Two Judges of Supreme court recently, for the first time in our
judicial history, had the courage to challenge the religious text of
the Brahmanical order. In an order favoring tribal women's land right
violating which the powerful in the village termed her as witch and
paraded her in the village. The Judges were very forthright in their
statement saying that violation of the tribal right start from ancient
period when Guru Dronacharya asked from his tribal disciple Eklavya to
donate his thumb to him, in order to protect the interest of Arjuna,
the kshatriya warrior to be the best archer of the world.

Not long back the same Supreme Court gave a judgment saying Hindutva
is a way of life. It has been criticized. The highest court today is
more sensitive than ever. Just a few days back the court amended their
old order in which they upheld the life sentence to Dara Singh, the
mastermind of burning Grahm Stains with his two sons in Orissa. While
court upheld the high court's judgment, it unnecessary stretched its
brief to conversion and then said that Dara Singh was protecting
people from converting to Christianity. The court later realize their
mistake and amended the order.

The brahmanical prejudices in our system are well known and judiciary
is no exception to it. There are number of judgments against dalits on
the issues of reservations are well known and can be elaborated here.
Even after the Mandal judgment the issues related to OBC reservation
has been diluted in many ways and the issue of merit always cropped up
as if there is no merit in those who come through reservation. This
stand is quite dangerous. In fact, Indian courts have continuously
opposed reservation in judicial services terming that it will affect
merit in the courts as if all the other sectors where reservation is
effective are non meritorious. The fact is judicial appointments are
political nature and there is control of several families in top
echelon of Indian judiciary. Like every other sector, here also we
have judges who have history of their parents in the judiciary.
Earlier, the people retiring from the Supreme Courts used to keep
themselves off from the politics but today they are openly part of
political parties and ideologies. Many of them like Justice
V.M.Tarkunde, Justice Krishna Iyer, Justice Rajender Sachar gave
monumental contribution in the field of human rights and promoting
rule of law in the country and never ever took any official position.
Some of them actually gave dangerous judgment and reports. Justice
Rangnath Mishra was appointed by Rajiv Gandhi to look into the anti
Sikh riots in the aftermath of Indira Gandhi's death in 1984 and not a
single political leader from the ruling party was charged. Justice
Mishra got his reward to Rajya Sabha from the Congress Party.

The lower judiciary is more prone to brahmanical biases. In Allahabad,
a district judge washed his court room with Ganga Jal when he assumed
charge as his predecessor was a Dalit. Just a few days back we heard
that a judge in Madhya Pradesh asked the government to get each
children's horoscope checked by the Brahmins and then admit them to
school so that they can understand whether the boy or girl is going to
be healthy child or not. This story has appeared in the Times of India
yesterday though it was abuzz in the internet for long. The Child
Rights commission in India has asked for a report on it.

Indian judiciary is like any other sector in India suffers from the
inadequacy of understanding the issues and problems of the
marginalized. If there are some judgments favoring them they are
purely on charitable and good will basis. When ever the issue of the
rights of the Dalits and marginalized have come judiciary by and large
was seen with powerful. Several years back, the a retired Supreme
Court judge was asked by the Supreme Court to report on the
inadequacies Public Distribution System in several states. He called
up meeting of many people working on the same. I was one of them. In
the meeting the former Judge was asking people what would be good for
them and then came out with an idea that to improve the efficiency of
the PDS they must have computers at their shop. Every body was happy
but when they realize that this was nothing but another sale ploy
people opposed it. Suddenly, some of the people suggested the issue of
quota for the Dalits, Muslims and others in the distribution of these
shops. The judge became furious and he asked the others as why don't
they openly oppose it. How one any one who is not known marketing be
given charge of shops. And he just stuck down the entire formulations
that we can not talk of quota here.

In the past twenty years judiciary paved way for land acquisition
process which was responsible for displacement of hundreds of
thousands of people. Political craftiness and crookedness forced
political leaders to take shelter in the judicial activism which was
nothing but turning the issue of executive which is more accountable
to the people, in their hands. Land has always been acquired in the
name of 'public interest' but none could find what the public interest
if lakhs of people have been uprooted from their land. There are
definitely very good judgments and we always are grateful to them. We
still look for some good judgments as people are quite fed up with
political maneuvering.

