AIIMS forum demands inquiry into suicide

A forum of Scheduled Caste and Scheduled Tribes faculty members at the
All-India Institute of Medical Sciences here has condoled the recent
suicide by MBBS under-graduate student Anil Kumar Meena and demanded a
"time-bound impartial inquiry by an outside agency" into the incident.

In a memorandum to President Pratibha Patil, the members said the
independent inquiry should "ascertain the truth, fix responsibility on
individuals found to be culpable for the tragedy, work out the quantum
of compensation to the family, and recommend administrative reforms to
prevent such incidents in future".

"We are dismayed by the administration's apathy towards the problem of
members of SC/ST. Many representations have been submitted in this
regard to AIIMS. The lack of affirmative response has forced us to
approach the National Commission for SC/ST, Parliamentary Committee,
as well as the court of law," said a spokesperson of the forum.

At a meeting of the forum held last week, the members noted that the
Thorat Committee recommendations proposed in 2007 have not been
implemented until now, and no corrective measures were taken by the
Institute even after a final year MBBS student committed suicide in
2010.

"The news of non-payment of promised ex-gratia amount and refusal to
provide examination answers sheets to his father under RTI till date
is an evidence of illegality and gross human insensitivity," said the
spokesperson.

The recent suicide and other attempted suicides within a span of two
years raise questions about the "culpability of the AIIMS
administration", said the members. At the meeting it was further said
that the Institute had failed in its duty to provide an environment
conducive to the growth of Anil's potential.

Members of the forum spoke to Anil's father, relatives and friends,
and also faculty members at AIIMS, and found that Anil was a bright
student. "It is unfortunate that AIIMS has failed in its duty to
provide an environment conducive to the growth of his potential to
become an asset to the community and country… It is regretted by all
members that both the Dean and the Director, AIIMS, failed to meet
this student at a time when he was desperately looking for some sort
of counselling and help," said the spokesperson.

HISAR: The Haryana government and chief minister Bhupinder Singh Hooda
heaved a sigh of relief as the agitating jats finally withdrew the
agitation on Monday, after a 23-day standoff. The agitators also
cremated the body of Sandeep Kumar, who had been reportedly killed in
police firing on March 6 at Mayyar village of Hisar district. The
protesters had kept the body in a special box on the railway track at
Mayyar village.

While announcing to clear the tracks, the 15-member committee
comprising representatives of agitators, members of All India Jat
Aarakshan Sangharsh Samiti (AIJASS) and Sarvjatiya Khap Panchayat gave
Haryana government A September 13 deadline for including jats in the
other backward class (OBC) category for job reservation and education.

The stir was called off after A meeting between the committee members
and chief parliamentary secretary (CPS) Dharamveer Singh, principal
officer on special duty (OSD) M S Chopra and chief minister Bhupinder
Singh Hooda at the PWD rest house here in the afternoon.

This was fifth such attempt by the Hooda government to end the stir.
Earlier, the Hooda team was in for a rude shock when agitating jats
refused to withdraw the stir even after requests by AIJASS leaders,
who

reached the venue of agitation on railway tracks after their release
from Hisar jail on Sunday evening.

After the meeting in Hisar, Jogi Ram Karwasra, father of Sandeep
Kumar, announced that the body of his son would be cremated at the
Mayyar village cremation ground. Soon after the cremation, the
15-member committee moved to the agitation venue to announce the
decision of withdrawing the stir.

Talking to TOI, AIJASS president Dharampal Chhot said, "In the
meeting, the government accepted that Sandeep Kumar will be declared a
martyr; financial help will be given to the family members; proper
investigation will be conducted into the death of Sandeep and a
stadium will be built in his name."

Chhot added, "We will resume the stir from September 13, if the
government fails to provide reservation under the OBC quota."

The community will gather again in Mayyar on September 13 to observe
the day as martyr's day in the memory of Sunil Sheoran, who had also
died in police firing on the same day on 2010.

The Deputy Chief Minister Damodara Rajanarsimha on Sunday felt that
Dalits should exhibit their strength that they have the capability to
rule the country.

Speaking at Sree Santh Shiromani Guru Ravidasji Maharaj International
Sammelan held in L B Stadium here, Damodara Rajanarsimha said that
through spirituality, we should unitedly create awareness in our
society. Self respect was important to the man more than food and
shelter.

"I want to bring awareness in my caste and ensure respectful and
dignified life to them", he added.

