ALLAHABAD: Taking serious note of increasing incidents of crime
against the members of Scheduled Caste and Scheduled Tribes, district
magistrate Sanjay Prasad on Monday asked the district police to step
up its efforts of pinning down culprits responsible for such crimes.

While presiding over a meeting of district vigilance and monitoring
committee meeting attended by people's representatives, the official's
attention was drawn towards the fact that perpetrators of crime
against Dalits were roaming scott free.

Prasad directed the district social welfare officer to ensure that
complaints of the Dalits were taken seriously by the authority
concerned and a detailed report of action taken was sent to the
people's representatives including MPs and MLAs.

He also directed the authorities to hold a fresh inquiry into
incidents of murders of SC/ST people committed after the year 2008 and
ensure speedy justice to the family members of the victims. He added
that there was no dearth of funds for providing relief to the victims
and aggrieved families. He also asked the ADM city and SP city to hold
fortnightly meetings of atrocities committed against the Dalits.

Govt in favour of 'affirmative action' in pvt sector

New Delhi, Jan 18 (PTI) Government today said it was in favour of
"affirmative action" for backward classes in the private sector but
refused to commit on having quotas for them.

Addressing the Social Editors Conference, Minister for Social Justice
and Empowerment Mukul Wasnik said, "government has not made any
statement that reservation will be given in the private sector. Though
it has spoken about taking affirmative action on the issue and has
asked the private sector to fulfill its social responsibility in this
direction."

The minister added that "in case of reservation, only affirmative
action was suggested to private sector by the government for giving
the backward classes better opportunities. My ministry had started
consultations and currently there is a committee under Department of
Industrial Policy and Promotion (DIPP) and also a coordination
committee under Prime Minister's Principle Secretary, which are taking
the issue forward".

NAGPUR: Expressing confidence that the proposed Vidarbha bandh on
January 20 for demanding separate Vidarbha state will be successful,
Bharip Bahaujan Mahasangh leader, former MP Prakash Ambedkar today
said it would send a strong message to leadership in Delhi as well.
Responding to reports that the bandh may not get response in areas
dominated by Shiv Sena in western Vidarbha, Ambedkar told newsmen
today that in both Amravati and Buldana, where Sena has some presence,
bandh will be total.

He criticised the Maharashtra Pradesh Congress Committee (MPCC)
president Manikrao Thakre's stand on separate Vidarbha issue and said
people this time will not succumb to such pressure tactics.

The call for bandh has been given by all parties and no individual is
leading the agitation.It is the people of the region who want separate
Vidarbha, he said.

"After the proposed January 20 bandh, leaders from various political
parties will proceed to Delhi to convince the central leadership over
statehood to Vidarbha before the budget session of Parliament during
which Telenagana issue is likely to be settled", Ambedkar said.

Quoting his grandfather late Dr Babasaheb Ambedkar, the father of
Constitution, Ambedkar said, "Babasaheb had favoured creation of five
states within Maharashtra and Uttar Pradesh in those days".

