Ambedkar's ashes

All India SC/ST Employees' Welfare Association of ONGC will conduct a
car rally to Visakhapatnam from Vijayawada on February 4 to mark the
placing of the ashes of Dr. B.R. Ambedkar at Buddha Vihara in the
city.

Prakash Ambedkar, grandson of Baba Saheb and national president of
Baripa Bahujan Mahasangh will place the sacred ashes on February 5.

Dalits attacked, houses ransacked in Virudhunagar

Some people belonging to the upper caste have allegedly attacked
Dalits and ransacked their houses at Tamaraikulam area in the
district, according to police on Sunday.

Cases have been registered against 46 people in connection with the
case, police said, adding 10 Salits were injured during the incident
which happened on Saturday.

The incident took place in Tiruchuzhi Block following a dispute over
the erection of flag posts of Dalit-outfit Viduthalai Chiruthaigal
Katchi (VCK), they said.

Some people belonging to upper caste attacked Dalits, including women
and children, ransacked their houses and took away valuables including
some jewellery, they said, adding the houses damaged in the incident
included that of the Tamaraikulam Municipal vice-president.

Police said VCK partymen had pasted posters against the "caste Hindus"
of Tamaraikulam and nearby Thachanendal that had opposed the erection
of the flag posts.

"People's Watch", an NGO, alleged the two-tumbler system still existed
in the village, wherein Dalits and upper caste people are made to use
different tumblers in tea shops and eating joints. They also demanded
compensation for the Dalits affected by the attack.

On the face of it, Bhimayana is a graphic biography of Bhimrao
Ambedkar. It portrays the incidents that shaped Ambedkar's worldview.
The authors, however, make the narrative current by including recent
news stories of Dalits being beaten, murdered and raped.

The book opens with the incident where young Bhim is denied water at
school because he is an untouchable. A few pages later, you have two
news stories from 2008: 'Dalit killed for digging own well' and 'Water
wars: Dalit woman torched'. As the narrative progresses, the point is
driven home: more than a hundred years after Ambedkar was denied water
in school, the ugly reality of atrocities against Dalits persists in
21st century India, and is either ignored or consigned to the inside
pages of newspapers.

But what makes this book extraordinary is the artwork. Durgabai Vyam
and Subhash Vyam are Pardhan Gond artists from Madhya Pradesh. The
first thing you note about their illustrations are the missing frames.
This can be disorienting at first, but the reader will soon come to
appreciate the advantages of such an approach. The drawings flow
freely on the page, and hence are more expressive, and in unexpected
ways.

There are frames on some of the pages. But these, as the artists
explain at the end of the book, are inspired by fences of farms in
villages which are rarely straight. Then there are times when the
object itself is the frame. For instance, in a scene where Ambedkar is
on his way to Baroda, the train in which he is traveling itself
becomes the frame.

On another page, Ambedkar, who is left without shelter in Baroda, is
sitting in a park and thinking. In this scene, his face becomes the
frame for the illustration and the garden with children playing is
within it. Even the speech bubbles have character. There is a
bird-shaped 'bubble' which appears "only for characters whose speech
is soft, the lovable characters, the victims of caste — men and women
who speak like birds." The 'thought bubble' has eyes since "thinking
happens with the mind's eye." Then there are bubbles which carry "a
sting" — so it's only natural that they should look like a scorpion's
tail.

But there's more to the art than mere aesthetics. In the world created
by the Vyams, there are eyes everywhere: on rail tracks, clocks, in
water, and, of course, on speech bubbles. Creatures other than humans
— snakes, cows, birds, fishes — are present in almost every frame. At
times, the animate and inanimate — a bus with the face of a human, a
fort that's depicted as a lion — meld together. The result is a
colourful graphic narrative where the art carries a subtle message
even as the words tell the story. For example, are the eyes a mute
witness to a centuries-old inhuman practice that mainstream society
sweeps under the rug?

Bhimayana fills a gap indiscussions of so-called modern Indian
society. Perhaps the distance — physical and mental — between urban
and rural India is far too wide today. But atrocities against Dalits
do not seem to shock the urban middle classes any more. The Khairlanji
murders were a symptom of a malaise that's been around for far too
long. When such incidents are back lit, as it were, by the struggle a
man waged hundred years ago, it sends out a powerful message.

