NAGPUR: The callous attitude shown by the Nagpur Improvement Trust
(NIT) and Nagpur district collector has ensured that the state
government's Rs 11.62 crore grant is not used for the upgradation of
Dalit localities in the city. These localities still remain in poor
shape.

More shocking is the fact that Nagpur district collector issued
utilization certificates (UCs) without verifying whether NIT had
utilized full amount sanctioned for the past financial year. The
district collector usually issues a UC confirming proper use of funds
meant for a particular scheme.

As per information obtained by Ramdaspeth resident Anil Wadpalliwar
under RTI Act, NIT has spent Rs 39.89 crore out of the Rs 51.51 crore
grant sanctioned by government between 2004-05 and 2009-10.

Comptroller and Auditor General (CAG) has lashed out at NIT for its
callous attitude. The agency pointed out NIT had diverted a part of
these grants for other works including construction of a swimming pool
in Vaishali Nagar and a sports complex in Ahuja Nagar.

State government sanctions funds under Dalit Vasti Sudhar Yojana
(DVSY) on 100% grant basis to local bodies for improving the civic
amenities of localities where more than 50% population is of SC
community. The works include roads, gutters, water pipelines, public
latrines, etc.

The funds are released to the district collector. The planning
department of district collectorate approves the DVSY works and then
releases the grants to the concerned civic body. After completion of
the work, the collector has to issue utilization certificates (UCs)
stating that the grant has been properly spent by the civic agency.

When CAG scrutinized the records, it found out that the Nagpur
collectorate had released the grants to NIT without any detailed list
of works and the areas where they were to be carried out. NIT planned
the works on its own without proper planning, which led to around
22.5% amount remaining unspent.

When this came to the notice of state government it did not sanction
any DVSY funds in 2009-10 to NIT. Thankfully, NIT spent Rs 16.30 crore
of the unspent amount pertaining to 2004-05 to 2008-09 period in DVSY
works in 2009-10.

CAG further pointed out that NIT had not prepared any year wise plan
for DVSY but sanctioned works as demanded by public representatives of
Dalit localities. This led to large chunk of funds remaining unspent.
CAG blasted the collector office for not checking this lapse.

NAMAKKAL: Tension prevailed for the past two days in Atthanur near
Rasipuram here over a dispute in the Lord Vinayaka temple. Police have
been deployed to avert any untoward incidents.

Tensions gripped the area after Dalits announced that they would enter
the temple to perform poojas on Saturday, to which another group
objected. Revenue officials held talks with both groups and worked out
a compromise formula on Thursday.

But, soon after, the Dalits again said they would go ahead with their
plans of holding poojas in the temple on Saturday.

As they started moving towards the temple, the police blocked their
way and revenue officials including Sathya Narayanan, Thahsildar and
DSP� Tamilselvan, held talks with the crowd.

The Dalits wanted a new temple to be built for them on the same
premises, but the request was rejected.

Meanwhile, people of the other group squatted on the road seeking
action to remove stones laid by the Dalits marking the area for a new
construction.

Officials are trying to convince both groups to arrive at a smooth
conclusion on the issue.

The National Dalit and Minority Front (NDMF), in its meeting in Pune
on Saturday in presence of national president and former minister
Ramvilas Paswan, passed a resolution demanding immediate reservation
of jobs for scheduled castes (SC) and scheduled tribes (ST) in private
sector in the country.

Paswan told reporters in a press conference following the meeting that
five lakh participants from all over the country would march to the
Parliament on November 30 to drive home their demands.

National working president of NDMF and president of Republican Party
of India (RPI-A) Ramdas Athawale was also present.

Paswan said that during the NDMF meeting, some resolutions were passed
demanding immediate introduction of reservation of jobs for SC/STs in
private sector.

He said that till a few years ago the government had control over
economy and there was reservation for SC/STs in public sector
undertakings. But due to disinvestment, the public sector is being
converted into private sector. Hence, the demand is made for
reservation in private sector.

He said there was a declaration of reservation for SC/STs in private
sector in the manifesto of United Progressive Alliance (UPA) during
its rule from 2004-2009. Some action was taken to implement the
declaration. But industry strongly opposed it and the government
succumbed to the pressure. The declaration was removed from the UPA
manifesto in its second term from 2009.

He said the government provides land and other infrastructure to
"Education Mafia" at throwaway prices and they earn profit while
running institutions. Hence, there should be 50% reservation in
admissions to private educational institutions for poor children
belonging to any community.

