In the season of scams and sleazy tapes, human compassion has blazed
like a meteorite. Wipro chairman Azim Premji's $2 billion donation to
Indian primary education could become a turning point in the
relationship between rich and poor in post-Independence India. Ratan
Tata, Anand Mahindra and NR Narayana Murthy may have given millions of
dollars to Harvard University, but Premji has donated over R8,000
crore to primary schools in rural India.

The biggest donation ever in the history of philanthropy has not gone
to business schools or to religious establishments or to higher
education. Instead it has gone to the youngest Indian citizens and
called on them to dream the impossible dream. It is a donation that
has invited tiny feet to abandon the slushy dirt tracks and run to
school and then climb the staircase of destiny. Premji's donation will
fund 100 schools over the next five years, train teachers and invest
in technology to create quality modern education at the lowest levels
of development. Premji has promised more money in the future. Let the
jingoists shriek all they want, but here is a Muslim corporate leader
who has made India the holy land of his mission and his endeavour.

Premji's act has brought philanthropy to the centre stage. In the
heady era of the 'I-don't-care-I-want-to-party' mindset, India's
philanthropic and charitable traditions have fallen by the wayside.
While western pop icons like Bob Geldof, Sean Penn, Madonna and
Angelina Jolie are distinguished by their commitment to sharing wealth
and becoming voices of the disaster-struck, India's popular icons are
marked by their endorsement of brands and jockeying for IPL teams.
There are notable exceptions like Shabana Azmi's recent support to the
Ek Jodi Kapda campaign or Rahul Bose's work among tsunami victims. But
its difficult to find a Bollywood star who would lend his services as
passionately and as self-effacingly to a disaster- struck area as
perhaps actor Sean Penn's humanitarian work for the victims of
Hurricane Katrina.

Historian Kancha Ilaiah believes that spiritual traditions determine
motivations towards philanthropy. The bania notion of 'gupt dhana' or
hidden wealth has meant that wealth has been hoarded, not openly
shared with the needy as a way of enriching society, as an act of
individual conscience or even as an act of worship. The Christian
belief that god exists among the poor and the suffering is not as
central to the Hindu way of thought where poverty is often seen as bad
karma of a previous birth. Great charitable works have been done by
religious foundations like the Sathya Sai and others, but often ritual
donations to temples and priests have taken the place of focused
development-oriented wealth-sharing.

In the 1950s and 60s, the Birlas and Tatas led the way in the setting
up of many educational and cultural institutions. But today's
prevailing culture of unabashed display has meant that the elegance of
the old wealthy families, where money implied low key taste and
discreet good living, is hardly practised. The Ambani billion-dollar
home, valued at R4,000 crore or Lakshmi Mittal's famous $60 million
wedding for his daughter are, at one level, signals of the arrival of
Indian business on the world stage, but from the point of view of the
aam aadmi, they stand out as symbols of flamboyantly displayed wealth,
wealth as shock treatment rather than wealth as healer.

The profits of India's new billionaires have not kept pace with their
philanthropic works. While there are local development initiatives in
RIL's Jamnagar, announcement of facilities for poor patients in the
Ambani hospital, these are only a fraction of the mega profits of
India's top businessmen. Firms that are committed to the building of
human capital, or building brain power have fared better. There is,
for example, the Akshay Patra scheme of Infosys, the rural school
network of the Mittal group and HCL Infosystems' Vidyasagar scheme. No
doubt, suspicion and hostility of the bureaucracy towards corporates,
lack of public-private partnerships in key sectors like education have
curtailed society building initiatives. Yet a grand gesture of
generosity of the heart has been missing. Warren Buffet and Bill Gates
asked US billionaires to give away 50% of their wealth to charity. But
in India, we want to pamper our own children and our next generation
too much.

Three years ago, in a message to India's rich, Prime Minister Manmohan
Singh had advised that they should shun wasteful lifestyles and
conspicuous consumption like ostentatious weddings. The prime minister
said that every rich person should do more to help ordinary people,
instead of creating lifestyles that plant resentment in the minds of
the have-nots. "India has made us," the prime minister said, "let us
build bharat." A return to a Nehruvian-style austerity may be
impossible in a market economy. But can there be any doubt that in a
country of the poor, the rich do have a duty to be a little low-key
about their wealth?

As the economy grows at above 8% and more money than ever before
becomes available, let each one adopt a sector where we can be a drop
in the ocean, be it health, education or environment. In 1991, we
underwent a collective mental transformation. It was a psychological
overhaul. As the economy changed, making money was no longer seen as a
sin and we ceased to be hypocritical about the human urge for material
improvement. As a nation, we became healthily unapologetic about
generating wealth, generating jobs and generating much-needed revenue
from business.

