CBI probe into land transfer anomalies

RANCHI: The Sadan Vikas Parishad, an umbrella organization of tribal
and non-tribal people who have been living in Jharkhand for many
years, on Sunday demanded a CBI inquiry into the alleged
irregularities in transfer of lands of SC/ST and OBC category to the
people of general category in the past.

The demand came after a recent order of the Jharkhand high court in
which it has ruled that land of not only SC/ST but also of OBC
category could not be transferred to people from general category
violating the Chotanagpur Tenancy (CNT) Act and the Santhal Pargana
Tenancy (SPT) Act.

Spokesperson for the parishad Satyaprakash Mishra said acres of land
of SC/ST and OBC category people had been transferred to people from
general category in the past in different parts of the state in
connivance with officials. "We want that the state government should
order a CBI inquiry so that the officers who helped transfer of land
illegally and manipulated the land records are identified and
punished," Mishra said.

The parishad also demanded amendments in the two acts so that the land
could be mortgaged by the owners to get loan from banks. At present,
the tribal people don't get loan from banks as the two acts prohibit
mortgaging of land.

Dalit limbs hacked

Rajgarh (Madhya Pradesh), Jan. 29 (PTI): A Dalit man's hands and legs
were chopped off by three persons in Rajgarh district because he had
complained to police that they were tapping electricity from a power
meter in his field.

The victim, identified as Jagdish, was taken to Bhopal for treatment
yesterday and was in a serious condition, the police said.

Yesterday morning, at Pagari Bangla village in Rajgarh, Arjun Thakur,
Shiva Gurjar and Madan attacked Jagdish with an axe and some other
sharp-edged weapon.

Madhya Pradesh Congress leader Kantilal Bhuria condemned the incident
saying state had become "defunct" as the chief minister was occupied
with political "dramatics". He demanded Rs 5,000 as a lifetime monthly
assistance to Jagdish.

BAHRAICH: In a bid to woo the voters belonging to other backward
castes, Samajwadi Party supremo Mulayam Singh Yadav on Sunday said
that if voted to power SP would accord the status of dalit to 10 other
backward castes including Nishad, Kewat, Mallah, Kashyap, Kahar etc
and they would be able to avail the benefits, which the dalits get. In
addition to this, every man would be given the coat and blanket and
the women would get two sarees for free every year.

Mulayam said that all the debts of the farmers would be waived off, no
land of the farmers would be auctioned and if the farmers are unable
to pay the debt, the same would be repaid by the state government.

Addressing an election meeting at Gend Ghar, he warned the bureaucrats
who 'clean' the shoes of Mayawati and implicate his party workers in
the false cases, and said that such officers would be sent to jail.
Mulayam also termed Mayawati the queen of the citadel, who does only
couple of jobs which includes counting the currency notes and laying
the stone.
He also appealed the public to bring his party to power with full
majority, so that he does not have to take the support of any other
party to form the government.

Alleging that the ruling BSP had lost connect with its committed
support base of Dalits, Janta Dal (United) chief, Sharad Yadav said on
Friday that the industrial groups owned by JP and Ponty Chaddha were
running the government in UP.


The JD (U) leader reached here to lead the poll campaign of his party
spoke to party workers in state capital and said that Chief Minister
Mayawati had handed over nine percent of agricultural land in the
state to various industrial houses at cheaper rates which was likely
to cause food crisis in the country.

"The treatment that farmers, who were protesting forced acquisitions
and their displacement, got from the state government has only proved
that it was being run by two major industrial houses owned by the JP
and liquor baron Ponty Chaddha," he said.

Stressing that the people of the state had got an oppurtune moment to
dislodge the anti-farmer and corrupt government, Sharad Yadav exhorted
workers to launch an aggressive poll campaign aimed at exposing the
corrupt practices and other misdeeds of the ministers of Mayawati
government.

Expressing concern over lack of issues in this election, the JD (U)
chief said that after the release of the party's election manifesto in
the next two days the issues will be fasttracked in the campaign as it
was no ordinary election. "The election in UP was ultimately to be
taken as semi-final to next Lok Sabha polls," said Yadav.

Targeting at the Congress for making tall claims in it vision
document, Yadav said taht instead making new promises, the Congress
should first tell people what happened to its older promises like
'Garibi Hatao' while it has single handedly ruled the country for the
longest time.

Taking a dig at Congress's achievement of extending quota to
minorities out of OBC quota, Yadav said that the party has been using
reservation as a ploy to divide people. "In fact it have always been
anti-reservation, reflected in large number posts in central services
lying vacant for long which were to be filled through quota," said he.
Stressing the irrigation and erratic power supply were the biggest
issues of UP, Yadav said that the JD(U) was contesting polls to become
an effective alternative to the political parties who are sidelining
real issues.

Emphasizing on the image and back ground of party candidates, he asked
workers to point out if any one with criminal background had succeeded
in getting election ticket from the party. Meanwhile, JP Singh, a
candidate from Kundarki was expelled from the party as charges of
extortion against him were found to be true.

GANDHINAGAR: A representation made to the State Human Rights
Commission (SHRC) has demanded urgent action from Gujarat government
in certain villages, where the authorities have failed to take
"appropriate action" to prevent extreme cases of social boycott and
forced migration of Dalits and tribals.

The representation followed a public hearing of Dalits and tribals
here on Tuesday, where a five-person non-governmental organization
(NGO) jury, which included senior human rights activists Martin Macwan
and Gagan Sethi, heard tens of such boycott and migration cases. Made
by a team under Manjula Pradeep, who heads state-based NGO Navsarjan
Trust, the representation to SHRC said, "The jury particularly
stressed on quick action on six incidents of social boycott (four of
Dalits and two of tribals), 11 incidents of forced migration and one
incident of social boycott and forced migration of Dalits in Gujarat."

The hearing was organized by Navsarjan Trust and Gujarat Human Rights
Committee. Dalits and tribals from the seven districts - Ahmedabad,
Surendranagar, Rajkot, Mehsana, Banaskantha, Patan and Vadodara --
came to Gandhinagar to relate how the dominant castes' pressure on the
complainants to settle down cases of atrocities has resulted in their
forced migration.

A list of cases of social boycott and forced migration submitted to
SHRC chairman J N Bhatt along with the representation enumerates
social boycott and forced migration in 78 villages of Gujarat and
their presentation said some of the issues - such as those of Pati and
Lundhara villages of Bhavnagar district - are as old as 1992 and 1994
and they remain alive even today.

While resistance to untouchability practice was the main reason for
social boycott and forced migration, other related issues, included
Dalits not being allowed to enter temples (Bhadreshi in Rajkot
district, Rampar in Surendranagar district and Vanthal and Kundal in
Ahmedabad district), dispute during elections, land-related issues,
forced dragging of dead animals, rape of Dalit women, minimum wages,
refusal to excess to drinking water and so on.

During the hearing, Harishbhai Ratnottar said how in Vanthal village
of Ahmedabad district in May 2009 the Dalits were made to participate
in building a new Ram temple, but were refused entry when they wanted
to pray. "A tussle ensued, and a social boycott, such as ban on
shopkeepers to sell goods and employment of Dalits on wage labour, was
imposed," he added.
