New Delhi: The general category seats at the All India Institute of
Medical Sciences (AIIMS) continue to suffer, despite the government
announcing a mandatory 27% quota for the Other Backward Classes (OBCs)
three years ago across the educational institutions in the country.

The problem, as revealed by the result of a Right to Information (RTI)
application filed by the father of an MBBS aspirant is that the seats
from the general category at AIIMS are also being given to students
from the OBC category.

The father demanding names, ranks and categories of all students
admitted in the MBBS programme in the premier medical institution for
the year 2009 filed the RTI application on January 13 and the reply
revealed that the AIIMS registrar had admitted 3 students under the
'others' category where the entrance test information bulletin
mentions only general, Scheduled Caste (SC)/ Scheduled Tribe (ST),
OBC, orthopaedic physically handicapped as the only eligible
categories for admission.

Three years down the lane, it has been observed that the OBC quota has
still not been implemented successfully at AIIMS as it fails to
provide OBC seats in the reserved category.

The father filing the second RTI query on February 23, asked the Dean
of examination to elaborate on the 'others' category to which the
response as on March 17 stated a list released by him adjusting those
three students under the general category.

A senior official later said that, "Those OBC candidates must be
belonging to the creamy later who later took admission through the
general category."

It has been revealed that most of the high-ranking OBC students are
accommodated in the general category alone whereas students already
from the general category get fewer seats.

Dr. Y.K. Gupta, Public Relations Officer at AIIMS said that
meritorious students automatically get admitted to AIIMS through the
general quota. Another senior doctor said that students on the merit
list automatically get listed within the general category.

The reservation rules as per the government's directive imply that 50
percent of the seats have to be occupied by general students, 15
percent by SC, 7.5 percent by the ST and 27 percent by the OBC.

The number of seats available for the MBBS programme at AIIMS every
year is 77, out of which 36 seats are open for general students, 11
for SC, 6 for ST and 19 for OBC.

Lucknow : The Saharanpur police lodged an FIR against former Samajwadi
Party MP Rashid Masood on Wednesday, for his alleged derogatory
remarks against Chief Minister Mayawati, made during a rally on
Tuesday.
Masood has been booked under Sections 188, 189 and 505 of the IPC,
which includes disobedience to order duly promulgated by the public
servant, threat of injury to public servant and statement causing
public mischief.

The FIR has been lodged at Kutubsher police station in Saharanpur city
by Station Officer Muneesh Kumar.

Masood, however, denied all allegations. "It is an act of political
vendetta against me and my family. During the last three years, over
three dozen cases have been lodged against me and my relatives,
including my wife and daughter-in-law," he said.

"I did not say anything unparliamentarily or disrespectful about the
chief minister. I just referred to a popular Urdu phrase explaining
why I have no intention of meeting Mayawati, because a BSP leader had
recently conveyed to me that all my problems would end if I met her,"
he added.

"Ever since Mayawati came to power in 2007, the UP government has
unleashed a reign of terror against me and my family. We are under
pressure to join the Bahujan Samaj Party," Masood alleged.

According to Masood, the state government had upgraded the Saharanpur
Nagarpalika to Nagar Nigam only to remove his nephew Imran Masood, who
was the chairman there. Earlier, the government had removed Imran, but
its action was stayed by the High Court, Masood added.

Jagdish Singh Rana, BSP MP from Saharanpur, denied that Masood was
being victimised.

Rana, once an acolyte of Masood, was a Cabinet minister in the
Samajwadi Party-led government from 2003 to May 2007. He later
switched sides, joined the BSP and was elected to the Lok Sabha in May
2009.

"The BSP or the state government has nothing to do with the FIR. The
law is taking its own course. Rashid Masood had made intemperate
remarks against the chief minister and the police have taken suo motu
cognizance of the matter," said Rana.

SANGAREDDY/WARANGAL: Minister for Tourism and Information J Geeta
Reddy has said that the government would extend loans with 35 per cent
subsidy to enthusiastic SC and ST entrepreneurs for setting up
industries. For women, an additional subsidy of five per cent will be
given, she said.


The Minister was participating in the birth anniversary celebration of
Babu Jagjivan Ram held under the aegis of the District Social Weflare
Department. She garlanded the statue of Jagjivan Ram at the new bus
station and later addressed a public meeting. District in charge
Collector Vijay Kumar was also present.

The Congress Government, she said, had introduced several progeramme
for the welfare of the SCs and STs. The government has decided to
extend loans with subsidy for the welfare of unemployed youth. She
urged the youth to make use of the schemes.

Late chief minister YS Rajasekhara Reddy had organised `Sankshema
Bata' for taking up repairs and to ensure development of welfare
hostels. He had sanctioned Rs 2.60 crore, she recalled and stated that
Rs 1.45 lakh of the funds has already been released. Over 72 works
have been completed with the funds and another 55 works are in various
stages of completion, she said.