But now we can't let corruption and selfishness take away from
achieving the 'good life' in every sense of the term. Let each of us
take a pledge of philanthropy, that even if we can't do as much as
Premji, we will become a country where India's privileged are known
worldwide as India's hands-on care-givers.

JAIPUR: The Rajasthan government's officers and employees belonging to
the SC/ST categories would be unable to enjoy benefits of
"consequential seniority" in promotions provided by the 85th
constitutional amendment.

The Supreme Court on Tuesday dismissed appeals by the Rajasthan
government and upheld a high court verdict which took away the benefit
from the reserved category personnel by striking down two state
notifications issued in February this year.

The notifications were quashed when the state admitted in court that
it had failed to fulfill the conditions laid down by the apex court in
the M Nagraj case for providing the consequential seniority benefits
to the SC/ST category candidates. The bench of Justices Altamas Kabir
and A K Patnaik, while dismissing the six special leave petitions
(SLPs) of the Rajasthan government and some of the aggrieved SC/ST
category officers, observed that HC rightly struck down the
notifications of December 28, 2002 and April 25, 2008.

"As per the Nagraj case judgment, government was required to establish
through data that reserved categories were inadequately represented in
its services," said senior advocate ML Lahoti.

HYDERABAD: Fasting Madiga Reservation Porata Samiti (MRPS) chief Manda
Krishna Madiga has given a call to intensify the agitation in support
of the demand for classification of SCs.

Krishna Madiga, who refused to call off his hunger strike since no
specific date has been announced for the departure of an all-party
delegation to Delhi, to bring pressure on the Centre to introduce a
bill in Parliament for classification, wanted the MRPS activists to
organise road blockades from Thursday. He wanted presidents of MRPS
mandal units to go on fast from tomorrow. Krishna Madiga has demanded
that a bill seeking classification of SCs should be introduced in
Parliament in the winter session

VARANASI: A number of programmes were organised in different parts of
the city on Monday to pay tribute to BR Ambedkar, marking his 54th
death anniversary.

Terming Ambedkar as a great leader and social thinker, divisional
commissioner AK Upadhyaya while inaugurating the main function at
Ambedkar Park, Kutchehry, said that the nation would always remember
his contributions not only for framing the Constitution but also for
his untiring efforts to uplift the downtrodden and underprivileged
section of the society. IG RP Singh also highlighted the contributions
of the leader in ensuring social equity in the country on the
occasion.

Akhil Bhartiya Anusuchit Jati Janjati Karmachari Kalyan Sangh had
organised the programme in the city. Similarly, a number of other
organisations and political parties including People Meditation
Committee on Human Rights ( PMCHR) and district and city unit of
Congress party also organised functions to pay tribute to Ambedkar to
commemorate his death anniversary.

'Jai Bhim' was the slogan of the day as a sea of people gathered in an
annual pilgrimage to Shivaji Park and nearby Chaityabhoomi, to pay
homage to their leader, Dalit icon and framer of the Indian
Constitution, Bhimrao Ramji Ambedkar. Monday was Ambedkar's 54th death
anniversary — he was cremated at Chaityabhoomi, near Dadar Chowpatty —
and devotees dressed in white, waving the blue flag of the Dalit
community — braved sweltering heat and serpentine queues for a glimpse
of his shrine.

"We wait for this day all year," said Santosh Londhe, 37, who
travelled from Pune and waited in line for four hours. "Ambedkar gave
a reason and a meaning to our lives."

Uttam Nikhale, 54, travelled to Mumbai all the way from Nanded — an
annual ritual.

"In 21 years, I have never missed the Mahaparinirvan Din [death
anniversary]. It's a pilgrimage," he said. At Shivaji Park, a
community fair of bookstands, poster stalls and refreshment kiosks
drew lakhs of visitors.

"I visited the shrine last Wednesday so I could concentrate on the
business," said Manoj Badawe, his stall surrounded by customers.
Badawe has been selling books on Ambedkar for the past week. "December
6 is always a huge day for sales," he said.

Across the 28-acre park, volunteers, non-governmental organisations
and municipal workers distributed free food and conducted free health
checks.

For some, it was a chance to create awareness on issues like the ills
of smoking and alcoholism, via street plays and folk songs. Surekha
Chaugule, secretary of the Riddhi Siddhi Mahila Mandal, a women's
organisation from Lower Parel, organised a street play on the ills of
alcoholism.

"This is our first Mahaparinirvan Din performance," Chaugule said.
"It's one of those rare occasions when you can reach out to people
from across the country and we wanted to send out a social message on
how alcoholism can ruin a family."

