Youth arrested for defacing Maya's hoarding

Ghaziabad, Apr 6 (PTI) A youth was arrested for defacing a hoarding of
Uttar Pradesh Chief Minister Mayawati at the Collectorate campus here,
police said today.

Braham Pal Singh had painted the face of the chief minister black in
protest against alleged police inaction in a theft case, they said.

Singh, arrested yesterday, said during interrogation that he was angry
over delay in action by the police in the theft case which he had
registered recently.

District Magistrate R Ramesh Kumar said Singh was arrested on charges
of damaging government property and the act amounted to a "gross
disrespect" to the Chief Minister.

Call to dissolve Mahadalit Commission as meeting with Buta turns unruly


Patna,(BiharTimes): The review meeting held on Monday under the
chairmanship of the National Commisson For Schedule Castes and
Schedule Tribes, Buta Singh, witnessed unruly scene after some of the
leaders questioned the constitutional validity of the setting up of
the Mahadalit Commission.


Former MLA, Om Prakash Paswan, even submitted a memorandum to the
chairman of the National Commisson For Schedule Castes and Schedule
Tribes demanding the dissolution of the Mahadalit Commission.

Another leader, Suresh Paswan, also raised the issue of the
constitution of the Mahadalit Commission. The ruling party leaders
present on the occasion strongly objected to this demand.

The memorandum submitted by Om Prakash Paswan also sought action
against the speaker of Bihar assembly, Uday Narayan Chaudhary, welfare
minister, Jitan Ram Manjhi, former minister, Shyam Rajak and
Vishwanath Rishidev on charges of dividing Dalit castes.

The memorandum accused the principal secretary, welfare department, K
P Ramaiah of participating in the Janata Dal United meetings but
denying scholarships, hostels, and appointment as 'Vikas Mitra' to
Paswan community.

He also alleged that Ramaiah refused to provide information when asked
as to under which Article of the Constitution was Mahadalit Commission
set up.

The services of Ramaiah should be reverted back to Centre the
memorandum said demanding action as per rules against him.

He also complained that 14 per cent Schedule Castes and 10 per cent
Schedule Tribes had been sent to Bihar Vidhan Parishad and Rajya Sabha
from independence to the advent of the Nitish Kumar government. But in
the last four years not a single Dalit or tribal has been sent to the
Upper Houses of Bihar and India when more than 40 got elected.

Paswan said that if the Commission failed to give him justice he would
seek it from the court. He said that there was a great conspiracy to
deny reservation to Dalits.

A copy of the memorandum was also sent to the home minister, P Chidambaram.

DHARWAD: Rich tributes were paid to former deputy Prime Minister Babu
Jagajivan Ram on his 103rd birth anniversary here on Monday. At a
function organized jointly by the district administration, zilla
panchayat and the department of social welfare at Kala Bhavan, the
speakers recalled the untiring efforts of Jagajivan Ram to help the
downtrodden.

Legislative council chairman Veeranna Mattikatti described Jagajivan
Ram as a visionary who realized that educating the dalits was a major
tool in making them economically and socially self-reliant. He said
dalits should follow in the footsteps of Jagajivan Ram and come up in
life while judiciously using the facilities being offered by the
government.

MLA Veerabhadrappa Halaharavi said dalits should be united in fighting
for their legitimate rights but mind their duties at the same time. He
said Jagjivan Ram's life was worth emulating as, being from a
downtrodden background, he had risen to heights in Indian politics and
held important positions for almost 25 years.

ZP president Savitri Bhagavati, prof L Hanumantahiah, Nijalingappa
Mattihal, MLA Chandrakant Bellad and Nishkal Mantap head
Nijagunandaswami hailed the contributions of Jagajivan Ram for the
welfare of the working class.

S A Mulla welcomed. Vani Kulkarni compered. Prahlad Gejji proposed a
vote of thanks. Earlier, MLA Seema Masuti inaugurated a procession of
Jagajivan Ram's portrait at the DC's office.

DC Darpan Jain, deputy mayor Bharati Patil, former minister
Hanumanthappa Alkod and others were present.

Woman leaders join forces to stall quota bill

Two powerful women joined the ranks of saboteurs of the Women's
Reservation Bill in its original form, thus torpedoing Congress' bid
to push the legislation to provide for 33 per cent quota for women in
central and state legislatures during the budget session of
Parliament.

At the end of an all-party meeting convened on Monday by Leader of the
House in the Lok Sabha Pranab Mukherjee to evolve a consensus on the
Bill, Trinamool Congress chief Mamata Banerjee and Bahujan Samaj Party
supremo Mayawati made certain suggestions that, in essence, will
jeopardise the fate of the gender empowerment legislation.

At the meeting and outside, Banerjee insisted on a sub-quota for
Muslim women in the Bill, echoing the stand that other opposing
parties such as Mulayam Singh Yadav's Samajwadi Party and Lalu
Prasad's Rashtriya Janata Dal have always taken on the Bill.
Mayawati's party demanded that instead of invading the already
existing quota for SC/STs in Parliament and state legislatures, the
Bill should provide for quota for Dalit women over and above the
present limit.

