200 families allege not being counted

LUCKNOW: Over 200 families of dalits and tribals, who are taking
shelter in tehsil premises of Sonbhadra after being uprooted from
their villages, have lodged complaint with the state administration
that they have been left out from the 2011 Census.

These families belong to Magardah and Bhaisyatola villages. They have
filed for land entitlement under Forest Rights Act, but were forced to
evict their villages by forest mafia, who allegedly damaged their
crops and houses.

Since February 28, the tribals and dalits are taking refuge in the
tehsil premises.

Alleging that the district administration has not counted them in the
2011 Census, they said that this will deny them their forest rights.
The matter was also brought to the notice of three-member delegation
of NC Saxena Forest Rights Committee formed by the Centre. The
committee members had pulled up district officials for not providing
relief to displaced people.

Members across party lines in the Lok Sabha today expressed
dissatisfaction with Finance Minister Pranab Mukherjee's reply on the
issue of bank loans to SC/ST and educational loans to weaker section
of the society.
Speaker Meira Kumar said in view of its great importance, she would
allow a detailed discussion on this subject if the members give a
notice.
Mr Mukherjee maintained that no collateral securities were asked from
the SC/ST borrowers by the public sector banks, but there may be some
aberrations and these could be tackled on a case to case basis.
He said it is not personally possible to monitor over 86,000 PSU bank
branches spread across the country but these aberrations would have to
be tackled.
He was responding to a question that SC/ST borrowers were put to
hardship as they do not have any landed property of their own and in
the case of ST it is mostly leased " Patta" which cannot be placed as
collataral.
Mr Mukherjee said with a view to ensure a smooth flow of credit to
SC/ST, RBI has been issuing instructions to banks from time to time.
The latest master Circular on Priority Sector Lending -Credit
facilities to SC and ST has been issued by RBI on July 1, 2010,
whereby banks have been advised about the measures to be taken in
order to set up advances to SCs/STs.
He said out of the total priority sector lending a sub-target of 10
per cent has been fixed for weaker sections. Banks are being monitored
as per these targets but in some cases the banks failed to meet the
targets and they had been asked to fulfil the objectives.
On educational loans to students from the weaker section, Mr Mukherjee
said as per the banking directive no guarantee is required upto a loan
of Rs 2 lakhs.

Dear All:

Why are we blind towards inequities in the world? We believe in karma or sin (many Hindus, Christians and some Budhists- I am part of Soka Gaki international where i am battling this attitude to poor).  Perhaps the Muslims are a bit better on equity front but not necessarily democracy - they pay tax to the mosque for the poor (whether they get used or not merits investigation). They believe in islamic banking.. no interest.

Let us apply Karma/sin theory to our own lives, but not to our attitudes towards the poor, dalits, blacks, adivasis and women.  In India we elite spend Rs 2000 on a meal without blinking an eye lid, when we are reluctant to pay the same to domestic workers for a month for two hours work.  I am repeatedly told the poor are poor as they must have done bad deeds earlier.

Governments and banks, indirectly, also believe the same.  I am offered loans at 12% on a daily basis on my cell phone,  while the poor- mainly dalits, adivasis, landless, migrant workers-  have to get loan at a much higher rate. Is this justice? This is not true just of India, but also neighboring countries 

It is time we know the rights of domestic workers, home based workers,  drivers, flower vendors, vegetable sellers, construction workers  and innumerable unorganised workers who make our lives easy (mainly from marginalised communities), and ensure that we comply with rule of the land and help them get the facilities they are due. 

Companies must stop informalizing workers to evade labor labor laws. Do you know that the proportion of informal workers has increased. Where is corporate responsibility? To throw pittance, after making workers poorer?  

Bharatiar at the time of independence "said now our land, oceans, trees are ours- equally", but is it? The government alone is not to blame, but the global economic order is to blame.

Jat protesters welcome BSP's support for reservation

Jat protesters on Friday welcomed Bahujan Samaj Party's (BSP) support
for reservation of the community in government jobs and educational
institutions.

Uttar Pradesh Chief Minister Mayawati who is also the head of BSP on
Thursday expressed her support to the Jat's demands for reservation
and appealed the central government to accept their demands.

Yashpal Malik, a Jat leader said: "We have been appealing to all the
political parties to raise our demands in the Parliament. BSP is the
first party to seriously ponder over our demands. We sincerely thank
them"

Thousands of Jats have blocked railway tracks in several parts of
Uttar Pradesh since March 6, demanding 27 percent quotas for their
community.

Because of this, the railways had to cancel 14 trains and divert the
routes of 20 others over the last few days.

Jats are bracketed with Other Backward Class (OBC). (ANI)

No collateral required for loans to SC/ST: Mukherjee

NEW DELHI: The government today said the provision of collateral
security for getting loans from banks has been waived for SC/ST as
part of measures to grant them easier access to credit.

"There is no need for collateral security for these sections for
getting bank loans," Finance Minister Pranab Mukherjee told the Lok
Sabha while replying to supplementaries during the Question Hour.

He said banks should not insist on deposits while considering loan
applications under government sponsored poverty alleviation
schemes/self-employment programmes from borrowers of these (SC/ST)
communities.

In case of rejection of loan applications of SC/ST, it should be done
at the next higher level instead of at the branch level indicating
proper reasons for rejection, he said.

Mukherjee said banks have been asked to create greater awareness among
SC/STs in order to encourage them to access credit facilities.

"Field staff should contact such borrowers to explain schemes and
their advantages," he said.
