Patna, Apr 17 (PTI) The opposition RJD today slammed the NDA
government for the alleged rise in attacks on dalits in Bihar citing
the recent report of arson at Harchanda village in Darbhanga district
as the latest instance."The dalits are being attacked and traumatised
by influential people right under the nose of the NDA government," RJD
Chief General Secretary and Rajya Sabha MP Ram Kripal Yadav told
reporters here after returning from Harchanda village.The dalits of
Harchanda village were living in constant fear of those people who
torched their houses a fews days ago and broke the statute of the
dalit icon B R Ambedkar and vandalised a temple, he said.The police
have not arrested the real perpetrators even though the number of
dalits, arrested and booked under various provisions of the law was
high, Yadav said.State RJD President Ramchandra Purve has demanded a
compensation of Rs. five lakh each to the aggrieved dalit families and
adequate security to them, besides repair of damaged Ambedkar's
statute and dalit's temple, besides the arrest of attackers and their
time-bound prosecution.The RJD will launch a statewide agitation soon
if the state government failed to accept their demands, he said. PTI

Inter-caste marriage sets off tension

Tension prevails in two Bihar villages after what seems to be an ugly
return of old caste-based rivalries, which led to the burning of a
dozen homes of dalit and backward families allegedly by the upper
castes after a Brahmin youth was forced to marry an OBC woman.
The adjoining villages of Harichanda and Panchobh, about 15 km off the
north Bihar town of Darbhanga, witnessed a sudden outbreak of
caste-fuelled enmities during a celebration of Ambedkar Yayanti on
Thursday evening. Upper-caste villagers from Panchobh village,
reportedly angry for the inter-caste marriage, demolished a statue of
dalit icon B.R. Ambedkar and vandalised a temple before burning down
at least a dozen thatched homes of the lower-caste families.
While 45 people from the upper castes have so far been arrested and
the Darbhanga district administration has begun providing aide to the
lower-caste families, the two villages continue to be in the grip of
tension. Both the upper castes, mainly Brahmins, and the lower castes
of dalits and OBCs feel persecuted by each other and the police fear a
possibility of similar attacks by any one side on the other.
Sources said Navin Kumar of Panchobh, a Brahmin, was forced to marry
Poonam Kumari of Harchanda, an OBC girl, after they were spotted in an
objectionable situation on Wednesday.

MANGALORE: The district administration, zilla panchayat, Mangalore
City Corporation and Social Welfare Department observed the 120th
birth anniversary of Dr B R Ambedkar, architect of the Indian
Constitution at the Town Hall here on Thursday.

Delivering the inaugural address, district in-charge minister J
Krishna Palemar said Ambedkar made the nation proud by drafting a
Constitution which had futuristic visions. Though several amendments
were brought, the Constitution still remains fresh and will be
relevant for all time. Young generation should follow the principles
of Ambedkar, he added.

New Mangalore Port Trust also celebrated the event at Panambur near
here. Dignitaries garlanded and offered floral offerings to the statue
of Bharat Ratna B R Ambedkar and thereafter planted saplings.

T C Shivashankara Murthy, vice-chancellor, Mangalore University chief
guest narrated how Dr Ambedkar had undergone torture, suffering and
pains during his schooling and college days due to untouchability.
Though the nation is grown with multiple changes, practice of
untouchability is still continuing. There is not much change in the
era of Dr Ambedkar and the present.

T S N Murthy, deputy chairman highlighted the contribution made by Dr
Ambedkar to society. P Tamilvanan, chairman, NMPT, in his presidential
address highlighted the contribution made by Dr Ambedkar to the
society especially the dalits, minorities, women and the downtrodden.

The guests later distributed school bags to the children of Government
Higher Primary School, Chelar. G B Raghavendra Swamy, senior medical
officer, NMP presented a report on the free medical camp conducted in
this connection by the medical department at Sri Narayana Guru Hall,
Thokur recently.

belonging to Scheduled Castes and Tribes in the district was made by
Umashankar, district unit president of the Graduates' and
Post-graduates' Union.

Speaking about the matter to presspersons, Umashankar said dalits in
the district are continuously being attacked. Despite several years
since the implementation of legistations to protect civil as well
Scheduled Caste people's rights, there has been no fall in the number
of cases of assault on dalits. "Failure of the administration and
officers is the reason for this," he alleged.

He explained citing the example of the year 2007, when a total of
1,157 cases of attack on dalits were registered in the State. "Of
them, however, a mere 235 cases reached the courts for hearing. The
number of instances where the accused were proven guilty and received
punishment was even lesser- just 2.55 per cent," he said.

In 2008, 1543 cases were registered, 262 cases were heard and the
guilty were punished in only 36 cases- which is merely 3.44 per cent
of the total cases. In 2009, the number reduced very little- there
were 1450 cases registered, 64 cases heard and 4.65 cases saw justice
delivered.

"In almost every case, the accused is let free as innocent. This has
reduced fear of the law among the miscreants and increased the number
of attacks on dalits to a scary level," Umashankar said.

"Dalits were burnt alive in Kambalapalli. They were fed faeces in
Harati. Members of a dalit family in Nagalapalli were hacked to death
in broad daylight," he cited.

Umashankar said that in addition to the fact that control of attack on
dalits has only increased, "in most cases, prevention of assault is
not supported by the people."

"There is delay in registration of cases with the police. Also, even
when an FIR is filed, the case is just neglected and discarded as a
false complaint. In many other cases, wrong names are quoted or
registered as accused. FIRs are also filed on matters totally
unrelated to the assaults. There are also instances where the
complainant is made to sign on an empty sheet of paper and then a
totally different case is filed under his name," he explained.

If a complainant manages to surpass all such hurdles and moves ahead
with his complaint, the accusations are taken off from the B report.
Otherwise, he is threatened or lured into a compromise with the
accused.

"The legal guardians themselves prevent the cases of assault on dalits
from reaching the court. How then can the dalits get any justice?" he
asked.

The acts related to justice for dalits need urgent reconsideration, he urged.

5-member panel to solve Barwala case

CHANDIGARH: Taking a serious note on the prevailing tension between
different groups of village Bataur, in the Barwala block of Panchkula
district, the administration has formed a 5 member committee under the
chairmanship of sub divisional magistrate KK Kalson, on Friday.

Deputy commissioner Ashima Brar, stated that other members of the
committee included deputy superintendent of police (HQ) Panchkula,
naib tehsildar Barwala, block development and panchayat officer (BDPO)
Barwala and SHO police station Chandimandir. The committee would try
to resolve the issue by taking the two groups into confidence, she
added. It is notable that the Rajputs in the village were not allowing
Dalits to cultivate their land besides abusing their women folk and
not allowing them to take work in nearby villages. Dalits of Bataur
village who had complained against the Rajputs to deputy commissioner
and block development officer, over income from shamlat (common) land,
were facing repression from a particular community, as they do not
have jobs and their women are called by casteist names. Not only this,
their usual routes of going in and out of the village have been
changed and children have been forced to stay indoors during evening.
