Dalits to launch own version of the Lokpal Bill

Upping the ante against the Anna Hazare-led civil society, a leading
Dalit organisation has called for a mega rally at India Gate on
Wednesday to protest against his team which, it alleges, is weakening
and challenging the Constitution.

The backward classes and minority communities have already been
complaining that the ongoing movement didn't represent them and the
Jan Lokpal Bill was an attempt to undermine the country's
Constitution.

The Udit Raj-led All India Confederation of SC/ST Organisations - with
support from likeminded outfits - is organising the mega rally.
Claiming that the Jan Lokpal Bill was an attempt to create a "super
government" over the elected government, Raj alleged that the media's
activism and middle class' frustration, coupled with the government's
inept handling of the situation, were fuelling Anna's movement.

Raj also announced the decision to launch a "truly representative"
Bahujan Lokpal Bill. "The Dalit/backward or minority communities
together constitute 85 per cent population of the country, but the
Anna-led civil society does not represent them… Yet it is claiming
to be representative of the entire country," the former IRS officer
said, adding that Anna aide Arvind Kejriwal's movement against the
reservation issue was well known.

"There is no doubt that there is corruption, but it is a social issue.
It cannot be tackled unless the issue of casteism is not resolved,"
Raj stressed. Taking a dig at Anna's method of protest, Raj recalled,
"Ambedkar had said in Parliament in 1949 that fast and Satyagraha are
dangerous to the democracy…which is now proving to be correct.

Team Anna's demands are extra-constitutional and undemocratic. The way
the Jan Lokpal Bill is worded, it will destroy the balance among the
Executive, Legislature and Judiciary."

NEW DELHI: Complaining that Team Anna's Jan Lokpal bill lacks
representation from backward and minority communities, a Dalit
organisation will demonstrate Wednesday evening to push for a Bahujan
Lokpal bill.

The All India Confederation of SC/ST Organisations has called for a
rally at India Gate at 5 p.m. for inclusion of representatives from
minority and backward classes in the process of formation of a
stringent anti-corruption law.

"The Dalit or minority communities together constitute 85 percent
population of the country but the Anna-led civil society does not
represent them. Yet it is claiming to be representative of the entire
country," said the organisation's leader Udit Raj.

He said the government's version of the Lokpal bill and Team Anna's
Jan Lokpal bill have shortcomings and draconian clauses.

"They need to be debated. As concerned citizens belonging to backward
and minority communities, we think that a Lokpal Bill must propose a
Lokpal, consisting of representative members from these communities,"
Raj said.

"It is important because the caste prejudices of the members would
work against the weak and vulnerable in the process of their work as
public functionaries. Even the members of the Lokpal may be subject to
such caste and religious prejudices," he added.

VUYYUR: Tension prevailed in Akunur in Vuyyur mandal of Krishna
district on Tuesday following a dispute between dalits and other
communities over shifting of bodies to the cremation ground in the
village. Senior officials, including the revenue divisional officer
and local DSP, failed in pacifying the warring groups resulting in
deployment of a huge police force in the village.

Trouble started about a fortnight ago when dalits prevented the
funeral procession of a woman belonging to an upper caste. The dalits
blocked the road and entered into a verbal duel with the upper caste
people. The angry villagers later cremated the body of Velagapudi
Lakshmi on the national highway. A police outpost was set up in the
village in view of the volatile situation.

Dalits prevented another funeral procession of a 70-year-old woman, A
Ravamma, who belonged to an upper caste, on August 18. The dalits
refused to allow the upper caste people to cremate the body at
cremation ground, forcing them to conduct the funeral on the road.

A woman from Madiga community, Koraganti, 70, died on Monday and the
family members tried to take the body to the burial ground via
Malapalle, which too was blocked by the Malas. Her family members of
Koteswaramma could not conduct the final rites on the road. Police
came in large numbers to prevent a clash between the two communities.

AKUNURU (KRISHNA): With the presence of a police force of 400 and a
woman's body rotting on the road awaiting its cremation, Akunuru, a
village of 4,300 people just 25 km from Vijayawada and close to
Vuyyuru, looks anything but normal.

