'Those who were in no way connected with Indiranagar issue were behind
the trouble'

Dalit associations in the city on Wednesday staged a dharna at
Ambedkar Junction near LIC office condemning the untoward incidents at
the GVMC during slum-dwellers' protest.

They garlanded the statue of Ambedkar and raised slogans against those
who created trouble on Monday during their protest.

Corporators Koppula Venkata Rao, K. Vengala Rao, and Polipalli Jyothi
and representatives of several dalit organisations were present.

Mr. Vengala Rao said POW leader Lakshmi was projecting herself as a
champion of dalits' cause and wanted firm action to be taken against
her for Monday's incidents.

Those who were in no way connected with Indiranagar issue were behind
the trouble. She was trying to mislead people in the garb of dalits'
cause, he alleged. He and other leaders met Municipal Commissioner B.
Ramanjaneyulu later.

Mr. Ramanjaneyulu said only 22 slums were shifted as there was no
alternative. Of the 741 slums, 354 would be developed in situ.

Mr. Venkata Rao, Ms. Jyothhi, K. Kanna Rao (corporator), Puhle
Ambekdar Samskrutika Samakhya convener and co-conveners P. Subba Rao
and G. Arjun, J Rajagopal (Relli Sangham), Bharat Nastika Samajam
president Jayagopal were among those who met the Commissioner.

HYDERABAD: The dalit entrepreneurs in the state will start the State
Chapter of Dalit Indian Chamber of Commerce and Industry (DICCI).

Mr Damodar Rajanarasimha, Deputy Chief Minister of Andhra Pradesh and
a dalit leader, is scheduled to formally unveil the chapter on January
10 here. Mr Milind Kamble, Founder Chairman of DICCI, will be taking
in the inauguration ceremony.

The first general body of State chapter will commence that day. While
addressing a group of reporters here, Mr Ravi Kumar Narra, Convener of
the Andhra Pradesh chapter, stated that the dalit entrepreneurs have
been witnessing problems in getting credit from the banks. Even after
a Central Government stipulation, the new dalit entrepreneurs have
been asked to display collateral to get the loans.

The six-year-old DICCI has chapters in Mumbai, Pune, Nagpur, Delhi,
Chennai, Bangalore and Chhattisgarh.

MUMBAI: RPI-A chief's Ramdas Athavale's woes are far from over. He may
have extracted a few more seats from the saffron alliance. However,
the maverick RPI leader has Anandraj Ambedkar breathing down his neck
over the Dr B R Ambedkar memorial in central Mumbai. The Ambedkar
monument that has become a major poll issue raises a host of questions
about the Dalit diaspora.

Noted Dalit poet Namdeo Dhasal fired a salvo against Athavale. Dhasal,
who has excellent equations with the Sena, is reportedly upset with
Matoshree for promoting Athavale. Dhasal and Athavale had a tiff on
Thursday at Sena Bhavan where the Sena-BJP-RPI leaders met to discuss
seat-sharing. As Dhasal was wheeled into Sena CEO Uddhav Thackeray's
office, several of Athavale's supporters stopped Dhasal's loyalists at
the doorstep. This sparked a row and a fuming Dhasal walked out of the
meeting. Later, Athavale tendered his apology to Dhasal. However, the
poet is in no mood for a truce. It all began with Athavale sealing a
poll pact with the Sena-BJP combine. The alliance has created fissures
in the state's multi-layered Dalit movement. Many Dalit activists are
opposed to Athavale's breaking bread with the Hindutva brigade.

It is in this context that the recent Dalit crusade, led by Anandraj,
to set up an Ambedkar memorial on a 12-acre plot of the India United
Mills , assumes political significance.

Anandraj is the late Dr B R Ambedkar's grandson. Anandraj took charge
of the stir and forcibly occupied the now-defunct India United Mills
to press his demand that the Maharashtra government should acquire the
mill plot from the National Textiles Corporation and clear the decks
to set up the memorial.

Ahmedabad : The Ahmedabad District (Rural) Sessions Court today
convicted and sentenced three persons to varied jail terms for raping
a minor Dalit girl from Bavla village for more than a year. Five other
accused were acquitted.

The court of Judge P C Thaker also slapped fine of different amounts
on the trio, totaling Rs 26,000. Half of the amount of the fine has
been ordered to be paid to the victim as compensation.

