THIRUVANANTHAPURAM: The leaders of Sidhanar Service Society here on
Friday said that the State Government should increase the stipend and
lumpsum grant of SC/ST students according to the human development
index.

Addressing a press conference here on Friday to announce the
valediction of the diamond jubilee conference of the society held in
the city, Bhargavi Thankappan, the chief patron of the society, also
urged the State Government to approve the emergency petitions listed
in the memorandum filed before the Chief Minister Oommen Chandy.

The emergency petitions included bringing forward a comprehensive
land reform by providing a hectare of cultivation land to landless
families belonging to Scheduled Castes, raising the farmer's pension
to Rs 2,500 and amending the legislation to provide reservation for
SC/ST candidates for jobs in private sector.

The general secretary of the society A K Thankappan, state secretary
Rajamohan and assistant secretary K M Sivasankaran also attended the
press conference.

SC/ST atrocities case against MLC

Nalgonda: Kattamguru police in Nalgonda district registered a case
under the SC/ST Atrocities Prevention Act against MLC and Deputy
Chairman of State Legislative Council Neti Vidya Sagar Rao on Friday.
Police registered the case based on a complaint lodged by CPI dalit
leader Nune Venkataswamy.

According to reports, Mr Neti Vidyasagar Rao allegedly criticised Mr
enkataswamy in the name of caste for obstructing Rachabanda at
Kattamgur village on November 23. Condemning the alleged remarks, the
CPI lodged a complaint with the police.

Protest against diversion of SC, ST funds

Activists and leaders of Dalita Hakkula Porata Samiti (DHPS), A.P.
Vyavasayika Karmika Sangham, and A.P. Girijana Samaikya held a
demonstration at the Collectorate here on Monday in protest against
massive diversion of funds meant for SC,ST welfare and development
under the special component plan (SCP).

Funds allocated for SC, ST welfare in the State budget were being
diverted to other general schemes and projects in gross violation of
the spirit of SCP, they allege. Dalit and Girijan organisations had
been raising the issue at different forums and fighting against such
violations for quite some time but their agitations had remained a cry
in the wilderness, the leaders said.

They were of the view that SC and ST MLAs were unable to champion
their own communities' cause as they were all scattered in different
political parties and could not take on their leadership on this score
due to clash of interests both political and party wise.

The forum leaders and MLAs had been assured of justice by former Chief
Ministers N. Chandrababu Naidu and Y.S. Rajasekhara Reddy and present
Chief Minister N. Kiran Kumar Reddy but none of the assurances were
fulfilled, .

The leaders said a solution to this problem lay in a protracted
struggle for which the multiple organisations in the State were
gearing up. DHPS district secretary B. Venkatarao said during the past
two decades Rs.21,609 crore of SC funds and Rs.5,000 crore of ST funds
had been diverted from among the allocated funds.

In the current 2011-12 budget of Rs.470 crore had been diverted from
the allotted funds of Rs.7,704 crore. Similarly, under the ST sub-plan
Rs.326 crore had been diverted to other projects.

The government had been using the diverted funds for outer ring road
and Hussein Sagar modernisation projects and several other schemes.
The government was violating its own order issued in 1980 creating an
SC,ST sub-plan component fund exclusively for the economic
emancipation of the socially backward sections.

Vyvasaya Karmika Sangam district president Shivalanka Kondala Rao and
Girijana Samaikya district secretary Bushanam demanded that government
should not allow the unspent funds allocated in the budget to lapse
but must be added to the next year budget.

CHENNAI: In order to verify genuineness of SC/ST community
certificates issued in the state, the Tamil Nadu government must
constitute district vigilance committees and state-level scrutiny
committee on or before December 31, 2011, the Madras high court has
said. It also hoped that the government would bring in a legislation
to verify issued certificates and to regulate new certificates.

A division bench comprising Justice D Murugesan and Justice K K
Sasidharan, passing orders on a writ petition to quash the rejection
of an ST certificate issued to a person claiming to belong to
Kattunayakkan community, further said: "In view of the loophole in the
present system and the resultant delay, the state should consider the
feasibility of passing a legislation at the earliest. We hope that the
legislature would take earnest efforts for bringing in suitable
legislation in regard to verification of certificates already issued,
and to regulate issuance of fresh community status certificates."