The two woman leaders in effect set in motion the process for
derailment of the Bill by respectively joining the demand for minority
quota and, on the BSP's part, introducing a new element in the already
existing chaos over the Bill.

On behalf of Mayawati, BSP leader Dara Singh Chauhan said: "We will
not be in a position to support the Bill." He said the BSP believed in
the principle of "jiski jitni hissedari uski utni bhagidari
(reservation should be in proportion to population)." That meant as
opposed to what is proposed in the Bill, i.e. onethird reservation
even in the seats reserved for SC/STs by rotation, the BSP's demand is
to let the reserved seats remain untouched and, in the legislation
proposing reservation for women, provide additional reservation to
Dalit women over and above the existing reserved seats.
To mobilise support for its stand, the BSP, fighting a turf war with
the Congress, has decided to hold dharnas across Uttar Pradesh on
Ambedkar Jayanti on April 14, its leader in the Lower House said.

In the face of such strident opposition, supporters of the Bill tried
to dwell on alternative ways of finding consensus.

Leader of the Opposition in the Lok Sabha Sushma Swaraj apparently
witnessed the mood at the meeting and told Mukherjee that it would
perhaps not be such a bad idea to consider alternative ways of pushing
the Bill.

"Why not look at the Election Commission proposal as well?" she
reportedly told Mukherjee.

The EC's proposal regarding women's reservation makes it incumbent on
political parties to give one-third tickets to women.

Having let the government know that the BJP is willing to support the
Bill in any form, Swaraj decided to make her position clear publicly
as well. "We support the Bill. We have already said we are opposed to
using marshals in the Lower House and suggested alternative strategies
for its passage. But we are completely opposed to quota within quota.
If the government wants to consider the EC's proposal, we are open to
it," said Swaraj.

Swaraj later refuted any suggestion that the BJP was changing its
stand. "What I said today was a reiteration of our stand in the
Standing Committee. There is no change," she said.

The CPM suggested that if, after the passage of the Bill, the
government brings a proposal to give quotas to minorities, the Left
parties will not oppose it.

Though the CPM has been a staunch supporter of the Bill in its
original form, CPM politburo member Brinda Karat added a new dimension
saying if the government wants to give a subquota for backward Muslim
women, she was okay with it.

She, however, made it clear that if such a measure would lead to
further delay on the Bill, then the party is not for it.

"We have stated our position on the Bill when it came up in the RS.
Our stand remains the same and we will continue to press for the
passage of the Bill in the current session of LS itself," Karat said.

All these suggestions could effectively mean that the Bill may get
derailed at least in the remaining part of the budget session when
Parliament reconvenes after the recess on April 15. The government, on
its part, maintained that it will convene more all- party meetings to
arrive at a consensus on the Bill.

Congress sources rejected all such demands and ideas saying that they
are "clear attempts at sabotage". A senior party leader said, "It's a
can of worms; they are not constructive suggestions.

It is a clear attempt to scuttle the Bill. The nature of objections is
not to let the Bill pass on some pretext or the other." In the absence
of a consensus -with SP chief Mulayam Singh Yadav, RJD boss Lalu
Prasad and JD(U) president Sharad Yadav sticking to their stand of a
sub-quota for backward and Muslim women and the BSP and the Trinamool
also opposing the Bill in its present form - Mukherjee decided to
convene another meeting to discuss the Bill.

Where the pro-and anti-quota parties stand

Trinamool

Trinamool Congress chief Mamata Banerjee has come out in favour of
sub-quota for minorities in the women's Bill. She had earlier
abstained during the passage of the Bill in the Rajya Sabha.

The government had hoped to persuade her to drop her stand against the
Bill in its present form, but has clearly failed.

RJD, SP, JD(U)

The Yadav troika of the three parties has raised several objections to
stall the Bill.

They argue it will benefit only elite women; want sub- quota for SC/
STs, OBCs and minorities; say the rotation formula will leave only 50%
seats for men; and suggest that instead of reserving seats, it should
be mandatory for parties to give tickets to women.

BSP

It is in favour of a separate quota for SC/ST women over and above the
proposed 33 per cent reservation for women. Party chief Mayawati is
against the provision for reserving only 33 per cent seats for women
in the Lok Sabha and assemblies. She says the reservation should be in
proportion to the population

BJP

It supports the Bill and is against quota within quota. But the party
says it will not support the use of marshals to remove the dissenting
MPs, as the government did in Rajya Sabha.

Sushma Swaraj also said the party could support former CEC MS Gill's
formula of parties giving tickets to women, marking a shift from its
earlier stand.

CPM

The Left party is a champion of the cause of women's reservation.

The party supports the Bill in its current form. MP Brinda Karat said
on Monday that the party could consider supporting introduction of
quota within quota if the government came up with a firm proposal, but
at no cost would it accept further delay.