Hence, land acquisition never ever got discussed in Parliament but it
has been justified by the judiciary on many occasions.

Thousands of cases related to land ceiling act are lying with courts.
Powerful people have time and money to delay judicial process. It's
the poor who bear the brunt of it. It's difficult to bring all the
cases to the court. Justice Y.B.Sabbarwal's over enthusiasm on
implementing Sealing process in Delhi and making our cities 'world
class' is well known. It uprooted lakhs of people. DDA and other
authorities got right to demolish any location and slums without
rehabilitating them. It was painful to see how the doors of court
remain close for the poor as they feel helpless.

Three years back a 4 year old Dalit girl was thrown into burning fire
allegedly by an upper caste boy in district Mathura. The UP government
appointed a fast track court to implicate him. The boy was booked
under SC-ST prevention of Atrocities Act. The judge after hearing
every one exonerated the boy that there is no witness. He rejected the
contention that girls mother is a witness saying that she was in veil
when the girl 'fell; into the fire. There was no other witness and
hence the judge came to the conclusion that the girl fell the fire out
of her own even when it was clear that she was going to defecate with
her mother and was pushed to fire by the local landlord who was
unhappy with their using his fields to defecate.

It is important that India reform its judicial system and form an all
Indian Judicial commission which be made responsible for recruitment
of the judges and they be monitored and seen. Let a committee of
retired judges observe and read the judgments of these judges and then
promote them. Right now most of them are picked up from the practicing
lawyers of High Courts, so political favor, relationships and other
things matter and unfortunately that reflect in judgments on many
occasions. Binayak Sen's conviction is one such incident of how judges
in the lower courts have already made up their mind and do not
normally question the government version. The situation is grim as
people do not have money and patience to fight for their cases in the
High Court and Supreme Court.

I have been fighting for the case of 150 Dalit families in Shaheed
Udham Singh Nagar for the past 15 years. The were fighting for
implementation of land ceiling act and be given land declared surplus
under Ceiling Act. This case went to Allahabad High Court where the
judge upheld ceiling. Then the powerful people of a company challenged
in the Supreme Court and lost there also. The judgment came in 2004
and we waited with breathe that now the people would get their land.
When nothing happened and the judgment was dubiously used to defeat
the purpose of it, we went to the Lokayukta of the Uttarakhand state
who took about 2 years to come to a conclusion that the violation of
Supreme Court Judgment has happened that official need to be punished.
Nothing happened. We went to the Supreme Court again. Justice
K.G.Balakrishanan accepted the petition but for next three years, he
did not give us time to hear it. As soon as it he retired, the
petition came to current Chief justice who directed us to go the
Uttarakhand High Court, Nainital. Now, it is painful for people to
wait for three year and then be asked to go back to High Court. We
went to Nainital High Court where the chief justice was not willing to
listen to us even when we mentioned that it is under the direction of
the Supreme Court. Finally, he fixed up a date to clear the case. We
brought to his notice violation of Supreme Court judgment and
Lokayukta report but that was clearly rejected. Lokayukta can not be
bigger than this court said Chief Justice. Now the question was no
body was questioning the powers of judiciary, we just used his report
because it took two years for him to come to some conclusion and he
himself was a judge in Lucknow bench of Allahabad High Court.

The Ayodhya verdict has been shocking. How are the judges going to
decide where Lord Rama Was born. Is it the job of the judiciary to
decide about it. The matter before them was whether some body
installed the statues of Ram in the Babari mosque or not and secondly
about the ownership of the land which could have been judged on the
basis of their papers yet the judges went on and on to declared it. If
such cases become a legality than it would be difficult to find any
land in India for human being as under each building the religious
thugs are ready to say there resided a 'god' and we have over 33 crore
of them.

