telangana: a movement without a social agenda 3

kancha ilaiah in why i am not a hindu:

What further separated a Hindu from us was the nature of the
consciousness of the other world, the divine and the spiritual. For
children from our castes, Jeja (the concept of God) is introduced in
the form of the moon. As children grow up, they also get acquainted
with Pochamma, Polimeramma, Kattamaisamma, Kaatamaraju, Potaraju and
other deities. Among Dalitbahujans, there is no concept of a temple in
a definite place or form. Goddesses and Gods live in all shapes and in
different places.
i'd written nearly an year ago:

madigas, and over fifty other dalit castes in andhra pradesh have been
agitating over the last fifteen years for dividing the scheduled
castes into categories (as it is done in the case of obcs) to ensure
that, according to their view, not all the fruits of reservations are
cornered by a couple of castes. there have also been barely covered
reports of similar movements across the country. now this demand needs
to be debated seriously across a wide range of fora because it
involves not just madigas and other castes in andhra pradesh, but
dalits, primarily, and all other classes of people across the country.
from 300 million to one billion people.
no debate happened anywhere outside andhra pradesh, and in andhra
pradesh too the debate on categorisation of dalits, which had been
allowed to degenerate into an endless internecine war along the
mala-madiga divide among the dalits (watched, egged on many times,
eagerly by upper caste political bosses and various assorted
kind-hearted liberals among the brahminized classes) got drowned in
the debate over another synthetic divide, telangana. while the
debaters took to the streets and the courts and nothing got resolved,
they took the battle into their homes and their hearts. and to their
divided neighbourhoods in the villages, outside the villages. the
political bosses never took it to parliament, which in the supreme
court's opinion is the right forum to debate the issue, and powerful
parliamentarians, of course, never notice an issue that happens
outside delhi on their own unless....say, a famous cricketer or film
star is involved. but what would parliament have done?

it'd have taken an easy way out, like a very frustrated and tired
manda krishna madiga, perhaps. he, along with his organization mrps
('madiga reservation porata samiti'), joined the telangana movement
formally on the day kcr started his fast, a couple of months ago. as
recently as that. does that mean the dalits of telangana actively
support a movement that has been almost entirely led by upper caste
political leaders for the past nine years? it means they're frustrated
and tired running around every kind of constitutional institution
looking for just, constitutional solutions to their problems but now
have given up and feel geography might help. does it mean the dalits
of telangana have suddenly discovered they share a common culture with
their erstwhile feudal masters? that they were never separated from
the hindus, culturally, as ilaiah says? when krishna madiga shares a
platform with assorted reddy, velama, kamma, kapu political leaders
from the congress, bjp, various communist and other parties it doesn't
mean caste barriers have suddenly crumbled to dust, it only means
they've grown so strong that even dalits can't recognize each other as
equals.

so, the madigas of telangana think a separated telangana would help
them gain better access to reserved seats and jobs because they form
the majority (among dalits) in telangana. how about the other smaller
castes who would then be elbowed out of the race for reserved seats
and jobs by the dominant caste among dalits, the madigas? what'd
parliament do to resolve that issue? divide every region, district and
village in the country into separate states because so that no dalit
caste would dominate another?

the telangana movement is not a dalit movement, in fact it's a
movement designed to paralyse any concerted efforts by the dalits in
andhra pradesh to overcome caste, to fight caste together.

[ZESTCaste] Seminar on Ambedkar and Dalit Movement Held

http://www.daijiworld.com/news/news_disp.asp?n_id=71826&n_tit=Mangalore%3A+Seminar+on+Ambedkar+and+Dalit+Movement+Held+

Saturday, February 06, 2010 8:13:57 AM (IST)
Mangalore: Seminar on Ambedkar and Dalit Movement Held

Mangalore, Feb 6: Kancha Ilaya, revolutionary Dalit writer, has
dedicated his latest book, "Post-Hindu India", to the Buddha, Jesus,
Muhammad, Karl Marx and Ambedkar, referring to all of them as
prophets.