Udupi April 6: The district administration in association with Udupi
Zilla Panchayat, Udupi Municipality and District Social Welfare
Department observed the 103rd birth anniversary of Babu Jagjivan Ramat
the Ambedkar Bhavan here on Monday.

Speaking on the occasion, MLA Raghupathy Bhat said that the government
should take up measures to eradicate disparity and untouchablity in
the society. However the current improved status of SC and ST
community people is pleasing owing to the increased awareness among
them. As many as Rs 8.80 crore has been earmarked for the development
of Koraga community in the current budget, he said and demanded that
the amount of Rs 50,000 allotted for the construction of houses to
Koraga families should be raised to Rs 1 lakh.

He said plans have been chalked out to construct as many as 150 houses
in CMC limits and 400 houses in the rural areas for Koragas. Health
insurance schemes have been adopted by the Municipality to offer
health services to Koragas. Nearly 600 families come under the
provisions of the scheme. Each family is entitled to a sum of Rs
30,000, Bhat said. CMC President Dinaker Shetty, District Women and
Children Welfare Department Officer Suman and others were present.

Why does Mayawati do what she does? Why does she build these enormous statues with giant elephants at a huge cost to the exchequer? Why does she have herself garlanded with obscene sums of money while claiming to represent the poorest among the poor? Why does she flaunt her power (and her handbag) in such a transparently magnified way? The answer to these seem to clear enough to a large section of society. Power has gone to her head and converted her into a raving megalomaniac and has robbed her of a sense of reality. She now lords over the very people she was meant to represent and is taking her constituency far too much for granted- It is thus only a matter of time before she gets her come-uppance.
 
Without wishing to enter into a debate about the morality of her actions, since that is ground covered very well by others, let me instead focus on understanding why she would act the way she does. It is clear that she knows how her actions will be responded to. Her building of statues and flaunting of gargantuan garlands are both highly public activities, and both are designed for display. Far from attempting to hide these kind of actions, something that other political parties do well, she is intent on advertising them.

The core issue is not about misuse of state funds or the use of illicit money in elections- both these could well be the case, but the key here is that there so many other ways of ripping off the state and collecting illegal funds. Most red-blooded politicians in power are adept at both, and practice their craft in the secrecy of their chambers. In Mayawati's case, the misdemeanor is being used deliberately as a highly visible symbol in order to make a point.

For Mayawati irrational scale is a potent symbol. It is in effect finding a way to accumulate history and reverse it spectacularly. Visible scale is a way of communicating the shift in status of the Dalit community. For hundreds of years, prejudice has been a platelet count in our veins, having manifested in millions of little bits of humiliation that we have handed out in the name of caste. The story of Dalit oppression is not just about the occasional horrific incidents of lynching, rape and mass murder, but also about the everyday slights, the subtle and not-so-subtle process by which human beings were systematically reduced to an under-class, a sub-species that did not merit full human consideration. This prejudice cannot get reversed by a stroke of the pen, or the success of a single generation- it runs deep and howls wild.

Mayawati's actions aim at making the implicit explicit, this time in reverse. She spectacularises her response; her actions seem to be way overboard, for that seems to be the only way of communicating the magnitude of the prejudice she is seeking to reverse. There is no civilized way of turning back the clock and for giving redress for the wrongs committed in the past. Scale is her primary means of communication; we can become aware of our own misdemeanours through the brazen scale of hers. In her case, remember, that the assault is largely symbolic. For all the crassness of the display she puts on for our benefit, it is still merely a symbolic show. There is no promotion of class hatred and certainly little incitement to violence.

The use of the statues is revealing. Statues institutionalize memory as well as crystallize forgetfulness. We remember what the state wants us to remember, or at least that is what is hoped for. In reality, statues rarely evoke memory for they become a part of the attempt of the state to tell us what to value (like the new names of roads that no one bothers to use). What they do communicate is the intent of the state. And that is what makes Mayawati's statues a potent sign. It is her answer to the temples, buildings, auditoriums, parks and statues that carry names and insignias of the dominant class. It is her temple to herself and her community bought in the hard currency of today, money.

Which is also why currency notes are so important. Money has no memory- a thousand rupee note is silent on its antecedents. And crisp, new notes have no past at all. Money allows for a celebration of the present and represents power shorn of history. It democratizes even as it finds a new axis of discrimination. With money, the once oppressed can be the now dominant. Consumerism is the ally of the suppressed for it speaks without an accent at least in its early stages. Brands create a caste system of the present based only on who can pay the price for entry.

That is not to argue that Mayawati's actions are justified. Only that they are not irrational, at least not entirely so. And in any case, there can be no denying that the middle class views here with barely concealed disgust. When someone like Shashi Tharoor gets himself weighed in money, we shrug it off as a quaint electoral practice. When Mayawati does so, we are offended. But then, she does not tweet.