The latest judgment in this series is of Bombay High Court which
declared that Astrology is science. Should the judiciary accept such
cases? How can they come to such a conclusion? If they want a
meaningful judgment why can't they seek opinion from medical and other
department like that of Science and Technology? Isn't it a fact that
our judiciary is taking their role much beyond their defined role and
is opening a Pandora's Box. Such judgment helps the religious
manipulators to spread their false massage in the name of judicial
approval. It does not bode well to the health of the country. There is
a need to control astrologers as there is no mechanism where they be
held accountable. There is no mechanism where an Ayurvedik doctor and
his activities be monitored under MRTPC act. If they are being
declared as science and modern then all the modern day rules and
regulation should also be implemented on them. Like any medicine they
should also put expiry dates and other things on their products and
all their activities should be scrutinized.

It is really needed that judicial system be reformed so that people
get justice. This is a great season at the Supreme Court when some of
the judges have delivered great judgment favoring tribal and Dalits,
on human rights and against corruption. One sincerely hopes that this
tribe of honest judges will increase whose judgment will help the
marginalized gain their rights and confidence. It is time for
reservation in judiciary for the Dalits, Muslims, Adivasis and women
so that their confidence level also grows and people feel safe that
the judges will understand their feeling and issues. Some of my
friends suggest that this is the best moment in the Supreme Court in
recent history when we are witnessing some fairly balanced judgment.
People are still looking to higher courts for resolution of their
problems. On Gujarat they have consistently taken a stand against the
communal politics of Narendra Modi. Similarly, on many other things
including the tribal rights, common land of the village, on women's
right, the judges have taken bold stand in the Supreme Court. One
sincerely hopes that the highest court of the land will do its best to
change the set up of judicial appointments as well as speedy process
of law so that they are delivered on time. It is also important that
Supreme Court take not of what the High courts are delivering and
wheverever the judges have gone or commented beyond their jurisdiction
should not only be scrutinized but those portion should be withdrawn.
In the Graham Stains case the Supreme Court has withdrawn
controversial portion of its order which is a welcome sign. One hope
that the Supreme Court will support initiative in the direction so
that in our judicial officers are more sensitized on the issue of
caste, gender and communalism and it is not possible without fair
representation of people from affected communities in the services.

Watertight legislation for reservation in State jobs for SCs, STs and
BCs, a comprehensive land distribution and minor irrigation programme
and educational parity initiatives at all levels are key instruments
for implementing social justice goals envisaged in the Constitution,
former bureaucrat P.S. Krishnan said here on Thursday.

Delivering the Gijubhai Badekha Memorial Lecture under the joint
auspices of the Asian College of Journalism and the NCERT, Mr.
Krishnan said while irrigation-linked land distribution schemes were
crucial for economic liberation of SCs, STs, BCs and other landless
peasants, evolving "leakage-proof" legislation for job reservation was
necessary to remove loopholes in the present system and for providing
due share to SCs, STs and BCs in governance and administration.

Mr. Krishnan, a former Government of India Secretary and a champion of
the rights of the marginalised social strata, advocated the
establishment of high quality residential schools for SC,ST and BC
children as a starting point for achieving educational parity. On the
higher education front, he sought the implementation of the
recommendations (in 2008) of the high-level Ministerial committee on
Dalit Affairs and the introduction in Parliament of The Private
Educational Institutions (Reservations in Admissions) Bill to fulfil
the purpose foreseen in the 93{+r}{+d} Constitution Amendment Act.

While advocating zero-tolerance of untouchability and forms of
discrimination (such as social boycott), Mr. Krishnan wanted more
teeth to the SC/ST Prevention of Atrocities Act, 1989 through
establishment of special courts and enhancement of punishment.

Pointing out that the pre-Independence slogan of "land to the tiller"
remained substantively unrealised in rural India, Mr. Krishnan argued
that in the case of SCs, landless state contributed to and aggravated
agricultural servitude and "untouchability."

