Mirchpur violence: Delhi, Haryana told to protect witnesses

New Delhi, Feb 15 (IANS) The Delhi High Court Tuesday told the Delhi
and Haryana governments to provide security to witnesses to the attack
on Dalits at Mirchpur village in Haryana in 2010, which led to the
death of two people.

Justice Hima Kohli, hearing a petition of the Delhi government for
permission to provide security to the witnesses in the capital, said:
'Both the governments should sit together and chart out a plan on
security of the witnesses, who have to appear before a Delhi court to
record statements.'

The high court also asked both the Delhi and Haryana governments to
inform it Feb 19 about the progress in the case.

The court said that if both governments fail to arrive at a decision
on the witnesses' security by Feb 19, the home secretaries of the two
states would have to appear before it for explanation.

The court imposed a restraint on the appearance of Delhi principal
secretary/secretary (home) before the city court Feb 17 in the
Mirchpur riots case.

City court Special Judge (Scheduled Castes/Scheduled Tribes Act)
Kamini Lau earlier had asked the Delhi principal secretary/secretary
(home) to appear before it Feb 17 in the case.

The Supreme Court had earlier directed that the case relating to the
killing of a 70-year-old Dalit man and his physically-challenged
daughter in Mirchpur village allegedly by a mob of over 100 people
from the Jat community be transferred to the special court here to
ensure a free and fair trial.

Jat agitators have been protesting the arrest of 98 people from their
community allegedly involved in the Mirchpur village riots and arson
in Hisar district April 21, 2010. The blockade was ordered by the
mahapanchayat (community conclave) of 12 khaps (caste councils).

A 70-year-old man and his 18-year-old physically-challenged daughter
were killed in the arson attack on a Dalit locality in Mirchpur
village, about 300 km from Chandigarh.

MANGALORE: A large number of activists of the Communist Party of India
(Marxist) on Monday protested in front of the office of the Deputy
Commissioner demanding more facilities and grants for development of
Dalits.The demonstration was a part of the call given by party for a
Statewide protest on the eve of presentation of State Budget.

Sunil Kumar Bajal, a party office-bearer, said the State Government
had done nothing for the development of those belonging to Scheduled
Caste and Scheduled Tribes. It was distressing that the problem of
unemployment among these groups continued. .

The primary demand of the party had been allocation of 24 per cent of
the budget amount for programmes related to the Scheduled Caste and
Scheduled Tribes.

PARALI PUDHUR (DINDIGUL): Parali Pudhur near Natham in Dindigul
district, which came under the police control in the wake of caste
clashes in which houses of Dalit community were set ablaze and
ransacked on Sunday night , was still sombre and yet to recover from
the shock.

Over 100 men and children of Dalit community who took shelter on the
hills near the village on Sunday evening were yet to return home
fearing further attacks from the Mutharaiyar community. But around 25
women residents were only at Indira Colony expecting the help of the
district administration. The victims were highly frustrated over the
reluctance of the Collector to visit the area till Tuesday evening.

A Dalit woman said that the Collector visited their ransacked houses
later on Tuesday evening.

C Anand, who is still taking shelter on the hills along with others,
said, though police force was deployed in their village, they were
scared to return home as there was a possibility of attack from the
Mutharaiyar community. So the State government has to take stringent
action against the prime culprits who were not arrested so far to
ensure the safety of Dalits in the village.

A leader from Viduthalai Chiruthaikal Katchi in Dindigul district
requesting anonymity said that the prime accused, Muthaiyan, was not
arrested so far as he was backed by an important person in DMK in
Madurai.

Superintendent of Police Saravanan, who headed the police team,
refuted such allegations and said the situation was under control. He
also raised hope that the prime accused would be apprehended.

UP chief minister and Bahujan Samaj Party supremo Mayawati, who had
powered her party to victory in the state in the 2007 Assembly polls
and whose ''social engineering formula'' has made way to the academic
syllabus, has also become a topic of research.

A teacher in an inter-college has recently been awarded the Doctor of
Philosophy (PhD) degree for his thesis on Mayawati by the
Gorakhpur-based Deen Dayal Upadhya University in the state.

