Tripura government flayed over fake certificate

Agartala, March 5 (IANS) The opposition Saturday denounced Tripura's
Left Front government after an official probe found that a ruling
party legislator had falsely claimed he was a Dalit.

West Tripura District Magistrate and Collector Brijesh Pandey said in
a confidential report to the government that Revolutionary Socialist
Party's (RSP) Partha Das did not belong to the Scheduled Caste
community.

RSP is a partner of the Left Front. The issue rocked the budget
session of the Tripura assembly.

Das was elected in 2008 from south Tripura's Shalgarah assembly
constituency, reserved for the Scheduled Caste.

"The Left Front, which always advocates transparency and honesty, is
illegally giving shelter to a fake certificate holder legislators,"
opposition leader Ratan Lal Nath told reporters.

Scheduled Caste Welfare Minister Jitendra Chowdhury said: "The matter
is under judicial scrutiny of the Guwahati High Court as the
legislator has challenged the show-cause notice of the sub-divisional
magistrate of Sadar sub-division and sought court's intervention."

The Tripura district magistrate report, leaked to the media, said the
Sscheduled Caste certificate of Partha Das' elder brother Chandan
Kumar Das, a government doctor, had been cancelled earlier.

He was dismissed from service for filing a false certificate.

Dalit girl abducted

Mathura, Mar 4 (PTI) An 18-year-old dalit girl was today allegedly
abudcted by unidentified youths in the district here while she was
returning back from school, police said.

Pushplata, niece of dalit minister and former district administration
chief Jasram Singh, was abducted when some unknown youths came in a
car while she was walking back home from school.

Few villagers tried to chase the car after hearing her cries for help
but were unable to stop the vehicle, they said.

Chandramma Moligeri chuckles as she sits chopping vegetables outside
her small, colourful house in the village of Bidekanne in Andhra
Pradesh, India. "In the past decade I have built up 20 acres of land!"
she exclaims.

Chandramma has not always been a landowner. She belongs to the Dalit
group of "weeding people" who have traditionally worked for small
amounts of money in the fi elds of the patels – the landlords.
Meanwhile, she struggled to grow enough food for her family on the
poor wasteland adjacent to her home.

Like other Dalits in her community, the location of Chandramma's house
on the outer margins of the village symbolises the low position that
Dalits, formerly known as "untouchables", still hold in Indian How
Christian Aid and partner DDS have helped 5,000 Dalit women cultivate
previously unproductive land that now feeds 50,000 of the poorest
people in their region of India society despite the abolition of the
caste system in the 1950s. The majority of Dalit people still fi nd
themselves excluded from the opportunities that would allow them to
access their rights and rise out of poverty.

When Chandramma heard about the work of the Deccan Development Society
(DDS), an organisation that works in partnership with Christian Aid to
help the poor take back control of their food production, she seized
the opportunity.

Through DDS she, and other Dalit women, have learned how to revitalise
their land to make it productive again. By working together to clear
the land of stones, prepare ditches around their fields, and feed
their soil with healthy fertilisers such as manure and vermicompost
(worm compost), the women have Dalit grandmother Chandramma Moligeri
has overcome hardship to build up 20 acres of land with help from DDS
turned unproductive soil in this drought-hit area into highly
productive fields. DDS has also helped the women acquire more land.

Chandramma and the 5,000 other women farmers supported by DDS now
[roduce a bout 2, 000 tonnes of grain each year. Not only can they
provide for their own families, they also help feed 50,000 of the
poorest people in the region.

What gives Chandramma enormous joy is that she has overcome her former
dependency and hardship and has made sure that all her children, not
only her sons, are secure and empowered. "I now grow about 30
different crops," she beams proudly. "I am the only person I know who
has passed land on to her daughters."

Dalit thrashed for seeking RTI info

JAIPUR: A Dalit in Barmar district was severely beaten up allegedly by
a village sarpanch and his men for seeking information under the RTI
Act.

Mangal Ram from Bamgore village was thrashed and hospitalised with all
his legs and hands fractured on Thursday after the incident. He was
allegedly abused of his caste and beaten up by sarpanch Ghulam Shah
and other villagers during a gram sabha meeting on social audit of
work done under the MGNREGA.

Navin Narayan, an RTI activist, said Mangal Ram along with some others
had gone to the meeting attended by headmaster of the village school
Gheversingh Choudhry, who is also in-charge of the gram sabha, cluster
in-charge Arjun Singh and Ghulam Shah.

During the meeting, Ghulam Shah, who has been sarpanch of the village
for the past 20 years, suddenly got up and along with some of his men
allegedly thrashed Mangal Ram and abused him for his caste.

The victim was taken to Dhorimana hospital from where he was referred
to Barmer hospital and finally to a Jodhpur hospital. Mangal Ram had
some time back sought information on the details of work done between
2001 and 2008 under MGNREGA in the village. He, however, did not get
much details. Since then, he had apprehended threats to his life and
had even written letters to the superintendent of police on September
16 and 28 last year.

In his letter, Mangal Ram alleged that ever since he had sought
information of the work, the sarpanch and his men had been abusing and
threatening him. DSP Nazim Ali rushed to the village and took stock of
the situation.

An 18-year-old Dalit girl was abducted by some unidentified youths in
a village near Mathura when she was returning from school, police said
today.

The girl identified as Pushpalata Jatav of Nagla Bhoji village was
returning home last evening when some youths forced her into a car and
sped away, police said.

The girl is a niece of former district panchayat president of the BSP,
they said.