Mohabbat Malek was awarded 10 years' rigorous imprisonment while
Jignesh Dave and Hayat Khan Malek were sentenced to seven years and
two years' imprisonment respectively.

According to Special Public Prosecutor in the case Nayana Bhatt, the
victim had run away with Mohabbat Malek in November 2006. After
keeping her for some time, Mohabbat with the help of others sold her
off to some persons who raped her repeatedly. During her stay with
Mohabbat also, Bhatt said, the girl was subjected to cruelty and was
given a very harsh treatment.

In the meantime, her father had lodged a complaint of missing with the
Bavla police station. She was subsequently traced from Surendranagar
district following which she lodged a complaint against eight persons.

After conducting the trial, the court convicted three of them while
observing that the girl's ordeal and the fact that she was raped for
around 13 months cannot be denied and that the offence showed the
falling moral standards of society.

Pune: Dalit Panther founder president, Namdeo Dhasal, has demanded the
state government to charge veteran Gandhian Anna Hazare for sedition
for his "agitation, which was against the set format of the
Constitution of the country".

Speaking to the media in the city on Monday, he said, "Coinciding with
Anna's December fast in Mumbai, I had met the governor and demanded
that he directs the state government to take suitable action against
Anna and the movement for a strong Lokpal bill. The governor has
forwarded my complaint to the department concerned department."

Dhasal has been consistently raising the banner of revolt against
Hazare and his movement.

Talking about the recent upheavals in the Republican Party of India
(RPI)-Shiv Sena (SS)-Bharatiya Janata Party (BJP) alliance, Dhasal
said that Dalit Panther has laid claims to 23 seats in the six
municipal corporations which are going to polls soon.

"We have asked for 5 seats in Pune, 2 in Pimpri-Chinchwad and similar
numbers in Mumbai, Nagpur, Solapur and Nashik. We have asked the RPI
to accommodate us in the seats they would get from the other parties,"
he said.

Dhasal termed the saffron alliance better than the Congress. "The
Congress did not allow the Dalit leadership to progress in social
front, but Ramdas Athawale was made a minister during the BJP-SS rule
in the 1990s," he said.

Recently, the relationship between Dhasal and Athawale, had undergone
a rift, with Dhasal accusing the latter of "arrogance". During a
seat-sharing meeting in Mumbai, Dhasal had left the meeting.

Dhasal blamed the "second rung leadership of RPI" for insulting him
but refused to implicate Athawale in the incident.

Dindigul (TN) Jan 10 (PTI): Dalit leader Pasupathi Pandian was hacked
to death by a gang in front of his residence at Nandavanapatti on the
outskirts of this town tonight, police said. Pandian, founder of
Devendra Kula Velalar Kootamaippu (Federation) was sitting alone
outside his house in an isolated locality when he was attacked and
killed, they said. Police said they suspected the gang monitored the
Dalit leader's movements before attacking him. Pandian's body was
later brought to Dindigul Government hospital for post-mortem.
Meanwhile tension spread as news of the Dalit leader's death spread.
Police all over the state have been alerted to look out for the gang
and police personnel have been deployed at all sensitive areas in the
southern districts to prevent any untoward incidents, they said.
Pandian's wife Jesintha was killed in a bomb attack about two years

