Admitting that the Congress has failed to encash on the infighting in
the ruling BJP, Opposition leader in the Council Motamma is however
confident her party will bounce back. In an interview with Deccan
Chronicle, she said Congress president Sonia Gandhi had assured her
that there would be no change in the KPCC president's post. Excerpts:

Q: Recently, you met Congress president Sonia Gandhi. What did you discuss?
A: I drew her attention to the efforts being made by a section of
party leaders to dislodge KPCC president, Dr. G. Parameshwar. She
assured me that Dr Parameshwar would not be shunted out. She knows
what's happening in the KPCC. Dalit leaders including me have achieved
top posts which some cannot digest.

Q: Who are those trying to dislodge Dr Parameshwar?
A: I do not want to name anyone. Some leaders talk of social justice
but actually do not want this. To prevent this, we are planning a
Dalit and minority rally.
Q: There is a perception that Congress has failed to encash on the
infighting in the BJP.
A: This is true to some extent. But we will not keep quiet. Committed
Congress workers are doing their best to make the best of the
infighting.

Q: During the last Session, the Opposition had boycotted tainted
ministers. Will the boycott continue this time too in the Upper House?
A: No, we will not oppose them this time as a few leaders of our party
too are facing similar charges.

Q:You say RSS is controlling the government.
A: The RSS interference in the administration became evident after
Sadananda Gowda became CM as they do not want Yeddyurappa to make a
comeback. We are opposed to any RSS intervention.

Q: What's your plan to win the Udupi-Chikmagalur seat?
A: People in Chikmagalur have realised that BJP MLAs have done nothing
for them. BJP MLAs like C.T. Ravi and M.P. Kumaraswamy have amassed
huge assets. We will highlight the Rs 280 crore package of the Centre
for coffee growers.

Hyderabad: A day-long shutdown began in Andhra Pradesh on Monday on a
call given by Dalit groups to protest the recent desecration of
statues of B.R. Ambedkar.

Schools, colleges, shops and business establishments remained closed
in many districts while protestors blocked roads to stop buses of
state-owned Andhra Pradesh State Road Transport Corporation (APSRTC).

Student organistations, especially Osmania University student Joint
Action Committee has also called for a shutdown to protest the
desecration of statues in Amlapuram and other parts of East Godavari
district.

Opposition Telugu Desam Party (TDP), Telangana Rashtra Samithi (TRS),
left parties, and people's organizations have extended their support
for the bandh.

Police in Hyderabad are on high alert after three vehicles were burnt
by protestors Sunday night.

A private bus was set afire at Chilkalguda in Secunderabad early
Monday. Earlier, a bus of APSRTC was torched in Ramanthapur while a
private van was destroyed in Tarnaka.

Police have sealed all the routes around Osmania University in
Hyderabad to prevent students from taking out a rally.

Madiga Reservation Porata Samithi (MRPS) and students groups have
planned protests in Hyderabad.

Three people were arrested for damaging the Ambedkar statues.

According to the police, the accused resorted to the act in an
inebriated condition and ruled out conspiracy by any political or
caste group.

Bhopal : An attempt was made to chop off the hands and legs of a Dalit
youth in Pagari Bangla village of Rajgarh district allegedly by three
upper-caste youth whom he had accused of stealing an electricity
motor.

Jagdish, 30, was rushed to Bhopal where his condition was reported to
be stable on Sunday, a day after the alleged incident took place.

DIG K K Lohani said Jagdish had suffered serious injuries, but denied
the reports that his limbs had been chopped off.

Jagdish had complained against Arjun Thakur, Shiva Gurjar and Madan in
Malawar Police Station nearly a fortnight ago. Lohani said the three
had been called to the police station for questioning and so, they
harboured a grudge against Jagdish. He said that all three would soon
be arrested.

Armed with axes and other sharp weapons, the three men allegedly
assaulted Jagdish when he was on his way home on a two-wheeler around
9 am on Saturday. PSI Narmada Prasad Dayma of the SC/ST Police Station
said the assault took place while villagers watched, but no one is
ready to come forward to record a statement. Dayma said the attackers
were angry because a lower caste youth had dared to drag them to the
police station. He said the three men were not well-off had fled from
their homes.

Demanding that the accused be arrested, MPCC chief Kantilal Bhuria
said the government should offer lifelong cash assistance to the
victim.

Governments urged to give priority to Dalit entrepreneurs

The Dalit Indian Chamber of Commerce and Industry has demanded that
the State and Central governments take steps making it mandatory for
banks to give loans to Dalit entrepreneurs on the lines of priority
sector lending.

The governments should relax conditions for awarding contracts and
procurement works to ensure that Dalit entrepreneurs secure 20 per
cent of the total works. In addition, DICCI should be given
representation on the advisory committees of the industry related
departments like CII and other trade bodies so that the problems of
these sections could be highlighted effectively.

Resolutions to this effect were adopted at the business meeting of the
DICCI held here on Sunday where representatives expressed concern over
the problems they were facing with financial institutions, banks in
particular, for securing loans. Though the Central government had
announced provisions for Dalit entrepreneurs to obtain loans under
credit guarantee scheme, banks were unwilling to cooperate.

DICCI State chapter president R.K. Narra at a press conference later
suggested that the State-owned agencies like the State Finance
Corporation could act as nodal agencies in enabling Dalit
entrepreneurs to get hassle-free loans. The government, on its part,
should ensure that the subsidies offered to these entrepreneurs were
provided at source rather than in the form of reimbursement as it was
resulting in blockade of capital.

"This is an administrative issue and doesn't cost anything to the
government," he said.

RANCHI: The Sadan Vikas Parishad, an umbrella organization of tribal
and non-tribal people who have been living in Jharkhand for many
years, on Sunday demanded a CBI inquiry into the alleged
irregularities in transfer of lands of SC/ST and OBC category to the
people of general category in the past.

The demand came after a recent order of the Jharkhand high court in
which it has ruled that land of not only SC/ST but also of OBC
category could not be transferred to people from general category
violating the Chotanagpur Tenancy (CNT) Act and the Santhal Pargana
Tenancy (SPT) Act.

Spokesperson for the parishad Satyaprakash Mishra said acres of land
of SC/ST and OBC category people had been transferred to people from
general category in the past in different parts of the state in
connivance with officials. "We want that the state government should
order a CBI inquiry so that the officers who helped transfer of land
illegally and manipulated the land records are identified and
punished," Mishra said.

The parishad also demanded amendments in the two acts so that the land
could be mortgaged by the owners to get loan from banks. At present,
the tribal people don't get loan from banks as the two acts prohibit
mortgaging of land.