Nagendra Kumar, who teaches political science at an inter-college in
UP's Deoria district, has been awarded PhD on the topic "Role of
Mayawati in Uttar Pradesh politics". Kumar undertook his research
under the guidance of Dr Gopal Prasad. Kumar had to face a lot of
difficulties in completing his research. "It was a new topic and not
much material was available in the public domain at that time," he
said.

"It took me three and a half years to complete the 881-page research
paper. I studied over a hundred books on Mayawati," Kumar told Deccan
Herald from Deoria over the phone. "The so far untouched aspects of
Mayawati's style of functioning and her politics have been included in
the research paper," he added.

On what prompted him to select such a topic for research, he said in
2007, when he had applied for PhD, everyone talked about Mayawati's
social engineering, which saw her party catapulting to power in the
state with an absolute majority after a gap of 17 years.
Kumar said in the beginning Mayawati's politics towards the upper
castes was negative.
"She could capture power only after adopting a positive attitude
towards the upper castes," he asserted apparently referring to the
"sarva samaj" (whole society) slogan coined by her party in the 2007
assembly elections.

Incidently Kumar, who also belongs to the Dalit community, tried to
meet Mayawati three times but could not succeed. "I wrote to her three
times expressing my desire to meet her to get more information about
her but I failed," he said. He, however, received cooperation of some
senior BSP leaders.

Armed with a court order, city police today asked popular social
networking site Facebook to block a page, which allegedly carried a
defaced photo of Dalit icon Babasaheb Ambedkar.

According to police, the photo was posted in a page 'We Hate
Ambedkar', created by an unknown user.

"Initially, when we contacted Facebook they said that they can't block
the link unless there is a court order," joint commissioner of police
(Crime) Himanshu Roy said.

Crime branch sleuths today got an order in this regard from a local
court and sent a scanned copy to the Facebook office in the United
States of America, he said.

Police has registered a case under the relevant sections of the Indian
Penal Code and Information Technology Act against the unknown person
for posting the photo on the website, Roy said adding that further
investigations in the case are on.

Meanwhile, police has arrested five persons, who were among the about
300 people protested outside the Khar police station, demanding that
the defaced photo be deleted from Facebook.

The five had allegedly vandalised a few vehicles and pelted stones in
the wee hours of Tuesday, police said.

Delhi govt considering dedicated courts for offences against

New Delhi, Feb 15 (PTI) Delhi government is considering setting up of
dedicated courts for trial of offences relating to atrocities against
SC/STs.
Officials said the issue figured during a meeting of the State Level
Vigilance and Monitoring Committee set up under the provision of SC/ST
Prevention of Atrocities Act.
Presiding over the meeting, Chief Minister Sheila Dikshit issued an
order to launch a website to make the people aware of the provisions
of the Act.
"This will also facilitate registration of FIRs related to violation
of rules under the Act and go a long way in preventing atrocities
against SC/ST," Dikshit said.

The meeting was also attended by the Finance Minister A K Walia,
Development Minister Raj Kumar Chauhan, a number of MLAs, besides
senior officials of the concerned departments.

The meeting was told that victims have been facing difficulties in
getting their FIRs registered.

"It was decided to bring awareness on the provisions of the Act. It
was also decided that signboards stating designated police officer in
Thanas and SDM offices will be put up to enable the victims to seek
assistance in getting their FIRs registered," said a senior official.

Crowd damages public property in suburban Khar, Bandra areas

More than 200 people damaged public property and indulged in rioting
in the suburban areas of Khar and Bandra here late on Monday night,
protesting a derogatory page on Dr. Babasaheb Ambedkar on the social
networking site, Facebook.

The police resorted to lathicharge to disperse the rioters, K.M.M.
Prasanna, Deputy Commissioner of Police, Zone IX, told The Hindu.

Mr. Prasanna said an offence was registered in the Khar police station
against unknown persons who created the 'I hate Ambedkar' profile. Two
separate cases of rioting have also been registered.

"We also approached the court today [Tuesday] to direct a competent
authority to take action for blocking the derogatory page," he said.