He was delivering the keynote address at a seminar on "Ambedkar and
the contemporary Dalit movement in India", organised by Mangalore
University's Centre for Dr. B.R. Ambedkar Studies here on Friday. He
said that Ambedkar had influenced a large number of people across a
wide area.

The Buddha, through his concept of "sangham" or the communitarian,
created the first organised religious denomination at a time when
Hinduism was disorganised and Islam and Christianity were yet to be
born. While the Buddha preached a life of spirituality, Jesus was the
first to introduce the concepts of "God" and "all are equal before
God" at a time when Israel was a loose collection of hierarchical
groups with the Samaritans at the bottom.

Reformation

Muhammad, he said, reformed the Arab world, which was a constellation
of tribes before the onset of his philosophy. And Marx managed to
capture the imagination of a post-industrialised Europe, where the
workers were an oppressed lot.

Ambedkar attempted to breach, what was in his time, the last edifice
of oppression in the world by liberating the 'lower' castes of the
Indian subcontinent. "His liberation of Dalits by encouraging them to
embrace Buddhism made him a prophet of equal standing with the rest,"
he said.

However, the placing of Ambedkar as a prophet alongside the likes of
the Buddha could be a complex proposition for the Dalits in the
country who had embraced Buddhism. "After all, there cannot be two
prophets within one religion," he said.

Referring to Ambedkar's 1936 speech, where he had said that he was
born a Hindu but would not die as one, Mr. Illaya said, "I say that
Ambedkar was not even born a Hindu."

Mr. Illaya said that Ambedkar came from an untouchable caste.

[ZESTCaste] Fwd: EU study Combating Child labour + report 'Understanding Untouchability''

---------- Forwarded message ----------
From: <g.oonk@indianet.nl>
Date: Fri, Feb 5, 2010 at 9:28 PM
Subject: EU study Combating Child labour + report 'Understanding
Untouchability''
To:

Dear reader,
We would to draw your attention to two important reports that have
recently been published.
The first is a study by the European Commission, mandated by the
European member states (the Council) called Combating Child Labour.
Its gives an overview of areas where the EU has possibilities to be
active against child labour in the world. These areas incude:
- development co-operation e.g. on education
- human rights dialogues
- trade policy
- public procurement
- corporate social responsibility.
At the end the European Commission raises a number of policy questions
to be answered by the European institutions, the member states and
other ''stakeholders''.
The campaign ''Stop Child Labour - School is the best place to work''
plans to react to these questions. You or your organization could of
course do the same ánd/or or send us your remarks which we can take
into account formullating our answers.
You can find the report here:
http://www.indianet.nl/pdf/CombatingChildLabour.pdf
A ground-breaking study - ''Understanding Untouchability'' on caste
discrimination in the Indian state of Gujarat shows that the practice
of ''untouchability'''is still widely prevalent. The report also makes
clear that the Indian state fails to address the issue. The report
lists 98 forms of untouchability by non-Dalits against Dalits but also
points out the discrimination between Dalit sub-castes. The report
while being rigorously scientific is also a call to action.

No reservation quota in promotions: Raj HC

Jaipur, Feb 5 : The Rajasthan High Court today quashed two
notifications issued by the state government for promotion of officers
from SC and ST category from the state administrative service(RAS), on
reservation basis, to Indian Administrative Service(IAS).

The High Court division bench comprising Justices RS Rathore and NK
Jain while accepting writ petitions filed by Bajrang Lal and 18 others
against the notifications issued in 2002 and 2008, held that
reservation could not be accorded in promotion to the officers from
reserved categories.

The court also directed the state government to prepare afresh the
general seniority list.

As many as 19 petitions over the issue were pending before the court
since 1993 and the verdict paved the way for promotion of officers
from general unreserved class.

As many as 56 RAS officers are due to be promoted to the IAS.