Bhimayana leaves the reader with a question: if Dalits continue to
face discrimination as Ambedkar did, what will it take to produce a
leader of his stature today?

A 16 year old Dalit girl was found murdered in her fields in Jadopur
area of Pilkhuwa town in Ghaziabad on Friday evening. Her parents have
lodged a police complaint and a case of murder and rape has been
registered. Police said the girl had gone to work in her fields on
Friday evening along with
her mother.

"She walked away to a nearby location after which she went missing.
Her parents later found her body at some distance and by the condition
in which her body was found, they lodged an FIR under sections of
murder and rape," superintendent of police (SP) Capt MM Baig said.

Officials said that the victim was first strangulated and later her
throat was slashed with a sharp-edged weapon, which led to her death.

The victim had studied up to class 10 and supported her family by
giving tuitions at home.

Pilkhuwa station officer SC Belwal told Hindustan Times that the
preliminary post-mortem report has not indicated rape but two slides
have been prepared and sent for pathological examination for rape
confirmation.

"There are different versions over the exact sequence of events
leading to her disappearance and murder. Her family members have not
indicated any rivalry or enmity with anyone," Belwal said.

Dalit seeks CM help to solve niece's murder


The father of a Dalit woman, who allegedly slapped a policeman during
her attempt to meet Mayawati on her visit to Salempur police station
in Deoria district yesterday, hoped the chief minister would help
solve his niece's murder.

Ramashish was upset with the police for not properly handling the case
of his niece Priyanka, who was kidnapped and later found dead near his
village Virajmar in the last week of November.

He, along with his 20-year-old daughter Baby, managed to meet Mayawati
on the premises of Salempur police station yesterday after a clash
with the policemen there. "I tried my best to communicate with the
Chief Minister about the murder of my niece in November. I had
contacted all the local BSP leaders to get justice. As the BSP has its
own channels, I first approached the block committee, then assembly
committee and then faxed my application to different addresses in the
administration. None paid any attention. Thus I had decided to meet
the CM at any cost during her visit to Salempur police station,"
Ramashish said.

According to him, his daughter Baby had accompanied him to the police
station. "I requested the policemen to allow at least my daughter to
meet Behenji. They denied any such opportunity. My daughter defied
them and tried to enter the police station. A police officer dragged
her by her hair. She slapped him on his face." Ramashish said. He
could not identify the policeman, though. "Perhaps he was officer."

The clash with the policemen drew the attention of the chief minister,
who was sitting in a room. "The CM saw her (Baby) and asked the
policemen to allow her in. She met her and told her about my niece. I
confirmed that I was accompanying the girl. This is how they
(policemen) took me to the CM and I narrated my problem," Ramashish
said. He said his niece Priyanka was on her way home after attending a
marriage ceremony, when she was "kidnapped".

"We tried our best to trace Priyanka. However, she could not be found.
I sought help at Salempur police station. The policemen did not hear
our plea. Finally her body was recovered on November 24," Ramashish
claimed. "Since the matter in the CM's knowledge, I hope the police
will tell us about the killer of our Priyanka," he said.

Befriending Dalits

They'll become acceptable when they learn to stand on their own

Forget friendships between Dalits and non-Dalits for a moment, and
think of intra-Dalit scenario to begin with — between Dalit middle
class and the Dalit underclass.

Whom do the children of Dalit civil servants get married to? Do they
seek matrimonial alliances with Dalit youth driving auto-rickshaws and
parents employed in Group C or D categories? It is no rocket science
to find the answer.

Forget friendships between Dalits and non-Dalits, and consider the
case of non-Dalits itself. A Brahmin as a priest in a noted temple is
socially more 'correct' than a Brahmin who is a diplomat, or a civil
servant or a newspaper editor. While the Brahmin as a priest is
directly connected to the three thousand million Gods and Goddesses,
the Brahmin as a diplomat or a newspaper editor or as a civil servant
is deprived of that honour and settles at dealing with humans. But,
can the son of a Brahmin priest, a potential priest himself, ever
expect to marry the daughter of a Brahmin who is a diplomat/newspaper
editor/civil servant? Brahmins as priests have a stereotype image that
doesn't fit into the cultural context of the Brahmin elite.