Strange as it may seem, the reason for the unease is a colony of
people not allowing funeral processions throught their area. The issue
been flaring up off and on in the past several years but the death of
a woman on Monday brought the issue to the fore once again. When the
relatives of K Koteswaramma (80) tried to take the funeral procession
through Malapalle to the burial ground, the residents of the colony
did not allow it, as they have doing it for years, on the pretext that
their children might get scared. Koteswaramma's family members then
took the help of some Madiga Reservation Porata Samiti activists and
tried to take the funeral procession through Malapalle but police
foiled the attempt which resulted in a scuffle between MRPS members
and policemen. A 400-strong police force, including three ACPs and 10
CIs, was deployed in the village to maintain law and order. East ACP
Mohammad Khan is monitoring the situation. Meanwhile, some villagers,
in retaliation, placed tree trunks across the road to restrict the
movement of the residents of Mallapalle. Both the groups remained
admant and did not heed the appeals of police and revenue officials to
end the deadlock.

RDO Subba Rao and other officials are holding talks with the village
elders to ways of ending the impasse as Koteswaramma's body which,
kept on the road to Kunduru, started decomposing. When joint collector
Gaurav Uppal visited the village on Monday, her family members told
him that they did not want to use the alternative route to the burial
ground which is 5.4 km long. The distance through Malapalle, on the
other hand, is just 1.3 km.

Villagers belonging to other castes say it is not right on the part of
Malas to prevent funeral processions through their colony as the road
leading to the burial ground is not a private property. No solution to
the issue has been found since 2006 due to differences among villagers
who are divided on caste lines. It has become a serious issue now.

When Velagapudi Lakshmi died on August 3, her family members performed
her last rites on the road itself as the funeral procession was not
allowed to pass through Malapalle. On coming to know of the row over
funeral processions, secondary education minister Kolusu Parthasarathi
visited Akunuru to resolve the issue. He had to beat a retreat when no
Mala elder came forward to discuss the matter with him.

On August 18 a 95-year-old woman, Pothanedu Ravamma, died in the
village. When residents of Malapalle prevented her funeral procession,
Ravamma's family members cremated the body on NH-9 (Bandar Road) which
resulted in a huge traffic jam. To avoid confrontation with residents
of Malapalle, the family members of Nerusu Yedukondalu and
Ranganayakamma took their bodies to the villages of their relatives
and conducted the last rites there.

Krantikari Manuwadi Morcha (KMM) is  one of the organisations
mobilising people for Anna Hazare's movement against corruption.
Krantikari means revolutionary, and Manuwadi means adherer to
Manusmriti — the ancient text of law which many say forms the
theological roots of Indian conservatism,
particularly related to caste and gender.

But there is no contradiction, says RK Bharadwaj, who founded KKM in
1990 to oppose caste-based reservations, and is now a zealous
campaigner for Anna. "Reservation is the root of all corruption. The
real revolution is in establishing Manu's merit-based society."
Bharadwaj says he has travelled to 30 cities in the last two months to
mobilise support for Anna. "Those who get reservation indulge in
corruption. Those in the general category are the sufferers," he
explains.

Voices that link corruption to caste are not lonely in the Anna crowd.
"Those who must have been cleaning shoes are making others clean their
shoes and ruling and looting this country," said another person, who
did not disclose his name.

As in KMM, in Anna's movement too, krantikaris and the manuwadis
converge. "Each one understands corruption differently. It is a vague
concept, but then all mass movements are vaguely defined," points out
Arvind Kumar Mishra, associate professor at Jawaharlal Nehru
University and  a social psychology expert.

Manifestations of corruption according to various speakers at Ramlila
Maidan where Hazare is sitting on a fast include India's nuclear deal
with the US — 'nothing but a ploy for politicians to make money.' The
Unique ID — that many say will dramatically reduce corruption — is
merely a 'government tool to snoop around.'

