Indian Justice Party chief hits out at Mayawati

ALLAHABAD: State is reeling under acute power, water crisis. UP is
also facing severe inflation and there is complete breakdown of law
and order machinery and incidents of crime against women is all time
high despite the fact that government is headed by a dalit woman, said
national president, Indian Justice Party (IJP), Udit Raj while
addressing a public rally here at the collectorate on Friday.

He added that in spite of this the CM is unconcerned simply because
she knows there is no alternative to dalit votes who feel they are
safe under their rule. The IJP would organise public meetings and
rallies across the state to make the dalits aware and bring reality
before them. Other parties like Samajwadi Party (SP) Congress and
Bharatiya Janata Party (BJP) are not able to influence dalit votes in
their favour and under such circumstances IJP is the only alternative.

He stressed that social equality cannot be achieved in the absence of
proper education for all and issues like price rise and corruption can
only be addressed in an educated society.

In his address, national general secretary, IJP, Parminder said:
"Despite the active role of all communities coming under the SC
category in bringing BSP to power, Mayawati has discriminated against
them by stating that only a member of the `Chamar' community would
become her successor.

Raj sets up helpline to register SC/ST offence complaints

Jaipur, Feb 18 (PTI) The Rajasthan government has set up a toll free
helpline number to register complaints related to offences against
schedule castes and schedule tribes.
"One can call at toll free number 18001806025 and register complaints
related to offences against people belonging to SC/ST category," an
official said.
The helpline was started in compliance of a decision taken recently
during a meeting chaired by Union Minister for Social Justice and
Empowerment Mukul Wasnik, he said.

It is humbly suggested that the SC/STs should boldly become Buddhists during Census 2011 and also mention as SC/ST in the revelant column.
They must also become members of BSP with full commitment and hoit Blue Elephant flags over their houses. Since BSP is a national party for the welfare for SC/STs OBCs Minorities and poorer among the upper catses. it has become very powerful all over the country. This power will certainly safeguard the lives of the deprived castes.

Lucknow, Feb 18 (IANS) In a case of honour killing, a Dalit youth in
Bijnor district of Uttar Pradesh was killed by the family of an upper
caste girl with whom he was in a relationship, police said Friday.

The girl's father Madan, two brothers and an uncle have been booked
for killing the 21-year-old Atul Kumar, whose body was found Thursday
on the outskirts of Dehlalawala village, police said.

All the four accused are absconding.

'Preliminary investigations indicate Madan and his family members
abducted Atul Kumar Wednesday when he had gone out of his home and
killed him. Atul's body was dumped on the outskirts of the village,'
police inspector Manoj Kumar told reporters Friday in Bijnor, some 400
km from Lucknow.

'Investigations indicate that Madan, along with his two sons and a
brother, killed Atul to safeguard the honour of the family. The case
against the four accused was registered late Thursday after an enquiry
that followed a complaint by the victim's family,' he added.

According to police, Madan on several occasions had warned Atul Kumar
of dire consequences unless the youth ended the relationship with his
daughter.

Recent violence against them shows a pattern with economically stable
households being the primary targets

In scores of cases, upliftment/empowerment and political assertion by
Dalits have resulted in a simultaneous increase in their oppression by
caste Hindus and dominant castes. The mindless violence unleashed upon
Dalit households on Sunday in Paralipudur village in Dindigul district
is one such case.

Paralipudur has a predominant population of Mutharaiyars (also called
Muthurajas and Valaiyars) and almost all nearby villages —
Kodangipatti, Vemparali, Kadavur, Lingapatti, Vathipatti and
Kavarapatti — are populated by them with the Dalits a minority in this
belt.

The immediate cause of the attack was a confrontation between
Paraiyars (sect of Dalits) and Mutharaiyars over hoisting of flags on
an overhead water tank. Youth belonging to the Viduthalai Chiruthaigal
Katchi had pasted posters bearing images of B.R. Ambedkar and Thol.
Thirumavalavan and hoisted a flag atop the tank after a wedding
ceremony. This invited the wrath of the Mutharaiyars, who hoisted
their association flag.

VCK cadre removed the flags following the intervention of elders of
both castes but the flag of Mutharaiyars was still there. The flag was
reportedly garlanded with footwear by miscreants. This incident was
the trigger for them to unleash violence against the Dalits.

