Batour caste violence: Rs 5,000 to be given to each victim

Panchkula : Amid prevailing tension in the Batour village between
upper castes and Dalits, a senior official of the National Commission
of Scheduled Castes (NCSC), Chandigarh, visited Batour village with
Panchkula Sub-Divisional Magistrate K K Kalson on Thursday.
He met both parties and got distributed Rs 5,000 as compensation to
each of the six victims. He will send his report to NCSC, Delhi.
A peace team comprising both Dalits and upper caste Rajputs is formed,
which will meet Deputy Commissioner Ashima Brar.
On Sharma's initiative, a 10-member police team has been ordered to
remain deputed throughout the day at the village to avoid any untoward
incident.
The NCSC, Chandigarh had taken cognisance of the Newsline report, '25
km from city, Dalits have nowhere to go', on April 15. It had even
sought a factual report on Dalit repression from Panchkula
Superintendent of Police Maneesh Chaudhry and DC Ashima Brar.
A dispute over earning of about Rs 15 lakh from more than 400-acre
shamlat land had led to a fight between Rajputs and Dalits on March
17. Allegedly armed with sticks, the upper caste people attacked the
Dalits at a local CPM office, who had gathered there. In the fight,
Suresh Pal, Joginder, Satpal, Lakshman, Gyan Chand and Satpal were
injured, according to the police.
The police had registered the case the same day under Section 3 of the
SC/ST Act and Section 148 (rioting), 149 (for being a member of
unlawful assembly), 323 (voluntarily causing hurt), 452 (trespassing)
and 506 (criminal intimidation) of the IPC against over 100 people.
The main grievance of the Dalits is that even more than a month after
registration of the case, the accused are roaming free with no one
being arrested.
On the other hand, the civil administration is maintaining that any
arrest could lead to riots in the village.
