth Rs 1,500 crore on the occasion of Babasaheb Bhimrao
Ambedkar's Mahaparinirvan (death anniversary) diwas. While invoking
Ambedkar, she reminded Dalits that their ultimate aim should be to
form government at the Centre.

The projects announced by Mayawati include several related to drinking
water and electricity supply worth Rs 267 crore for the Bundelkhand
region comprising of seven districts. While Rs 179 crore have been
marked for Chitrakoot, Jhansi has been given Rs 42 crore and Mahoba Rs
14 crore. The projects will provide benefit to the people in the other
four districts as well. For other parts of the state, Rs 1233 crore
has been set aside for development projects.

Mayawati's announcement assumes importance in the light of recent
visit of deputy chairman of Planning Commission Montek Singh Ahluwalia
to Jhansi to review progress of Rs 7263 crore development project for
Bundelkhand (regions in UP and Madhya Pradesh included) sanctioned by
the Congress led UPA government at the Centre. He had expressed
dissatisfaction over the progress of work in UP.

Congress general secretary Rahul Gandhi is expected to take up the
neglect of Bundelkhand development to attack Mayawati during his
second phase of poll campaign starting next week. Maya had rebutted
allegations of tardy development work progress in Bundelkhand and
accused Centre for not releasing special package of Rs 80,000 crore
she had asked for the Bundelkhand and East UP. Now, by announcing
projects for Bundelkhand, what she claimed has been done from 'limited
state resources', she has tried to counter Congress's attack in the
run up to assembly elections due in April 2012.

Mayawati made announcements after paying tribute to Ambedkar. While
addressing hundreds of party workers assembled at Smajik Prerna Sthal,
a memorial built for Dalit icons in Lucknow, Maya lashed out at
Opposition parties for targeting her party leaders through media over
the corruption issue and exhorted her supporters to give a befitting
reply to rivals by ensuring the victory of BSP in the coming assembly
polls.

Mayawati said Opposition parties were constantly attacking her party
and its leaders on petty issues because they have no other issues to
talk about.

"With only some time left for the assembly polls, Opposition have lost
their sleep," she said. Describing rival parties as anti-Dalit, she
said that none of them gave due honour to dalit saints and leaders and
created hurdles in construction of Dalit memorials in UP by her
government.

She also said that only BSP is taking forward the work started by
Babasaheb to uplift and empower Dalits and marginalised sections of
the society. However, she added, despite working relentlessly for the
cause for last two decades, still a lot has to be done for the masses
suppressed since ages. She claimed that her government has been
working for poor in all castes and communities, particularly Dalits,
backwards, muslims and poor among upper castes.

Exhibiting her prime ministerial ambition again, Mayawati said
"Babasaheb struggled to provide Dalits rights in the Constitution to
bring them at par with other sections of society and now we have to
take his mission to all the corners of the country". She implored that
Dalits to keep in mind that they not only have to ensure BSP's victory
in UP but also have to capture power in Delhi.
