Maya slams Sibal for remark on Dalit icons' statues in state

Lucknow Chief Minister Mayawati has criticised Union Human Resources
Development Minister Kapil Sibal for his remarks on statues, parks and
memorials for Dalit icons being constructed by the BSP government.
Sibal, who was in the state capital on Sunday to attend a symposium,
had said that the chief minister should decide whether she wants to
spend money on parks and memorials, or on children's education by
implementing the Right to Education Act (RTE).

"The comments of Kapil Sibal were in bad taste, indecent and uncalled
for," said Mayawati in a statement on Monday.

"His statement betrays the anti-Dalit mindset of the Congress party.
It shows that the Congress is not interested in universalisation of
education through the RTE, but wants to make political capital out of
the legislation," she said.

She said that the Uttar Pradesh government had sought financial
assistance from the Centre for implementation of the RTE Act.

But it was unfortunate that instead of taking the measures needed for
implementation of the Act, the Union minister had stooped to the level
of making "indecent comments".

Before making a statement on memorials in the state, Sibal should have
thought of the hundreds of crores spent annually on the maintenance of
the hundreds of Nehru-Gandhi family memorials in the country, said
Mayawati.

"The people of the state are aware of the fact that less then one per
cent of the total budget has been spent on the memorials in the last
three years," she said further.

The chief minister said that Uttar Pradesh was not alone in demanding
money for the implementation of the RTE Act.

West Bengal, Madhya Pradesh, Karnataka and Punjab had also expressed
their inability to bear the expenses for implementation of the RTE.

Even Congress-ruled Andhra Pradesh had demanded additional grants for
this purpose, she said.

Mayawati said the state government had spent Rs 12,412 crore on basic
education in fiscal year 2009-10 and had made a provision of Rs 15,175
crore in 2010-11, which was 10 per cent of the state's budget.

The state government, as part of its efforts to implement the RTE, had
requested the Prime Minister to provide an additional grant of Rs
22,868 crore for the first three years,she said.