The Deputy Chief Minister underlined the need to fight against social
evils. There was also bring chance in my caste, which faced
discrimination and humiliation earlier days. The selfish interests
among the people were also creating caste discrimination. We should
derive inspiration from Baba Saheb Ambedkar to Ravi Das, who
inculcated spirituality in Samarulu (Charmakarulu). About 700 years
ago, Ravi Das discoursed to the charmakars not to lose self respect
and dignity. He also stressed on the need for socialism in those days
also.

"By inculcating self respect and confidence in our caste, we should
answer to the problems being faced from the society. I decided to
conduct the meeting to unite sub-caste of Dalits", the Deputy Chief
Minister made it clear.

Rajanarsimha also made it clear that he would not tolerance, if any
one tries to politicize the meeting. After 18 years, the AICC
President Mrs Sonia Gandhi has provided the opportunity of Deputy
Chief Minister post to him, who belongs to Samalu community. Such
meetings would also be conducted in all districts. We should rise to
the position of questiong the society.

Nearly 6,000 people attended the spiritual meeting. Rajya Sabha member
Nandi Yellaiah, the former MP Mallu ravi, MLAs – Chandra Venkata
Veeraiah, A Suresh, Kamalamma, Arepalli Mohan, Lathi Venkata Swami,
former Minister Mareppa , former MLA Ganga Ram and others attended the

LUCKNOW: In keeping with her image of springing surprises, Uttar
Pradesh's outgoing chief minister Mayawati has decided to extend
"unconditional support" to the Congress in Uttarakhand as the latter
looks for fresh partners in its bid to form the government in the hill
state.

A missive with regard to the "changed stance" was conveyed to the
three Bahujan Samaj Party (BSP) legislators in Haridwar late Sunday
following which they communicated the decision to the Congress
leadership in Uttarakhand.

While the party maintained that "Behenji's resolve to stop communal
forces from regaining power in the hill state" was the reason behind
this politically significant move, party insiders concede that this
was "the beginning of a fresh political alignment at the centre".

With BSP's support now, the Congress, which has 32 MLAs of its own and
the support of three Independents and one Uttarakhand Kranti Dal
member, will get absolute majority in the 70-member state assembly.

After a crushing defeat for the BSP at the hands of arch rival
Samajwadi Party (SP) in the Uttar Pradesh assembly polls, many see
this as a desperate yet calculated move by the Dalit leader to
position herself in national politics.

"With the CBI (Central Bureau of Investigation) on trail of many in
the BSP leadership with regards to the NRHM (National Rural Health
Mission) and MGNREGA (Mahatma Gandhi National Rural Employment
Guarantee Act) scam during her tenure, the olive branch for the
Congress is a necessity for Mayawati to remain politically alive,"
said a political observer.

Leaders in the Samajwadi Party (SP) and the Bharatiya Janata Party
(BJP), however, said there was nothing new in the BSP supporting the
Congress.

"We have been saying this all through and have been fighting it," SP
spokesman Rajendra Chowdhary told IANS.

Referring to it as the Haath-Haathi combination (Hand being the symbol
of Congress and the Elephant that of BSP), Chowdhary, a close
confidant of chief minister-designate Akhilesh Yadav, further added
that the move had only exposed the BSP-Congress nexus.

BJP's Rajya Sabha member Kalraj Mishra, reacting on similar lines,
said both BSP and Congress have become irrelevant in Uttar Pradesh
politics with just 80 and 28 seats in the 403-member house and are set
to look for fresh equations ahead of the 2014 Lok Sabha polls.

A Hindu priest, who refused to solemnise the marriage of a Dalit
couple in Kailali, on Sunday reluctantly performed a ceremony to
exchange nuptial vows and rings bowing down to intense pressure from
police and Dalit rights activists.

Khagendra Prasad Bajhgai, priest at Ghodaghodi Temple of Darakh VDC-5,
had walked out of the temple when Raju Sunar and Puja BK reached there
requesting him to perform their marriage. Later the couple's parents,
miffed by Bajhgai's treatment, filed a complaint against him at the
Area Police Office at Sukhad.

Local Dalit right activists also heard of the priest's impudence
against the couple and arrived at the temple. Police and Dalit
activists then pressed Bajhgai to aplogise for his behaviour and
perform the marriage of Raju and Puja at the temple. Bajhgai
eventually relented when the crowd threatened to dismiss him as the
priest.

Having no option, he solemnised their marriage, the first wedding of a
Dalit couple in his career as a priest.

Minor Dalit girl raped by 4 men in MP village

Betul: A minor Dalit girl was allegedly gang-raped by four persons
including a former village headman at Chandora area in Betul.

The incident, which occcurred last week, came to light on Monday when
a police complaint was filed.