Pattern of violence

The violence against the Dalits here shows a pattern (more like
Kodiyankulam), in which Dalit households which were economically
stable were the primary targets.

Caste Hindus carrying iron rods, clubs and petrol cans went on the
rampage after switching off power supply (a similar incident happened
at Mela Orappanur near Madurai in 2005), burnt down haystacks,
cattlesheds, brought down tiled roof of many houses and stole
valuables, including jewellery, says P. Jayakumar (25) of Indira
Nagar.

It was large-scale destruction of property. A few houses and shops
were burnt down completely; many houses were damaged and ransacked.

The destruction was not limited to objects of everyday use, but also
on sources of livelihood such as cattle, agricultural implements,
pushcarts and sewing machines. Almost 85 houses both in Indira Nagar
and Ambedkar Colony in the village have been damaged.

A couple of Dalit elders said that the caste Hindus were unable to
digest the upward mobility of Dalits and their political assertion
under the VCK. Erection of flagpoles, posters and banners by Dalit
youth during various occasions has been seen as threats to their
social status of dominance.

The Dalit colony, which has close to 150 families, has a good number
of people who are graduates. A few of them are working in government
offices. Most of them work as agricultural labourers and construction
workers and a few do assorted jobs in Madurai city and are not
dependent on the Mutharaiyars for work as they once were. The Dalit
women say they need adequate police protection.

Various human rights organisations and fact-finding teams, comprising
writers and advocates, have visited the village. In their reports,
they have stated that the mass attack on Dalits is a bad precedent and
must be curbed with an iron hand.

They further say that the Dalits suffered huge losses that warrant
payment of adequate compensation by the State government. They
complain that the Scheduled Castes and Scheduled Tribes (Prevention of
Atrocities) Act has not been invoked and many major sections were left
out.

Social scientists have found that attacks on Dalits who are
politically assertive have become common. This phenomenon of
controlling Dalits through violence and disciplining when ideological
control has no hold is largely found among middle castes and castes,
which are on the threshold of untouchability.

Police sources say that people belonging to Mutharaiyars, who were
involved in the attack were actually mobilised for their attempt to
erect a statue of Perumbidigu Mutharaiyar at Natham Bus Stand. They
were diverted to Paralipudur following rumours that their flag was
desecrated.

Minister for Revenue, I. Periasamy, visited the village on Wednesday
and interacted with the residents.

Mayawati inspects Ambedkar villages at Allahabad, Kaushambi

Lucknow, Feb 13 : Uttar Pradesh Chief Minister Mayawati expressed her
displeasure over the lapses in the works at Ambedkar villages during
her surprise inspections at Allahabad, Kaushambi and other adjoining
districts.

However, during the visit activists of the Congress and Samajwadi
Party tried to raise protest over the visit but were dispersed by the
police using mild force. Several people were also detained for trying
to obstruct the VVIP movement.

The CM went to Meja and Phoolpur tehsils in Allahabad district and
inspected the Ambedkar villages. She also inspected the midday meal
distributed in some primary schools.

The CM took note of the lack of ponds in these Ambedkar villages and
directed the authorities to do the needful immediately.

Meanwhile police has to resort to mild lathicharge on Congress workers
near Police Lines in Allahabad. Police also rounded up after making
lathicharge on SP workers in Kaushambi.

The opposition party activists were protesting against the
deteriorating law and order situation in the state.

DMK supremo and Tamil Nadu Chief Minister M Karunanidhi is understood
to be upset with the Prime Minister Manmohan Singh for his remarks
exposing the role of imprisoned former telecom minister A Raja.

The Prime Minister had spoken at length on Raja in his television
presser on 16 February.

Apparently this upset Karunanidhi who is believed to have conveyed his
feelings to the Prime Minister's Office and 10 Janpath, the residence
of Congress President Sonia Gandhi.


The DMK is understood to have agreed that Raja must be protected, more
so because he is a 'Dalit victimised in the corporate war' for having
'dared to make mobile telephony cheaper'.

The DMK and Congress have decided to contest the May Tamil Nadu
assembly election in alliance. The DMK thinks the Congress must,
therefore, not make comments on DMK leaders that might mar the
alliance.

Sources indicated that Karunanidhi's advisors have told him that he
could visit Raja in Delhi's Tihar Jail to show solidarity.