Dalits ought to respect what is central to the human character; the
strong seeks friendship with stronger/equals or near equals. None
likes to seek friendship with the weak or persons below them. There
could be exceptions just as all other rules.

Thus, if in the popular public imagery, Dalits are seen as 'weaker
sections' as they have been so for the past 60 years in all Government
circulars, media publicity and NGO activism.

The impression in the popular non-Dalit public imagery is that Dalits
can't move on their own unless someone let his/her helping hand. The
impression that Dalit students live on scholarships, their parents
live on BPL Cards, and Dalit candidates seeking employment need
lowering down of merit, puts Dalits into a very special category of
human species.

Also, the everyday news that a modesty of Dalit women is attacked,
Dalit man humiliated, and another killed, makes a stereotype of the
entire Dalit mass.

True, in the poverty index, Dalits can be over represented. True, on
the atrocity index, Dalits can be over represented. True, Dalit women
can be at a greater risk of losing their modesty than non-Dalit women.
True, Dalit officers/employees can be more venerable to be described
as 'under-performers' than non-Dalits. The list can be longer and
limitless. This is our lived reality.

With this kind of imagery of Dalits, who would want to befriend
Dalits? Why should the private sector get interested in employing
Dalits when they think that Dalits are a very special category of
people who need concessions all the time? Why should foreign companies
give preferential treatment to Dalits when they are told what kind of
people Dalits are?

The Dalit imagery is built on a single track narrative. The untold,
unsold and unexplored story of the Dalit genius hurts Dalits most.

Were we ever told that there are Dalit students scoring 100 per cent
in a few subjects in examinations? Were we ever told that there are
many Dalit Civil Servants sending their children to study in the US
and UK who were selected purely on the basis of competition held
globally?

Were we ever told that there are so many Dalits teaching sciences and
physics in American and British universities? Were we ever told that
many Dalit IT professionals earn jobs in the world's noted companies
on the basis of their merit alone?

Were we ever told that there is rising class of Dalits as Capitalists
who are employing even Brahmins and Thakurs? Were we ever told that
there are dozens of Dalits who drive cars like Mercedes, BMW and Rolls
Royce? Were we ever told that Dalit men are in get demand and hundreds
of non-Dalit women are risking their lives to marry their Dalit
colleagues?

The Brahmanical media and intelligentsia is not alone to blame for
Dalits' one-sided imagery that they are weak and helpless while their
women are molested Dalit men watch helplessly. Dalit writers,
activists, and most notoriously, certain Dalit NGOs too contribute in
the one-sided imagery of Dalits.

The sooner Dalits start looking good, the better. Remember, strong
prefer befriending the stronger. The American Blacks got Affirmative
Action/Diversity when they became stronger. India's OBCs got their
Mandal when they became stronger. Dalits will become acceptable to the
mainstream when they are seen as a class of people able to stand and
walk on their own.

Bangalore: Geetha Krishnamurthy, Narasamma and Manjula fall ill
frequently. However, it is the prospect of stomach infection they
particularly dread, as this condition would force them to relieve
themselves in full public view as their homes do not have toilets.
Normally, women here wait until dark before they can answer nature's
call.

This is the fate of all women in the Dalit colonies in G. Hosahalli,
Aralimara Circle and Topanammana temple area at Andralli and
Thigalarapalya, as all these colonies lack toilets. The colonies come
under Dodda Bidarakallu ward of the Bruhat Bangalore Mahanagara Palike
(BBMP).

Resigned to the fact

Women here are resigned to the fact that they have to walk at least a
km in the dark looking for open places to relieve themselves. After
all, this has been their lot for the past 20 years. "Several
politicians come here to ask for votes. They assure us of constructing
toilets and solving the other civic issues. That is the last we see or
hear of them," said a disgruntled Bhagyamma Sidramaiah of G. Hosahalli
Colony.

She said that college and school-going girls who live here are ashamed
to tell their friends where they are from. Anitha L., a final-year
B.A. student at Government First Grade College in Vijayanagar, said
that she wakes up at 5 a.m. and goes with other women from the colony
to the fields/open spaces. "I ensure that I use the toilet in my
college before returning home," she said.