A Bhadralok Communist

'Gana' as Jyoti Basu who ruled West Bengal as chief minister for 23
long years from 1977 to 2000, was affectionately known at home, is no
more. Undoubtedly a versatile politician whose public life lasted six
decades, different people will recall Basu in different ways. His
adversaries and friends alike will recall him as a practical communist
who even undertook a visit to the US, the arch enemy of his party and
its ideology, seeking its investment in his state. The official
website of the Left Front government brings out his greatest
achievement. It eulogises him as the one who perpetuated Communist
control over the state apparatus of West Bengal — an indisputable
fact. Understanding how he achieved this feat is critical to know
Jyoti Basu as a politician as also his mission.
The State website www.jyotibasu.net says that Jyoti Basu "is known
primarily" for "establishing a seemingly indestructible Communist
control over some of the levers of the state-level political power in
West Bengal". The official website says that he achieved this by
combining "communist extra parliamentary" political tactic with the
parliamentary tactic "aimed at establishing indestructible Communist
control". But could 'indestructible communist' control be consistent
with parliamentary democratic process? No. It could not be. But a
re-reading of the official website makes it evident that what it talks
of is not democratic, but "Communist", parliamentary and
extra-parliamentary political tactics.
Here is a telling illustration of how 'the Communist extra
parliamentary political tactic' is different from democratic
parliamentary process. In its editorial dated August 6, 2003 written
in the context of the unprecedented violence that marked the panchayat
polls in the state which the CPI(M) had won, The Statesman newspaper
said it was not "the popularity of the Marxists" that was the reason
for the marginalisation of the opposition parties in the elections,
but, it was the Marxists' "expertise in fixing elections by violence,
intimidation, and by simple expedient of preventing opposition
candidates from filing nominations". The edit concluded: "it is the
prescriptive right of the communists to use any method they choose and
if it is a wrong or illegal method, the stigma is instantly washed
away when they touch it." The implication is clear. The Marxists never
considered it a sin to fix elections by fraud and violence, and if
they did it, no stigma would attach to them! The use of this extra
parliamentary tactic along with the parliamentary — read electoral —
process is the secret of Jyoti Basu's success in perpetuating
communist control over the State apparatus in West Bengal. But more
than this achievement, that he did so without being faulted for it
speaks volumes about how an acceptable face can make unacceptable
things acceptable to the people who count.
Jyoti Basu was the face of Bengali Communism most acceptable to the
Bengali Bhadralok. For the British, Bhadralok meant the
'well-mannered' Bengali. But, in the dictionary of Indian politics, it
would simply mean the upper castes in Bengal. While in rest of India,
with the democratic process deepening with each election, the lower
castes' share of power increased, the Marxist controlled West Bengal
had virtually kept out the lower castes and denied their due share in
power. Surprised? Here is the evidence. In the governments led by
Jyoti Basu between 1977 and 1982, "there were even more Brahmins than
in the Congress governments, over 35 per cent; the number of Kayasthas
(31 per cent) and Vaishyas (23 per cent) was almost the same as in
Congress governments". What was the share of the Scheduled Castes in
Jyoti Basu ministry? Believe it — just "1.5 per cent". If the
"inferior ministers — ministers of state and deputy ministers — were
left out", it would be even "lower". Stunningly, in Basu's ministry in
1977 and 1982 "there was not a single Scheduled Caste member of the
Council of Ministers". Yes, not a single one despite West Bengal
having the highest concentration of Scheduled Caste population in the
whole country — almost 24 per cent (Census 1991). These shocking facts
have been brought out in a scholarly work that appears in
http://www.ambedkar.org/books/tu2.htm.
The message is evident. The transfer of power from Congress to
Marxists had actually made it worse for the lower castes. The reason.
