Centrally Sponsored Scheme of Post-Matric Scholarship for students
belonging to Other Backward Classes (PMS-OBC)
The Cabinet committee on Economic Affairs (CCEA) has approved the
proposal of Ministry of Social Justice and Empowerment for revision of
the existing Centrally sponsored Scheme of Post-Matric Scholarship for
students belonging to Other Backward Classes with revised norms w.e.f.
1.7.2011.
2. Point-wise details:-
(i) The existing parental income ceiling for eligibility has
been raised from Rs. 44,500/- to Rs. 100 lakh per annum.
(ii) Increase in maintenance and other allowances of the OBC
students (Annexure).
(iii) The Scholars will be categorised in four groups.
3. Background:
The Centrally Sponsored Scheme of PMS for OBCs is being
implemented since 1998-99 to address the problem of educational
backwardness of OBCs. The Scheme is an intervention of the Union
Government in order to provide financial assistance for pursuing
recognised Post-Matriculation Courses through recognised institutions
in India to students belonging to OBCs, as notified by the Central/
concerned State Government. The Finance Minister had also, in his
budget speech for the year, 2010, announced that with the enhancement
of the budgetary provision, the Ministry would be able to revise rates
of scholarship under its scheme of Post Matric Scholarship for OBCs.
4. Strategy:
The Scheme will be implemented through various State
Governments and UT Administrations. Funds will be releases to the
States/UTs for awarding the scholarship to the eligible OBC students.
5. Major Impact
The proposed increase in income ceiling is likely to lead
to an increase in gross enrolment ratio of OBC students at Post-Matric
stage. The proposed revision of maintenance & other allowances aims
to provide enhanced financial assistance to OBC students to meet the
cost of lodging, boarding and other expenses and this will act as a
major incentive for OBC students to pursue higher and technical
education and thereby significantly increase their employability.

Scholarship for CPL course
Maintenance allowance at the rates applicable to Group B courses, in
addition to all compulsory fees including fee for flight charges. The
number of awards for CPL will be 20 per annum on first-cum-first-serve
basis.
Rs. 5000/- per flying hour in single/ multiengine aircraft for 200
hours, as per DGCA approved rates. In addition, maintenance allowance
at the rates applicable to Group 'A' courses will be provided (This
will be subject to the candidate undergoing the CPL training in DGCA
approved flying institutions and his confirmation to meet the balance
of the cost on his own). The number of awards for CPL will be 20 per
annum on first-cum-first-served basis.
