LUCKNOW: The Bahujan Samaj Party (BSP), on Wednesday, described the
alleged atrocities on dalits in Batour village of Panchkula, Haryana,
by the upper caste people as shameful.

A BSP spokesperson said the dalits were demanding that the panchayat
should spend the revenue on development of village. They had raised
their voice against corruption by panchayat members. The panchayat had
earned Rs 15 lakh from 400 acre land, he said.

The spokesperson further said that though an FIR was lodged in the
case but no action has been taken.

On the other hand, the dalits who raised voice against the corruption
were forced to leave the village following atrocities by upper caste
men. This is not the first time that dalits have been harassed in
Haryana, he said.

A few days back, some upper caste men had tried to kill two dalit
women in Hisar after failing to rape them, he added. There are many
such incidents but the Congress government in Haryana is keeping quiet
over the issue, he claimed.

Chandigarh : Crime against Dalits has been on the higher side in the
land of khap panchayats and is showing no signs of abating.

There have been 40 murders, 179 rapes and 107 cases of kidnapping and
abduction registered under the head 'Crime Against Scheduled Castes'
in Haryana from 2005 to 2009, as per National Crime Records Bureau
(NCRB)'s recent report. In the same period, there have been 424 cases
registered under SC/ST Prevention of Atrocities Act, 212 cases of hurt
and 10 cases of arson.

Among the well known cases are Mirchpur, where a 70-year-old man and
his handicapped daughter were torched to death on April 21 last year,
Jhajjar (where five Dalits were lynched in 2002) and Gohana (where
about 50 houses of Dalits were burnt).

In 2005, a total of 288 cases were registered as crimes against
Dalits; in 2006 the number was 283; in 2007 it was 227. But in 2008,
it jumped to 341 and in 2009 to 303.

Haryana, with a total of 1442 incidents, is also quite ahead of its
neighbouring states, with Punjab at 710, Uttarakhand at 338, Himachal
Pradesh at 397 and Jammu and Kashmir at 5, in the 2005-2009 period.

At the National Commission of Scheduled Castes' (NCSC) office in
Chandigarh , the record of the state is poor as well. It received 837
complaints from the period 2006-07 to 2010-2011(till date). The
maximum (517) among them are connected to atrocities. There are 172
complaints about being discriminated in service matters and 25 about
land matters, in the same period.

"If Dalits are alienated from the mainstream, the nation will suffer.
In Haryana, whether it is Om Prakash Chautala or Bhupinder Singh
Hooda, they want Jat votes. They are afraid of a clash and have
natural sympathy with them. Earlier also ( in 2002), five Dalits were
lynched in Jhajjar in Haryana for allegedly skinning a cow. In
Haryana, Dalits are treated worse than animals," said Dr Udit Raj,
President of Indian Justice Party. He had organised conversions in
Gurgaon on October 27, 2002 in response to the Jhajjar lynchings.

"It is a terrorism of Jat community. We are being threatened. In my
farm house 135 Dalit families are staying after leaving Mirchpur. The
government is also threatening me that the farm house is illegal. The
children of families were given admissions only after a lot of hue and
cry. Today, I was arrested by the police because they fear I would
spoil the peace in the area on April 21. The Dalits gheraoed the SP of
Hisar and then I was released," said Ved Pal Tanwar, President,
Non-Jat Organisation, who claims to represent 35 communities other
than Jats.

Prof Ronki Ram, a social scientist from Panjab University, said, "The
economic position in the regions of Haryana is changing fast.
Expectations of people are rising. The lower castes are asserting but
the dominant community is not giving them space, which is leading to
conflict."