Jyoti Basu largely represented the traditional Bengal, contrary to the
popular notion that he and the likes of him were products of Marxian
modernity. His dress and circle of friends readily identified him with
the Bengali Bhadralok and endeared him to the media in Bengal
dominated by the Bhadralok, which in turn made him inevitable for the
party within. Result, Bhadralok actually dominated Bengali politics
more under the Marxists than even under the Congress. The website
www.jyotibasu.net says that Jyoti Basu was "initially distrustful of
parliamentary politics as the politics of the 'bourgeois
talking-shops'". But that is precisely what his politics substantially
ended with. The Bhadralok-led media in Bengal, save exceptions like
The Statesman, were understandably comfortable with the tactics of
Jyoti Basu government since that preserved the political primacy of
the Bhadralok. The national media was content to certify the CPI(M) as
secular, which was sufficient to wash off all sins of its extra
parliamentary tactics.
The extra parliamentary tactic that Jyoti Basu had bequeathed to the
Marxists has sustained them for almost a decade after Basu quit in the
year 2000. But things seem to be changing now. Thanks to the
aggressive politics of Mamata Bannerjee, the Bengali lower caste
political assertion is on the rise. The southern states witnessed such
assertion in 1950s and the northern states, much later, in 1990s. But,
thanks to Marxist — read Bhadralok — control over West Bengal
politics, lower caste assertion has been delayed for almost half a
century and has not taken off even today in the State. With the
Marxists beginning to falter, the national media too has begun
pointing to the Bhadralok character of Marxism in West Bengal which it
would not do a day earlier. Analysing the Nandigram issue in Indian
Express (March 20, 2007) Yogendra Yadav, a well-known political
analyst wrote: "Nandigram did not surprise me…….. In West Bengal, the
proportion of upper castes increased in the state assembly after the
Left Front came to power. A coincidence? Not if you calculate the
caste composition of successive Left Front ministries: About
two-thirds of the ministers come from the top three jatis (Brahman,
Boddis, Kayasthas)". Yet, thanks to the very media's indulgence, Jyoti
Basu was not perceived as a traditional Bhadralok politician who did
not share power with the lower castes, but, as a Marxian modernist.
But the one area where Jyoti Basu combined the parliamentary and extra
parliamentary tactics to keep the lower sections of society satisfied
was land reform. Thus, even as Jyoti Basu reserved state power for the
Bhadralok, he also ensured that legislative land reforms were
supported by extra legislative abrogation of land by the communists
for distribution. Thus, Basu secured land for the lower castes but
reserved power for the upper castes — a trade-off that retained the
Bhadralok primacy in power politics, and also won rural Bengal for the
CPI(M). But ironically, this is precisely where the Trinamool Congress
is challenging the Marxists. How? The very land, distributing which
the CPI(M) became the ideological darling of the people, has now
become its nemesis as the CPI(M) forcibly took it back from the people
in Singur and Nandigram to give it to the ideological enemies of the
party.
But undoubtedly Jyoti Basu knew the art of building and wielding power
within, and without altering, the existing social architecture. He was
a practical politician, not an idealist nor a statesman. But despite
ruling the state of West Bengal for 23 long years Jyoti Basu himself
died as an unhappy man because when other parties wanted him as the
prime minister of the country in 1996, it was his party which
prevented him. Expressing his frustration, not once but twice, Jyoti
Basu said that his party's decision to veto his elevation to the
highest political office was a "Himalayan Blunder". Yet, till now
there is no explanation from his party as to why it denied him the
high office when the dream of any political party would be to see one
of its leaders as the prime minister. The mystique veto of the CPI(M)
against its own most popular leader makes Jyoti Basu unique. Thus ends
the political saga of Jyoti Basu who made his party acceptable to
Bengal but found himself unacceptable to his own party, to lead India!