Bhubaneswar, Jan 10 (PTI) As Orissa High Court and state Human Rights
Commission took up the cause of an alleged rape victim, the state
government today handed over investigation of the case to Crime
Investigation Department (CID), Crime Branch. "A CID, CB team headed
by a woman Additional Superintendent of Police (ASP) rank officer has
rushed to Pipili area for investigation," director general of police
(DGP) Manmohan Praharaj told reporters here. A case has been
registered at Pipili police station in Puri district under different
sections of the Indian Penal Code, a CID, CB release said. Allegedly
denied justice by local police and doctors at government hospital, the
19-year-old dalit girl lying in coma, was taken to OHRC's office here
yesterday. "We brought her to commission's office for justice after
failing to get any solace," said victim's father Babuli Behera.
Describing the ordeal, the hapless father said his daughter was denied
treatment at Capital Hospital and shifted to SCB Medical College
Hospital at Cuttack which also discharged her even before she was
normal, Behera said. The girl, also a witness in a molestation case,
was allegedly raped by two persons in Pipili area on November 28. "My
daughter was target of the group who were involved in the
molestation," the father told reporters. Meanwhile, the victim of the
alleged molestation has committed suicide after being unable to get
justice from the police, Behera claimed. The girl was first allegedly
assaulted on January 12, 2008, a few weeks after some miscreants
molested her friend in Arjunagada village under Pipili police station
area. They again attacked her house on February 18, 2008 after she
became a witness in the court in the molestation case. Meanwhile,
state Human Rights Commission directed Puri SP to ensure
investigation. Its Director (Investigation) was also asked to ensure
that the victim gets treated at Capital Hospital where the authorities
had referred her to SCB Medical College and Hospital, Cuttack, three
days ago. The OHRC will monitor the case and its investigation, an
official of the OHRC said. Puri SP Amitendra Nath Sinha said the
matter will be investigated by a special team. According to her
father, the girl was gang-raped and subjected to serious injuries by
the assailants.

Mammoth problem for the Dalit queen

If Rahul Gandhi is to follow the family tradition and triumph in
Indian politics he is going to need a lucky charm. Might that just be
his nation's symbol: the elephant? The heir to India's most celebrated
political dynasty has staked his reputation on elections in Uttar
Pradesh, due in March. But to make progress in the country's most
populous state he must overcome a wily opponent: Mayawati, often known
as the "Dalit queen".

Ms Mayawati, the state's chief minister, is renowned for her fiery
speeches in favour of India's lower castes (from whom she draws
support) and her habit of erecting large statues in her honour. But
this latter tendency has landed her in trouble – and perhaps boosted
Mr Gandhi's chances – after an unusual ruling by the election
commission.
The regulators decreed not only that her statues must be covered in
the campaign, for fear they influence voters, but all the state's many
elephant statues be shrouded too, on the grounds that her party use
the animal as a logo.

The decision has left local authorities in a pickle. They have little
time, having been set a deadline of 5pm today. More worryingly they
seem to have little material, leading frantic local bureaucrats to
ship in extra sheets to shroud around a dozen representations of Ms
Mayawati and 100s more elephants.

Pictures of a handful of stone pachyderms draped in pink plastic
emerged on Tuesday. Doubts must remain whether all will be hidden
before the deadline. Mr Gandhi must be hoping they are. Even in a
nation known for its corruption this may prove a cover-up too far.

Tata's slum dogs

The Tata Group is attempting a transfer of power of its own, as
chairman Ratan Tata prepares to hand over the reins. Little is known
about his successor, Cyrus Mistry, leading to much speculation about
what the move will mean for India's most global company. Yet a crucial
question has gone unanswered: what will become of the office dogs?

A noted dog lover, Mr Tata can sometimes be spotted strolling in a
park near his seaside home, accompanied by his two Alsatians Tito and
Tango. The animals bring out the elderly tycoon's indulgent side, with
one friend remembering his habit of feeding one of the dogs "a pack of
Swiss chocolates everyday before heading to work". But it is his
willingness to bringdogs to work that most strikes visitors to the
Tata's Mumbai headquarters.

The reception features the usual array of gleaming X-ray machines and
officious security guards. More unusually for a global multinational,
however, it also sports some half a dozen stray dogs. The legend goes
that more than a decade back Mr Tata took pity on the many animals
sheltering outside his office on a wet night, and decreed that any
clever enough to enter the building should be allowed to stay. Some
did, and so were born a pack of real life slum dog millionaires.

No actual security work is expected, of course, which is just as well,
given most spend their days snoozing on the floor. Food is even
provided, by chefs at Tata's canteen. Indeed the dogs had not a care
in the world, until Mr Mistry arrived on the scene. Given all the
mystery surrounding him – profiles note helpfully that he "loves cars"
and "likes golf" – his silence on canine matters should come as no
surprise. Tata's slum dogs can only hope that their new master will
not hound them out.