Lucknow, Apr 20 (PTI) Babasaheb Bhimrao Ambedkar Mahasabha today
demanded convening of a special session of Parliament to discuss the
issue of reservation, and asked for a job to a member of each dalit
family. The Mahasabha also announced to organise a national convention
in the State capital, to discuss the problems being faced by dalits.
"With an objective of providing a national platform on the issue of
dalit reservation, a convention would be held in Lucknow on April 24,"
president of the Mahasabha Lalji Prasad Nirmal said. A national debate
on reservation is needed for which a special session of the Parliament
should be called, Nirmal said. "Dr Ambedkar made several provisions
for dalits in the Constitution, but a national movement is needed to
ensure its implementation," added the Mahasabha president. He said
that the Mahasabha would constitute a think tank which would identify
the problems being faced by dalits. "A job to one member of each dalit
family in government and private sector is what we want," said

Lucknow, Apr 20 (PTI) Accusing the Haryana government of supporting
heavyweights committing atrocities on dalits in Panchkula, BSP today
demanded security for dalits living in the village. "The Congress
government in Haryana is supporting those committing atrocities on
dalits in Batour (Panchkula). Our party demands security for the
dalits living in the village," BSP spokesman said in a statement
issued here. The dalits in Batour are being harassed and threatened
for raising voice against Rajputs, he said, demanding effective

GIVING DIRECTIONS:A. Narayanaswamy, Minister for Social Welfare and
Prisons, at the Karnataka Development Programme review meeting in
Chitradurga on Tuesday.

Chitradurga: Minister for Social Welfare and Prisons A. Narayanaswamy
on Tuesday expressed displeasure over the failure of the Civil Rights
Enforcement Cell (CREC) to register suo motu cases against atrocities
on Dalits.

Chairing the review meeting of the Department of Social Welfare under
the Karnataka Development Programme here, Mr. Narayanaswamy said that
the cell, which is headed by the Superintendent of Police at the
district level, was empowered to take cognisance of such atrocities
and book cases against the accused.

The cell was also empowered to monitor the status of schemes launched
for the welfare of Scheduled Caste and Scheduled Tribe communities.
However, most of the officials were not even aware of such a cell or
its powers, he said and directed the official of the cell not to wait
till a complaint was filed but initiate action immediately after
coming across any case of atrocity.

Mr. Narayanaswamy was also unhappy with the poor rate of conviction in
cases of atrocities on Dalits. The district had recorded a mere 10 per
cent conviction in such cases. When the Minister sought to know the
reason for the low rate of conviction, Additional Superintendent of
Police U.P. Shivaramreddy said that in many cases witnesses had turned
hostile or the complainants lost interest in pursuing the case after
getting some compensation from the Government.

G.H. Tippareddy, MLC, who was present at the meeting, said that often
both the parties reached a compromise and that made it difficult for
the police to take the cases to their logical end.

While reviewing the utilisation of funds allocated to city and town
municipalities for the welfare of the Scheduled Castes and the
Scheduled Tribes, the Minister was shocked to know that none of the
municipalities had spent even 50 per cent of the funds.

The Minister took the officials to task for not making proper use of
the funds and instructed them to spend the entire allocation within a
year, without allowing it to be carried over to next year.

Stating that his Ministry was ready to grant funds for the
construction of Ambedkar, Babu Jagjivan Ram and Valmiki bhavans, he
directed the Municipal Commissioner to identify land for the purpose.

Mr. Narayanaswamy asked the official to identify beneficiaries for
providing sites to the landless poor in Chitradurga and submit a
detailed report to him at the earliest.

YAVATMAL: The government of Maharashtra recently honoured Arni-based
Shri Datta Prasadik Shikshan Prasarak Mandal with the prestigious Dr
Babasaheb Ambedkar Dalit Mitra Puraskar as a mark of recognition to
the outstanding contribution made by the society in the field of
education for the past 78 years.

In a function held at Nagpur, minister of social justice Shivajirao
Moghe presented the award to the president of the society Dr Sanjay
Bharti. Ministers Anil Deshmukh and Sachin Ahir also graced the
occasion.

Moghe, in his address, lauded the sustained efforts made by the
society to ensure that poor students from rural areas got all the
facilities. In his reply to the felicitation, Dr Bharti reiterated the
society's commitment towards the students of weaker section. Over 5000
students seek education in the schools and colleges run by the
society.

CHITWAN: A hostel for Dalit students is going to be constructed for
the first time in Chitwan district.

According to Local Development Officer Uddav Prasad Timilsina,
construction of the hostel started after the District Development
Office (DDO), Chitwan and different associated organisations provided
Rs 1.2 million.