He said the All India Judicial Service (AIJS) that was to be formed
under Article 312 of the Constitution for recruitment in judiciary is
yet to take shape. There would be reservation for SC/STs in judiciary
once the AIJS becomes reality.

'No support to Anna, Ramdev': Ramvilas Paswan

Paswan on Saturday criticised anti-corruption crusader Anna Hazare and
yoga guru Baba Ramdev for not speaking against atrocities on Dalits
and overlooking issues of social justice while fighting against
corruption.

Speaking to reporters after the NDMF meeting in the city, he said that
the front was also against corruption but the serious problem could
not be solved by one person sitting on fast. "We will not support Anna
Hazare's agitation," he said.

He said that no action should be taken while dealing with Anna or
Ramdev, which is not within the frame of Constitution. Every decision
and action should be as per the parliamentary democracy.

Criticising Hazare's demand for Lokpal, he said that it would result
in formation of one more committee. "One should note that Suresh
Kalmadi or A Raja are behind bars under the very laws in effect. There
is no problem of policy. The intention for implementation should be
the right one," he said.

The Dalit leader said Rashtriya Swayamsevak Sangh (RSS) and Bharatiya
Janata Party (BJP) should not use shoulders of these "babas" for their
political needs. He said that he wonders why Baba Ramdev has entered
politics instead of teaching yoga.

Ramvilas Paswan decries caste system in India

Rajya Sabha MP and Jan Lokshakti Party president, Ramvilas Paswan,
said caste system was the biggest obstacle for the all-round
development of the nation.

Paswan was speaking at the 39th anniversary celebrations of Dalit
Panther at the Balgandharva Rangmandir on Saturday. The founder of
Dalit Panther, Namdeo Dhasal; state forest minister, Patangrao Kadam;
Republican Party of India (RPI-A) president Ramdas Athawale and city
corporators were present.

Dalit Panther is a social organisation founded by noted writer-poet
Namdeo Dhasal in April 1972 in Mumbai to fight the subjugation of the
Dalit community.

Balgandharva Rangmandir was jam-packed on Saturday as supporters
applauded the leaders on the dais.

Congratulating Dhasal on his fight for justice, Paswan said that Dalit
Panther had worked for the evolution of the Dalits. "In the past,
people associated the Dalits as passive and a subjugated class.
However, the Dalit Panther has successfully eradicated this notion,"
he said.

Paswan, who was the chief guest for the occasion, urged people to rise
and fight for their cause. "It is been high time that the Dalits have
remained a neglected section in society. Every individual Dalit should
fight for justice," he said.

According to Paswan, in India, the rich continue to become richer,
while the poor become poorer.

"On paper, our country might be developing at a good pace, but it is
the problems of the deprived poor people that need to be addressed.
Politicians and crusaders seem to forget that," he said.

Respected Sir,
I was in New Delhi for conducting the National & International Dhamma Awards Ceremony 2011 from 28th June to 2nd July 2011. During that time, I met different friends and well-wishers of New Delhi for inviting the said ceremony of Ashwaghosh Buddhists Foundation Nagpur (India). On that visit, I discussed with my newly friend on the subject of "Constitution of India." I am very thankful to that new friend, who has given me the information of "Ancient Constitution Debates House," which is situated at Kasturba Gandhi Marg, MS Apartment New Delhi.  Due to some reasons, I cannot disclose his name. As given details about that place, I visited that place.  The Ancient Constitution Debates House is seemed to be neglected, which should be declared as Ancient Monuments. There is no security. There is situated only a Pillar, where written in Hindi language that "This was the place where Constitution House situated from 1946 to 1964. Where the members of the Constituent Assembly were stayed and work has been done for the New Constitution of India." There is three star bar (Club), where Civil Officers used to drink the alcohol. What a joke of this Heritage place….!
On behalf of Civil Rights Protection Cell (CRPC), I am demanding to Hon. Prime Minister of India to declare this ancient place as "Dr. B R Ambedkar Indian Constitution Debates Research Center" and to give the status of the University, where research and study should be made on the Constitution. Mini Assembly Model should be established in there. So it can be emerged good politicians from that University. MS Building should be converted as a Hostel for the Research scholars. Etc…
What is its importance…!
            Dr. B. R. Ambedkar, Father of Indian Constitution was the eminent scholar, who spent his life for the Nation Building. He was delivered his speech on constitution and spent his most of the period in that place. So everyone should follow the way of Dr. Ambedkar.
