Issuance of caste certificate made easy

The Delhi Cabinet on Monday approved a proposal for simplification of
the procedure for issuance of caste certificates in the city.
The Cabinet has also given its nod to order local enquiry only in
those cases where the family caste certificate is being sought for the
first time.
Further, in case of OBC certificate, application form and all
supporting documents can be attested by MPs, MLAs, Municipal
Councillor or a gazetted officer. Even in case of SC/ST certificates,
application form can be attested by MPs, MLAs, municipal councillors
or a gazetted officer, but all supporting documents to be submitted
with the application were to be attested by gazetted officer only
earlier.
"With simplification of the procedure in case of SC/ST certificates,
MPs and MLAs can also attest the supporting documents," said chief
minister Sheila Dikshit after the Cabinet meeting.
The chief minister said that the government had been receiving
representations from various organisations that the common man faces
difficulty in approaching gazetted officers to get their documents
attested. The authority to issue caste certificates in the case of
SC/ST, OBC had been vested in the SDM and tehsildars, by virtue of
their status as executive magistrates.
"Applications for issuing such certificates are required to be
submitted along with supporting documents. Henceforth, local inquiry
shall be made only in those cases, when family caste certificate is
being applied for the first time or the issuing authority has a reason
to believe that an inquiry is essential," said the chief minister.