The hostel will help Dalit students of the other district who come in
the district for study, said chairman of the construction committee,
Babu Ram Pyasi.

The hostel has the capacity to house 24 people with eight rooms and
has a target to adjust 100 students in future.

Pyasi said the hostel will be constructed within two years and it will
take Rs 30 million to complete it.

Demanding the inclusion of two members of the dalit and adivasi
communities in the Jan Lokpal Bill drafting committee, the Republican
Party of India today said a letter has been sent to the prime minister
in this regard.

"I want two representatives of dalit and adivasi communities in the
Jan Lokpal Bill drafting committee and have written in this regard to
Manmohan Singh and the committee president Pranab Mukherjee," RPI
chief Ramdas Athawale said.

Taking pot-shots at Baba Ramdev, Athawale said anti-corruption
crusader Anna Hazare should not take support of the yoga guru as "he
has amassed huge amount of black money".

"Hazare should not take support of Ramdev and film actors as they have
amassed huge amount of black money," he said.

On RPI's electoral prospects in Uttar Pradesh, Athawale said the
party's organisation base was in place in all the districts and it
would contest all 403 seats in the state polls, due next year.

"We will go it alone, as of now," he said.

Thiruvananthapuram, Apr 21 (PTI) Three government employees were
arrested in connection with an alleged 'cleansing act' in which
cowdung water was sprinkled in the room and on the furniture used by a
senior official belonging to a scheduled caste community. The alleged
cleansing was carried out at the Registration office following the
retirement of Inspector General of Registration, A K Ramakrishnan on
March 31. Ramakrishnan has approached the Human Rights Commission
seeking a probe into the matter. A Junior Superintendent at
sub-registrar office, an Upper Division clerk at the Registration IG's
office and a class four staff have been arrested in this connection,
police said today. The three employees were not in good terms with
Ramakrishnan and their action was due to personal enmity, they added.
Ramakrishnan in his petition had stated that the 'cleansing' was
performed as he belonged to an SC community and it amounted to
violation of his human rights and civil liberties. Meanwhile,the
government has decided to appoint V K Balakrishnan as Registration IG
in place of the person who was holding charge of the post now.

PUTTUR: A physically challenged Dalit youth was assaulted last
Saturday in Vittla.Guruvappa Mambady (23), a resident of Mambady, near
Vittla in Bantwal taluk was allegedly assaulted by the traffic
controller at the Karnataka State Road Transport Corporation (KSRTC)
bus-stand and others when he alighted from the bus from Mangalore at
Vittla.

He has since been admitted to Puttur government hospital. Mr.Guruvappa
is an epileptic and comes to Mangalore every week for treatment,
following a surgery he underwent 12 years ago, his elder brother
Prakash Mambady told The Hindu.

Mr. Prakash said that during the journey, Mr. Guruvappa was overcome
with a fit of epilepsy, as a result of which, he accidentally fell on
a fellow passenger. The man pushed him away, injuring him in the head.
Later when the bus stopped at Vittla, Mr.Guruvappa approached the
traffic controller, who knew Mr.Guruvappa as he was a regular
passenger on that route, but Mr.Guruvappa alleged that the traffic
controller thrashed him saying "he falls on others every time", Mr.
Prakash said.

Mr. Prakash said Mr. Guruvappa travels to Mangalore because he had a
bus pass for the people with disabilities and could avail free
treatment at a hospital there.

"Here, for the same treatment we have to pay," he said.

When Mr. Prakash called his brother a little after 6 p.m., the latter
told him to come immediately to the bus-stand. "After that, they took
away his phone and Rs. 3,000 from his wallet," Mr.Prakash said.A
complaint has been filed with the Vittla police station under Sections
324 and 506 read with Section 34 of the IPC and also under Section 3
(1), (11) of the Scheduled Castes and Scheduled Tribes (Prevention of
Atrocities) Act 1989. Deputy Superintendent of Police B.J. Bhandary
said that Mr. Guruvappa's bus pass, cash, and mobile phone had been
reportedly stolen.