Back in the queue for the shrine, Gaikwad (who did not wish to give
his first name) from Satara seemed elated, despite the heat, the
crowds — and the effort of balancing his son on his shoulders. "At
least my boy will get a glimpse of our God," he said. "I will keep
waiting till we get there."

Mumbai : For Pune's Prashant Hire, a self-proclaimed 'Ambedkarist',
the annual visit to Chaityabhoomi in Dadar still holds an element of
surprise. "A man about whom we read and study today, derived his sense
of understanding from various types of literature he read over his
lifetime," says Hire, who visits different places in Mumbai around
this time every year in search of books from Dr Bhimrao Ambedkar's
personal collection.
Mumbai, where Dr Ambedkar spent his formative years, still houses most
of the books from his vast personal collection. After settling here in
the 1930s, Ambedkar oversaw the construction of a house in Dadar
called Rajgriha, where he stocked his 50,000-odd books.

But today these books have found their way into schools and
universities, thanks to the People's Education Society set up by
Babasaheb in 1944. "The People's Education Society has been by far
successful in spreading his personal collection out to as many
universities as possible so that maximum people have access to his
books," says Dr Suresh Mane, Head of Mumbai University's Department of
Law. But this decentralised approach also creates trouble, sometimes,
for scholars and researchers, who have to hunt for those books, Mane
adds.

"Dr Ambedkar showed a very strange mix of inclinations, from mysticism
to strands of Marxist philosophy and Buddhist humanitarianism,"
explains Hire. Ambedkar most revered Edvin Seligman, an economist and
his mentor, Historian James Shotwell, who had a great influence on his
life, and philosopher John Dewey, whom he often quoted in his
speeches. And naturally there are a lot of books from the trio in his
collection.

"Bhimrao took it upon himself to gain as much knowledge as was
possible in his lifetime. He was a voracious reader. His interest in
Kabir and Tukaram is seen in the number of books he had gathered. He
tried to lay his hands on anything and everything and that made him a
scholar," says Mane.

But Professor Sridhar Kale points out that unlike other great figures,
Babasaheb's collection is not preserved under one roof and that has
helped more and more people to access his works. "During his lifetime,
one thing that he was overly protective about was his mammoth
collection of books. By 1944, he had set up the People's Education
Society and subsequently the Sidharth College in Mumbai, followed by
the Milind Mahavidyalaya in Aurangabad in 1950. On any given day, you
see people visting the libraries in these places and reading his
books," Kale adds.

Uttar Pradesh chief minister Mayawati today inaugurated 15 new
projects, including a new park in the state capital, on the occasion
of 54th death anniversary of architect of Indian constitution Dr BR
Ambedkars.

"In the honour of Dr Ambedkar, who throughout his life struggled to
change the system of discrimination and inequality," Mayawati said
after inaugurating Dr Ambedkar Gomti Vihar Khan project.

She also announced setting up of two new statues of Ambedkar in the city.

NEW DELHI: On the occasion of B R Ambedkar's death anniversary, a
delegation of Dalit MPs from BJP submitted a memorandum to Prime
Minister Manmohan Singh demanding that a proper budget be allocated to
maintain as a national monument the house where he breathed his last.

Ambedkar died in his house at 26, Alipur Road in the capital on
December 6, 1956.

"It is a historical location and it has been declared a National
Monument by the NDA Government, but it has not been maintained as a
National Monument. So, we request that proper budget should be
provided for the maintenance of 26, Alipur Road, New Delhi and it
should be developed as Rajghat," the memorandum said.

It was signed by BJP MPs Arjun Meghwal, Ashok Argal, Kirit P Solanki,
Virendra Kashyap, Dushyant Kumar Goutam and party spokesperson R N
Kovind.

The memorandum sought the prime minister's intervention to stop
construction work by MHOW Cantonment Board in Madhya Pradesh. This is
the birthplace of Ambedkar and thousands of Dalits congregate here on
April 14 every year to celebrate his birthday.

The Madhya Pradesh Chief Minister has written to the Prime Minister
saying he is ready to provide an alternative land free of cost to the
army and that construction work at this place should be stopped.

Nation Pays Homage to Dr. B. R. Ambedkar

The President, Smt. Pratibha Devisingh Patil led the nation in paying
homage to Bharat Ratna Baba Saheb Dr. B.R. Ambedkar on his 55th
Mahaparinirvan Diwas here today. The President offered floral tributes
at the statue of Baba Saheb at Sansad Bhavan Lawns in the Parliament
House complex this morning.

The Vice President, Shri M. Hamid Ansari, the Prime Minister Dr
Manmohan Singh and the Speaker of the Lok Sabha, Smt. Meira Kumar also
offered tributes to the Father of the Indian Constitution, Dr.
Ambedkar.