According to the former bureaucrat, the rampant diversion of the
Special Component Plan for SCs constituted a "serious social
corruption." The cavalier approach to the SCPs (and Tribal Sub-Plans),
as borne out in the controversy over the Commonwealth Games, had
reduced what was intended to bridge the gap between the marginalised
and the advanced classes to a "meaningless, pointless
arithmetical-statistical exercise."

Making the case that the issues of the SCs, STs and BCs were not
marginal issues but entwined with the core of India's aspirations to
become a regional and global power, Mr. Krishnan said the operational
cost of land distribution, educational parity and uplift programmes
were well within the financial capability of the government.

Citing the Global Financial Integrity research group that pointed out
that India had lost in illicit financial outflows at least Rs.72,000
crore every year between 2002 and 2006 alone, Mr. Krishnan said "…
even without taking this into account, the present and likely future
annual plan size is enough to accommodate the needs of SCs and STs …
."

Terming the mainstreaming of the oppressed classes a national task,
Mr. Krishnan said teachers had an important role to play in changing
attitudes and mindsets through human rights education that promoted
the egalitarian ideal in society — especially among children — and
eliminated "the total mismatch between a big nation and small
caste-shrivelled minds."

University, and Shakuntala Nagpal from the NCERT also spoke.

Two Dalits shot dead

Biharsharief, Feb 9 (PTI) Unidentified gunmen shot dead two members of
a Dalit family at Ghosrawans village in Bihar''s Nalanda district,
police said here.
Rudal Manjhi and Ripu Manjhu were in a Saraswati puja pandal when they
were shot dead by unidentified persons after they picked up a quarrel,
they said.
The bodies were brought here for post-mortem, they said.
Raids were on in the area to apprehend the killers. PTI Corr AJK MM

Four persons allegedly stopped their autorickshaw and assaulted them

VITLA: A Muslim youth and a Dalit youth were assaulted in Serkala
village, about 8 km from Vitla, on Saturday night for allegedly
dropping off Hindu girls to their house in the Muslim youth's
autorickshaw.

Abdul Khader, 22, and his neighbour and friend Yogish Kumar were
returning to their houses from a Yakshagana performance in Serkala
around 11 p.m. on Saturday when the latter spotted his two female
cousins and their girlfriend (a non-Dalit), on the way. The three
girls are aged between 14 and 20.

A friendly gesture

Mr. Abdul and Mr. Kumar dropped them off to the house of one of the
girls which was at a short distance from the venue of the Yakshagana
performance.

When they were returning from the house, four persons arrived in an
autorickshaw and on a two-wheeler and stopped them. They sought to
know why the Muslim autorickshaw driver had taken the Hindu girls in
his vehicle.

Questions raised

"They asked me why I had taken Hindu girls in my vehicle. I told them
Mr. Kumar and I have known each other for a long time and that the
girls are his relatives. But, they did not listen to me and started
beating both of us," Mr. Khader alleged.

The assaulters also insulted him for being a Muslim, he alleged, and
added that they rained blows on his stomach, hip, back and head.

Both he and Mr. Kumar have been admitted to the government hospital in
Vitla. Mr. Kumar said the attackers asked him why he did not travel by
an autorickshaw owned by a Hindu.

Secretary of the Auto Chalaka Malaka Sangha Monappa Salethur said that
targeting autorickshaw drivers like this was condemnable. "We provide
public service. If they attack us, how are we to carry on doing our
work," he asked.

Vitla police station Sub-Inspector Rakshit A.K. visited the victims in
the hospital. He said the victims were not willing to register a case
against the attackers.

No police complaint

Superintendent of Police A.S. Rao said the victims refused to lodge a
complaint saying that they did not want to name the girls.

Action promised

The district police would take the "most stringent action" against the
accused in such cases, as "sporadic instances" of similar attacks were
continuing.

Asked if any of the assaulters belonged to any organisation, Mr. Rao
said that according to the Sub-Inspector's report, the assaulters
included a cousin of one of the girls who was present on the night of
the incident. He had brought others from the organisation that he
belonged to, Mr. Rao said.