He said the court issued an order to the Director, Indian Computer
Emergency Response Team, Department of Information Technology,
Ministry of Communication and Information Technology, Government of
India, in the matter.

"The court said that the contents of the webpage were grossly
offensive and may cause a law and order situation. It directed the
authorities to take immediate steps with the Chief Technical Officer
of Facebook, U.S., for blocking or deleting the page," he said.

Elaborating on the way the events unfolded, he said a local Marathi
newspaper Loknayak carried an article on Monday stating that a
"Punjabi munda had opened a page on Facebook and given a distorted
profile of Mr. Ambedkar."

"At around midnight, more than 200 people gathered outside Khar police
station. A delegation demanded that we register a complaint and
immediately arrest the person who has opened the page. They also
demanded that the website be blocked immediately," Mr. Prasanna said.

He said that by the time they could look into it, the crowd started
rioting, shouting slogans, and pelting stones.

Kanpur, Kaushambi : In two more cases of suspected honour killing in
Uttar Pradesh this week, a girl was hacked to death by her grandfather
on Tuesday morning and another girl was shot dead allegedly by her
brother on Monday.

Finding out that his granddaughter, Malti (19), a resident of Sarojni
Naidu Nagar under Bilhaur police station, was planning to elope with a
neighbour belonging to another caste, 65-year-old Babulal Kashyap
killed her with an axe on Tuesday and kept her body inside the house.
Neighbours, who heard Malti's cries for mercy, informed the police,
who recovered the body and arrested Kashyap. An unrepentant Kashyap
told media persons: "Nothing is bigger than family honour, therefore I
murdered my granddaughter."

Malti's father, Awadesh, works at a factory in Ludhiana, Punjab. Her
mother died 15 years ago. As a result, Malti stayed at her
grandfather's place. Kashyap was against her relationship with Dilip
Kumar Yadav, a neighbour, as he belonged to a different caste. Kashyap
had even arranged for Malti's marriage with a youth from a
neighbouring village. On Tuesday, Malti and Dilip decided to elope.

In the other case, a girl was shot dead allegedly by her brother after
she disappeared from home for a few days. Meena (18), a resident of
Manauri village, went to Allahabad three days ago with a youth and
returned on Monday after which her brothers, Satish and Sanju, quizzed
her. She was shot dead, allegedly by Sanju, after she failed to give a
satisfactory reply, the police said. With PTI inputs

Chief Executive Officer of the Zilla Panchayat, N Shanthappa, on
Tuesday expressed his disappointment about the ineff- ective
utilisation of funds released for providing basic amenities at the Sch
eduled Castes/Scheduled Tribes colonies in the district.

Participating in the progress review meeting organised at the ZP
office, the Chief Executive Officer took the district social welfare
officer, Siddaraju, to task. "The funds allocated for developing basic
amenities in these colonies have been released completely. But
officials have not utilised the funds."

He instructed all the assistant executive engineers in the taluk and
the TP CEO to submit a report on the funds released and a plan of
action to utilise them.

Miffed by absentees

The absence of the district officer for the Ambedkar Abhivrudhi Nigam
at the meeting angered Shanthappa, who recalled that the officer did
not attend the district monitoring cell.

"He is intentionally missing all the meetings. Union Minister K H
Muniyappa wants to increase the grants allocated to the Board, but the
officer is not available for discussions," he said.

He added that the officer had failed to provide any information to the
district in-charge minister about the projects undertaken by the
Board.

"Since the district in-charge minister is also the social welfare
minister of the State, it would be wise to take his support and ensure
that all the projects are implemented in the district," he advised.

Priority to water

Shanthappa also pointed taht the backwardclass welfare department had
also failed to utilise the grants allocated to them.

"There is a massive scarcity of water in the district," Shanthappa
said and advised Bescom officers to give priority to supply of
drinking water while supplying electricity to borewells. He also asked
them to organise an interaction with beneficiaries of Ganga Kalyana
Yojane.

Earlier

The officers and other staff introduced themselves to the newly
elected ZP president and vice-president.