Peeping Toms are yet another source of anguish. Krishnaveni, a first
PU student at Vani Vilas College and resident of Aralimara Circle
colony, said the women always go in groups. "I ensure that I am
accompanied by either my mother or other women from the colony, as one
of us has to keep watch," she said.

Walking in the dark

And as this is a developing area, many open spaces are being converted
to residential layouts. The women also complain of the absence of
streetlights. "We walk looking for open spaces in pitch darkness. We
have been bitten by insects, while some have even been bitten by
snakes. One young girl fell into an open drain and lost a finger,"
complained Ramakka.

M. Venkatesh from the Dalit Bahujan Movement said that the women and
elderly in these colonies were the worst affected. "The area is hardly
20 km from the city centre and people in these colonies seem to be
living in a medieval period. Though included in the BBMP, those living
in the Dalit colonies have not received any benefits. This is the case
in most of the newly added areas," he added.

Unaware of problems

When contacted, Dodda Bidarakallu councillor Gayathri Jayaraye Gowda
claimed that she did not know of the problems that the women in these
colonies faced. "I agree that the ward is 'backward'. Most of these
areas were earlier villages. I will look into the problems." P.
Sukumar, chairperson of the Standing Committee for Social Justice,
claimed that the committee could construct toilets under 22.75 per
cent scheme (in which all schemes must allocate 22.75 per cent of its
budget to Dalit welfare). "However, the councillors must come with
requests. We will concentrate on providing basic facilities in the
newly added areas," he said.

'Do Not Discriminate Dalits in Development'

Several mass organisations in Andhra Pradesh have decided to bring
pressure on the state government to develop the living places of
dalits and tribals in the state. The non-allotment of funds under the
special sub-plans for SCs and STs and diverting of whatever meagre
amounts allotted was severely criticised and termed as "government
discrimination" against these downtrodden sections.


Struggle Committee against Caste Discrimination (KVPS), AP
Agricultural Workers Union and AP Girijana Sangham jointly organised a
state level convention on "Improvement of living places of Dalits and
Tribals" at Sundarayya Vignana Kendram on 2 February.

Making the inaugural address in the convention, retired IAS officer, K
R Venugopal said that dalits in the country continue to be
discriminated by governments in development aspects also. He pointed
out that despite the special sub plan fund for SCs being designed in
1978 itself, till date the objectives of this measure have not been
achieved because successive governments have worked to defeat those
objectives. He underlined the link between caste discrimination and
development discrimination of dalits. The dwellings of these
downtrodden sections are so lacking in meagre sanitation facilities
that these people constantly suffer from health problems. He called
for bringing concerted pressure on state government to allot funds in
the coming budget at least for development of living places of these
sections.

KVPS vice president and CPI(M) Polit Bureau member B V Raghavulu in
his address lambasted the state government for not filling up the post
of chairman of SC/ST Commission for the last four years. This
Commission itself was achieved with intense struggles launched by
KVPS. The lack of sincerity of the government can be seen from this
itself. "If you cant find one single person to appoint, we will give
you 1000 names, including pro Congress persons. If the government's
stand is thus even for a non expenditure involved work, then imagine
its stance when it comes to spending for dalits and tribals", pointed
out Raghavulu. He called for formation of a separate committee of
experts to devise the means of spending the sub-plan funds.

During the entire month of January, surveys were conducted by these
mass organisations in all parts of the state on habitations of dalits
and tribals. Based on the findings of the surveys, memorandums have
been submitted to state government at mandal, district level. Now,
before the budget is finalised, these organisations have decided to
pile up pressure on the government to allot funds for development of
these habitations. Leaders of various dalit and tribal organisations
also participated in the convention.

Fatehpur: In a horrendous incident in Uttar Pradesh, a Dalit girl paid
a heavy price for fighting off some men who were allegedly trying to
rape her.

The men allegedly chopped off her arms and legs. The gruesome incident
took place in Fatehpur on Saturday. The girl said that she was
attacked by an axe.

The victim is in a critical condition and is being taken to Kanpur for
further medical treatment. "When they started harassing, I tried to
run away, but could not. They attacked me with axes," said the victim.

According to some reports, the ghastly incident was the result of an
ongoing feud between the victim's and assailants' families.

Police have arrested one of the suspects but three others are still at large.

"One girl was let off. The other's limbs were chopped off," Fatehpur SP said.