Sachin's Swami Army

Another group hoping for good fortune: India's cricket fans. Two
thumping defeats against Australia have left this cricket-mad nation
distraught, as their tour down under threatens to turn into a rout.
Worse still, its favourite player, Sachin Tendulkar, has again failed
to score his 100th international Test match century – a milestone
unparalleled in the history of the game, and one the "little master"
is, right at the end, finding it hard to pass. Thankfully the players
can count on the support of a hardy band of supporters: the Swami
Army. The group has been in good voice despite the setbacks, even
concocting a song in praise of Mr Tendulkar's talents. Set to the tune
of Waltzing Matilda, the lyrics go: "Sachin Tendulkar, he is our god,
and he bats and he bats and he'll score another century." All of India
hopes they will be proved right.

A day after 32-year-old Dalit sugarcane labourer Shahadev Tayad died
of burns, the accused Vashisht Dhake who allegedly burnt him was held
by the police on Monday, but the Tayad's family's efforts to come to
terms with the loss have just begun.

According to the police, Dhake burnt Tayad on Sunday for not returning
Rs.5,000 at his residence in Chincholi Sindphana village in Beed's
Georai taluka. An offence under Section 302 of the IPC had been
registered against Dhake, and the police will also consider booking
him under the Scheduled Castes and Tribes (Prevention of Atrocities)
Act, 1989, police said.

Tayad lived with his wife, four children aged between one and seven,
parents, a widowed sister and her three children. With his loss, the
number of earning hands in the family is reduced to two: his sister
and wife.

With a population of barely 500, the village is home to a majority of
Maratha landowners and a handful of landless Dalit families like that
of Shahadev Tayad. Dhake belongs to the Maratha clan. Narrating the
incident, Mhasa Tayad states that while his son was being beaten and
burnt, nobody came to his rescue. "Everyone just stood and watched the
tamasha [show]. I saw Dhake pour kerosene on him, and I ran and
wrapped him in a blanket and tried to douse the fire," he says. "We
had no enemies. We still don't. But we just hope that Vashisht Dhake
suffers what we are suffering now."

Dhake, who allegedly burnt Shahadev Tayad to death, was arrested by
the Beed police on Monday night. Georai Deputy SP Jyoti Khirsagar told
The Hindu on Tuesday that the police were on the lookout for Dhake,
after Shahadev Tayad named him in his dying declaration. Tayad, who
had suffered 93 per cent burns, died on Monday afternoon. Dhake was
arrested from Latur on Monday night where he had been hiding. "Prima
facie, according to the dying declaration and the Panchnama made at
the spot, we are naming Dhake as the prime accused. The rest of the
details will be made clear after interrogation," Ms. Khirsagar said.
Dhake will be produced in a local court on Wednesday, where the police
will be asking for the custody.

According to Mhasa, Dhake threatened to kill Shahadev twice before and
had beaten him up on two occasions last month "When I told him that we
would file a police complaint, he threatened to kill me as well," he
says. Approaching the police is what the family repents now.

Shahadev Tayad was perhaps like one of the many labourers in the
region: landless, uneducated and bonded year after year. Everyone in
the Tayad household works as a labourer. Shahadev's wife Vandana works
as a sugarcane labourer and was away in Sangli at the time of the
incident. She too has borrowed Rs. 50,000, pledging labour for six
months in return. The family stated that it has not got any work under
the Mahatma Gandhi National Rural Employment Guarantee Scheme
(MNREGS). "For six months we work in the sugarcane fields, and for the
rest of the six months we work as farm labour in Beed, earning Rs.70 a
day," Mhasa states. "The family only manages to save Rs.10,000 for the
year's food and other supplies, "Shahadev's sister Rukmini says.

"I now fear for the lives of my children. What am I going to do with
all four of them," 30-year-old Vandana asks with a blank look, unable
to come to terms with reality. Sitting beside her, her only daughter
Kalindi is telling her younger brother that father has gone out of
town and will be returning soon.

Visiting the family, Additional District Collector Shivanand Taksale
is surprised that the family does not qualify to be Below Poverty Line
(BPL). "If they don't, then who does," he asks. "We have issued a
compensation of Rs.1.5 lakh [under the Scheduled Castes and Tribes
(Prevention of Atrocities) Act, 1989], and we will try and give them
as much as help as possible under the government schemes," Mr. Taksale
told The Hindu outside the Tayad residence. He stated that as a victim
of the Atrocity Act, the family could be given a house. "Under the
Sanjay Gandhi National Social Assistance programme, the widow can be
given Rs.600 per month. The family can also be considered for the Aam
Admi Bima Yojana (covering death in rural landless households), and be
given Rs.75,000 in compensation," he stated.