[ZESTCaste] Riding on hype and hope

http://www.hindustantimes.com/rssfeed/india/Riding-on-hype-and-hope/Article1-505351.aspx

Rai Atul Krishna, Hindustan Times
Patna, February 04, 2010
First Published: 23:20 IST(4/2/2010)
Last Updated: 23:21 IST(4/2/2010)

Riding on hype and hope

In 1978, his grandmother Indira Gandhi rode an elephant to Belchi
village in central Bihar where Dalits had been massacred. The dramatic
idea and her subsequent one-on-one interaction with the people caught
the imagination of the masses and became the first step to her
political resurrection and, two years later, return as India's Prime
Minister.

The big question is: Can Congress General Secretary Rahul Gandhi's
visit to the state (on February 2 & 3) bring about a similar
renaissance in his party's fortunes in the state.

He has caused quite a stir among the young. But if Bihar is to play a
significant role in his 'Mission Lok Sabha 2014', Rahul (39) will have
to quickly breathe some life into the Congress, which last won the
Assembly elections in the state 25 years ago, in 1985.

That won't be easy.

"The party base is gone. You need people to fight a war. Leaving most
of our seats to the RJD (which was the leader of UPA in Bihar) over
many years threw our people totally out of action", said Chaudhary
Mehboob Ali Kaisar, a young party MLA from Simri Bakhtiarpur in North
Bihar and reportedly a member of Rahul's think-tank on Bihar.

He does have a point. The Congress had contested 51 out of 243 seats
in the 2005 Assembly polls as a junior ally of the Lalu Prasad-led
RJD. It won only nine seats and polled a mere 6.09 per cent of votes.
Again, the Congress could win just two out of 37 Lok Sabha seats it
contested in 2009.

Breaking away from Lalu ahead of last year's Lok Sabha poll, a
decision credited to Rahul, has given the Congress its best chance of
returning to the centrestage of Bihar politics. It can now package
itself as a viable anti-Nitish Kumar, anti-Lalu Yadav force and
attract its traditional, but now estranged, vote bank – Brahmins,
Dalits and Muslims – back to its fold.

"The challenge before the Congress is to translate the euphoria
generated by Rahulji's visit into tangible electoral benefits in the
run up to the Bihar Assembly poll later this year. For this we need a
credible action plan and credible leadership at the state level,"
Kaisar argued.

The single attempt by the Congress leadership to push for a new
leadership fell flat when Chandan Yadav, chosen to head the Youth
Congress in Bihar, had to vacate the position. The appointment met
with a lot of resistance, one persistent factor in this being that he
had pursued most of his politics in Delhi. He had to relinquish the
post finally on the grounds that he was over-age for YC-I.

The talent hunt launched at Rahul's behest, too, failed to reach a
conclusion. Some names were identified but the no leader was finally
selected.

Rahul's great asset is the freshness he offers, a far cry from the
image of the Congress as a party of quarrelling has-beens. His charm
holds out the potential of expediting the process of securing for the
Congress the support of its core voters of the Indira-era.

The time may also be ripe.

The recently by-election setbacks to the ruling JD(U)-led NDA
government in the state, and the rebellion of Chief Minister Nitish
Kumar's close aide Lalan Singh has demonstrated that Kumar is not as
invincible as he seemed at the time of the Lok Sabha polls 8-9 months
ago.

And Lalu Prasad is still some way from regaining his popularity of a decade ago.

The local business community, which keeps its ears very close to the
ground, certainly sees a window of opportunity for the Congress.

"Thanks to the break-up with Lalu, the Congress is back in the
reckoning after a gap of 24 years. It is starting from a scratch. But
if the party contests the Assembly poll on its own, it will send out
the message it believes in the people and in itself", said Bihar
Industries Association President K.P. Jhunjhunwala.

But Rahul will have to contend with many pitfalls as well.

The young leader's aggressive courtship of the youth has raised
serious apprehensions among the so-called Congress old guard, who may
not be vote winners for the party but whose potential for mischief can
never be underestimated.