ZP president Manjula, vice-president G Somashekar, Chief Accountants
Officer Ganganna, Planning Officer Lakshminarayan and others were
present on the occasion.

Cumbarjua MLA to head SC/ST panel

PANAJI: Cumbarjua MLA Pandurang Madkaikar may not have been able to
make a come back to the cabinet, but on Tuesday he was appointed
chairman of the newly-created scheduled caste and scheduled tribes
commission and will enjoy cabinet status.

The order appointing Madkaikar as chairman of the commission with
cabinet status, was issued on Tuesday by secretary (rural development)
Tahand Taggu.

The government had given an assurance to the association of tribals
when they had threatened to launch an agitation in December 2010, that
the commission would be set up and constituted soon.

Similarly, Madkaikar had been promised induction into the cabinet over
a year ago after an agitation by tribals who had protested
non-representation of the scheduled tribes' community in the cabinet.

The Cumbarjua MLA was dropped from the ministry two years ago. His
brother Dhaku Madkaikar, meanwhile, is chairman of the scheduled caste
and scheduled tribes corporation.

Facebook asked to block defaced Ambedkar page

MUMBAI: Armed with a court order, city police asked popular social
networking site Facebook to block a page, which allegedly carried a
defaced photo of Dalit icon Babasaheb Ambedkar.

According to police, the photo was posted in a page 'We Hate
Ambedkar', created by an unknown user.

"Initially, when we contacted Facebook they said that they can't block
the link unless there is a court order," Joint Commissioner of Police
(Crime) Himanshu Roy said.

Crime branch sleuths today got an order in this regard from a local
court and sent a scanned copy to the Facebook office in the United
States of America, he said.

Police has registered a case under the relevant sections of the Indian
Penal Code and Information Technology Act against the unknown person
for posting the photo on the website, Roy said adding that further
investigations in the case are on.

Meanwhile, police has arrested five persons, who were among the about
300 people protested outside the Khar police station, demanding that
the defaced photo be deleted from Facebook.

The five had allegedly vandalised a few vehicles and pelted stones in
the wee hours of Tuesday, police said.

MUMBAI: The web page 'I hate Ambedkar' on a popular social networking
site was still up and running 24 hours after a mob went on rampage in
Bandra and Khar. The city crime branch has written to the Central
Emergency Response Team (CERT) in New Delhi asking the body to block
the page, which was uploaded five days ago. "We are hoping the page
will be blocked by Tuesday night," said an officer.

The police have yet to identify the person who put up the page, but a
case has been registered against the unknown party, said an official.
The Khar police have registered a case of creating enmity between two
communities against unidentified persons who uploaded the page on the
web site.

Though the page is believed to have been put up on February 10, it was
only on Monday night that Dr B R Ambedkar's followers were alerted of
its existence. The violence of the protests took the police by
surprise. "Even the top hierarchy of the city police had no idea of
the trouble that was brewing because of the webpage," said a senior
official with the crime branch.

Crime branch chief, Himanshu Roy, said: "We contacted CERT and
Facebook on Monday night itself. We requested them to block the page.
Both have asked for a formal court order copy. On Tuesday, we got an
order from a magistrate court, scanned it and e-mailed it to them."

"When we send a court order copy, a decision is taken immediately. We
are hoping that CERT will first block the page in India. We will
request Facebook to block the page globally," said an officer with the
cyber crime department.

The police are also tracking the person who created the page. "We
should be able to identify the accused once we get the Internet
Protocol address from the networking site's server," said an official.
The police are confident that the creator of the profile page will be
arrested in the coming days. TOI has learnt that the National
Technology Research Organization-an anti-web crime organization under
the National Security Advisor in the Prime Minister's Office-is also
looking into the case.

The social networking site has a 'report abuse' link for members who
wish to bring any questionable content to the management. On the
clicking the link, the user is given a series of reasons for why he or
she wishes to report the page. One of the reasons listed is 'contains
hate speech or attacks an individual'.

The " I hate Ambedkar" page has created uproar on the internet, with
surfers conducting waging an online battle on other websites as well.
