Lucknow : Contrary to Chief Minister Mayawati's announcement in the
Assembly last week that there would be no financial allocation for
parks and memorials in this year's state Budget, Rs 700 crore has been
earmarked for memorials of Dr B R Ambedkar, Kanshiram and Ramabai
Ambedkar in the Budget presented by Finance Minister Lalji Verma on
Thursday.
The Budget, which has an outlay of Rs 1,53,199 crore, does not impose
any new taxes.

* A provision of Rs 456 crore has been made for essential works in Dr
Bhimrao Ambedkar Samajik Parivartan Sthal to provide long-term
stability to the structure under the "urban development" head of the
budgetary grants for the Housing Department.

* Under the same sub-head of the housing grants, a provision of Rs 224
crore has been made for the Manyawar Kanshiram Green (Eco) garden. A
provision of Rs 36 crore has been made for the development of Ramabai
Ambedkar Maidan and additional works.

* For other works at various memorials, a token provision of Re 1 each
has been made in the grant of the Housing Department. These memorials
are Manyawar Kanshiram Memorial at Jail road, the Ramabai Ambedkar
Maidan, Dr Bhim Rao Samajik Parivartan Sthal and the development and
beautification of the Smriti Upvan, earlier known as Kanshiramji
Smriti Upvan.

The Finance Minister also presented the second supplementary grants
for the current fiscal 2009-10, totaling Rs 3,132.56 crore. In these,
token provisions of Rs 1,000 has been made for various parks and
memorials.

Using this token provision as a cover, the government can provide
funds for parks and memorials by re-appropriation of grants within the
current fiscal year. The provision of Rs 1,000 has been made for Dr
Ambedkar Samajik Parivartan Sthal, for the corpus fund created for the
security and maintenance of the parks and memorials and for the
development and beautification of the Smriti Upvan.

India state approves statue squad
A plan for a special police force to protect statues of an Indian
politician and her mentors has been approved in India's Uttar Pradesh
state.

Chief Minister Mayawati proposed the squad because she feared her
political opponents might demolish the statues.

Uttar Pradesh's state assembly passed the bill proposing the security
force on Thursday.

Ms Mayawati has been criticised for spending $1bn (£0.6bn) on
monuments of herself and other low-caste leaders.

She remains popular among India's 160 million low-caste Dalits,
formerly known as "untouchables" - but critics accuse her of
self-glorification and wasting public money in what is one of India's
poorest states.

The initial cost of raising the force is estimated to be 540m rupees
($11.6m; £7.1m). Yearly maintenance would cost 140m rupees ($3m;
£1.8m).

Special training

State minister Lalji Verma said there was a shortage of security
forces to protect the memorials. He said police officers would be
given special training.

They will be also given the power to detain people they suspect of
threatening security near the statues.

India's Supreme Court has ordered the state government to halt further
building work on the statues until it decides whether the expense can
be justified.

Last year, the Uttar Pradesh state opposition leader, Mulayam Singh
Yadav, said: "Bulldozers should be put to good use in these
memorials."

Bhopal, Feb 4 : Uplift of the Scheduled Castes (SCs) and the Scheduled
Tribes (STs) cannot be ensured by making laws alone and there is a
need to change people's mindset also, Lok Sabha Speaker Meira Kumar
said here Thursday.

Addressing a workshop on "Empowerment of the Scheduled Castes/Tribes"
at the R.C.V.P. Noronha Academy of Administration, she said that it is
a matter of concern that a workshop is being organised for empowerment
of these sections of society even 60 years after independence.

"Political and administrative classes lead the nation. The political
class can take a decision but the important responsibility of its
implementation rests with the administrative class," Meira Kumar said.

She said that ground realities of the country can be experienced by
visiting villages, towns and districts. On the strength of this
experience, they can make suggestions about what new laws are to be
formulated.

The Speaker also called for action against those responsible for
atrocities on people belonging to the Scheduled Castes and Tribes
under Prevention of Atrocities Act, and added that it will lead to a
social revolution.

Presiding over the workshop,Madhya Pradesh Minister of State for
General Administration K.L. Agrawal said that the state government has
launched several schemes, including Ladli Laxmi Yojana and
Mukhyamantri Kanyadan Yojana, for the welfare and uplift of the poor,
especially the SC/STs.

Dear Social Workers,

You are hereby invited to participate in my research study through an online survey. By means of your social work practice, you are helping people in difficult life situations. While doing this work, you may come across different methods and approaches in social work practice.. The Rights-Based Approach (RBA) to social work practice is one of these methods. The purpose of this survey is to understand whether and how social workers in India are applying RBA in their practices..

In India, people involved in social work practice come from various educational backgrounds. They may be trained in social work as a discipline, or they may be trained in fields like journalism, law, sociology, medicine, engineering, and so on. Considering such variety, irrespective of your educational background or level, you are eligible to respond to this survey if you are involved in social work practice in India, in any way. The information given by you can be of immense importance because we expect that the study will provide insight and a practical level of understanding for applying RBA to social work practice. Therefore your opinions are very important..

This is an online survey written in English. Please find 10 minutes in your busy schedule to complete the questionnaire. Your responses will be kept completely confidential, and no information of any personal nature will be asked.