Chandigarh : Members of the Bhartiya Balmiki Dharam Samaj today
demanded the suspension of the Bhupinder Singh Hooda led government in
Haryana for having failed to protect the interest of the Dalits in the
state.

Addressing a press conference here, the president of the Samaj,
Chandrapal Anarya, said the state government was openly siding with
Jats, and the Dalits in the state were feeling the brunt of this bias.

Demanding the imposition of President's rule in the state the members
said the Dalits in Mirchpur were the most affected and were living
like refugees in their own country.

They said the government had made no efforts whatsoever to bring back
the Dalit families who had fled Mirchpur following the violent
incident in which Jats had allegedly burnt to death two Dalits in
April last year. Anarya added that the district administration had
also not done anything to allay the fears of the Dalits.

He also pointed out that the state government had not made public the
outcome of the meeting between the Jat leaders and the chief minister
in Kaithal on the last day of the Jat protest.

RAJKOT: A dalit woman has accused a married man from her village of
kidnapping her, raping her and forcing her into prostitution. In a
complaint lodged with the Kuvadava police station on Tuesday, the
22-year-old victim from Bedla village in Rajkot has also accused Vinod
Koli of falsely promising to marry her about eight months ago.

She told the police she had come to Kuvadava to catch a bus or jeep to
Rajkot to meet her brothers. While she was waiting for a vehicle, Koli
came in a car and gave her a lift. But when they reached Rajkot, Koli
did not take her to her brother's home. Instead he took her to a
rented a house and raped her. Later, he promised to marry her and took
her to Kolkata where Koli's wife Savita lived.

Some days later, Koli, his wife and the victim came back to Rajkot and
rented a house on Morvi Road. In her complaint, the woman said Savita
supported her husband despite knowing everything. Koli raped her again
after which he forced her into prostitution and started bringing
customers. Koli even threatened to kill her if she did not agree to
her demands.

On Monday, she was able to give her brothers' telephone number to one
of the girls in the neighbourhood. The girl called up the brothers who
came and rescued her. Kuvadava police sub inspector P M Parmar said
Koli and Savita have been charged with a number of offences including
kidnapping, rape, threatening to kill and illegal detention. The two
have also been booked under the Prevention of Atrocities Act.

JAIPUR: In a repeat of the Husheypur incident in Alwar district in
which members of Dalit community were forced to flee their village,
several Dalit families fled from their houses in Chandpur village of
Bharatpur district after a violent confrontation with members of a
minority community.

The Special Task Force (STF) was deployed in the village on Thursday
after the minority community members pelted stones at the houses of
Dalits.

The two communities have been on loggerheads over a land dispute for
some time in the village. On Wednesday, a goat strayed in the farm of
another community which triggered tension and violent confrontation
among the two communities. "At least a dozen members of two
communities were injured in the stone-pelting that took place during
wee hours on Thursday," a senior officer of district administration
told TOI on Thursday.

Many Dalit families have reportedly fled from the village over the
past two days. According to reports, the stone-pelting took place in
the presence of some police and civil officers.

"STF personnels have been deputed in the village. The situation is
still tense but under control," the officer said.

Asked if any further clashes were reported on Thursday, Madhusudan
Singh, inspector general of police, Bharatpur range, said: "Not much
happened. The situation is now improving and under control. As a
precautionary measure, we have deployed local police and STF in the
village."

Chandpur village has a mixed population of Mev and Dalit community.

Govt told to explain SC/ST panel chief's term extension
Bangalore, Feb 17, DHNS:

The Karnataka High Court on Thursday directed the State government to
file an affidavit explaining its decision to extend the term of Haveri
MLA Nehru C Olekar by one year as the chairman of Karnataka State
Scheduled Caste and Scheduled Tribe Commission (KSSC/STC).

The petitioners Karnataka Valmiki Nayak Maha Sabha and others had
moved the High Court challenging the action of the State government in
extending the term.

The petitioner alleged that Olekar, being a sitting MLA from Haveri,
was too busy in his constituency and was unable to concentrate on his
job as the head of the commission. He submitted that Olekar had
neither toured the State nor submitted any report.

Chief Justice J S Khehar sought to know why the State decided to
extend the term and observed that it was similar to appointing a
government advocate who would not argue throughout his term.
