Dalit panchayat chief resigns over officials' incompetence

MADURAI: The president of the reserved panchayat of Silukkuvarpatti in
Nilakottai panchayat union, Dindigul district, has resigned owing to
inaction on the part of officials, who he claims are not committed to
the welfare of the people and demand bribes for the smallest work.

A Ramachandran (62) said his panchayat comprised 11 villages, a
population of about 12,000 and 7,500 voters.

"When I first came to power in 2006, I decided that serving the people
in an unbiased manner would be my priority and was able to achieve my
goal to some extent," he said.

With the AIADMK coming to power in the state and being voted as the
panchayat president for the second time, Ramachandran says he had been
positive that the panchayat would develop faster under a proactive
leadership. But his dreams were short-lived. He says the chief
minister was dedicated to the people, but not her officers.

One major problem that his panchayat faced was drinking water.

"We have two comprehensive water schemes that do not deliver. One
solution is to implement the Pulvetti tank scheme, but the district
administration has been non-committal about the Rs 468 crore
estimate," he said.

Moreover, Ramachandran says the tahsildar and revenue officials were
demanding bribes to get even the smallest work done and that it was
not easy to even get an old age or widow pension for his people. The
electricity board is demanding money from farmers who got free power
connections during the previous government. About 80 people have been
affected, he adds.

Kavirayapuram in his village was inundated during the recent rains and
he had sought the BDO's approval and estimate to carry out repair
works on the roads using sand, but it was not given, Ramachandran
claims. "It is not that the panchayat coffers were empty. We managed
to save about Rs 4.5 lakh during the last term, but as the BDO's
estimate was delayed, I had to use my own funds to lay roads and faced
big problems in getting it reimbursed," he said.

In spite of repeated requests for funds for development, he says he
was not able to source any and hence he decided to step down as
president. "What is the use of being a people's representative if I am
unable to serve my people. So I tendered my resignation," he said.

As it is a reserved panchayat, his resignation was not accepted
immediately, and a meeting of officials including the PA (elections)
to the collector, BDO and panchayat members was held. Ramachandran too
was extended an invitation, but he did not attend it. The collector
accepted Ramachandran's resignation based on the outcome of the
meeting and vice-president Santhakumar was given additional charge on
January 1.

P Velmurugan, a labourer, said Ramachandran was the most
people-friendly president and that the villagers including women
wanted to stage a demonstration against his resignation, but the
president himself asked us to be non-violent.

"We urged him not to resign but he did so in the interest of people
like me. We will definitely vote him back to power in the byelection
that will be held in six months," said Muthiah, a villager.

MUMBAI: Shiv Sena chief Bal Thackeray has urged the dalits in Mumbai
not to get carried away by the state's plan to give all the 12.5 acres
of the now-defunct Indu Mills for the B R Ambedkar memorial.

In a statement, Thackeray said the state Congress was using the
Ambedkar memorial to get dalit votes in the coming BMC polls.

"The Congress is keen on getting the dalit votes in the civic
elections. Be alert and don't believe the hollow promises of the
Congress," the Sena chief said.

The Congress-NCP combine has pulled out all the stops to woo dalit
voters following the Sena-BJP combine's electoral pact with the Ramdas
Athavale-led RPI. The memorial issue gathered momentum hot on the
heels of the tie. The stir for the entire mill land for the memorial
has been cleverly exploited by the Congress-NCP to make a dent in the
dalit vote bank, say political observers.

The Sena is upset with the Congress' attempt to wean away dalit votes
from the saffron combine. And hence, Thackeray's statement urging
dalits not to trust the state on the memorial issue. He also slammed
the Congress for offering sops to Muslims and mill workers in the
run-up to civic elections.

New Delhi/Lucknow, Dec 31 (PTI) Congress today hit out at UP Chief
Minister Mayawati for the recent sacking of her ministers terming it
an election "drama" and predicting that her reign will crumble like
the council of ministers there. "Such an attempt to fool the people
won't succeed. Voters are going to give a resounding slap (to BSP). If
the ministers were corrupt why did she appoint them in first place and
then retained them till the last? "She thought of removing them only
days before elections. Such gimmicks do not work. It is clear that
like her council of ministers has crumbled, her five-year rule is also
crumbling and she is not going to come back to power," AICC
spokesperson Abhishek Singhvi told reporters here. Terming the sacking
of ministers as "drama", the UP Congress also said the clean-up act by
the Chief Minister was nothing but an attempt to salvage her image
ahead of the assembly election. "She has been dismissing ministers
blaming them for all the ills facing her government. This is nothing
but an attempt to salvage her image ahead of the assembly election,"
UPCC president Rita Bahuguna Joshi said. She said this would have no
impact at the hustings as people had understood the gameplan of
Mayawati who continued with these ministers during most part of her
tenure. Since the announcement of the Assembly elections on December
24, Mayawati has sacked 10 ministers. Four BSP ministers Fateh Bahadur
Singh, Sadal Prasad, Anis Ahmed Khan aka Phool Babu and Shahjul Islam
Ansari were sacked yesterday to "prevent them from misusing their
posts in the coming elections".