KSRTC Puttur Depot manager K.K. Venugopal told The Hindu that it was a
skirmish between two passengers and that the traffic controller had
informed the police about it, but when the police arrived the youth
had fled.

MUMBAI — Ashok Khade heads a flourishing $32 million construction
business in India's commercial capital, Mumbai. He employs 4,500
people, is building a dockyard for his company, drives a gray BMW, and
wants to buy a helicopter next year.

The success of the 56-year-old Khade, a first-generation entrepreneur,
is remarkable because he is a member of India's Dalit caste, once
known as untouchables in Hinduism's rigid social hierarchy.

As a young boy, he lived the life of these "broken people,'' facing
crippling poverty and discrimination. He was not allowed to draw water
from the village well, could not enter the temple and was forced to
attend school in segregated classrooms.

But more than six decades of education programs and affirmative-action
policies, coupled with India's recent economic expansion, have begun
to break the occupational ceiling that the ancient caste system
imposed on Dalits. There is now a robust Dalit middle class of
doctors, engineers, lawyers, bureaucrats and politicians, and a
growing number of business owners such as Khade.

"In the world of business, success matters more than caste,'' Khade said.

Khade started working as a technician in a Mumbai shipping yard in
1979 and studied engineering in the evenings. He quit his job in 1992
and used the salary from his last two months to start Das Offshore
Engineering, designing and building unmanned offshore platforms for
oil companies.

With their newfound economic clout, Dalit millionaires such as Khade
are working to lower barriers and prejudice in their villages, funding
grants for Dalit students, building schools and roads, and employing
people of all castes in their businesses. They are also trying to
showcase their success, hoping they will become role models for young
Dalits and help them move beyond the dominant images of discrimination
and despair.

"This is a proud moment, and we want to celebrate the success
stories,'' said Milind Kamble, 44, chairman of the Dalit Indian
Chamber of Commerce and Industry. "For too long, we have shouted angry
slogans on the streets.''

Kamble started out as a teenage activist with the Dalit Panther group,
which was inspired by the Black Panther movement in the United States.

Today, encouraged by the rise of African-American entrepreneurs, he
devours the American magazine Black Enterprise cover to cover.

His business group has 1,000 members, but that number is likely to
double when registration begins in 10 more states across India in
October. The chamber is also setting up a venture capital fund to
encourage new entrepreneurs.

Many see a growing class of Dalit business owners as an important next
step in the community's transformation.

Not everyone is hailing the attention focused on Dalit millionaires.
Some Dalits view the successful business owners as members of an elite
club who have jettisoned the long fight on the ground against violence
and discrimination.

"Maybe 10 percent of Dalits are doing well, but what about the rest
who are rotting in poverty in villages and city slums? Can they relate
to this campaign about wealthy Dalits?'' said Anand Teltumbde, a Dalit
activist and author. "It is an illusion that they can be role models.'

Chandigarh Crime against Dalits has been on the higher side in the
land of khap panchayats and is showing no signs of abating.

There have been 40 murders, 179 rapes and 107 cases of kidnapping and
abduction registered under the head 'Crime Against Scheduled Castes'
in Haryana from 2005 to 2009, as per National Crime Records Bureau
(NCRB)'s recent report. In the same period, there have been 424 cases
registered under SC/ST Prevention of Atrocities Act, 212 cases of hurt
and 10 cases of arson.

Among the well known cases are Mirchpur, where a 70-year-old man and
his handicapped daughter were torched to death on April 21 last year,
Jhajjar (where five Dalits were lynched in 2002) and Gohana (where
about 50 houses of Dalits were burnt).

In 2005, a total of 288 cases were registered as crimes against
Dalits; in 2006 the number was 283; in 2007 it was 227. But in 2008,
it jumped to 341 and in 2009 to 303.

Haryana, with a total of 1442 incidents, is also quite ahead of its
neighbouring states, with Punjab at 710, Uttarakhand at 338, Himachal
Pradesh at 397 and Jammu and Kashmir at 5, in the 2005-2009 period.