Again, Rahul's espousal of value-based politics will surely draw
all-round applause. But his trips to Uttar Pradesh must have convinced
him that the stranglehold of caste and money can hardly be wished away
even in neighbouring Bihar.

"Sharing power with RJD in Bihar (2000-04) robbed us of our
aggression. We were left with no stomach to fight it out as an
Opposition party", said Bihar PCC Media Committee Chairman H.K. Verma.

During his first foray into Bihar, hope and goodwill were Rahul's
endearing travel companions. Where it takes the Congress from here on
will depend largely on what he does to can convert them into enduring
electoral assets.

[ZESTCaste] Maya presents tax-free budget

http://www.asianage.com/index.php?option=com_content&view=article&id=1217:maya-presents-tax-free-budget&catid=35:india&Itemid=60

Maya presents tax-free budget

Thursday, 04 February 2010 21:25
Lucknow, Feb. 4: The Mayawati government, on Thursday, presented a
tax-free Budget with a deficit of Rs 9022.11 crores in the state
Assembly.

The budget, presented by finance minister Lalji Varma, stands at Rs
1,53,999 crores and is 14.7 per cent bigger than previous year's
budget.

The most significant part of the budget is that it has no provision
for chief minister Mayawati's dream projects — the various parks,
memorials and statues — being constructed in the state capital.

Ms Mayawati had already mentioned earlier in the state Assembly that
there would be no budgetary provisions for her dream projects in the
budget. However, in the supplementary budget grants, the state
government has set aside a token amount of Rs 1,000 for maintenance
and upkeep of the memorials.

The budget, significantly, violates the Financial Responsibility and
Budgetary Management Act (FRBM), passed in 2004 that makes it
mandatory for the state government to reach the zero-deficit target by
2010.

The budget, however, follows the chief minister's dalit agenda and a
sum of Rs 9,099.75 has been set aside under the Special Component Plan
for dalit welfare.

For the Shakuntala Misra Rehabilitation University, the state has set
aside a sum of Rs 93.81 crores. The university has been built in
Lucknow in memory of the mother of BSP leader Satish Chandra Misra.

For the three-tiered panchayat elections, scheduled to be held later
this year, the state government has earmarked a sum of Rs 406.40
crores while a sum of Rs 289.39 has been set aside for the census that
is scheduled to take place next year.

Budgetary sanctions running into hundreds of crore have been marked
out for various welfare schemes like the Mahamaya Garib Arthik Madad
Yojana and Savitribai Phule Balika Shiksha Madad Yojana.

Later, talking to reporters, finance minister Lalji Varma said that
the state had failed to reach the zero deficit target due to global
recession and economic slowdown.

He said that the state government would inculcate greater fiscal
discipline in the new financial year to reduce the deficit. Meanwhile,
the Opposition criticised the state budget and termed it as
directionless. Pramod Tiwari of the Congress termed the budget as
"distressing and depressing" while Hukum Singh of BJP said that the
budget was "irrelevant and boring and had nothing to look forward to".

Shivpal Singh Yadav said that the Budget indicated a total lack of
fiscal discipline in the state government.

who teaches Political Science at Osmania University in Hyderabad, is
known for his stance that India is on course for a civil war that will
signal the end of Hinduism. But the author of books like "Why I am not
a Hindu: A Critique of Sudra Philosophy, Culture and Political
Economy", "Buffalo Nationalism: A Critique of Spiritual Fascism" and,
most recently, "Post-Hindu India: A Discourse in Dalit-Bahujan,
Socio-Spiritual and Scientific Revolution", speaks with gentleness.
Even when he seems to defend U.P. Chief Minister Mayawati's proposal
to allocate Rs.53 crore for a security force to protect the monuments
she has set up across the State as symbols of Dalit-Bahujan pride.