Asked about the government schemes that could have perhaps helped
Shahadev Tayad live, Mr. Taksale said, "We have all the schemes in
place. The implementation needs to be worked out. By next year, Beed
will be migration free. We are doing our best to encourage workers in
the MGNREGS. This year, Rs.26 crore has been spent on the
implementation of the MNREGS in Beed alone."

C. Pasupathi Pandian, founder-leader of Devendra Kula Velalar
Kootamaippu, a Dalit outfit, was brutally murdered near his house at
MN Nagar in Nandhavanapatti, six km from Dindigul, on Tiruchi-Dindigul
highway on Tuesday night.

A gang attacked him with lethal weapons while he was relaxing on an
open ground near his house. He died on the spot. The police brought
the body to Dindigul Government Hospital for post mortem. He had stab
injuries on the chest, stomach region and hack wounds on the hip and
back. There were also deep cuts on the neck. After inspecting the
murder spot and examining the wounds on the body, the police said that
the gang must have repeatedly hacked him with sickles and stabbed him
with sharp weapons till he died. Police confirmed he was alone at the
time of attack.

His supporters, who were with him just a few minutes before the
attack, had gone to Dindigul on personal work. He had also reportedly
sent his lone close associate to buy cigarettes.

Taking advantage of the situation, the gang murdered him and escaped.
A bicycle was found near the house.

Pasupathi Pandian, native of Alangar Thattu village in Tuticorin
district, came to Dindigul in 1997 when he faced persistent threats to
his life. He was also reportedly involved in a murder case.

Several attempts on his life were made by rival gangs in Tuticorin
that forced him to shift his base to Dindigul along with family
members.

In 2006, an attempt was made on him in Tuticorin. A gang hurled bombs
and attacked his car on Tuticorin highway. It was a narrow escape for
him. He had managed to escape in another car. But his wife, Jescintha
Pandian, was murdered by the gang on the spot.

He was living with son Santhosh and daughter Priya.

Normally, his supporters guarded the house round-the-clock and many
stayed in his house. On Tuesday, none of them were with him, said
local people.

Protests rocked several places in Dindigul district on Wednesday over
the murder of a Dalit leader, disrupting bus services to several
southern districts of Tamil Nadu.

Protests were held in various areas after Pasupathi Pandian, founder
of Devendra Kula Velalar Kootamaippu (Federation), was hacked to death
by unidentified persons in front of his residence in Dindigul district
yesterday, they said

Some of these protests turned violent, with unidentified persons
damaging buses and private vehicles by pelting stones.

Police said the situation was being closely monitored and bus services
have resumed in some districts, including Madurai, Theni and
Tuticorin, though they were delayed by over two hours.

Meanwhile, heavy police bandobast was made at Dindigul Government
Hospital, where the body of Pandian (50) was kept after postmortem.
The body was later taken to Talamuthunagar in Tuticorin district for
funeral, officials said.

Although some parts of Virudhunagar, Tirunelveli and Tuticorin
districts are tense, the situation is under control, they said.

Special teams have been formed to nab the gang who hacked the Dalit
leader, said a top police officer, adding bus services to sensitive
areas had been cancelled as a precautionary step.

Meanwhile, educational institutions and shops in various areas of
Dindigul district remained closed today in the aftermath of the
murder.

Satara, Maharashtra: Five people were booked on Wednesday, in
Maharashtra's Satara district, for assaulting a Dalit widow whose son
had eloped with a girl from a higher caste family.

"An offence has been registered against five members of the Desai
family - three women and two men - for assaulting Rekha Chavan, 42. We
are investigating the matter," Sub-Divisional Police officer F.N.
Naikawade told IANS.

The attack took place Tuesday in Mulgaon village of Patan taluka, 35
kilometres from Satara town. According to villagers, Ms Chavan was
paraded naked and then assaulted by the family of the girl with whom
her 22-year-old son had eloped.

"We have recorded the statement of Chavan and will speak to
eyewitnesses and the Desai family to get a clear picture in the case,"
Mr Naikawade said. The police officer, however, refused to say if
Chavan was paraded naked. "I will have to look into the matter in
detail and check if this was really the case," he said.