In a rare legal intervention, the Gujarat high court has allowed a
rape victim to terminate her pregnancy. The 18-year-old Dalit girl had
approached the court last month seeking permission to end her 16-week
pregnancy. The girl, from Deodar taluka in Banaskantha, was abducted
from her village on
September 28 last year. Amratji Agraji Thakore allegedly held her
captive for more than two months and raped her repeatedly.

She was rescued in December. A medical examination revealed that she
was pregnant. The accused remains at large.

"Keeping in mind the best interests of the girl and her parents, and
likely consequences and innumerable mental, physical, social and
economical problems in future if pregnancy is not allowed to be
terminated and resulted into birth of a child, this court has come to
the conclusion that the case falls within the parameters of Sections 3
and 4 of the Medical Termination of Pregnancy (MTP) Act," justice
Anant S Dave said in his order.

"There is no bar for termination of pregnancy in case of a rape
victim," the judge observed.

He also directed health authorities of the Ahmedabad civil hospital to
set up a panel of doctors to conduct the abortion.

However, if the panel believes that termination of pregnancy would
affect the life and safety of the victim, it may reconsider the
decision, the court added.

Under the MTP Act, an advanced staged pregnancy cannot be terminated
if doctors believe the woman's physical or mental health is in danger.

The high court also ordered that after the abortion, the foetus should
be preserved for DNA testing, as it could be a useful evidence for the
investigation of the rape case.

HC directs Pilibhit SP to probe custodial death of dalit youth

Allahabad, Feb 9 (PTI) Taking a serious note of the custodial death of
a dalit youth at Pilibhit in UP, the Allahabad High Court has asked
the district SP to personally investigate the matter and submit a
report of his findings.
The order was passed on February 2 by a division bench comprising
Chief Justice F I Rebello and Justice Vineet Saran on a PIL filed by
civil rights group People''s Union for Civil Liberties (PUCL).
According to the PIL, Ram Pal was arrested on August 14 last year
following a complaint lodged at Barkhera police station wherein the
complainant had alleged that her daughter had eloped with the youth.
The PIL alleged Pal was kept at Karore outpost where he was beaten up
as a result of which he went into a coma on August 15 and later "died
after battling for life for 38 days".
Admitting the PIL, the court remarked, "Prima facie, the allegations
are serious in as much as in the absence of any other documentary
evidence to show that the injuries were suffered by the accused
previous to his arrest, the presumption would be that he has died
while in custody."
Fixing February 23 as the next date of hearing in the matter, the
court directed the Pilibhit SP to complete his investigation and
submit the report by way of an affidavit on that day.

Man kills sister, her husband for 'honour'

In a case of suspected honour killing in Farrukhabad district of UP,
Sanjay Verma allegedly murdered his sister Priya (21) and her husband
Nageem Sheikh alias Gudda on January 26. On Tuesday, police arrested
Sanjay, his brother-in-law Manoj Verma and domestic help Umesh Yadav.
Gaurav Verma and Titu Gupta, both friends of Sanjay who were allegedly
involved in the crime, are absconding.

A case of murder has been registered at the Kayamganj police station
of Farrukhabad. The revolver and car used in the murder have been
recovered by the police. Priya's body was recovered near river Kali
Nadi in Kannauj district on January 27. Nageem's body was reportedly
thrown into the river and is yet to be found.

Farrukhabad Superintendent of Police K Ejilearssane claimed, "It is a
case of honour killing, where the family members of a Hindu woman were
angry with her for marrying a Muslim man, and therefore they murdered
both."

Aligarh, Feb 10 (PTI) Uttar Pradesh is the "worst offender" as far as
crimes against Dalits are concerned, Chairman of National Commission
for Scheduled Castes and Scheduled Tribes P L Punia said here today.

He came down heavily on Chief Minister Mayawati in the backdrop of
arrest of some Dalit women, who tried to block her way during a visit
to Aligarh last week.

"The state government''s reported move to impose the Gangster Act
against those persons who protested before the Chief Minister during
her Aligarh visit was a pointer to the fact that fundamental rights
were mercilessly trampled upon in the state," Punia told reporters.