Can spending taxpayers' money on self-glorification projects be
condoned, even if upper caste Hindus have done the same in the past?
While Ilaiah would "definitely want her" to spend on education of
Dalit children, he finds "another angle" pertaining to the symbolic,
historical value of the statues. He feels they "are basically seen as
Dalit-Bahujan shrines" and "anti-Hindu, pro-Buddhist", making up for
the Dalit-Bahujan icons that were demolished through history by the
dominating cultures.

"If Mayawati was pulling down some masjid or some temple I would stand
up and say no," he states, "but she is trying to build her own
historical agenda," which will have positive consequences for the
community's self-esteem. Granted, but is there no movement among
intellectuals like himself, either Dalit or pro-Dalit, to nurture an
approach other than political and symbolic, to take India out of the
caste quagmire? "Yes, if we didn't nurture a different kind of view
why would I write 'Post-Hindu India'?"

The book, recently released by Sage Publications, traces the history
of cultures that have remained below the radar, so to speak, simply
because they were non-Brahmin. Not accepting these cultures in the
mainstream due to the "nexus between the Kshatriyas and the Brahmins,"
Ilaiah explains, "resulted in anti-production, which resulted in
anti-science. That stultified our growth of science."

When Ilaiah, who was in the Capital some time ago for the launch of
the book, describes how some people wept at the event, it hits home
how little we have progressed in caste relations. "For the first time
there was a Dalit book being released at India Habitat Centre," he
points out.

His use of the word 'war' is scary, and his predicting the end of
Hinduism sounds improbable, but, says Ilaiah, the largely unopposed
"spiritual fascism" of the upper castes has led to a situation where
"the three evangelical religions — Christianity, Islam and
neo-Buddhism — are competing." Because these offer equality, the
increasingly aware Dalit and other downtrodden communities will
convert, leaving Hinduism a minority creed.

"Here is a huge landmass of millions of people who don't have the
right to spiritual equality and education," says Ilaiah. Mahatma
Gandhi was a "mediator," feels Ilaiah. "Because of him the civil war
didn't become severe all these years." He feels the war of nerves may
eventually reach weapons. "I am looking at the symptoms of the anger."

But he talks of solutions too. "Reform your texts, reform your
history. Say leather is not untouchable to God, the barber's knife is
not untouchable to God. Take a Dalit priest and a Brahmin priest to
celebrations. Do these symbolic things. Let them (high-caste Hindus)
come and sit with Dalits in their huts and eat with them."

Distinguishing between political Hindus (bodies like the RSS, VHP,
etc.), the secular Hindus (Congress, the Communist parties, etc.) and
religious Hindus of whom the Sankaracharyas are considered leaders, he
says, "Let the Sankaracharyas declare that killing someone for an
inter-caste marriage is a crime against God. It is not the legal thing
which works."

As for legal recourse, he notes, "Reservation is not a solution for
this problem. We also don't want reservation. We want equal education
from the age of three to 18, availability of teachers and good
infrastructure."

Eventually, "we should go for abolition of caste," he says. But this
goal can be reached gradually. "All of us should go towards dignity of
labour. Let us put our hands in the soil. Let there be women
Sankaracharyas."

He suggests we stop gloating over past glory — "We made pushpaka
vimana" — without comparable competence today. "I'm proud of Amartya
Sen," he declares, "but I'm not proud of Radhakrishnan."

KANCHA'S CAVEAT

Post-Hindu India: A Discourse in Dalit-Bahujan, Socio-Spiritual and
Scientific Revolution

Sage Publications

The book talks of the high level of scientific and cultural
development of the tribals and other communities of Andhra Pradesh,
with chapters like "Unpaid Teachers", "Subaltern Scientists, "Social
Doctors" and "Meat and Milk Economists" among others.

While the tribal communities taught human beings essential skills,
from distinguishing between edible and poisonous roots to designing
hunting instruments, the barbers are the earliest protectors of
health, and the leather workers the first scientists whose work the
author says is "a fascinating process of converting something into
something."