The government has formed a 15-member Nepal Dalit Commission headed by
Bijul Bahadur Biswakarma (Swarnakar). The Cabinet meeting on Jan. 6
decided to that effect.

Other members of the panel include Gobinda Bahadur Nepali, Ramkrishna
Lakandri, Khadka Bahadur Nepali, Gyanu Devi Sarki, Dobate Bika, Nirmal
Deula (Ponde), Ram Kisun Mandal and Ghanashyam Luhar, among others.

Ilaiah targets 'upper caste' leaders

HYDERABAD: Social activist Kancha Ilaiah on Sunday lashed out at the
Telangana leaders hailing from 'upper castes' for refusing to quit
their posts while asking those from SC, ST and BC and minority
communities to quit.

At a roundtable organised by the CPI (ML-New Democracy), he wondered
at "this logic" of those from the upper castes who refused to quit
their posts — from sarpanch to MP level. Referring to TRS president K.
Chandrasekhar Rao, TDP legislator Nagam Janardhan Reddy and former
Home Minister K. Jana Reddy, he said they all belonged to the wealthy
sections.

Sub: Boycott of the Hon'ble Commission by SHPS Association.  

Your Honour, 

We the undersigned members of the Sampradayik Hinsa Prapidita Sangathana (Association of Survivors of Kandhamal violence), Kandhamal herewith present this memorandum to inform you of our decision to boycott the Inquiry Commission for the under-mentioned reasons: 

  1. During your days visit to Kandhamal you made a statement stating, inter alia, that the Kandhamal violence is not communal violence but is of ethnic origin. This statement you made even before a proper inquiry was begun. [Enclosed is copy of one of the media reports.]
  2. After the Commission began hearings, you made it a practice to brief the press on your "judgment" or ruling of the day.
  3. The Commission formulated leading questions on issues such as conversions which were sociological in nature and in fact would further incite the violence which was still going on unchecked.
  4. Responsible public officers like Pravin Kumar, police Superintendent, former and present police DG Gopal Nanda and Monmohan Praharaj were made to give the absurd but sensitive statements about religious conversion as if it was crime and then what role Police had taken to control the crime. The Police officers did not tell about why they could not prevent the march of funeral procession of Swami Laxmanananda with instigated mobs. Such statements caused further desperation among the witnesses and victims fighting their cases in Fast Track Courts and aggravated the situation. They should be summoned and held responsible for these acts.
  5. BJP president, Suresh Pujari's presence inside the Courts is threatening to the witnesses and inspiring the culprits. Moreover he is allowed to enter into the commission chamber under garb of a lawyer and before the press meet is conducted.
  6. Recently, in response to the question of Mr. Adikanda Sethy, MLA, Chhtrapur; the Chief Minister, Mr. Navin Pattnaik, said in the Assembly that the RSS, VHP and Bajrang Dal activists were involved in the Kandhamal violence. The commission should summon the records of the Assembly and take note of this as part of its proceedings, which it has not said it has done.
  7. Your media statements have shown clearly that you have pre-decided and have already come to the conclusion about the violence without going through all the evidence that could have come before the Commission if it had proceeded without pre-conceptions and patent bias.

In the face of all these, we are left in no other position than to boycott the proceedings of the Honorable commission, holding it biased and its statements based on preconceived notions which are not rooted in facts or investigations.

Newsreader, "Justice Sarat Chandra Mahapatra commission enquiring into Kandhamal violence has issued a notification for the general public to submit affidavits by 15th (of Number 2009).

Based on the affidavits, the commission shall develop framework/procedures on 28th of this month.

In the meanwhile, Justice Mahapatra commission after his visit to Kandhamal in his preliminary assessment stated, "Communalism is not the primary reason for the riot."

Reporter: Justice Mahapatra is not ready to accept that Kandhamal incidence is communal conflict. Justice Mahapatra appointed to make enquiry into Kandhamal violence said, "The problems are ages. It cannot be attributed to the bitterness of the two communities". "Likewise, in order to find out the  reasons for killing of swami and the violence thereafter and the role of the administration in aftermath of the killing, and the hand of external forces to intensify the conflicts have to be looked into it" he said.

Justice Mahapatra's voice, "Administration, social and political when all these combined, discontentment got deepened and it manifested from the killing of Laxmanananda".

Reporter: In the meanwhile in order to know the opinions of the general public about Kandhamal incident, Justice Mahapatra has issued a notification:

The murder of Swami Laxmanananda and the violence thereafter; The involvement of individuals and the role of community; Anticipation of riot and the preventive measures taken for the riot the hand of individuals/institutions inciting Kandhamal incident should be submitted before the Enquiry Commission before 15th ( of November).

Justice Mahapatra commission: 'If affidavits submitted in large numbers, then my enquiry could objective and impartial'.

Reporter: After 28th hearing, the next course of action will be decided by Justice Mahapatra Commision. Last month, from 14th to 21st (14thto 21st of October 2009), Justice Mahapatra has visited different parts of Kandhamal and interacted with the local people and at the administration'.