 Indu Mill Mumbai Incidence and other agitation of  Deekshabhoomi Nagpur & Rajgriha Dadar Mumbai Memorial (India) case.
                   Recently Mr. Manmohan Singh, Prime Minister of India has given his oral consent only to Mr Pritviraj Chavan, Chief Minister of
Maharashtra and other political leaders in concerned with Indu Mill land of Mumbai. Our so called RPI leader Mr Ramdas Athawale
and others one was found to be very happy and Mr Athawale was found on street with making a different types of drama. Still the Govt
of India has not published any written notification or order about this issue. Even though our RPI leader found to be very happy after
getting a oral lollipop or a piece of road bread. Such types of oral assurance was given by Mr Atal Bihari Bajpeyi, Prime Minister of India
regarding a agricultural land for the Deekshabhoomi Nagpur but it was not implemented till now. Second issue of Dr Ambedkar Memorial
of Yeshawant stadium Nagpur, which case is still pending in Mr Chavan, Chief Minister of Maharashtra court. Already Nagpur Municipal
Corporation has passed the revolution and make the necessary provision of finance in their budget since 19 years. But our RPI leader are
not doing nothing in this regards. If really Congress Government of Maharashtra will honest in this regards, they should declare the
Yashawant stadium Nagpur land for Ambedkar memorial immediately.  
                   Bodhisatva Dr B R Ambedkar, father of Indian Constitution, who accepted Buddhism on 14th October 1956, a
Vijaya Dashami Day along with his 5 lacks of people of India at a time at Deekshabhoomi Nagpur (India). This is a great miracle
in the world and it never be repeat again. Taking the importance of this two days, Buddhist people of India, who celebrate both
the days ie. Vijaya Dashami Day and 14th October as their new Birth. Lacks of people gather at Deekshabhoomi Nagpur
with keeping true faith on Dr Ambedkar. This is also second miracle in the world.
                     Taking the importance of this holy place, there is established a big Dr Ambedkar Memorial at
Deekshabhoomi Nagpur. But it seems to be a big lacuna on one side of Agricultural Land side Memorial Gate. Still
the said side not completed. BJP National Leader and Prime Minister of India Hon. Atal Bihar Bajpeyi has visited the
Deekshabhoomi on his regime and announced that all the land of Agricultural will be handed over to Committee. But
Mr Bajpeyi failed to implement it. And nobody ask him about that announcement. RPI Leader and Ex Governor
Mr RS Gawai. who was demanded the said land before Congress Party and their Government. But after getting a Lali Pop
by these Government, these leaders were forget their Social rights. Means Congress Government failed to implement it.
But no agitation has been done in this regards.
                     Rajgriha Dadar Mumbai, A residence of Bodhisatva D Ambedkar issue is still not solved by the Government of
Maharashtra. Dr Ambedkar was died on 6th December 1956. There will be passed 55 Yrs. But all the political parties
Government has not been taken initiative in this regards. If the Government will found to be honest, they will easily provide a
Big Bungalow for Adv. Prakash Ambedakr as their will and also provide a housing board quarters to rental persons of that
area and will solve the court case very easily. Mr Ramdas Athawale RPI Leader and other Leaders, who constructed their 
bungalows in very short time. But they forgotten this issue and not found to be honest in this regards.
                         Another burning issue of Dr Ambedkar Memorial Center at Yashwant Stadium Nagpur is still pending.
Nagpur Municipal Corporation has passed the resolution in the house and make the necessary provision on golden
jubilee celebration year. But there will be passed so many years and the said case is still pending before the jurisdiction
of Govt. of Maharashtra. But not a single RPI and other leaders will take honestly initiative on this issue also.
                          I think, there will be need of power of people and not leaders. We must give hard lesson to
our leaders. And will need of PEOPLE POWER as like the incidence of Indu Mill Mumbai, for national monuments.
I am expecting honest opinion from Dhamma People and well wishers. Do you agree it. Then let us join this movement.

MUMBAI: The National Textiles Corporation said its 12.5-acre Indu
Mills property at Prabhadevi, which Prime Minister Manmohan Singh
agreed to hand over to the state free of cost, had a development
potential of around Rs 3,600 crore.

Last week, the PM assured a state delegation, led by chief minister
Prithviraj Chavan, that the sea-facing property would be allotted for
a memorial for B R Ambedkar.

NTC officials are tight-lipped because of the sensitivities involved;
all that they divulged was that their valuation of this prime property
came to around Rs 300 crore per acre. However, a senior state official
debunked the NTC figure, saying the property could not be worth that
much, given the existing ready reckoner rate for land in that area.
The bureaucrat said the plot was reserved only for industrial use and
so, there was no question for commercial exploitation. "The FSI for
industrial use is 1," he said, adding the proposed memorial would have
a substantial part of the land reserved for a park, to be open to the
public.

The official said there were several ways NTC could be compensated,
including giving it an equivalent area outside the city. Another
option could be to offer the transfer of development rights or TDR to
NTC. This TDR could be exploited in the suburbs. But civic officials
said TDR could only be sanctioned if a civic amenity was created on
the surrendered plot.

According to sources, the Indu Mills was one of the finest parcels of
land in the island city; rates in a nearby high-end residential tower
are being currently quoted at Rs 70,000 a sq ft.

The NTC had plans to build a luxury hotel and commercial complex there
to garner revenue to revive its sick units elsewhere. The original
understanding between the state and NTC was that the latter would
surrender four acres for the Ambedkar memorial. As compensation, NTC
was to receive extra construction rights on the eight acres.

The plan had to be change after supporters of Republican Sena forcibly
occupied the mill premises on December 6. When the NTC approached the
HC following the state's failure to act against the "encroachers", the
court rapped the government for its inaction. On December 22, the
state informed the court that it had persuaded the squatters inside
Indu Mills to vacate within a week and if they did not, they would be
evicted. Last week, after meeting the PM, Chavan said a panel
comprising Union ministries of environment and forests, urban
development and textiles officials and state government
representatives would be formed to resolve the issue related to land
transfer.