Talking about researching for the book, he says he found each
community produced "innumerable instruments of production". But
production and tilling were seen as "pollution", and "the priestly
caste was not supposed to touch any productive work."

He asks, "Why were the communities that were cleaning the village,
protecting the village (from disease), treated as soiled?" The concept
of "professional pollution" doesn't exist in any religion other than
Hinduism, he points out.

With the idea of pollution by touch entrenched, "this whole thing
entered the food culture also."

Similarly, with business restricted to the Bania community, the
economy suffered. "Once the business was confined to Banias, the
European mode of mercantile capital could not come," says Ilaiah.
Instead of encouraging other castes to invest their money, the system
ensured it became " gupt dhana (secret hoards)."

If the "spiritual fascism" of the upper castes is not corrected, the
author predicts civil war and the death of Hinduism.

[ZESTCaste] No statue-tory provision in Mayawati's budget

http://www.dnaindia.com/india/report_no-statue-tory-provision-in-mayawati-s-budget_1343414

No statue-tory provision in Mayawati's budget
Deepak Gidwani / DNA

Friday, February 5, 2010 0:11 IST

Lucknow: Uttar Pradesh chief minister Mayawati used the 2010-11 state
budget presented in the vidhan sabha on Thursday to boost her Dalit
agenda. The BSP regime has earmarked nearly Rs10,000 crore for the
welfare of scheduled castes (SCs), which is the biggest such one-time
allocation by any government in the state.

Finance minister Lalji Verma announced that Rs9,099.75 crore had been
budgeted under the special component plan (SCP), meant for the welfare
of SCs. The minister announced a clutch of schemes aimed at the
welfare of Dalits and the poor and deprived people belonging to other
castes and minorities.

Interestingly, not a single rupee has been provided for the
construction of parks, memorials and statues, which have been an
obsession with Mayawati. She was apparently held back by the stringent
view the Supreme Court has taken of the thousands of crores already
spent on erecting monuments to Dalit leaders.

Political compulsions linked to the next assembly elections scheduled
in 2012 seem to have driven Mayawati to shed all inhibitions and
openly pursue her policy according the highest priority to Dalits.
This approach had been diluted since the 2007 assembly election as
Brahmins were given prime positions in the ministry and in the BSP
organisation.

However, with the Congress gaining ground in UP, the BSP seems to have
returned to its original strategy. The new schemes announced in the
budget also indicate that apart from Dalits, most backward castes,
minorities and poor upper castes are also very much on Mayawati's
political radar.

The budget provides for a new scheme — the Mahamaya Garib Arthik Madad
Yojna — under which all below-poverty-line (BPL) families not
benefiting under any other subsidised foodgrains or pension scheme
would get a monthly grant of Rs300. An amount of Rs402 crore has been
allocated for this.

The state government would also reimburse scholarship/fees of about
2.20 crore pre-10th standard and post-10th standard students from
backward classes, at a cost of Rs1,045 crore. Besides, there are
special schemes for the education and marriage of girls from poor
families, especially those belonging to minorities and backward
classes.

Where welfare schemes are concerned, even a huge fiscal deficit of
Rs22,742.49 crore does not seem to have prevented the Dalit leader
from widening her wallet.

Rs 700 cr for parks, memorials

Express news service Posted online: Friday , Feb 05, 2010 at 0324 hrs

Lucknow : Contrary to Chief Minister Mayawati's announcement in the
Assembly last week that there would be no financial allocation for
parks and memorials in this year's state Budget, Rs 700 crore has been
earmarked for memorials of Dr B R Ambedkar, Kanshiram and Ramabai
Ambedkar in the Budget presented by Finance Minister Lalji Verma on
Thursday.
The Budget, which has an outlay of Rs 1,53,199 crore, does not impose
any new taxes.

* A provision of Rs 456 crore has been made for essential works in Dr
Bhimrao Ambedkar Samajik Parivartan Sthal to provide long-term
stability to the structure under the "urban development" head of the
budgetary grants for the Housing Department.