Ms Chavan is currently admitted in the local hospital and is being
treated for her injuries.

Till recently, I did not know of a single movie, let alone
documentary, which could persuade a viewer to sit under the open sky
on an unusually wintry night for over three hours. On Monday night, I
was in an audience of about 200 for one such documentary, Jai Bheem
Comrade, by activist-filmmaker Anand Patwardhan.

It was with much curiosity and anticipation that I went for the first
Indian public screening of the much-awaited film, which comes almost
10 years after Patwardhan's previous one. That it was organised in a
way that was inviting and all-inclusive (screened in a chawl, no
tickets or VIP stands; windows of homes in the adjoining buildings
turned into improvised balcony seats and one could leave midway) only
added to the attraction.

Watching the movie was like journeying into the last 14 years in the
history of the Dalit community, only the bare outlines of which I knew
till now. While struggling to avoid getting overwhelmed, I couldn't
help but think about the latest catchphrase that has become
fashionable with sections of the media and intellectuals: Dalit
Capitalism.

It is said that in New India, Dalits have finally 'arrived', aided in
no small way by the market. Recently, the likes of Ratan Tata and Adi
Godrej openly supported the 'Dalit Capitalists'. Media coverage and
opinion celebrated the emergence of this 'new' section of Dalits and,
beholden to the logic of LPG (Liberalisation, Privatisation,
Globalisation) economics, pundits praised the 'economic reforms' and
the state's reservation policies lavishly for 'creating
opportunities'. And Milind Kamble's opinion — that the community has
too many political leaders while it needs business leaders — was
almost presented as a success formula for the future. The contrast
couldn't be starker.

Those who have bought into the phenomenon and consider it as the
complete truth may want to check the results of the CII's internal
countrywide caste survey, which confirmed what we already knew: the
proportion of SC/STs in private sector jobs in the most industrialised
states of the country is extremely small compared to their general
population.

Aren't these 'market fundamentalists' making the same mistake that
many erstwhile communists did: looking for a politico-economic
solution for the caste issue and ignoring its cultural aspect?

Perhaps, it is only to be expected. For, despite neo-liberalism being
increasingly challenged in the West, the Indian bourgeois intellectual
does not feel necessary to challenge what has become the conventional
economic wisdom in the last two decades, as the system is not pinching
him yet.

Charles Mackay puts it best in his 'Extraordinary Popular Delusions
and the Madness of Crowds' : "In reading the history of nations... we
find that whole communities suddenly fix their minds upon one object,
and go mad in its pursuit; that millions of people become
simultaneously impressed with one delusion, and run after it, till
their attention is caught by some new folly more captivating than the
first...Men, it has well been said, think in herds; it will be seen
that they go mad in herds, while they only recover their senses
slowly, and one by one."

Hitting out at opposition parties for calling his visit to Dalit homes
"madness", Congress general secretary Rahul Gandhi on Wednesday said
he would continue to indulge in such acts all his life. "Leaders of
opposition parties travel in helicopters and AC
vehicles, they feel ashamed in coming to your homes, share food and
drink water," he told rallies in the two districts in poll-bound Uttar
Pradesh.

"When I visit your homes, eat and stay, Mulayam Singh Yadav and
Mayawati term it as madness. If visiting houses of the poor and
enquiring about their well being is madness, I will do this all my
life," Rahul said.

The BJP ruled Uttar Pradesh for five years, but "India Shining" was
nowhere visible in the state, he said adding "they coined this slogans
after watching television".

He said the Congress had been out of power in UP for 22 years and
during this period BSP, SP and BJP had cheated the people.

The state had progressed only when Congress was in power, the Congress
leader said.

The ruling party leaders in Uttar Pradesh should visit Congress-run
states and see the condition of farmers and the poor there, he said.

Rahul said the Centre had launched a number of schemes, including RTE
and RTI, which benefitted the people but this was not visible to Uttar
Pradesh chief minister Mayawati.

"The money sent for the people through these schemes was eaten up by
the elephant (BSP's poll symbol)," he said.

"But now Mayawati's elephant won't be able to eat money as
notification for the election has been issued," Rahul said.

He said "whether it takes five years or 10 years, I will not move from UP."