The Chief Minister has responded in a "crass feudal and autocratic
manner" by sending the women to jail on "flimsy technical grounds," he
said.

Punia said that Mayawati had become "unapproachable" even to her own
party members who left with "no option but to force their way through"
when she visited Aligarh district.

He said the Commission has served notices on SPs of Aligarh and
Firozabad asking them to submit their reports on two separate
complaints filed by some Dalit women.

One complaint was filed by Sunita, daughter of a junior engineer, who
was allegedly murdered last year, and another by a woman accusing RES
Minister Rajveer Singh of harassing her for money for a party ticket.

Punia visited Sunita, whose father Rajender Singh, a junior engineer
in the state Irrigation Department, was allegedly murdered last August
in Aligarh. He accused Mayawati of "shielding" two ministers suspected
to be behind the murder of Singh.

"The Chief Minister in her tearing hurry to give clean chit to two of
her ministers appears to have forgotten that she rose to power riding
on the back of the same ''Dalit'' community whose women folk she is
treating with such a disdain today," Punia alleged.

He also said that on an average the Commission receives about fifty
complaints by Dalits in UP in which the police have not even
registered preliminary reports.

Punia also "advised" state Cabinet Secretary Shashank Shekhar Singh to
not indulge into "brazen sycophancy".

"If Singh wants to issue political statements then he should resign
from his post and join the political party which he is presently
championing," said Punia.

GhaziabadThe National Commission for Scheduled Castes has demanded an
investigation into the murder of a dalit teenager here.

The deputy chairman of the NCSC Raj Kumar Virk has asked the police to
heed to the demands of the girl's family, who suspect the killing to
be a case of "human sacrifice" rather than murder.

Virk had visited the Jadopur village last evening where the young girl
was allegedly murdered after being raped.

The girl's father Chet Ram, who had earlier lodged a case of rape and
murder, now suspects his daughter was offered as a human sacrifice by
his neighbour Jagdish.

The incident happened on February 4 when a 16-year-old dalit girl was
found dead in a jungle near Pilakhwa village here.

Though rape has not yet been confirmed in the post-mortem report, the
vaginal swabs of the victim have been sent for laboratory test in
Agra, SSP Raghubir Lal said.

While the police has arrested four suspects in connection with the
case, Jagdish is still at large.

Kanpur: Chief minister Mayawati suspended PWD executive engineer RP
Singh and pulled up other senior administrative and police officials,
including circle officer and SDM Bilhaur. The reason was cited as
delay in developmental projects and the rising crime graph in the
region and dilapidated condition of roads.

She visited Sajari, Bhaggi Newada village in Shivrajpur, Kotwali
police station and inspected Ursala Horsman hospital.

At the Kotwali police station, she went through the records related to
crime against women and SC/ST Act. Earlier, the CM visited a basic
primary school in Shivrajpur's Bhaggi Newada village, where she
interacted with school children and inquired about their teachers and
mid-day meal scheme.

She also reprimanded SDM, Ghatampur tehsil and asked him to mend his ways.

The CM has also given one-month time to the district officials to
ensure the completion of the incomplete works under Manywar Kanshiram
Shahri Gharib Awas Yojna during her visit to Sajari.

She was to begin her day with a tour to Ramabai Nagar but suddenly
changed her scheduled programme and first reached Shivrajpur's Bhaggi
Newada village.

The chief minister is undertaking a tour of the state with an aim to
inspect the development projects and the law and order situation.

In the city, she visited dalit and backward class dominated Chunniganj
area. She garlanded a statue of Bhimrao Ambedkar there. The chief
minister met patients at the emergency unit of Ursala Horsman
Hospital. She instructed the health officials to maintain cleanliness
and hygiene in and around the hospital campus.

"I was surprised to see chief minister visiting the hospital," said
Ram Nihor, a class IV employee at Ursala Horsman Hospital. "I was
asked by the authorities to come early on duty," added another
official at the dispensary. During her ten-minute stay, the CM
questioned the doctors about the daily influx of patients.

