The demand to change the name of Dadar railway station in suburban
Mumbai to Chaityabhoomi and upgrading the memorial of Dr BR Ambedkar,
made at NCP's 12th foundation day rally ìn Mumbai, will see a tug of
war between NCP and its ally in power, Congress, over claiming the
credit.

In a bid to woo dalit voters, ahead of the crucial local bodies polls
next year, the NCP sought to rename Dadar railway station as
Chaityabhoomi, since Dr Ambedkar lived there and his final resting
place, which is known as Chaityabhoomi, is also in Dadar.

Congress was quick to respond that it was the first to make such a
demand. Later, the party announced that chief minister Prithviraj
Chavan would soon meet Prime Minister Manmohan Singh, seeking to
expedite the proposal to allot the Indu Mill land near Chaityabhoomi
for upgrading and modernising the Ambedkar Memorial. It also proposed
a Chaityabhoomi Development Authority for the same.

Today at its rally, senior NCP leaders said that 12.5 acres of Indu
Mill land should be handed over for the Chaityabhoomi upgradation
work.

PWD minister Chhagan Bhujbal, while speaking at the rally said, the
demand was first made by NCP's Vijay Kamble some years ago.

"Let's not fight over claiming the credit. Let's also ensure that we
implement what we have resolved. Whether it is us or them, who did it
first, is irrelevant," he said and wondered by a controversy erupts
when something has to be named after Dr Ambedkar.

Reacting to NCP's demands, MPCC general secretary Sanjay Dutt said the
Congress had already been taking initiatives and the chief minister
will soon lead a delegation to meet the prime minister to urge him to
expedite the decision on Indu Mill land, to facilitate a befitting
Ambedkar memorial.

He said that his party would also speed up the follow-up with the
government on the Chaityabhoomi renaming issue.

UGC to review schemes for target groups
- Poor enrolment among SCs, STs, minorities and women prompts scrutiny

New Delhi, June 12: The University Grants Commission has set up four
committees to review educational development schemes for Scheduled
Castes, Scheduled Tribes, minorities and women, the relook prompted by
statistics that show the measures haven't been all that effective.

While the Gross Enrolment Ratio (GER) in higher education for all
categories in 2007-08 was 13.58, the corresponding percentage for SCs
was 11.62 and for STs 9.86 per cent, according to HRD ministry figures
for the key indicator.

The GER for Muslims in the 18-24 age group shows only 6.84 per cent
enrolled in 2004-05, far lower compared with students from other
religious groups who applied for higher studies (undergraduation,
graduation and above).

Women accounted for about 41 per cent of the total enrolment,
according to the latest figures.

A source in the higher education regulator said the low levels of
participation among these groups led to the scrutiny.

"Separate committees have been set up to undertake a complete review
of schemes for promoting education among SCs, STs, minorities and
women. These committees will find out the factors that have been
acting as constraints in proper implementation of the schemes. These
committees will suggest if new initiatives are required in the 12th
Plan (2012-17)," the UGC source told The Telegraph.

The committees — headed by professors B. Hanumaiah, Mrinal Miri,
Najeeb Jung and Chandra Krishnamurthi — are expected to submit their
reports by the end of this month.

The UGC has so far launched nearly 20 schemes for promoting education
among these groups. They include PG scholarships for SCs, STs and
minorities; and special cells in universities, Rajiv Gandhi National
Fellowships and remedial coaching at undergraduate and postgraduate
levels for SCs and STs.

The commission has also launched a number of schemes for women, such
as study centres in universities, post-doctoral fellowships and Indira
Gandhi Scholarships to help single girl children pursue higher
studies.

"The poor enrolment rate shows the schemes for educationally backward
groups like SCs and STs have not delivered as expected," said former
Madras University vice-chancellor S.P. Thyagarajan.

"The main problem is students from SC, ST and Muslim communities lack
the encouragement and facilities for education. Most of them are
first-generation learners and need mentoring. Special coaching and
other logistic support should be provided to bring them on a par with
their general counterparts," Thyagarajan added.

He also said the "level of competence" among most SC/ST and Muslim
students in colleges and universities was "poor".

Professor Kancha Ilaiah, director, Centre for Study of Social
Exclusion and Inclusive Policy at Maulana Azad National Urdu
University, Hyderabad, said reserved seats for SC/ST students remain
vacant in many higher education institutions.

"A major problem is that enrolment of students from these backward
sections is low at the primary level. Most of them drop out also.
Special care has to be taken at the elementary level to increase their
enrolment and check the dropout rate," he said.

Portfolios of Ministers likely to be shuffled soon

HYDERABAD: Fifty three-year-old C. Damodar Rajanarasimha, a Dalit
leader from Medak district, was formally appointed as Deputy Chief
Minister of the State on Friday evening, marking completion of an
exercise by the Congress leadership to fill several top level
vacancies

A notification said that the Governor, in exercise of the powers
conferred upon him by Article 164 (1) of the Constitution, on the
advice of the Chief Minister, had appointed Mr. Rajanarasimha as
Deputy Chief Minister with effect from June 10.