Among other leaders who paid floral homage to Baba Saheb included the
Union Minister of Social Justice and Empowerment Shri Mukul Wasnik,
the Minister of Parliamentary Affairs Shri Pawan Kumar Bansal, the
Union Minister for New and Renewable Energy, Dr. Farooq Abdullah and
the Minister of State, Social Justice & Empowerment Shri D. Napolean.

The UPA Chairperson Smt. Sonia Gandhi, Leader of the Oppostion in the
Lok Sabha, Smt. Sushma Swaraj and the Chief Minister of Delhi Shrimati
Sheila Dikshit also paid floral tributes to Dr. Ambedkar.

The function was organised by the Ambedkar Foundation, an autonomous
organization under the Ministry of Social Justice & Empowermnet.

On Monday, thousands of people will visit Chaitya Bhoomi at Shivaji
Park, Dadar to pay homage to Dr Babasaheb Ambedkar on his 54th death
anniversary (Mahaparinirvan Din).

Keeping the heavy traffic around Shivaji Park under consideration,
motorists are advised to use Senapati Bapat Marg, NM Joshi Marg and Dr
BA Road to avoid delays. To ensure smooth flow of traffic, the traffic
police will impose certain restrictions from 8pm on December 5 till
December 7.

Traffic coming from Western Express Highway and proceeding towards
south Mumbai via PT flyover bridge, can move towards Kalanagar
junction, Dharavi T junction and via Sion Station.

An alternative route is from 60ft Road Dharavi via Kumbharwada and
Sion Hospital to BA Road.
North-bound vehicular traffic coming from Colaba and CST may use P
D'mello Road, Barister Nath Pai Marg, Zakeria Bunder Road, RAK Marg
upto Matunga's Arora bridge and turn along Dr BA Road, and further on
via Sion Hospital Junction.

An alternative is to turn left at Gafarkhan Junction on Dr Annie
Besant Road and head for the sea link.
Central Railway has decided to run seven suburban special trains
between Thane/Kurla — Dadar and Vashi/Mankhurd — Dadar on December 6.

BEST will run 47 additional bus services over December 5 and December
6 from Dadar. Beginning from 8pm on December 5, bus routes 165, 241,
354 and 357 will have 5 additional buses.

On December 6 bus routes 1, 25 limited, 27, 53, 92 limited, 93
limited, 165, 241, 305, 354, 357, 476 limited, 520 limited and 521
limited will receive extra 47 buses 6am onwards. Daily bus passes will
be sold from the western end of the Dadar railway station and Shivaji
Park, too.

LUCKNOW: "Today the country needs to restructure its institutions,
public and private, and the societal behaviour both to build a new
humane society ensuring full justice to all,'' said dean, School of
Ambedkar Studies, Babasaheb Bhimrao Ambedkar University, Prof
Kameshwar Choudhary. He was speaking on the occasion of Parinirvan
Diwas of Dr BR Ambedkar at the Dr Ambedkar Studies Centre of Vidyant
Hindu PG College on Monday.

Talking on social justice: Indian perspectives, Choudhary said that
Ambedkar favoured neither liberal nor Marxist perspectives on social
justice. Instead, he favoured radico-liberal perspective based on
useful means for social transformation. "Ambedkar's idea of social
justice was based on our indigenous historical, social and cultural
roots,'' said Choudhary.

Earlier, dean, faculty of arts, Lucknow University, AK Sengupta
chaired the session. He emphasised the need of inter-disciplinary
research on Ambedkar's ideas and their contemporary relevance. Present
on the occasion was executive director of the centre Amit Vardhan,
principal, Dharam Kaur, president, managing committee of the college,
Amlendu Datta College.

A similar kind of event was also organised at the Lucknow University
on Monday. Ex V-C, Dr Ram Manohar Lohia Avadh University, Faizabad,
Prof Angane Lal, LU V-C, MK Mishra, head of the department, economics,
Prof Yashvir Tyagi, dean, faculty of law, AK Awasthi, director, legal
cell, DNS Yadav spoke on various aspects of Ambedkar that included his
economic thoughts and its relevance today, his contribution in making
the Indian constitution, social justice and others.

Puducherry chief minister V Vaithilingam today paid homage to Dr BR
Ambedkar on the occasion of his 54th death anniversary here today.

Welfare minister M Kandasamy, legislators, PCC leader AV Subramanian
and Congress workers also paid tributes to the late leader at the
Congress party office.

Vaithilingam, his cabinet colleagues and leaders of various political
parties also paid floral tributes at the leader`s statue here,braving
inclement weather.
