[ZESTCaste] On Punia’s top agenda: Cancellation of illegal SC certificates

On Punia's top agenda: Cancellation of illegal SC certificates

Virendra Nath Bhatt Posted online: Sat Nov 06 2010, 04:00 hrs

Lucknow : Unhappy with the delay in cancellation of an estimated
50,000 'illegal' Scheduled Castes certificates by the incumbent
Mayawati government, the National Commission for Scheduled Castes
under the chairmanship of P L Punia will raise the issue with the
state government officials scheduled later for this month.
"It's a serious matter and this issue will be high on our agenda,"
said PL Punia, the chairman of the commission.

The SC certificates in question were issued to people belonging to
Other Backward Castes (OBCs) by the previous Mulayam Singh Yadav
regime in 2005. Although the Mayawati government revoked the order,
little has been done to cancel the certificates. Therefore, those
holding the certificates can use these to avail benefits meant for the
SC, the commission feels.

Dr Chandrahas, director of the commission's office in Lucknow that
looks after UP and Uttarakhand, said they had taken up the issue with
the UP government earlier this year, but only a few hundred
certificates were cancelled, that too not in a proper manner.

"It is difficult to ascertain whether the district magistrates are
aware of the process of cancelling the certificates or they are
interested in doing it," said Dr Chandrahas.

"Most of the cancellations have been done on the file, while the legal
process requires that the original certificate should be recalled and
cancelled with red ink," he added.

According to commission, close to 700 certificates were issued in each
district by tehsildars, and the record of the each caste certificate
issued from a district is available with the authorities.

[ZESTCaste] Dalit welfare was never Mayawati's priority: Punia

Dalit welfare was never Mayawati's priority: Punia

Abhinav Pandey

Lucknow, Nov 4 Once considered to be a close aide of Chief Minister
Mayawati, chairman of National Commission for SC and ST P L Punia
today alleged that welfare of dalits was never a priority for the BSP
chief.

"Mayawati is a political person and not a social one.

Dalits were neither her priority in the past nor even today," Punia,
who is also MP from Barabanki district, told PTI.

"I was her principal secretary thrice in her earlier regimes but even
at that time Mayawati did not even once ask me to chalk out a scheme
for the welfare of dalits," he claimed.

He alleged that she has even done away with the system of 'janata
darshan' (a weekly programme where CM met the people) through which
she could get first hand account of their issues.

[ZESTCaste] King Narakasura is Dalit hero for Diwali

King Narakasura is Dalit hero for Diwali

November 5th, 2010
DC Correspondent

Nov. 4: After terming Mahishasura a hero during Dasara festivities,
Dalit scholars of Osmania University have now outraged orthodox Hindus
by lionising Narakasura, whose killing by Lord Krishna is celebrated
as Diwali.

These scholars contend that Narakasura, the son of the earth goddess
Bhudevi, was no demon but a king who was defeated in battle by Lord
Krishna and Satyabhama in a deceitful manner.

As people celebrated Naraka Chaturdasi on Thursday, a group of Dalits
in the Osmania University observed it as vardhanti (death
anniversary).

They also offered floral tributes to a picture of Narakasura in the
Arts College Campus raising hackles among conservative Hindus.

The scholars asked people not to celebrate Diwali and claimed that
Dalits belonged to the lineage of Narakasura and other so called
"demon" kings who they say have been portrayed as evil by upper
castes.

OU SC, ST, BC and minorities students also organised a seminar
'Narakasurudu — Raakshasuda (demon) or Rakshasuda (protector)?"
wherein participants claimed that history has been distorted to
project all those who lost wars as demons.

"We are observing Narakachardashi as vardhanti (death anniversary),"
said Mr Visarvardhan, a research scholar. "It is not an occasion to
celebrate. We are trying to set right the facts. Narakasura is
amaraveerdu (martyr) and not a womaniser."

"Nowhere in the world does anyone celebrate a death," said the Dalit
scholar, Prof. Kancha Ilaiah. "Nowhere in the world have Gods killed
people except in India."

However, the BJP spokesperson, Mr N.V.S.S. Prabhakar, disagreed with
Dalit views and said Diwali symbolised the victory of good over evil
and was not related to the death of any individual.