With this, the vacant posts of Speaker, Deputy Speaker, Legislative
Council Chairman, and Deputy Chairman, besides the Pradesh Congress
president have been filled, in almost one go. It is not clear whether
or not Mr. Rajanarasimha, who presently holds the portfolio of Higher
Education and additional charge of Agriculture, would be given another
portfolio in tune with his elevation.

There were indications that he was eyeing the Home portfolio being
handled now by Sabitha Indra Reddy, who became the first woman Home
Minister of Andhra Pradesh. Sources attributed the time lag between
the announcement and appointment of Mr. Rajanarasimha as Deputy CM to
his reported insistence on getting the Home portfolio.

Chief Minister N. Kiran Kumar Reddy is likely to utilise this
opportunity to reshuffle his Cabinet, more so to reallocate portfolios
in order to rectify the 'social imbalance' in his team. When he
constituted his Cabinet last November, there was furore among a
section of Ministers complaining that weaker sections had been given a
short shrift in portfolio allocation.

It is believed that the reshuffle may take place towards the
month-end. Mr. Reddy is expected to hold consultations with the new
APCC chief Botcha Satyanarayana after the latter formally assumes
charge on Saturday. Mr. Satyanarayana was very vocal in his view that
Ministers from a dominant community had been given plum portfolios. If
the latter has his way, some of them may be shifted to
not-so-significant portfolios.

PR merger

The reshuffle could coincide with the completion of formalities of
Praja Rajyam's merger with the Congress since a minimum of two PR
legislators are expected to be inducted into the team.

Nagas, Dasas and Asuras

Since Dr. Ambedkar declared during the Conversion ceremony on 14^th October 1956, that we all are descendents of Nagas, there is a flood of writing of Dalit literature on the subject of Nagas to prove the point put forward by Dr. Ambedkar. Even a small insignificant being like me contributed to the cause.

It is clear to all that, we are the descendents of a Naga saved during the Sarpa – satra of the Aryans. Nagas inhabited whole of India. They were the first to become the Buddhists. They were the first to oppose the Aryan hegemony. A lot of Dalit and Bahujan population has started identifying themselves with Naga Race.

The Nagas are depicted in all the Buddhist monuments all over India and their sculpture depicts Buddhist culture. The great Naga sculpture of Mahabalipuram, which now goes by the name of 'Descent of Ganges' or 'Penance of Arjuna', is of Buddhist origin.

We know that these Nagas and the people known to Vedas as Dasas and Dasyus are the same people. We know that the name of king of Nagas was Dahaka, which became Damil and later Tamil, and that Tamil was the language of all the people of India before the Aryans came.

Unfortunately, the masses are not used to get moved by the archeology as they do by the mythology. Therefore, the intelligent wily scholars of the yore as well of today, ignored archeology and created lots and lots of mythology. Mythology is imaginary stories created for the masses to accept the preaching of the classes, though it goes against their own interest. It is well known that no amount of exposition by a philosopher can move the crowd of men and specially women of the general masses, as could a small story of mythology.

So the wily Brahmins used mythology to misguide the masses. In mythology, though they have mentioned Nagas as enemies of Aryans, they have given more importance to the Asuras and avoid the name Naga, though everybody knows Nagas and Asuras are the same people and are all human beings. Now they have declared, in mythology, Dasas as Asuras and many allied names like Danava, Rakshasa etc. Most of the stories in epics and Puranas depict various Asuras as enemies of Aryans or Devas.

Dr. Ambedkar had already mentioned that that the person who translated word 'Deva' as 'god' has done a great disservice to the nation. The stories of fights between Devas and Asuras are well constructed so that Bahujans, specially women, would enjoy them, and accept them, and build consent systems to consider their own forefathers, the Asuras, as their own enemy. They do not identify themselves with Asuras, though they are declared by the scriptures as progeny of Asuras.

If one does not identify ones enemy, how can one fight against him? The time has come to realize this.

Friends,

This refers to Ms. Kandaswami's letter. It is pity that such a case is filed
against her and the original writer and publisher. Ultimately nothing would
happen but it is nuisance to all concerned.

It should not be necessary for her to come back to India, abandoning all
her activities in UK.

As a matter of fact, there should be some machinery established in India to
face such cases. The Publishers should take the initiative and bear the
legal expenses. Legal experts from the community should come forward to
defend such cases at gratis.

This is the need of the day, because the caste Hindus would always find loop
holes in the writings of Dalits and try to damp the their voice against
atrocities. This would go on for ever and hence the Dalits need to get ready
to face it.