The gathering is of those who have lost their faith and then suddenly
found it again in Anna. Anna will deliver them from evil, they
believe. Among the pantheon of saints, philosophers and poets invoked
at Ramlila is Jesus. For the believers in Anna, Indian democracy is an
undelivered promise — like Jesus who has not come back. Anna Hazare is
like the TV healer who commands, "in the name of Jesus, be freed of
cancer." It's politics — or faith — of the Here and Now.

The slogans have evolved accordingly. "I am Anna, you are Anna, the
entire nation is Anna," was an initial one. In a latest, Kiran Bedi,
police officer-turned-key aide of Anna put it simpler. "Anna is India,
India is Anna."

"The prime minister of India says he has no magic wand to end
corruption. Why is he the prime minister?" screamed one protestor.
Anna has a magic number, Bedi explained to the crowd. "After the Jan
Lok Pal, you can dial 101 the moment someone asks you for a bribe.
Within minutes a Lok Pal vehicle will come and arrest him. Our fight
is for 101," she said.

In the Jan Lok Pal narrative, an India free of corruption, like a
pizza, is just a phone call away. But the Anna movement is not at all
restricted to the dial-a-pizza middle classes, as it has been widely
suspected.

Messiahs unite people. Anna's movement has the young and the old;
Brahmin and dalit; the highly educated and the illiterate; the elite
and the lumpen — in fact, even a dash of pickpockets too. They are all
united in the fight against 'corruption."

The core of believers in Anna include romanticist youngsters — people
like Harry Lal, a 29-year-old lawyer from Kochi who first travelled to
Ralegan Siddhi — Anna's village near Pune — last month and now to
Delhi. "I am going to be with this movement for as long as it takes,"
he says. Amit Raghav, 21, a computer science student of Delhi is in it
because he "wanted to be part of a revolution." Vaibhav Gupta, a
22-year-old engineer came with his parents on Friday and Saturday —
after office hours — waving huge national flags in support of Anna.
Mostly affluent — the Guptas have four cars — these young idealists
with an urge to "do something," but unsure of what, make up roughly
half the crowd.

An angrier section in the crowd is linked to the new economy in an
inequitable way — those who are forced to work longer hours for a
pittance and those who lost their livelihood to development projects.
Then there are political workers who are frustrated with their
respective political parties. (See profiles, above)

DIFFERENT STROKES

Corruption, by no account is new and there is nothing to suggest that
corruption has increased suddenly. Corruption affects everyone. The
question then is why Anna captured the imagination of so many, unlike
many other anti-corruption crusaders who have come and gone without a
whimper. The saturation media coverage that Anna is thankful for, only
partly explains it.

Around the core of young idealists are many who have a recent
grievance against corruption — two doctors travelled all the way from
Jalandhar in Punjab, agitated over frequent transfers. Someone has not
got his passport in time; someone paid a 'donation' for the kid's
admission. "Even after paying bribes, we have not got the payment for
our wheat the government procured," said Yashwant Patel, a farmer who
owns 18 acres near Jhansi.

A conversation with any Anna supporter soon slips into the stronger
cause of the anger that they share, beyond the slogans. Except the
seriously rich, others become animated as they list price-rise as
their most serious concern. RL Atri, retired government official,
says: "Inflation and corruption create a vicious cycle. How can you
blame an official for taking bribes when his grocery bill goes up by
three times?"

Sociologist Dipankar Gupta says: "An average salary earner in this
country has to actually cut his basic food consumption, making for a
lot of resentment." In the last year, milk has become 13 % costlier,
egg, meat and fish 16 % and fruits, 22 % . All EMIs have risen. "When
distinction between the personal and collective frustration is
blurred, its stirs a movement,"  says Mishra.

On all issues other than 'corruption' and price rise, the beliefs are
different. "The nuclear deal must happen," say the  Jalandhar doctors;
"cast reservation is necessary," says a Delhi university law student.

"The mobilisation behind Anna is based on a single agenda. The
movement will collapse if they are tempted to expand it into a wider
political platform," explains Gupta.

By harping on corruption in exclusion of all other politics, the Anna
Camp is keeping the flock of believers together. But the krantikaris
and manuwadis can't cohabit as easily in real life as they can in a
party's name.
