SC/ST funds may be used for anti-poverty schemes

Fund allocations under Scheduled Castes Sub-Plan (SCSP) and Tribal
Sub-Plan (TSP) may be used for poverty alleviation schemes and
individual beneficiary oriented schemes like Mahatma Gandhi National
Rural Employment Guarantee Act, Indira Awaas Yojana, National Rural
Livelihoods Mission, Swarnjayanti Gram Swarozgar Yojana and Prime
Minister's Employment Generation Programme.
A task force headed by Planning Commission member Narendra Jadhav, set
up to review guidelines of SCSP and TSP, has recommended this in its
report. Currently, the funds can be used only for those schemes which
ensure direct benefits to individuals or families belonging to SCs and
STs.
The recommendation is made in view of dismal implementation status of
the schemes. The task force report observes that other than
allocations under the schemes of the Ministries of Social Justice &
Empowerment and Tribal Affairs, only a miniscule allocation is made
exclusively for SCs and STs.
The report also says that the criterion followed in earmarking these
allocations is not uniform and transparent and despite the clear
guidelines to place funds for SCSP under a separate Minor Head '789'
and for TSP under Minor Head '796' below the functional Major Head to
ensure their non-divertibility to other schemes, hardly any Ministry
is showing its outlays under the separate Minor Heads.
At present, all Ministries have to put 16.2 per cent of their annual
Central Plan outlay under these schemes. The report proposes that
there should be variable earmarking of funds depending on the nature
of the Ministry's work.
The report further suggests that funds remaining unutilized at the end
of the financial year should be non-lapsable and transferred on the
lines of North Eastern Region, to a non-lapsable Central pool of SCSP
funds.
