A thriving corpus of literature and music pertaining to Babasaheb
Ambedkar's thought has been integral to the Ambedkarite or Dalit
movement in Maharashtra. "Dalit feminism" has drawn copiously from
this pool. However, feminist discourse at large has remained ignorant
of the rich and complex interpretations of caste and gender as
conceptualised by the architect of the Constitution, Sharmila Rege,
director, Krantijyoti Savitribai Phule Women's Studies Centre at Pune
University and a leading feminist sociologist, said during the 6th
Ambedkar Memorial Lecture she delivered at the Tata Institute of
Social Science (TISS) here on Saturday.

"There is an urgency for feminist discourse to turn to Ambedkar. A
category of women undifferentiated by caste does not exist for
feminists to mobilise. Now the pressure is not to talk about gender in
isolation, but to include class, caste and other factors. Therefore,
there is a need to reclaim Dr. Ambedkar's writings as feminist
classics," she said.

Ms. Rege said though feminist academics had been late in turning to
Ambedkar, a culture of booklets and music of Dalit movement has had a
much longer history.

The inseparability of caste and gender in Dr. Ambedkar's
conceptualisation and his interpretations of history and the place and
role of marriage in social construction of graded inequality, provided
an important understanding of the issue of women's emancipation in the
Indian context. "As Ambedkar said, Caste is endogamy and endogamy is
caste. He also brought out how the origin and reproduction of caste
rested on gendered violence."

Giving a real-life example in recent times, Dr. Rege referred to a
Brahmin Parishad held in Pune last year. It passed a resolution to
marry within the caste in "nation interest."

The Hindu Code Bill, as conceived by Dr. Ambedkar, and the intense
opposition to it also offered a great deal of insight into the
governing forces and ideas at play in the wake of struggles for
women's emancipation.

Dr. Rege pointed to a political design of belittling Dr. Ambedkar's
scholarship as a historian, by terming him a political leader and
avoiding any reference to his theories in academics, even though later
sociologists had arrived at similar conclusions. "I have learnt about
Ambedkar not through academics, but by my interactions with the
Phule-Ambedkarites," she said.

LUCKNOW: The Babasaheb Bhimrao Ambedkar Central University celebrated
its 14th Foundation Day on Sunday.
Delivering the foundation day lecture on

`Education -- A Key to Empowerment, the 11th Five Year Plan
Perspective', former member of planning commission, B L Mungekar said
that economic growth doesn't have any meaning until the people living
on the grassroots level are benefited.

Prof Mungekar said that the Central government through its Five Year
Plans has been increasing the budget for universalisation of
education. During the 11th Five Year plan, 19% of the total budget is
allocated for the education, he said. He claimed that the mid-day meal
programme, despite some drawbacks, has served the purpose and reduced
the dropout rate in the primary and middle schools.

He said that former prime minister, Rajiv Gandhi, inspired by the
ideals of Bhimrao Ambedkar, conceived the university in the name of
Babasaheb. Expressing his satisfaction over the working of university,
Munekar said India happens to have largest educational system in the
world consisting of 25 crore students, which is just one crore less
than the total population of US that is 24 crore.

Thiruvananthapuram: CPI-M's youth wing DYFI on Sunday demanded
reservation for poorer sections among Forward Communities (FCs) in
jobs and educational institutions.

A resolution adopted by the ongoing DYFI state meet demanded that the
Centre initiate steps for a constitutional amendment in this regard,
without upsetting the existing reservation for Dalits and Backward
Communities.

While depressed classes in India were still facing problems, it was
also a social reality that poorer sections among the forward
communities often failed to get opportunities, DYFI state president M
P Rajesh, MP and secretary T V Rajesh,told a press meet today.

It was in recognition of this reality that the LDF Government in
Kerala provided for certain percentage of quota for FCs in its
legislation concerning admission to self financing colleges, they
said.

The youth outfit also wanted appointments in jobs in quasi government
institutions and those getting grants from the government, including
aided schools, to be entrusted to the Public Service Commission.

In another resolution, it condemned the attack on Indians in Australia.

PATNA: A Maha struggle has been triggered off over the issue of
Mahadalit, the definition coined by the state NDA government
identifying the neglected sections among Dalit society, in this
election year.

After wooing the extremely backward castes, who largely supported the
NDA in the last Lok Sabha elections, chief minister Nitish Kumar has
turned his attention on the marginalized sections of Scheduled Castes
(SCs). As the state Assembly elections are due in November, he is
making moves to mobilize their support and a slew of schemes have been
initiated to woo them.

To unite the Mahadalit society, a massive rally has been planned for
February 21 at the Gandhi Maidan here. Under the banner of Mahadalit
Ekjutata Morcha, the rally aims to show the Opposition parties,
particularly the Ram Vilas Paswan-led LJP, the SCs' support which the
NDA enjoys.

Chief organizer of the rally and Assembly Speaker Uday Narayan
Choudhary, however, asserted that the proposed rally had nothing to do
with politics. "Our motto is to awaken the society and educate them
about the various welfare schemes meant exclusively for them,"
Choudhary told TOI on Saturday.

"The morcha is an apolitical forum," he claimed. However, the newly
formed body is heavily dominated by Mahadalit leaders of JD(U) and BJP
and the organization close to these parties are associated with it.

As many as six groups have been formed to tour the state extensively
to mobilize support for the rally. These groups are headed by JD(U)
leaders Choudhary, Jeetan Ram Manjhi, Ramai Ram, Shyam Rajak, Bhudev
Choudhary and Sudhanshu Shekhar Bhaskar. The members of State
Mahadalit Commission are also extending their active support to it.