On March 4, the four accused gang-raped the girl when she was alone at home.

When her mother, who was visiting her eldest daughter, returned after
a few days, the girl told her about the incident, after which they
approached the Multai police today.

Case under section 376 (rape) of IPC and under the SC/ST Act has been
registered, and three persons, identified as Arjun Nai, Shankar Kumbi
and Ashok Gond, have been arrested by the police. Vasudev Gond, the
former Sarpanch, is absconding.

NOIDA: To avoid disfigurement of the statues of Mayawati and prominent
dalit leaders erected at the Dalit Prerna Sthal in Noida, security has
been beefed up in and around the park. Senior police officials said
that the director general of police in Lucknow has given directions to
carry out flag marches at the park and other sensitive areas in the
district.

In addition, PAC and cops in plainclothes will keep a close watch on
all activities around the park. The police have resorted to this step
upon fears that miscreants could deface the park and statues thereby
creating a volatile law and order situation in the state. Sources said
that there is a possibility of damage to the Dalit Park and other
statues by gangs that could trigger tension between the Samajwadi
Party and BSP.

A senior UP police official on the condition of anonymity said that
they have got information of some groups that may damage the ambitious
projects of Mayawati in Gautam Budh Nagar district. These were
precisely the kind of incidents that had cost the Samajwadi Party its
government in Uttar Pradesh in 2007. Widespread reporting of violence
in the aftermath of the party's stunning victory this year is fuelling
speculation of a return to the lawless days in the Hindi heartland
state.

Sources in SP said that the key leaders are putting in efforts to
avoid any untoward incident that could damage the image of the party.
"Akhilesh Yadav has made painful efforts to improve the image of the
party in Uttar Pradesh. Now, all partymen have been strictly
instructed to avoid any act that could damage the image of the party,"
said an SP leader of Gautam Budh Nagar district.

At least three persons reportedly died and dozens of Dalit houses were
torched in incidents of violence across the state within 36 hours
after the historical win of Samajwadi party, several involving SP
workers. For damage control, SP chief Mulayam Singh Yadav had to come
forward and was quick to caution his partymen that if they did not
maintain discipline, it would malign the image of the party. Mulayam
also met chief secretary Anup Kumar Mishra and DGP Brij Lal to review
the situation.

Bantwal, Mar 13: The taluk office, which has of late been hitting the
headlines for wrong reasons, faced another difficult day on Monday
March 12. Enraged over the fact that several files relating to Dalits
had gone missing from the taluk office here, various Dalit
organizations led a day-long dharna in front of the taluk office on
Monday.

It may be recalled that the tahildar here had been trapped red-handed
by the Lokayukta recently. That incident came as a last straw on the
patience of the people, who have numerous complaints about the poor
functioning of the taluk office since long.

Hundreds of Dalits, responding to the call given by their leaders,
squatted in and out of the administration and audit block of the taluk
office the whole day, and condemned the lackadaisical attitude of the
taluk office staff, terming them as anti-Dalit.

The organizations concerned had complained to the Lokayukta and deputy
commissioner of the district, alleging that the taluk office here has
been dithering from disposing off pending files for sanction of house
sites, land etc, moved by Dalits since the last three years. The
organizations said that the officials have also kept the applicants in
the dark about the fate of their applications, by providing them with
vague answers when queried.

Reportedly, several Dalits who visited the taluk office again on
Monday relating to their long-pending applications, suffered
harassment again, as the officials did not provide them the current
status of their applications. Frustrated and angered by this attitude,
they sat in dharna, and vowed not to move out of the office till the
information sought was provided.

Efforts of the circle police inspector, Anil S Kulkarni, to appease
the protestors did not yield any result. The Dalits, who stood by
their determination to stay put at the venue of the dharna till either
the deputy commissioner or assistant commissioner comes there and
provides them information about their missing files, continued with
their protest.

In the evening, under pressure from protestors, assistant commissioner
of Mangalore subdivision, Venkatesh, visited the office and held
dialogue with the protestors. After he promised to provide full
information on all the missing files within the next three days, the
protestors suspended their protest.

Honorary president of Dakshina Kannada district Dalit Seva Samiti,
Bhanuchandra Krishnapur, president, B K Sesappa Bedrakadu, and Bantwal
Taluk Bharata Ratna Dr Baba Saheb Ambedkar Samaja Seva Sangh
president, Chandrashekhar Veerakambha, led the protestors.

Policemen from town and rural police stations, led by their station
house officers, Vinayaka Billawa and Shekhar, supervised law and order
situation.