Meanwhile, she ordered inquiry into the performance of Jhansi SDM
Muthuswami and his predecessor during her visit to Ghatampur tehsil.

VARANASI: Overnight development of a village is possible. If it is
difficult to believe, visit Bhelkha village of Harahua block just 10
kilometres away from the city on Varanasi-Lucknow highway, where the
`terror' of the chief minister worked. On the eve of chief minister
Mayawati's visit on Wednesday, the government machinery was proving
that anything, whether it is construction of the building of community
centre, helipad, houses under Mahamaya Scheme or even laying of roads
in several kilometres is possible overnight.

People, who had gone out of this village on Tuesday for two three
days, may get confused on returning that they reach their own place or
some other village. The government machinery has left no stone
unturned to saturate this place with all the projects and programme
prescribed for Ambedkar villages. The Bhelkha village was selected as
Ambedkar village in 1997-98. The people of this village became aware
about the actual advantages of the Ambedkar village when government
machinery started camping here from Tuesday morning to prepare the
place for the CM's visit to review the developmental activities.

Kuldeep, a local dalit youth who was looking at the installation of
electric board at his house by the electricity department staff, said:
"For past four years, I had been running from pillar to post for
having a legal connection. But, the officials were seeking Rs 4,000
for this work. Today they came to my place surprisingly and not only
gave a connection but also installed the switch boards." Shanti, a
widow carrying her infant, revealed that she struggled a lot for past
six months to get the benefits of government schemes. But, on Tuesday
the district officials called on her to provide the below poverty line
(BPL) card. They also took her to a bank to open her account for
providing the benefits of widow pension.

The CM's arrival also proved like a jackpot for the Mahatma Gandhi
National Rural Employment Guarantee Act (MREGA) job card holders of
not only Bhelkha village but also for the labourers of neighbouring
villages like Rayispatti, Pratappatti, Sinhapur, Puarikala and Chamao.
They all were engaged for bringing a pond in proper shape. This pond
is adjacent to the place where the helipad for the CM's was hastily
constructed. Chief development officer SK Singh disclosed that 230
labourers were engaged at this pond and they would get payment from
the MNREGA fund.

The departments like PWD, rural engineering and others had also
engaged hundreds of labourers for the completion of construction works
as well as laying pitch, concrete cement (CC) as well as `khadanja'
(made of bricks) roads. A local mason, Awadhesh said that the pitch
road of the village was laid just three-four months back. But on
Wednesday fresh pitching was done on the same road. The toilets
sanctioned to the BPL families in past years, were brought in proper
shape on Tuesday night and the works of fixing doors was in progress.
The officials were hopeful that the solar panel streetlights would
also be installed by Thursday morning. Some beneficiaries of Mahamaya
Housing Scheme, who had received the funds of constructing their
houses in past two days, were also trying their best to complete the
houses before the CM's arrival.

Bhelkha village

# As per the census 2001, this village has a population of 1,034
including 503 people from Scheduled Caste

# As many as 175 families are in above poverty line category while
below poverty line and Antyodaya cards have been given to 150 and 94
families respectively

# The village has 26 handpumps under clean drinking water project. All
the seven solar panel street lights were being installed on Wednesday

# Clean toilets have been sanctioned to 124 while there are 17
beneficiaries of Mahamaya Garib Awas Yojana and five of Indira Awas
Yojana

# The patta of land for residence has been allotted to 35 persons
while agricultural tools have been provided to 28 landless ones

# The only primary school was found functioning properly with all the
prescribed facilities for the students. The village has two Anganbadi
centres

# The scholarships are given to 52 SC, 161 other backward classes and
five general category students

# The construction of community centre was expected to complete before
the CM's arrival.

# As many as 35 BPL card holders were given power connections by Wednesday

# The village is saturated with CC roads and drains

# The number of beneficiaries of Mahamaya Garib Balika Aashirwad
Yojana is two, Janani Suraksha Yojana is 23 and Savitribai Phoole
Balika Shiksha Madad Yojana 20

# As many as 62 persons get old age pension, 29 window pension and two
handicapped pension
