No set rule for SC, ST & OBC quota in minority colleges
Shreya Bhandary, TNN, Jul 29, 2010, 04.16am IST
MUMBAI: It's not just students who are confused about the reservation
system followed in many minority colleges. The state education board
is equally at sea. While minority colleges set aside 50% of its seats
under the linguistic minority quota, principals said they have been
given no specifications on reserving seats for students from socially
backward classes. Neither the deputy director of education Sunil R
Chouhan nor the education minister Balasaheb Thorat can explain why
some junior colleges set aside seats for SC, ST, OBC students while
others do not follow any such system.
Manju Nichani, the principal of K C College, which is a Sindhi
minority institute, said that the rules are not clear. "While all
degree colleges have to reserve seats for students from socially
backward classes, there is no such rule for junior colleges," she
said.
A GR dated May 27, 2003, states that all colleges have to reserve
seats in this category, but there is no mention of minority
institutes. When contacted, the deputy director of education refused
to comment on the issue. "The quota system has been assigned to help
socially backward classes," was all that Chouhan said. Other senior
officials told TOI to contact them later in the week once they
familiarise themselves with the existing rules.
Minister of state for school education, Fauzia Khan, said: "There have
been representations over this issue in recent times, but we will
first have to thoroughly go through the SC order on reservations
before we comment on this. Something should be done soon."
Prashant Ingle, state president of the the Student Action Front (SAF),
which is fighting for reservation for students from socially backward
classes said: "We have no problem with minority colleges reserving 50%
of their seats along religious and linguistic lines, but what about
students coming from socially backward classes? They lose their chance
of getting into good and reputed colleges. There are around 870 junior
colleges in the Mumbai district and more than 70% of them are minority
institutes."
Another college principal said, "As we already have 50% reservation
under the minority quota, we don't have any more seats for other
minorities. The remaining seats are slotted for general category
students." Last week, the SAF staged a protest at Azad Maidan and
since then have held meetings with members from the education board.