* Under the same sub-head of the housing grants, a provision of Rs 224
crore has been made for the Manyawar Kanshiram Green (Eco) garden. A
provision of Rs 36 crore has been made for the development of Ramabai
Ambedkar Maidan and additional works.

* For other works at various memorials, a token provision of Re 1 each
has been made in the grant of the Housing Department. These memorials
are Manyawar Kanshiram Memorial at Jail road, the Ramabai Ambedkar
Maidan, Dr Bhim Rao Samajik Parivartan Sthal and the development and
beautification of the Smriti Upvan, earlier known as Kanshiramji
Smriti Upvan.

The Finance Minister also presented the second supplementary grants
for the current fiscal 2009-10, totaling Rs 3,132.56 crore. In these,
token provisions of Rs 1,000 has been made for various parks and
memorials.

Using this token provision as a cover, the government can provide
funds for parks and memorials by re-appropriation of grants within the
current fiscal year. The provision of Rs 1,000 has been made for Dr
Ambedkar Samajik Parivartan Sthal, for the corpus fund created for the
security and maintenance of the parks and memorials and for the
development and beautification of the Smriti Upvan.

[ZESTCaste] India state approves statue squad

http://news.bbc.co.uk/2/hi/south_asia/8499673.stm

India state approves statue squad
A plan for a special police force to protect statues of an Indian
politician and her mentors has been approved in India's Uttar Pradesh
state.

Chief Minister Mayawati proposed the squad because she feared her
political opponents might demolish the statues.

Uttar Pradesh's state assembly passed the bill proposing the security
force on Thursday.

Ms Mayawati has been criticised for spending $1bn (£0.6bn) on
monuments of herself and other low-caste leaders.

She remains popular among India's 160 million low-caste Dalits,
formerly known as "untouchables" - but critics accuse her of
self-glorification and wasting public money in what is one of India's
poorest states.

The initial cost of raising the force is estimated to be 540m rupees
($11.6m; £7.1m). Yearly maintenance would cost 140m rupees ($3m;
£1.8m).

Special training

State minister Lalji Verma said there was a shortage of security
forces to protect the memorials. He said police officers would be
given special training.

They will be also given the power to detain people they suspect of
threatening security near the statues.

India's Supreme Court has ordered the state government to halt further
building work on the statues until it decides whether the expense can
be justified.

Last year, the Uttar Pradesh state opposition leader, Mulayam Singh
Yadav, said: "Bulldozers should be put to good use in these
memorials."

[ZESTCaste] For SC/ST uplift, change of mindset needed: Meira Kumar

For SC/ST uplift, change of mindset needed: Meira Kumar
Published on : Thursday 04 Feb 2010 22:22 - by IANS

Bhopal, Feb 4 : Uplift of the Scheduled Castes (SCs) and the Scheduled
Tribes (STs) cannot be ensured by making laws alone and there is a
need to change people's mindset also, Lok Sabha Speaker Meira Kumar
said here Thursday.

Addressing a workshop on "Empowerment of the Scheduled Castes/Tribes"
at the R.C.V.P. Noronha Academy of Administration, she said that it is
a matter of concern that a workshop is being organised for empowerment
of these sections of society even 60 years after independence.

"Political and administrative classes lead the nation. The political
class can take a decision but the important responsibility of its
implementation rests with the administrative class," Meira Kumar said.

She said that ground realities of the country can be experienced by
visiting villages, towns and districts. On the strength of this
experience, they can make suggestions about what new laws are to be
formulated.

The Speaker also called for action against those responsible for
atrocities on people belonging to the Scheduled Castes and Tribes
under Prevention of Atrocities Act, and added that it will lead to a
social revolution.

Presiding over the workshop,Madhya Pradesh Minister of State for
General Administration K.L. Agrawal said that the state government has
launched several schemes, including Ladli Laxmi Yojana and
Mukhyamantri Kanyadan Yojana, for the welfare and uplift of the poor,
especially the SC/STs.
