Allottees selling, letting out houses: survey
Gulbarga City Corporation has not properly maintained the list of beneficiaries
Many people staying in the houses without ownership rights for nearly nine years
GULBARGA: Irregularities of serious proportions have come to light in
the allotment of houses constructed under the Ashraya and Ambedkar
Housing Schemes for the Economically Weaker Sections and the Below
Poverty Line families in Gulbarga.
A survey carried out by the Gulbarga City Corporation on the status of
the Ashraya and Ambedkar Houses in different localities has revealed
the murky side of allotment — steeped with political intervention and
involvement of middlemen in the selection of beneficiaries.
The survey revealed serious violations of rules and regulations with
the beneficiaries selling the houses to affluent sections of society
and, in many cases, renting them out to others instead of residing in
them.
When contacted, Manoj Jain, Corporation Commissioner, admitted that
they would follow up the findings of the survey to ensure that
deserving people got houses. The survey report said the corporation
had not properly maintained the list of beneficiaries who were
allotted houses. Many of them were staying without ownership rights
for nearly nine years.
Before selling or changing the ownership of the house to their
children, the beneficiary should take permission from the corporation
and they cannot sell these houses to others. Inquiries with the
residents of some of the colonies revealed that those who purchased
the houses had paid amounts ranging from Rs. 3 lakh to Rs. 8 lakh per
house. All these deals had been recorded on stamp paper and most of
the houses were not registered in the name of those who had purchased
them.
Only a small percentage of beneficiaries lived in the Ashraya and
Ambedkar houses allotted to them and most of the houses have been let
out illegally sold to others. Many houses in S.M. Krishna colony and
Ambedkar houses at Pallapura locality had been intentionally damaged
with doors and windows removed by the owners to ensure that nobody
occupied them in their absence.
The report pointed out that several houses were forcibly occupied by
people in almost all the Ashraya and Ambedkar colonies. While Ashraya
and Ambedkar housing colonies in Old Filter Bed area do not have basic
amenities, including drinking water, sanitation, some colonies have so
far not been provided electricity connections.