The Congress Government, she said, has decided to organise 'Praja
Patham' this month with an aim to find out the problems being faced by
the people in summer and resolve them soon. She directed the in charge
collector to begin the programme from SC colonies in villages.

With regard to the distribution of land to the poor scheduled to begin
on April 14, she directed the officials to get the consent for the
list of beneficiaries in the assignment committee meetings. Hailing
the services of Babu Jagjivan Ram for the upliftment of Dalits, she
said all Dalits should tread the path of prosperity taking Ram as an
ideal.

She also directed the in charge collector to appoint chairman for the
SC, ST Commission and ensure that complaints related to bankers
failing to extend loans to the above sections be resolved soon.

Local MLA T Jayaprakash Reddy, Zilla parishad chairman M Balaiah,
municipal chairperson M Vijayalakshmi, Social Welfare Department
deputy director Lakshmi Sudha and Dalit leaders Rama Rao, Sanjeevaiah,
Ramachandraiah and others were present.

A Patna court on Wednesday sent 16 persons to the gallows and awarded
life imprisonment to 10 others for killing 58 people in 1997.

The court also imposed a fine of Rs 50,000 each on those who were
sentenced to life imprisonment. Nineteen persons were acquitted for
want of evidence.

The sentence came 13 years after the massacre by the Ranvir Sena, a
private militia raised by upper-caste landlords of central Bihar, on
December 1, 1997 at Laxmanpur Bathe village in Jehanabad district -
now part of Arwal — about 105 km southwest from here.

The massacre is considered to be the worst-ever in the state. Among
the dead were 21 men, 27 women and 10 children. Four families were
completely wiped out.

The dispute was over the ownership of a large piece of unused land
belonging to the state.

Announcing the judgment, Additional District and Sessions Judge Vijay
Prakash Mishra handed over the copies of the quantum of punishment
separately to all the 26 accused.

On December 24, 2008, the police framed charges of unlawful assembly
with prohibited weapons, with the sole objective to kill against 44 of
the 47 accused — three absconding since.

Of them, three died during the trial period. The rest 41 accused were
present in the court to receive the verdict.

All the accused, who were held guilty on March 31, were earlier
brought to the court from Beur Central Jail.

And the court premises had been turned into a fortress.

A large number of people, including the relatives of the victims, were
also present in the court at the time of

pronouncement of the verdict.

Altogether, 14 senior lawyers, nine from the prosecution and four from
the defence, appeared before the trial court.

While the prosecution

produced 91 out of 152 witnesses listed, nine witnesses deposed on
behalf of the defence.

The case was first lodged with Mehendia police station in Jehanabad
district — now part of Arwal district — on the

basis of a statement of Binod Paswan, who survived the attack.

Later, the trial of the case was shifted to Patna from Jehanabad on
the directive of the Patna High Court.

The Congress was stone Hearted for 63 years ! Now they have realise that next Ms. Mayawati will be the next Prime Minister and that there would not be any fund crunch to implement RTE which is the Constitutional Right. If the congress was really interested in implementing the same, they would not have put the burden on the State Government.They are also scared if it is implemented, the untouchables would get educated and empower the SC STs as desired by the father of the Constitution.

The Congress Monday lashed out at Uttar Pradesh Chief Minister
Mayawati for seeking funds for implementing Right to Education Act in
the state, calling her a stone-hearted 'murti-devi' (statue).

'Murtidevi Mayawati is saying like stone-hearted statues that there is
no money for education of children,' Congress spokesperson Abhishek
Manu Singhvi told reporters here.

'She has raised statues worth crores and is now raising a force for
their protection.. . but she has no money to spend on education of
children. This reflects the thinking of Murti-devi Mayawati who is
anti-people, anti-children and against empowerment of people,' he
added.

The Right to Education Act came into force April 1 and promises free
and compulsory education up to Class 8 in the country.

Singhvi said: 'It's a political mindset that injects politics into
welfare of Uttar Pradesh children.' Mayawati fears that if 'people
become educated and start thinking properly, they would start
questioning her decisions about constructing her own statues,' he
added.

Singhvi said implementing the Right to Education countrywide would
require Rs. 1.7 lakh crore in the first five years, of which 55 per
cent would be provided by the central government and 45 per cent by
states.

The state government is required to provide less than half of
Rs.18,000 crore to implement it, he said, adding that of the 90 lakh
to 95 lakh children out of school in the country, one-third are in
Uttar Pradesh.

The act provides for education to students in the age group of 6-14
and specially focuses on bringing 8.1 million children of this age
group back to classrooms.