At the National Commission of Scheduled Castes' (NCSC) office in
Chandigarh , the record of the state is poor as well. It received 837
complaints from the period 2006-07 to 2010-2011(till date). The
maximum (517) among them are connected to atrocities. There are 172
complaints about being discriminated in service matters and 25 about
land matters, in the same period.

"If Dalits are alienated from the mainstream, the nation will suffer.
In Haryana, whether it is Om Prakash Chautala or Bhupinder Singh
Hooda, they want Jat votes. They are afraid of a clash and have
natural sympathy with them. Earlier also ( in 2002), five Dalits were
lynched in Jhajjar in Haryana for allegedly skinning a cow. In
Haryana, Dalits are treated worse than animals," said Dr Udit Raj,
President of Indian Justice Party. He had organised conversions in
Gurgaon on October 27, 2002 in response to the Jhajjar lynchings.

"It is a terrorism of Jat community. We are being threatened. In my
farm house 135 Dalit families are staying after leaving Mirchpur. The
government is also threatening me that the farm house is illegal. The
children of families were given admissions only after a lot of hue and
cry. Today, I was arrested by the police because they fear I would
spoil the peace in the area on April 21. The Dalits gheraoed the SP of
Hisar and then I was released," said Ved Pal Tanwar, President,
Non-Jat Organisation, who claims to represent 35 communities other
than Jats.

Prof Ronki Ram, a social scientist from Panjab University, said, "The
economic position in the regions of Haryana is changing fast.
Expectations of people are rising. The lower castes are asserting but
the dominant community is not giving them space, which is leading to
conflict."

An archaic social malpractice by adhering to the two tumblers system
to discriminate between people from the "upper" and "lower caste" may
be on its way out if Tamil Nadu government abide by the Supreme
Court's latest verdict.

The apex court has described the two-tumbler system as "highly
objectionable" and has termed it as an offence under the SC/ST Act.
Several tea shops and restaurants keep separate tumblers for serving
tea and other beverages to Scheduled Caste people.

Criminal proceedings must be carried out against those practising such
acts and they must be given harsh punishment if found guilty, a bench
of justices Markandey Katju and Gyan Sudha Misra said.

SC said all administrative officers will be held accountable. The
bench also took strong exception to derogatory words used to address
"low caste" people in the state and said use of 'pallan',
'pallapayal', 'parayan' or 'paraparayan' is an offence under the SC/ST
Act. "It is just unacceptable in the modern age, just as the words
Nigger or Negro are unacceptable for African-Americans," SC said.

BANGALORE: After a four-year lull, get set for a murkier CET this
year. With private colleges refusing to toe the line on engineering
fee, the state government has decided to enforce a five-year-old
legislation that had been kept in abeyance mandating colleges to
reserve 50% of seats for SC/ST and backward classes students and
accept fee determined by the fee-fixation committee.

After an internal meeting with legal experts, higher education
minister V S Acharya announced that colleges which do not agree to
sign the consensual agreement over fee structure and seat-sharing
ratio for BE/BArch courses will be bound by a legislation that has
been kept in the back burner for all these years.

According to the Karnataka Educational Professional Institutions
(regulation of admission and determination of fee) Act 2006, unaided
professional colleges have to set aside 50% of seats for SC/ST and OBC
students from Karnataka, and 15% of general category seats will have
to be set aside for non-resident Indians. The fee recommended by the
justice B Padmaraj fee-regulatory committee will be applicable to such
colleges. There will also be an admissions overseeing committee to
monitor allotment of seats in such colleges.

The government had kept this legislation in abeyance as it has been
entering into a consensual agreement with private college
associations.

"There are a large number of colleges which are willing to accept Rs
30,000 fee that the government has been asking for. We invite such
colleges to enter into an agreement with us. Colleges which do not
want to toe our line can follow what the legislation mandates.
Students' interest is supreme to us. We cannot allow colleges to
charge exhorbiant fee," V S Acharya said.

While Karnataka Unaided Private Engineering Colleges' Association has
been demanding Rs 50,000, the state government wants the BE fee under
government quota to be fixed at around Rs 30,000. A few new
engineering colleges, which have been struggling to attract students,
have accepted the fee fixed by the government.
