Govt plans inter-ministerial group on affirmative action in pvt sector
Mayur Shekhar Jha, July 13, 2010 (New Delhi)
The threat of reservations – so far just loud thinking – now returns
to haunt the private sector.
On the cards could be a new government move to push corporates to hire
from the weaker sections because the government says it is not happy
with corporate India's response to its suggestion for equitable
hiring.
The government is set to form an inter-ministerial group on the
subject. This would involve ministers of social justice, heavy
industries, steel, mines and corporate affairs.
The suggestions of private sector and industry chambers will also be sought.
Sources add that this time around, government is really serious about
the issue, and potential threat of legislation can also not be
completely ruled out.
The government's new move come because of what they say is a lack of
response by corporate India.
"The government should use its power to develop skills, rather than
push through reservation," said Mohandas Pai, director – HR at
Infosys.
Only a few companies are said to have incorporated data of jobs
created by them for the weaker sections in their balance sheets.
They have now been asked to submit this data on a quarterly basis.
Earlier, in 2007, a committee under J J Irani of the Tata group
constituted by CII, had suggested that private sector should
voluntarily take up the cause of affirmative action.
Industry representatives admit that they have felt the pressure from
the government increase. But India Inc has slammed the government's
stance and industry leaders say that quotas cannot be made compulsory.
It now remains to be seen if this latest move by the government means
business or is it another pressure tactic.
