Case against official for caste slur on minister

Feb. 27: The minister for textiles, Mr P. Shankar Rao, has taken up
cudgels against a senior officer of his own department and has filed a
case under the SC ST Atrocities Prevention Act.

The Saifabad police, who received the complaint from the textile
minister's officer on special duty, Mr D. Murali, registered a case
against APCO vice-chairman and managing director, Dr V. D. Rajagopal,
who has been accused of calling Mr Rao an "SC and a mad man". Dr
Rajagopal is also facing allegations in the mining department for
favouring the Obulapuram Mining Company.

Central Zone deputy commissioner of police, Mr Akun Sabarwal, said,
"We have registered a case under the SC ST Atrocities Prevention Act
against Mr Rajagopal. Saifabad assistant commissioner of police, Mr
Muralidhar, has conducted preliminary investigations."

In view of the sensitive nature of the case, the Saifabad police has
written to the commissioner of police, Mr A.K. Khan, to transfer the
case to the Central Crime Station. Mr Khan is yet to take a call on
this.

In his complaint, Mr Shankar Rao has alleged that the incident took
place in his chamber in the Secretariat on February 25 at around 2.30
pm in the presence of several other officers.

Mr Rao's counsel, Mr C. Mallesh Rao said, "As per the contentions of
the complaint, the minister had asked his subordinate officer, Dr
Rajagopal, to provide relevant details about his department to answer
questions in the Assembly. The minister, in an earlier occasion, had
lodged a complaint with the vigilance and enforcement department with
regard to investigation against bogus co-operative societies."

Mr Shankar Rao had asked him to explain the circumstances under which
undue favours were shown to bogus societies.

"When he was questioned, Dr Rajagopal lost his temper and started
shouting at the minister. He even used abusive language," said the
complainant.