In this regard, the bench pointed out that Andhra Pradesh ,
Maharashtra and Kerala have already passed legislations to provide for
the issuance and verification of caste certificates to persons
belonging to SC/ST.

The judges went into the larger issue of issuing fresh SC/ST
certificates and verifying existed ones, after P Vinoth of Ranipettai
filed a writ petition after his application for SC certificate was
rejected by the sub-collector . In his counter , the sub-collector
said Vinoth's application was rejected as his father's ST certificate
itself was not in order, and other documents too were suspect.

The judges, ruling that the officer did not have power to reject the
certificate, asked the official to consider the matter afresh. Once he
forwards it to the state-level committee, the committee shall issue
notice to Vinoth's father and decide it as per law. As regards the
formation of the committee, the judges said till the government comes
out with a legislation it shall form the committees which shall
function as per the orders of the Supreme Court in the Kumari Madhui
Patil case, reiterated in D aya r a mcase.

"Tamil Nadu has no designated machinery now to verify the genuiness of
the social status claims. The scrutiny committee is now conducting
inquiry through revenue officials...The state should respect the
constitutional mandate and must ensure that the benefits of
reservation is given only to the genuine tribes," the judges said,
"the State cannot implement the directions in a piece-meal manner or
in a pick and choose method. The State has only two options - either
to make legislation or to follow the decisions of the Supreme Court in
letter and spirit."

Lucknow Launching a counter offensive against Rahul Gandhi, UP Chief
Minister Mayawati today alleged that he was indulging in 'theatrics'
as her party's symbol 'elephant' was giving nightmares to the
Congressmen.

"Congress is the weakest party in UP. Therefore, wary of its position,
its leaders specially the 'Yuvraj' instead of attending Parliament,
are indulging into theatrics in the state," the BSP supremo alleged
while kickstarting her party's election campaign at a 'Dalit-OBC
Bhaichara Sammelan' here.

She claimed that the Congress was "afraid of the increasing base" of
the BSP. "I think BSP's poll symbol elephant is surely chasing
Congressmen in their dreams and upset with that, they are talking
absurd things about it."

Gandhi, who has been attacking Mayawati government on the issue of
corruption in the run up to the assembly polls due next year, had
while addressing a public meeting in Siddharthnagar on Friday said
that an 'elephant' in Lucknow was eating away all the money sent by
the Centre for the poor in Uttar Pradesh.

Terming Gandhi's "beggar" remarks as as insult to the people of the
state, the BSP supremo said they have migrated to other states in
search of livelihood as successive Congress governments failed to
ensure development of UP.

Taking a dig at his promise of making UP "number one" state in five
years, Mayawati said it was mere a "political gimmick". She said, "How
will he make UP number one in five years when his party failed to do
so in 40 years of its rule."

Dismissing allegations of discrepancies in implementation of MNREGS,
Mayawati said Congress was raising the issue only for "cheap publicity
and political gains" while claiming that strict action had been
initiated against those indulging in irregularities.

The Chief Minister also said she would snap ties with her family
members if any of them dreamt of becoming an MP or MLA.

"My mother, father, brother, sister and other relatives are my
relatives till the time they are part of BSP family. The day any of
them dreams of becoming an MP or MLA, I will end my relationship,"
Mayawati said.

Opposing FDI in retail, the BSP supremo alleged that the step had been
taken to "please" Gandhi and warned that it would make Uttar Pradesh a
bankrupt state.

"As Congress supremo Sonia Gandhi is ill...the party has made internal
decision to make Rahul acting party chief and Prime Minister in
future. To please the 'yuvraj', FDI in retail has been allowed to
benefit his foreign friends," she said.

"If this is allowed, UP will become 'Kangal (bankrupt) Pradesh' in the
next five years as local traders will be forced to shut shop,"
Mayawati said.