It has been debated in political circles that the Nitish government
hastily decided to hold Mahadalit rally in reaction to the LJP's rally
which was earlier slated for February 15. However, Paswan has
postponed the date to March 18.

Paswan has a major stake in Dalit politics. But Nitish's move has
worried him no end. He is bitterly opposing the term Mahadalit calling
it a slur. "This is a brazen attempt to split the Dalit society by
dividing them into groups," Paswan said.

Nitish claimed he is trying to bring the sections among Dalit society,
who have been traditionally neglected, to the mainstream. "My aim is
to see the social, economic and political growth of certain castes who
need a special campaign for their overall development," the CM said.

Choudhary said the Morcha had no competition with any one and it was
not concerned who was holding the rally.
LJP spokesman Lalan Kumar Chandravanshi said the LJP rally would now
coincide with the day when Jayaprakash Narayan had given the call for
Sampoorn Kranti.

Bangalore: The former Minister and Congress MLA G. Parameshwar on
Sunday asserted that Dalits should unite and continue their struggle
to secure justice and equality in society.

Speaking at a seminar organised by Karnataka State Dalit Sangarsha
Samithi (KSDSS) to mark their leader Kudmal Ranga Rao's 150 birth
anniversary, Mr. Parameshwar said it was unfortunate that even after
so many years of Independence, Dalits were still considered as
outcastes. Hailing Kudmal Ranga Rao's contribution towards the uplift
of Dalits, Mr. Parameshwar said: "Despite being a Brahmin, Kudmal did
so much for Dalits. It is not enough if we just remember him. We
should follow his principles in our day to day life."

Mohali : Saturday was a day of protests in Mohali. While the Dalits
staged a massive protest against the price rise, atrocities and
injustice, the allottees of Sector 76-80 held demonstration against
long delay in allotment of their plots.
Braving the dense fog, hundreds of Dalits from across the district
gathered at the Dussehra Ground in Phase VIII here this morning and
walked up to the District Administrative Complex in Phase-I under the
banner of the Punjab Dalit Chetna Manch, an NGO fighting for the cause
of Dalits.

Holding black flags, banners and placards with slogans against the
Centre and state government, the Dalits expressed their anguish
against the skyrocketing prices of essential commodities of daily use,
atrocities and injustice meted out to them in different spheres and
indifferent attitude of the governments and administration towards
their plight.

Addressing the protest rally, which culminated in front of the Deputy
Commissioner's office, the Manch president Shamsher Singh said the
insult of Dalits in government offices, 40 per cent cut on supply of
pulses and wheat to Dalits, complete ban on supply of kerosene oil,
discrimination in shagun and houses for houseless people schemes,
increasing trend of encroachments on village common lands to render
the Dalits houseless and skyrocketing prices of essential commodities
of daily use, which had rendered the poor without even the daily bread
were the main issues that forced to launch the mass public agitation.

The protest concluded after submitting a memorandum to the SDM, who
assured to forward it to the government for favourable consideration.

The second protest in the biting chill was by the members of the
Sector 76-80 Plot Allotment Sangharsh Committee, which was
spearheading the cause of those allotted plots in 2001 but were not
yet given their physical possession.

Hundreds of allottees staged a massive demonstration in front of the
Greater Mohali Area Development Authority (GMADA) headquarters in
Sector 62 here this morning.

The allottees, led by the panel president Sucha Singh Kalor, squatted
in front of the GMADA office and raised slogans against GMADA
officials for what they alleged as delay in allotment of 351 remaining
plots.

Despite repeated and clear cut instructions of Punjab Chief Minister
Parkash Singh Badal, who is also GMADA Chairman, to immediately clear
all the pending cases of allotment in Sector 76-80 without any further
delay and favourable decision of the legal litigation from the Apex
Court, the GMADA officials concerned were making "lame excuses" to
further delay the remaining allotments, alleged the panel media
spokesperson Paramdeep Singh.

The protesters demanded action against the GMADA officials concerned
for "harassing" the allottees for the past 9 years.

NEW DELHI: In what could raise serious concerns over the working of
the 60-year-old reservation system to uplift the dalits, Chief Justice
of India K G Balakrishnan on Sunday said caste prejudices had not
come down against the dalits.
Reflecting on his journey from a dalit boy to the post of CJI, Justice
Balakrishnan said it had not been an easy road for him. Asked whether
in the present day, a similarly placed dalit boy would have a smoother
journey, the CJI said, "It will still be difficult."

Speaking to TOI, Justice Balakrishnan said, "The prejudices are on the
increase. It may not be visible on the surface, for the prejudices are
more sophisticate now." This remark from the CJI puts in question the
efficacy of the current system of reservation for Scheduled Caste
population through the Presidential Order of 1950 to compensate them
for the centuries of oppression at the hands of upper castes.

But the CJI was not bitter as he looked back on the eve of completing
three years in the top post, just five months away from his
retirement. "I have suffered caste prejudices. But at the same time,
so many people have helped me irrespective of their caste," he added.

In fact, the Supreme Court in April 2006 had issued notices to the
Centre and all states on a PIL filed by an NGO — 'National Campaign on
Dalit Human Rights' (NCDHR) — citing 20 common instances of
indifference of police and authorities that had rendered the SCs and
STs (Prevention of Atrocities) Act, 1989, a dead piece of legislation.
The PIL had sought as many as 28 different directions for the proper
implementation of the 17-year-old Act.

The (Indian) National Commission for the Protection of Child Rights
recently published its December 2009 quarterly newsletter. It
