LUCKNOW: Drifting away from his usual speech full of promises of sops,
Samajwadi Party chief Mulayam Singh Yadav seemed to be in a different
mood all together, while addressing a public meeting in Basti on
Wednesday. It was a direct and pointed attack on Bahujan Samaj Party
(BSP) supremo and UP chief minister Mayawati and her 'Dalit ki Beti'
card.

"Who kehti hain dalit ki beti hain'aap logon mein se koi bhi aise ek
aadmi ko jaanta hai jo pichhle paanch salon mein dalit ki beti se mil
paya ho" (She says she is the daughter of a dalit 'any of you know a
single individual who managed to meet this dalit ki beti all through
her tenure of five years)," Mulayam asked the crowd at the Government
Girls Inter College (GGIC) in Basti on Wednesday afternoon.

"She has become the richest chief minister in India in the shortest
time period. She calls herself Dalit ki Beti (Daughter of a dalit) and
had grabbed 5,000 acres of land belonging to farmers many of whom are
dalits - and all this only to get her own statue erected on the spance
of land. Do you know of any other dalit in the world to have done
this," Mulayam asked. The veteran politican started his speech saying
that he was in a hurry, but since people who have gathered to hear
him, time factor will no longer be restriction in any way. "Aap logon
se baat karma hai is liye samai ka koi mahatva nahin hai" (I want to
talk to you people so time is no longer a factor)," Mulayam said
amidst thunderous applause from the crowd.

Later, after promising free electricity to weavers and farmers in
addition to waiving of loans to farmers, Mulayam said that if voted to
power, his party would constitute a commission for taking legal
opinion on providing reservation to Muslims.

"We will constitute a commission to take legal opinion of
constitutional experts for providing reservation to Muslims in the
state," state SP chief Akhilesh Yadav told reporters. He said the SP
was in favour of providing reservation on the basis of population and
would support the Centre, if it brought an amendment in the
Constitution in this regard.

Alleging the Congress was responsible for woes of Muslims, Akhilesh
said that the SP would not support the UPA government if it fell on
its own. At a party rally in Gonda, Mulayam Singh Yadav promised to
provide free electricity to weavers and farmers. The SP would also
waive loans of farmers up to Rs 50,000 besides initiating a probe into
"misuse" of funds by the BSP government, he said, and added, "We will
also double unemployment allowance for youths.". Accusing the UPA
government of ignoring BSP government's "misdeeds", he said, "It only
keeps an eye, but does not act against it."

Tracing the aftermath of a Dalit massacre

Anand Patwardhan's film probes caste atrocities, violence

Over more than 200 minutes, noted documentary filmmaker Anand
Patwardhan opens for his audience a window into the gut-wrenchingly,
unjust world of caste atrocities, violence and discrimination in 21st
Century India.

Screened on Tuesday evening at the Mount Carmel College auditorium,
Patwardhan's latest offering, Jai Bhim, Comrade, made over 14 long
years, documents the brutal police firing that killed 10 Dalits in
Ramabai Colony in the 'City of Dreams', Mumbai, where a statue of B.R.
Ambedkar was vandalised one night.

The massacre

The story, and Patwardhan's own journey into this complex issue,
begins with this massacre and the suicide of Dalit poet, singer and
Left activist Vilas Ghogre six days later. Ghogre, who died unable to
bear the injustice and brutal reality of the tragedy, was closely
associated with Patwardhan.

Interacting with the audience after the screening, Patwardhan pointed
out that though the film was about Maharasthra, this was indeed true
of many other States. The shocking statistics he provides in his film,
before delving into stories of caste violence in rural pockets of the
State, are testimony to this: "Every day, two Dalits are raped and
three killed."

Callous sound bytes

Asked of "cause and effect", he said: "We all bear the burden of this
shame… the caste system. There is no escaping that." It is this
shameful reality that the filmmaker tries to capture, be it in his
interviews with victims or the callous sound bytes given by Mumbai's
upper-class urbanites who articulate their "disgust" for the "lower
castes" or their opinions on the reservation system. During the
interaction, many among the young audience questioned the reservation
system and raised the issue of meritocracy. Patwardhan responded: "We
live in a system that is [unequal and creates] inequality. Reservation
is only a minor sop to assuage our conscience. There is this popular
argument of meritocracy, but [you] forget that we have not been a
meritocracy for centuries… we've oppressed and suppressed all along!"

Political narrative

The film, through the stories of a few central characters and Ramabai
Colony, provides a deeply nuanced view of the evolution of Dalit
politics in the State, including significant events in the last decade
such as the Khairlanji killings. Its narrative also includes a searing
critique of Dalit politics, the organised Left [in its failure to take
up the caste issue], and of appropriation of parts of the Dalit
movements by right-wing political parties.

"The film is critical of how Dalit parties have evolved, and also of
the Left parties and their [approach to] the caste problem… Ghogre
[who joined the Left in the 1980s] was expelled by the party he gave
his heart and soul to," said Patwardhan.

Revealing posters

Revisiting Ramabai Colony in 2010, Patwardhan shows how those who had
fought for Dalit rights 14 years ago are now helping the BJP and Shiv
Sena (the parties in power when the killing took place) blatantly
misleading people into believing that they represent their cause, even
as revealing posters show these same parties promoting the concept of
Brahmin or Maratha supremacy.

On this, Patwardhan explained that this had happened world over with
radical movements. "Like the Black Panthers, for instance. Some the
system killed, others were bought over. But there is hope. When I
screened my film in slums in Mumbai, I realised that the rank and file
are not going to go along with their leaders who are joining hands
with the perpetrators."

KATHMANDU: Dalit NGO Federation (DNF) today demanded the formation of
three states for the Dalit community.

Speaking at a programme in the Capital, the umbrella organisation of
the Dalits in

the country called for the formation of Bhagat Sarbajeet Dalit State comprising

Myagdi, Baglung and Parbat, Sahalesh Dalit Province covering Siraha,
Dhanusha and

Saptari districts in the Tarai, and Khaptad Dalit Dravid Province
consisting of Bhajhang, Kalikot, Achham, Bajura, Mugu and Kalikot
district, pointing that the Dalits

comprise more than 30 per cent of the population in the Khaptad region.

Leaders of the federation said real peace is not possible without
addressing Dalits' issues. They said that sociologists have warned
that the proposed provincial system might give way to a new form of
discrimination against the community that has been facing social

injustice and suppression

for long. DNF said state restructuring will mean nothing for the
Dalits if the government does not provide special

treatment for long-suppressed communities.

Dalit communities demand geographical federalism

KATHMANDU, Jan 18: Different 13 organizations including Dalit Women
Association, Nepal National Dalit Welfare Association, Dalit Service
Association, Dalit NGO Federation and Jagaran Media Center working for
the rights of Dalits have demanded geographical federalism for Dalit
communities in the new constitution.

Organizing a press meet collectively on Wednesday, they demanded it
for empowering dalits with rights, which has 20 per cent out of the
total population.

During the press meet, they demanded to make Khaptad Dalit State by
incorporating different districts of the far-west region including

Bajhang, Achham, Bajura, Mugu and Kalikot, to make Sarbajit Dalit
State by incorporating Myagdi, Baglung and Parbat district and Sahales
Dalit State by incorporating Siraha, Dhanusha and Saptari districts of
Tarai.

Chairman of the Dalit NGO Federation, Gajadhar Sunar said that it is
the need of the hour to make constitutional guarantee of identity,
representation and access of Dalit communities in the state
restructuring which is being made on the basis of federalism.

It is said that a memorandum including the demands was also submitted
to the State Restructuring Commission.
